developing news out of san francisco this morning where police are on the scene of a home invasion robbery in the richmond district. i'm christie smith. i'll tell you what those suspects took plus what they may have thrown outside on their way out of the scene. that story coming up. was it a silent crime? police in daly city find a person bleeding inside of a car. hear from one witness who heard nothing but saw plenty. what he says happened as police cars just flew by. bundle up again this morning. it is cold outside. we'll get a look at your upcoming weekend forecast as well. it's thursday, january 3rd. this is "today in the bay." >> easing toward the weekend.

good thursday morning, everybody. it's 4:30. i'm jon kelley. >> i'm laura garcia-cannon. lots to get to this morning. let's start out with that forecast and meteorologist christina loren. good morning. >> good morning to you, jon and laura. good morning to you at home. it's cold out there again. as cold as this time yesterday morning. that means you want to go and bring in those sensitive plants yet again and don't keep pets out there for too long this morning. this is the last frigid start. major changes just ahead and temperatures are going to be warmer this afternoon. lots to talk about in your full forecast. i think you will like what we've got for you if you are looking for the warmth. let's check on your drive. good morning, mike. >> good morning. 80s, right? maybe not the 80s. we're looking to the south bay. this is 101 under 680. a smooth, easy light drive right now. we expect the commute to ease up a bit more than yesterday. this is a thursday after all. we look at the south bay map. speed sensors show the color green and yellow with speeds dipping to the 60 area.

not a big deal. light traffic as you saw. highway 9 hills outside of saratoga, there is an accident. you'll find traffic control because of this crash. there will be slowing right at the interchange but again the bigger concern is it's in the hills. cold this morning. potential for black ice around the bay area. we'll let you know if we get any reports of that. back to you. >> thank you, mike. following breaking news right now out of san francisco. a home invasion with several people involved. >> it's happening right now at 40th and anza. the city's outer richmond district. christie smith just arrived on the scene. what's going on? >> reporter: good morning to you. san francisco police inspectors are inside of this home in the richmond district speaking with multiple victims of this home invasion robbery. they are also waiting for crime scene investigators to show up and start processing the evidence that is outside including a knife that appears to have been thrown in a planter in the walkway. perhaps on the suspects' way out of the scene.

about 3:00 this morning multiple suspects broke into this home. there were several people inside of the home at the time including men and women. the suspects, police say, stole electronics from inside including an iphone or iphones. they have been trying to pick up a single or ping it after the robbery but apparently the suspects turned it off. no suspect description this morning and no one arrested. good news in this is that what we're hearing is no one was injured but investigators plan to be here for quite some time. when we get more information, we'll bring it to you. that's the latest reporting live in san francisco, christie smith, "today in the bay." >> we are also following breaking news in daly city. police there investigating a violent crime in a parking lot near hickey boulevard and 280. we talked to a man who watched through his office window as police arrived there. he said he didn't hear anything

that made him think something was wrong. >> i would have expected a fire alarm especially with the fire trucks and with all of those cop cars, gunfire or something like that. even screams. but nothing. >> marla tellez is on the way for us to that scene this morning. she'll have the latest details on this scene coming up at 5:00. police are continuing their search for a petaluma teenager that disappeared on new year's eve. this is 19-year-old alissa burn taken at the snow globe music festival in lake tahoe. she attended the conference with friends and was staying at the horizon casino resort. around 11:30 on new year's eve alissa took a shuttle back to the hotel without her friends. burns' family is pleading for her safe return. >> please come home. we love you and miss you and

just there is no repercussion of anything. we just want you home. >> south tahoe lake police are looking at surveillance video but have no leads on where she could be. a new beginning for teachers and students at sandy hook elementary school. one of many changes in this community since that tragic shooting. this is the first time since the school shooting students and teachers are returning to a classroom seven miles from newtown an empty middle school being brought back to new life. survivors of the shooting will try to return to some form of normalcy in a different city there in monroe, connecticut. >> i'm not sure how we're going to react to it. it's going to be hard. they want to see their teachers and their classes and get back into their routine. >> a long list of security

devices have been installed and counselors will be in place for the students. a maintenance worker at a san jose apartment complex could face murder charges after he allegedly shot and killed a man he thought was a burglary. luis hernandez saw a man casing cars in a garage on lewis road on new year's eve. hernandez confronted the man. a fight broke out and it ended with hernandez shooting and killing the suspected burglar. san jose police say burglaries are a lower priority compared to violent crimes and hernandez took the law into his own hands. >> it's frustrating for the officers and for the supervisors that are out there listening to calls come in and knowing they can't send anybody. >> the district attorney will now decide whether hernandez should face charges for that shooting. one of the murder suspects accused of killing a silicon valley businessman will face a judge today. 21-year-old deangelo austin being arraigned later this afternoon for allegedly taking part in the murder of ravi

kumra. austin along with two other accomplices killed kumra and beat his ex-wife during a home invasion robbery. the trio stands accused of stealing cash, collectibles and jewelry. investigators have been tight lipped because they are looking for other possible suspects. now to a follow-up on a story we brought you over the weekend. san francisco police hope new video will help them catch a man who robbed a woman and threw her dog into oncoming traffic. here's the surveillance video that shows a brief glimpse of the man. the attack happened on december 28th. we'll slow it down for you. near the corner of leavenworth and golden gate avenue in san francisco. the suspect approached the woman, demanded money and then grabbed her small dog and threw her into oncoming traffic. the dog was hit by another car and had to be put down because of her injuries. the reward money from private

donations topped $3,000 so far. jerry brown is at it once again facing large opposition against his proposal to change california school funding. specifics to his plan have not yet been released but the governor wants to simplify funding streams to give more local control to the school boards. his plan calls for more money for districts with low-income students and those who don't speak english fluently. brown wants to wipe out existing rules that keep schools from receiving state funding. 4:38. a local emergency has been declared in east palo alto following recent storm damage. heavy rains back in late december sent the san francisquito creek over its banks. >> fix the levee. people's lives are at jeopardy here. >> we're looking at walls that

will be created along here as opposed to going with more dirt. >> city leaders say work on the new levee wall won't start until the rainy season is over. it's 4:39 right now. a lot of people start the new year with new resolutions. we get to start the new year chilling out. keeping it cold out there. >> cold starts but beautiful, sunny afternoons. good morning to you. temperatures this morning are running chilly. we're in the 30s. a couple of 20s out there as well. 28 degrees right now up in santa rosa. just about as cold as it was yesterday morning. we do have frost out there widespread. make sure you're ready for that. you might have to scrape it off the windshield. let's talk about what we're expecting. we head throughout the morning hours, it will drop off even more so before 7:30. that means layer up this morning. 5 to 10 degrees below average

light traffic and no slowing right now. commute direction south on 101 coming out of novato in toward highway 37 moves nicely. light volume out of the north bay. cold. watch for potential of black ice on many roadways. a live look at fremont. just a few headlights southbound. fewer taillights northbound through the area past tesla. we'll see it build up around 6:30 or 7:00. we'll track it until then for anything unexpected. back to you. 4:41 right now. a top silicon valley executive planning a trip to one of cyberspace's final frontier. plus a new congress will be sworn in today. why they are still facing some of the old problems their predecessors left behind. and spiking her parents milk shake with drugs is what a teenager and her friend are accused of doing but it's the motivation that's raising some eyebrows. we'll explain it all next.

4:44. >> one of google's top executives getting ready for a major trip to the internet restrictive country of north korea. eric schmidt traveling to europe on a private humanitarian mission led by bill richardson. he's expected to leave as early as this month. u.s. based google is the world's largest internet search provider and it will mark the first trip to the most restrictive internet policies on the entire planet. we'll have live reports from scott mccrew and bob redell at 5:00. congress begins the new term at that with fiscal cliff behind them for now. moving onto a new fight. nbc bay area's tracie potts has details on the issues congress will face. >> reporter: 113th congress takes its oath this afternoon with 56 new democrats, 58 new

republicans and a record number of women. the youngest, hawaii, a 31-year-old iraq war vet and first hindu ever elected. john boehner is expected to be re-elected speaker. he announced the first order of business. a vote on friday to provide billions to victims of superstorm sandy. >> the bottom line is between friday morning and january 15th those two votes will bring in $60 billion that is absolutely necessary to new york, new jersey and connecticut. >> reporter: also tops on their agenda, raising the debt cerealing so america can borrow more to pay its bills. >> the president is addicted to spending. he wants to spend. he wants a new credit card after he's maxed out the last one. >> the president thinks he's not going to negotiate, he better think again. he's president of the united states. he's not emperor of the planet.

unemployment, private sector jobs, and minutes from last month's fed meeting. dow jumping 308 points to close at 13,412. the dow didn't post a 300-point gain at all last year. nasdaq climbed 92 points. retailers report december sales today. some stores may not have much experience in the way of holiday cheer. the consensus forecast is for an increase of 1.9%, which would be the worst december performance since 2008. consumers moods were dampened by the uncertainty over the fiscal cliff and the aftereffect of the school shooting in newtown, connecticut, and of course hurricane sandy. early look at business headlines. back to you. >> all right, hampton. thank you very much. we'll checking you out in a few moments. thanks a lot. we'll check out that forecast right now with meteorologist christina loren. another cold start. >> another cold start. good thing we have hampton pearson to heat things up. the ladies on this show love

hampton. this morning you want to layer up. you want to dress with things that you can take off as we progress throughout the day because temperatures are going to climb. we'll see a nice sunny finish to the day with temps in the mid 60s in some cities. it's cold out there to start. grab the mittens and scarf, whatever it is that you're sensitive to. maybe your ears get cold. 32 degrees in napa. 41 in san francisco. and 33 degrees in sunnyvale. about a 30-degree jump in temperatures all across the board today. so as we progress throughout the morning hour, you might take off that scarf and then by the finish of the day, temperatures will warm up to where you could ditch that jacket. air quality has improved overnight. that's good news. it will continue to improve with an area of low pressure coming through. throughout the next couple days a cutoff low so it's hard to dictate where it will end up. we are expecting as we meet back here tomorrow morning low clouds and drizzle. that fog will be back in the forecast. our best chance for rain, maybe a stray shower will be late saturday into sunday with this

cutoff low getting close to the california coastline at that point. not expecting much. if you want to make outdoor plans, do so on saturday. overall we don't have any significant rainfall, any heavy rain in the forecast potentially through the midsection of the month. not even until the 15th. 58 degrees in livermore. 61 degrees in gilroy. staying nice as we head throughout the next few days. fog will return. that will keep things more gray and overcast for the first part of the day but we'll see nice, sunny finishes. one chance for a stray shower, light shower at best on sunday. back over to you. >> all right. thank you. speaking of showers, it looks like the rain we've been getting caused problems over christmas but it's paying off. we're rolling to an excellent start for the season according to the department of water resources and as christina pointed out, more storms could be adding to that. what this means for the state, it will be able to deliver a vast majority of water for projects all over california and

of course this is extremely crucial for the state after entering the fourth year of drought. two teenage girls may be in legal trouble after drugging one of the girl's parents. they did it, they say, so they could get late-night internet access. it happened friday night at one of the girl's homes in rocklin outside of sacramento. police say the family's internet service was turned off at night. they say the teens wanted access so they put prescription sleeping medications into a m k milkshake to knock out the parents. when they tested positive for drugs, they turned in the girls. police say it's up to the d.a.'s office to decide if the crime justifies adult punishment. >> all right. 4:51. still ahead on "today in the bay," how about gadget takeover. why americans are now outnumbered by all their smartphones. >> like these cameras. remote controlled by computer.

>> always a big fan of that. it's 4:54. it's official. machines have taken over the world or at least they have in america. right now there are more internet connected gadgets than people in the u.s. consumer market research group npd estimates 425 million devices versus 311 million americans. we're talking smartphones, tablets, gaming consoles, just to name a few. >> raise your hand if you have more than one cell phone. it's an epidemic. starbucks going greener today. the coffee chain offering you a reusable cup to go with your coffee order. the plastic cup will cost $1. the idea is to bring it back for refills and in return they give you a ten cent credit each time. the company has been testing it and says they are seeing good results so far but critics say people just can't remember to

bring them in and they're worried about cross contamination. starbucks says they'll clean the cups before refilling. the company hopes it will cut down on waste and help the environment. >> interesting to see if it delays at all. >> scrubbing traffic and making coffee. >> starbucks always busy around this time of morning. >> very popular in our news room. starbucks or any brand that's caffeinated. to the bay bridge a smooth drive across the bay. folks wide awake without a problem across the incline. tonight unlike last night you'll have road crews there restricting your lanes as you come across. typically doesn't cause a problem and no slowing right now. maps down the east shore freeway. the commute direction marked with yellow arrow. you see no problems there either. coming across richmond bridge, a slowdown approaching that san quentin avenue off-ramp on the san rafael side. earlier debris now is on the chp report but should be clear in a
