>> good morning to you at home. a load of fog out there and cold enough for frost. let's get to the visibilities. watch out for a quarter mile in santa rosa. half a mile visible in napa today. as we progress through the next couple of hours there is an area of low pressure. we are expecting wind, rain and bay area snow. we'll talk about it coming up on the full forecast. be ready for a 10, 15-degree plunge between yesterday and today. 4:31. it's a wednesday. we are getting closer to the weekend. how is the drive shaping up? >> closer to the weekend every day. the golden gate bridge is clear as our view from the toll plaza shows. we are restricteded down to one lane on the side because of the overnight road crew there. no issues for visibility here. as christina said in the north part of the bay, we are looking at santa rosa. oh 101 may have fog as well as

highway 37 east through valejo oh and concord as was the case yesterday. we'll follow that. back to you. >> mike, thank you very much. maritime officials want new regulations for ships moving through the bay after an oil tanker collided with the bridge in thick fog. the ship is anchored this morning. the harbor safety. if visibility is less than a half mile. the bay bridge is not considered a critical area, but that may change. the coast guard sent a warning to the pilot before the collision but there may have been confusion between the pilot and the foreign ship crew. >> there can be communication problems. there can be problems reading instrumentation. >> the crew passed alcohol

tests. drug test results are pending. >> a piece of california history is missing this morning. police are trying to track down the thieves. they stole a gold rush box. this marks the second time the museum has been broken into since november. the museum released a statement saying, quote, it's a loss to the museum and our community as the objects convey our heritage and stories of the people. we can expect to learn more about the break-in this morning with police and oakland city leaders meeting for a press conference. >> pg & e reached an agreement with families after the explosion. 44-year-old jacquelyn gregg and her 13-year-old daughter were

among 8 people killed when it exploded in 2010. the agreement forces a utility to closely study the life span of aging pipelines and give them progress reports. the family's attorney says it will help prevent another disaster. >> following a rough day. surgery resumes in oakland after problems with the plumbing forced a number of procedures to be cancelled yesterday. the hospital was without water for hours because of clogged pipes. it happened yesterday around 1:00. the staff was forced to call a code dry meaning no water is to be used except for urgent patient needs. the medical center postponed all elective surgeries for at least 24 hours. some nurses say yesterday's incident is one of a whole host of alarming problems in just the past few years. >> a lot of supplies were not being provided at this hospital.

it's just an accumulation of things over the years causing problems at this hospital. >> it's frustrating for us. very disheartening to see we are advocating for patients here and a patient safety here. we come to work and sometimes we don't have the tools to work with here. >> releasing the statement to bay area news. it reads, we had clear, safe water access for patients at all times. elective surgeries will be resuming today. >> it's 4:35. it's decision day for barry bonds. later this morning major league baseball will announce the 2013 hall of fame class. based on his stats, 752 career homeruns and seven mvp awards, bonds should be in that hall of fame. but certainly controversy over his views could keep him from getting in. when asked about his chances for

being elected during a visit to at&t park last summer, he said it would be sad if it didn't happen. about 600 members of the baseball writers association voted. to be elected a player must receive 75% of the vote. we'll know the answer at 11:00 a.m. >> indeed we will. crews will be out along the san franciscito creek today. members will place some 4,000 sandbags along the banks of the creek. heavy rains in the last month led to flooding that damaged several homes and businesses out there. the city declared a state of emergency for the area. >> want to check the forecast now with christina loren. see how we are looking today. >> looking pretty good. thanks for waking up with us. we have fog out there. it will be cold but we are not going to get a lot of rainfall out of the system approaching the bay area.

in fact, it's moisture starved because it's cold. as we progress throughout the day, temperatures will be on the cool side. you need your sweater or jacket all day long when you head outdoors. we are going to hold on to better air quality. not bad for outdoor activities. increasing clouds. isolated showers as we meet tomorrow morning and the dry pattern continues well into the weekend. not expecting any significant rainfall. the storm window to open soon. we'll talk about what's to come. see the clouds? this is an indication of the cold air mass on the way to the bay area. we'll time it out coming up. good morning, mike. >> good morning. look at the east shore freeway. this is west0. the commute through berkeley. headlights are nicely spaced now. no problems as far as speeds go. the arrow marks the direction we just showed on the live camera. the approach is a smooth drive

and light now. here is where the issues are. the orange overlay integrated with weather data shows where there is likely to be fog. coming out of the north bay into the east bay could be an issue later on. now they are okay as far as the flow of traffic. the entire north bay looking possible for the drive. you might have lower visibility south down towards san raffle but not reaching there. this is 880 around the truck scales. we had low clouds and fog drifting through the area yesterday. later in the commute around 9:00. we may see the same today. it's clear as a bell as far as the traffic flow and view. >> the fate of the sacrament kings in the air this morning. the team will not be going to virginia. virginia beach backed out of a bridge to lure the team from sacrament. they are playing to the smallest crowds in the nba in an outdated

arena. the team owners say there are multiple cities interested in the kings but they will not say who. the league will decide by march 1 if and where the kings will relocate. >> rookie nfl sensation robert griffin, iii, set to have knee surgery today after he reinjured his leg this weekend. espn.com says the quarterback will have surgery to repair a torn acl and lcl. very painful, very serious surgery. the website said he'll face six to eight months of rehab. but should be ready for the start of next season. griffin sprained his lcl last month and reinjured it big time in the sunday loss to seattle. a lot of questions on whether it should have been in the game. the coach taking heat. the news now, speedy recovery. >> it's 4:39. coming up new this morning why

>> announcer: you're watching "today in the bay." good wednesday morning to you. traffic already picking up. looks like folks are headed back to work post holiday. this is a live look. 101 in san jose. a look at the morning commute to help you get out the door. that's coming up. 4:43 now. this morning, former new mexico governor bill richardson is laying out the mission for his humanitarian delegation which includes google executive chairman eric schmidt. the group toured the grand people's study house today. richardson is seeking a moratorium on nuclear testing. he's also pushing for more open internet access in that country. schmidt has not spoken publically about his purpose in joining the trip to north korea. he's spoken about the importance of providing people around the world with internet access and technology. >> okay, loren. here is a twist on tax time.

the irs isn't ready for you to file your taxes yet. it's pushing back the filing date. for those details and a look at how the futures are trading we go to courtney reagan live at cnbc world headquarters. good morning. >> good morning. the futures are slightly higher this morning. that could be due to alcoa which kicked off earnings season. stocks sold tuesday as investors awaited the numbers from the aluminum giant. the bulk of the numbers will be rolling in next week. the dow fell to 13328 yesterday. the nasdaq lost seven to 3091. the irs is delaying the start of tax season until january 30. that's eight days later than originally scheduled. that's the first day it will accept federal income tax returns due to the last-minute changes to the u.s. tax code made by the deal congress struck to avoid the fiscal cliff.

some households claiming things like residential energy credits may have to wait to file until late february or early march. back to you. >> thank you very much. >> 4:45. yosemite park officials announcing a plan to protect a river in the park. the court ordered plan will restore more than 200 acres along the mersed river. it adds shuttle buses and alters roadways to ease traffic congestion. it will not reduce the number of people who visit the park every day. that number stands at nearly 20,000. another change being considered, closing the winter time ice rink to make room for 200 new camp sites. if approved the $235 million project will take 15 years to complete. beautiful. >> i was going to say that shot makes us want to get out to the park. yesterday was spectacular, christina loren. it was gorgeous. >> really nice.

today everything changes. unfortunately. we like inconsistency. temperatures this morning are chilly. we have the thick fog again. less than a quarter mile visibility in concord. we'll see the numbers drop off even more for the next couple of hours. we'll lose the fog by 10:00 a.m. but not as much sunshine. livermore, three-quarters of a mile there. fog developing throughout the morning hours. yesterday, hazy sunshine. air quality has improved. today, increasing clouds throughout the afternoon hours. becoming overcast before we finish the day. 37 degrees in livermore. 39 in gilroy. 43 degrees. we had a thick layer of haze yesterday. improvement in air quality and east bay. in the good range with a nice on shore flow firmly in place for today. we'll get the cool ocean breeze. temperatures will be chilly. on shore flow picking up when

that moves on shore. 57 in fremont. 57 degrees in san jose. closer to 70 yesterday. a significant drop off in temperatures for today. look what's headed our way. an area of low pressure packing cold air will arrive during the coldest point of the day tomorrow morning. could be fair game for snow levels to drop to 1,000 feet. we could see flurries down to 500 feet. it is possible, not likely, to get snow even in san francisco and the highest elevations. twin peaks, possibly tomorrow morning. we'll keep you updated on that. thursday into friday, temperatures stay cold. saturday and sunday it will be cold. another chance for a stray shower as we head through early sunday morning between 1:00 a.m. and 4:00 a.m. monday into tuesday, sunshine comes back out. feeling like winter. hope you enjoyed it yesterday. it will be cold but not that bad. back to you.

>> the man accused of killing two people in a bar fight on new year's eve could be facing the death penalty. carlito montoya appeared in a courtroom. it happened in old sacrament. prosecutors say it started when a man spilled beer on the wife of montoya's friend. the man and a bartender were shot allegedly by montoya. his friend and wife were also charged with assault with a deadly weapon. >> 4:48. joe biden will hold his first meeting today as head of the gun task force. the president will meet with families of victims and gun safety advocates at his office. tomorrow he speaks with pro gun groups and the national rifle association. the vice president is expected to meet with representatives from the entertainment and video game industry. president obama created the gun task force in response to the newtown, connecticut shooting

massacre last month. >> happening in washington today, supreme court arguments on forced blood tests for drunk drivers. the high court deciding if the test constitutes an unreasonable search. the case stems from missouri where prosecutors argue tests are needed because alcohol dissipates quickly in the body. opponents on the other side argue police need a search warrant for blood tests on dui suspects. >> same sex marriage will take center stage at one of the prominent churches. church leaders from the washington national cathedral announced they will perform same sex marriages as an opportunity to break down barriers. the first ceremony could take place within six months. the 105-year-old cathedral has long been a main stay in washington, d.c. hosting presidential inaugural services and state funerals. >> it's 4:49. coming uh, the new tv show aside

we have a live look at 101 -- highway 101. smooth sailing now. sure to pick up soon. it is 4:53. you probably heard drinking sweetened beverages like diet soda may not be good for you. it may not be good for your mood. researchers tracking more than 250,000 adults and they followed up ten years later. the study finds those who drank more than four cans of soda, iced tea or punch per day were at least 30% more likely to develop depression than those who did not. for those who drink diet drinks the risk is higher. at this point it's unclear how those drinks are tied to mental health but one theory is the drinks are linked to obesity and diabetes which can lead to depression. >> a new facebook app is helping you track down who gave you the flu.

the app is called help, i have the flu. it's designed to help you track down the suspect responsible for spreading the virus. with a click of a button the app goes through friends profiles looking for key words like "flu" or "coughing." it scans for people who made multiple late night posts. the idea is sleep deprivation puts people at increased risk for getting sick. >> doesn't sound scientific to me. >> ah-choo! >> mike, what's happening on the roads? >> a lot of people who work on this shift make a lot of late night posts. >> we're sleep deprived but healthy for the most part. >> over to the south bay, as far as the traffic speeds go. things are moving nicely. we'll look at the maps and show you the area right there. 101 at 880. yellow at the top. no issues as far as incidents for chp.

"today in the bay's" marla teyes is in san jose now. this isn't the roll-out boeing dreamed about. >> definitely not. great p.r. for the dream liner. especially as you mentioned in two days it is set to make its debut. nonstop flight from sjc to tokyo. it is ready to do so with a sold out flight. that means 158 passengers will board the dreamliner here at sjc bound for norita airport. but will the passengers be at ease in light of the problems the high tech dreamliner is working through. the aircraft debuted with nipon airways in to 11. since then
