of san francisco. into the city upper deck light volume. no problems. map shows you both directions of the bridge clear but upper deck has construction as well. the concern is east 24 heading to caldecott tunnel. we typically see this on readers but we don't have incidents. it should be nothing unusual. i'll let you know if that isn't the case. back to you guys. the search intensifies for a petaluma teenager that has been missing since new year's eve. this morning we hear her friends describe what happened before she vanished. "today in the bay's" kimberly tere has this story. >> reporter: friends who saw 19 year old alyssa burn said she wasn't herself. they were in tahoe for the snow globe music festival. her friends say on new year's

eve she left the concert to head back to the hotel by herself. that's when one of the friends ran into her in the lobby and something wasn't right. >> she seemed under some type of drug. >> this was the last interaction friends had with her. >> called her 15 times during the time. >> reporter: they got a ping on her cell phone three minutes after midnight and are waiting for information on where that call or text was made. authorities are also searching the hotel where she was staying room by room and carefully reviewing surveillance tape which one of her friends describes. >> it just showed her sitting on the couch in the lobby and just getting up and walking away like someone was kind of wanted her to meet her somewhere or something or someone got her to get up and walk away basically. it just looked like there was a reason she left. >> alyssa would not -- there's

too much here for her. >> reporter: a $10,000 reward is being offered for her safe return. >> please, please, have a heart. call. please call that number. if you are not comfortable calling that number, then call me. just let us know. all i need is hope. all of us just need one or two more footsteps closer to alyssa. >> reporter: kimberly tere, "today in the bay." 4:34. a follow-up to a story we first broke on wednesday. san jose man accused of taking it the law into his own hands has been officially charged with murder. luis hernandez is accused of shooting and killing christopher soriano on new year's eve. hernandez told police he was frustrated they were not responding to numerous calls for help after a rash of burglaries at an apartment complex.

he told police he thought soriano was a serial burglar and tried to make a citizens arrest. the victim's mother is blaming the mayor for police staffing cuts. >> the mayor has to do something about the police force. we need to hire more men. i know budgets and -- cut somewhere else. don't cut the police department. we need officers out there to prevent something like this happening, from other people being vigilantes and killing someone. >> in an e-mail the mayor said he agrees with the need of more officers on the streets and the city is in the process of training 40 new police recruits. the naked sword man who appeared on the streets of san jose on new year's day is set to appear in court later today. san jose police averted a lethal standoff after taking bennett into custody following a bizarre and wild scene. here's the deal. he was armed with a sword and a loaded assault rifle. the 29 year old being evaluated

by his doctor for mental health issues. another criminal arraignment all set to take place this afternoon. all four murder suspects of killing a silicon valley businessman will appear in court. this happened during a home invasion. three of those men have prior felony convictions. prosecutors intend to seek the death penalty or life imprisonment without parole in this case. in san francisco a teenage driver will be arraigned today. 19-year-old david morales is accused of killing two people in a crash while leading police on a chase on new year's day. they say that he's a gang member who shot at three pedestrians before the start of the pursuit. the parents have filed a wrongful death lawsuit against

the magic place children's center in san rafael. the boy died after suffocating in his bedding. three staff terers are charged involuntary manslaughter. the child care center has since shut down. neighbors that live next to the san francisquito creek are hoping that governor brown will declare a state of emergency bringing in money to cover the cost of repairs. the city inspection of the entire length of that creek shows 12 areas in need of immediate help. the storms right before christmas called that water to overflow its banks damaging seven homes. >> they should fix the levee. that's the main thing. fix it. >> we have found more serious damages to the levee and to the road and it is a very dangerous situation. >> the city of east palo alto is hoping the governor will grant

the emergency request and make it happen later on today. >> what will happen later today when it comes to that forecast? let's check with meteorologist christina loren. >> it will be nice. good morning to you. happy friday, everybody. temperatures running cold this morning but not as frigid as yesterday. in fact, we don't have any 20s to point out whereas yesterday we had quite a few at this hour. so basically this morning grab your coat, possible to see patchy frost up in the north bay. we're looking good overall. 32 degrees at freezing in novato this morning. 34 in napa. you're at 43 degrees this morning to start the day in san francisco. temperatures today are going to run mild because we're starting out warmer. high pressure still in control. changes just ahead. area of low pressure charging toward the coastline that will bring in fog this morning. by 8:00 a.m. completely cloudy conditions over the greater bay area. we stop the clock at noon today. clearing you out. we'll see a nice sunny finish to the day. temperatures will be warmer than yesterday by a few degrees. 62 in livermore today. 61 in fremont. 61 degrees in beautiful san

francisco. what a treat we're going to get in some cities for the first part of the weekend. we'll talk about that coming up. and it the rain is coming our way. i'll time that out for you as well. let's talk to mike about your drive. >> drive right now through fremont just fine. light volume of traffic as you would expect at 4:39 especially on a friday. we're looking for lighter commute today even though we have more folks working than a week ago. it's not until monday or tuesday when the commute will hit hard. we'll watch monday as well of course. we're looking at a smooth drive for the map heading into the area. for south 880 we might see slowing through hayward. 6:30 this morning we'll watch for that to start building up. in pleasanton and sunol area for south 680 and west 580 those are your commutes into the area and this is not a problem right now. heading out of the area east 580 through pleasanton toward livermore and then toward the sierra we'll have some folks heading out of there this afternoon. no chain requirements right now. we'll continue tracking that area. a live look outside shows you the peninsula. 101 easy light flow northbound

with headlights past university avenue and smooth flow all of the way up through san mateo and into and out of the city. back to you. >> all right. speaking of the city, no more free parking on sundays in san francisco. starting this sunday drivers now have to feed the meter seven days a week. >> come on. >> come on. parking meters have already been free on sunday in the city but changes this weekend municipal transportation agency say the times have changed, jon kelley. 65-year-old parking policy needs to be updated. city officials say charging for parking on sundays will actually help local businesses. >> it's meant to be a program that allows congestion to be relieved, parking to be more available and businesses to thrive because parking is more available for people coming to san francisco to shop. >> the meters will be active for a shorter amount of time on sunday noon to 6:00 and drivers will be able to pay for up to four hours at a time. >> so they are telling us they are making us pay more is

welcome back, everyone. a good friday morning to you. what a beautiful live look outside on the lights glistening over san francisco this morning. we'll check the forecast. cool start to the morning. 4:44. capitol hill may have a new congress but this morning lawmakers dealing with problems from the past and another fiscal cliff just weeks away. nbc bay area's tracie potts is in washington with the latest. >> reporter: with the new congress officially at work, here's what's happening today. a vote later this morning on 9

billion in aid for superstorm sandy victims. the first part of a larger package they'll take up later this month and vice president biden presides as lawmakers count electoral votes from last fall's election. there's a big debate ahead over defense and other budget cuts. >> we must ensure that innovation rests at the heart of our success. >> our government has built up too much debt. our economy is not producie ini enough jobs. these are not separate problems. >> reporter: john boehner back as speaker presiding over a smaller republican majority. in the senate, republicans vow not to raise the debt ceiling again unless congress cuts spending. >> the first step in this debate is for democrats to get over their fanatical commitment of spending every dime the government got its hands on. it has to stop. >> a future budget agreement must balance thoughtful spending

reductions with taxes on the wealthiest among us. >> reporter: it is expected to hit its borrowing limit again in february, another fiscal cliff, round two, begins today. also on their agenda overhauling the tax code. tracie potts, nbc news, washington. futures are down slightly ahead of big economic numbers due out today. toyota and audi want to let your car doing the driving for you. for more on that and the rest of your news before the bell, we turn to brian shactman live at cnbc world headquarters. good morning. >> reporter: good morning. futures have improved a bit. basically flat ahead of the big economic report of the day, the december jobs number. analysts expect another month of slow but steady growth but not enough to call it a turning point for the economy. forecast call for 160,000 jobs to have been created last month. unemployment expected to hold steady at 7.7%. hiring can be affected by cold

weather. companies bring on temp workers for the holidays for example. we also get data today on the services sector and factory orders. the dow fell 21 points on thursday to 13,391. nasdaq lost 11 to 3100 even. toyota and audi set to unveil several features for driverless cars. both automakers will show off high tech options at next week's consumer electronic show in las vegas. there is radar and cameras that will detect other vehicles and traffic signals and audi will demonstrate a feature that lets a car find a parking space and park itself without a driver. i don't know about you guys. i would love relief of not having to parallel park but it seems beyond me to actually sit and let a computer drive my car. >> it's a little strange. you see them here in the bay area as google tries them out. it's strange to pass them on the roadways. take care. happy friday. >> i'm with brian shactman on that one.

a bunch of bumper cars out there and put on your helmet and strap in and let them go. weatherwise, what do we need to strap on? >> you have never driven with me before. you see this blonde hair coming, you get out of the way. let's take you outside and show you what's to come today. you don't have to worry about scraping that frost off your windshield this morning. maybe a bit in the north bay where temperatures are around freezing but we don't have any cities in the 20s. it's possible in places like gilroy and maybe petaluma but the most part we'll drop out at 32 degrees even in santa rosa. 43 to start in san francisco this morning. 37 degrees up by five to eight degrees from yesterday's highs here in san jose. as you head throughout the day today, temperatures are going to be comfortable. today looks like the warmest day of the week so far. we'll warm up a little bit more for tomorrow. showers ahead. cutoff low will break away from the jet stream. is hard to dictate where this will end up.

the core of low pressure will stay offshore and maybe clouds and light showers but the strongest part of the storm, heavier rainfall is going to come down over the pacific and we'll stay nice and dry. if you live by the coast, you have the best chance of seeing showers as we head throughout late saturday into sunday and mostly we'll call it a mix of sun and clouds and temperatures will drop off. highs today. look at the numbers. 63 degrees in santa cruz. 61 in redwood city and 61 degrees in san jose for the first friday of 2013. there's that rain chance on sunday. by monday into tuesday temperatures are going to remain on the cool side but not too bad for this time of year. wednesday we'll see another chance for a very slight maybe 20%, 30% chance of shower in the north bay. nothing heavy. thursday into friday we stay mostly dry like i've been saying it will be a dry start to january. 4:49. back to you for now. >> it is that time of year. time to grab kleenex and brace yourself for flu season. doctors say it's coming in early and hitting hard.

later today the latest numbers will be released on flu activity nationwide. doctors say the vaccine this year appears to be a good match for the circulating virus so they say it's definitely a good idea just to protect yourself. 4:50. what about this? 10,000 bucks for a college degree? and there's no catch. it's a proposal from an assembly measure. a program proposed in which high schools, community colleges and csu system would join forces to offer science and engineering students a bachelor degree in 18 months at a cost of $10,000. participating student would earn college credit in high school through advance placement courses. the bill calls for launching a pilot program in the areas of long beach and chico. >> i like improving the mind and i like that good price. up next, a basketball game that comes with a free hotel room. does it get better than that?

smooth sailing ro ining roadway now. mike inouye will be here to tell us about it maybe doing his les mis singing. the santa clara university basketball coach has a unique approach to try to boost attendance for this weekend's basketball game. it's a big game. he's willing to pay for hotel room for students. >> an empty arena never a good thing. since dorms won't open until sunday, the coach is offering to pay 100 bucks for a hotel room for those kids who can't get into their dorms. he says it's all part of a strategy to win. >> team's energy is at a high level right now. the only way that it can increase is to have external factors on our side elevated. easiest way to do that is to put them in the building. you have home games. you work hard to get these home games the second time in the last three years we've had 19 home games on our schedule.

you need to take advantage of that. >> the coach says come on down and get a room. his broncos are red hot winning 12 out of 15 games this year hosting powerhouse gonzaga. >> st. mary's has no trouble filling their stadium. >> showing school pride. >> just saying. let's check the commute right now with mike. >> it's on between st. mary's and -- let's look at the bay bridge. jon showed you the bay bridge itself. very clear. crossing the bay on the golden gate bridge a smooth drive but crews moving from south to north. we just see flashing lights of the bridge moving cones getting ready for morning commute. one lane right now in each direction because of road crews on the north side of the bridge. san rafael farther north from that. southbound 101 with a few headlights and fewer taillights traveling north away from us.

christina talked about potential for black ice again this morning but not so much of a factor and we haven't had reports this morning. south bay shows an easy drive as well. northbound 101 underneath 680 interchange. a smooth flow of traffic. we do have traffic returning for a few days but this being a friday we're likely to see a light commute. we'll track it for you and send it back to you. >> ready to go to a wedding? word this morning that george lucas is tying the knot. he will remarry his longtime partner businesswoman melody hopson. the president of chicago based aerial investment, a $3 billion investment firm and financial expert on "good morning america." it's the second marriage for the "star wars" creator. first for the 43-year-old bride. no word on a date. >> may the force be with him. >> i'm sure it will. >> along with a lot of money. the search for a missing petaluma girl growing more
