20s and 30s. if you are going outside, we suggest strongly that you bundle up. this morning we do have a team in place with a look at the very cold and chilly temperatures out there. mike and christina will have your weather and traffic coming up in just a moment. let's start things off with christie smith live in concord with a look at the morning chill. how are you feeling out there? >> reporter: cold. we keep pulling for the temperature to go up but it's not. it's really stubborn out here this morning. we've been watching the bank sign this morning. downtown walnut creek. when we got here it was 28 degrees. it went up to 31. now we see 30 degrees. it certainly feels like it. this is one of those mornings where you really want to pull out all you have out of the closet. hats, scarfs, gloves. big jacket as a cold spell just won't give up its grip below freezing temperatures. there was frost on the windshield. black ice on the roads in places

like walnut creek. some people just decided to go with it and catch that last day of skating in downtown walnut creek outside because what the heck, they were already dressed for it. no matter what you put on, it's never enough. >> right now my toes are cold and tingling and i'm not sure i even have toes. >> reporter: now another more serious problem with this is frost that is threatening citrus crops across the state but a spokesperson for citrus growers think most lemons and oranges should be okay but some varieties like mandarin oranges could be more vulnerable to the cold and frost and see some damage. hearing that it will be warming up soon. can't come soon enough. reporting live in downtown walnut creek, christie smith, "today in the bay." >> thank you very much. when will the warmup come? >> that's what i'm wondering. >> let's check in with a girl that knows. meteorologist christina loren. >> you'll have to hold off for that information. just kidding. good morning to you.

that would be horrible of me. people are trying to get out that front door this morning. i want to show you, christie smith, 28 degrees where our thundersto thermometer is in walnut creek and two hours of dropoffs before we hit our lows this morning. 35 degrees right now in livermore. winds making it feel more mild out there this morning. san jose is at 33 degrees. dropping like a rock in gilroy at 24 degrees now. 32 in wine country where the winds are helping t ining to pr frost from forming. throughout the day today, similar to yesterday. we'll see abundant sunshine and a cold afternoon. the climb is on as of tomorrow. three to five degrees warmer. on the cool side. hitting seasonal averages. count on wearing that coat all day long. good day for the beanie. 50 degrees inland. 51 bayside at the coast. your full forecast is just moments away.

if you can't hold on for that, mike is here to help you out on the drive first. good morning. >> how did you know i wear a beanie? san jose, chilly start here. a nice flow of traffic for 101 north of 680. we saw that first burst kicking in before 6:00. we see slowing. that's still got the orange and yellow north of 680 toward the airport. starting to build here. also in the hills highway 35 just in los gatos we have reports of black ice. it's not a big heavy traffic commute spot but a note because of cold temperatures possible out here. there's a slowing from north 101 and north 680 in the same area reports of a crash now in the center divide out of lanes but you see traffic starting to build on 101 likely for 680 through the same area as well. 580 and tri-valley smooth drive. typical pattern here. more slowing through livermore. not a big deal through pleasanton and building through sunol. speeds still close to the limit. a live look outside and show you

san mateo bridge as well. a nice flow of traffic westbound. that's taillight section over the high rise. we do have a smooth flow. 92 over the san mateo hills reports of black ice. those have been elea alleviated. firefighters in berkeley trying to figure out the cause of a fire that ripped through a single story five-plex. overall the fire causing $50,000 worth of damage. also in berkeley, an unstable hillside forcing the berkeley lab to relocate some of its employees. those are photos posted by a professional photographer to the website flicker. the lab says rain over the last few months created a muddy mess on the hillside above mcmillen

road. they are monitoring the slide every day. soil samples taken earlier this month will help determine if hillside needs tour shore eto bd up. a fire spread quickly sunday afternoon because the home has a wood shake roof. we're happy to report all six people who live there were able to get out safely. you can see the action there. firefighters trying to put that one out. we're happy to report no one was hurt. hittlton hotel in downtown n jose is open this morning after a dozen people ended up six. people affected were exposed to some kind of chemical. all victims were treated at the scene for throat and eye irritation. a pizza chain settling with the city over health care law.

they collected a 4% surcharge from customers to cover the cost of health care for employees. the city says the restaurant used that money for other things. the restaurant right now paying $320,000 to settle. a follow-up to a story we first brought you last week. a toll lane shut down due to budget woes is reopening this morning. "today in the bay's" bob redell is live by the dumbarton bridge with details on why transit officials are making this move. good morning, bob. >> reporter: good morning. because of what happened last year. tremendous backup as a result of the shutdown of toll lane number four which you can see is still closed here at the dumbarton bridge. should be reopening within the hour. what happened was at the beginning of the year, january 1st, the dumbarton bridge stopped paying the person to sit in there. this is for budget reasons. they effectively shut down toll lane number four. last week the backup started getting real bad as more people were getting off holiday and back to work. sometimes the backup was all of the way to 880.

they did a re-evaluation. they could reman that toll booth or converted it fastrak. they'll get someone in there during morning commute hours between 7:00 and 9:00 or 7:00 and 10:00 so you are not suffering through that tremendous backup that they had last week. that will give effectively seven pathways through the toll entrance to get across the dumbarton bridge. it's possible that the bridge might eventually convert that to fastrak only. they would love everyone to be on fastrak. it's cheaper to maintain and run these bridges when you have people using electronic toll system. as i mentioned, right now they will be remanning it and reopening toll lane four so you are getting ready to hop in that car this morning. you were dreading having a backup at the dumbarton bridge, shouldn't be an issue this morning. bob redell, "today in the bay." coming up, up to no good in

several people under arrest. police aren't releasing many details but sources say three men are in custody.

one worker was stabbed and another sexually assaulted during thursday's ordeal. a police chase that lasted for hours in southern california ending overnight. inglewood police say a man threw gang signs with his hands during a pursuit that started near lax at 11:20 last night. that driver blew right through traffic lights, drove the wrong way through traffic and had at least a couple near misses on the roads. eventually the driver surrendered and was arrested. that man was believed to be driving a stolen toyota camry. here's a quick check of the day's other top stories. traffic on dumbarton bridge is expected to even out today. the fourth toll booth will reopen during peak commute hours. the booth was closed since the beginning of the year due to funding cuts. more than 700 patients may have been exposed to hiv and hepatitis at a veterans hospital in new york.

that hospital says insulin pins were accidentally reused on diabetic patients. doctors say risk is small but double-checking all insulin pins to ensure they are being used correctly. cars of the future will be on display at the detroit auto show this week. a lot of buzz around the corvette and design elements from vintage cars like the '63 stingray. it's 6:13. massachusetts institute of technology says it is launching an investigation into its role into prosecution of an internet activist found dead over the weekend. >> scott mcgrew says aaron schwartz's death has been called a suicide. m.i.t. wants to know what role it may have played. >> good morning. schwartz was a very young and well regarded computer programmer. he was accused of breaking into a closet at m.i.t. hooking up a

laptop into the school's computer system to download millions of academic studies and papers. he was not a student there. the u.s. attorney's office did bring charges and schwartz faced decades in prison despite the fact the publishers of those academic articles opposed the charges. m.i.t. issued a letter to students and faculty say it would look at its own behavior but came to the conclusion right in the letter itself that the school didn't speak up against the prosecution loudly enough. the u.s. attorney's office says schwartz stole the millions of dollars of papers even though the papers were free. back in the '90s a few silicon companies were hit by hackers and would tell prosecutors the hackers did millions of dollars of damage except when it came to their quarterly financial reports those million dollar losses were nowhere to be found. other news, ebay and intel will report profits this week looking back at previous

quarters of course so fiscal concerns may come up. apple under pressure. "wall street journal" says demand for iphone may be half of what the company hoped. and people got paychecks of the new year lower because of social security taxes. we were talking about this earlier. you kept your so-called bush tax cut and media in the past has talked about average tax cut was $1,000. that's misleading. the wealthy got really big cuts. the average american in other words did not get an average tax cut of $1,000. more like 100. the added payroll tax meant you were making less money. >> all right. thank you very much. >> all right. it is 6:15 right now. let's check back in with meteorologist christina loren and there's a new catch phrase going around the bay area. brr. >> i think the kids are going to say that before the day is done. put a little roll into it. 6:15 now. so glad you are waking up with us on a monday morning. cold start to the day. it's going to be a cold finish to the day as well. you'll be happy with what i have

to tell you if you are looking for warmer weather. you're going to be quite happy with the forecast. new week, new forecast. 30 degrees right now. it's a cold start to the day up in the north bay. places like santa rosa at 40. 35 in livermore to start. throughout the day today temperatures are going to be cold warranting a freeze warning. that's in place for the east bay, north bay and south bay interior valleys until 9:00 a.m. bring in those sensitive plants this morning. you don't want to leave pets out there for too long. we're always worried about furry fellows. here's what we expect throughout the day today. jet stream stays to our south filtering in cold air all day long. the good news is high pressure is going to build in and it will build in quickly starting tomorrow temperatures jumping by 5 degrees. we'll tack on additional five degrees as we head throughout your wednesday and then we'll kick off the week into the weekend looking really good with temperatures near 70 degrees in some cities. i'll get to that in my seven-day forecast in just a minute. you'll be able to ditch the

jacket as we get into the end of the workweek. 51 in livermore. 51 in fremont. 49 in los gatos. throughout the next couple days, temperatures will climb. look at this. up to 65 degrees by friday. holding onto that warmth staying nice on saturday. just a touch cooler on sunday. no rain showers in the extended forecast. but maybe late sunday into monday getting our next round of rain. 6:17. let's check the drive. good morning. >> good morning. good thing we don't have that rain right now or it would freeze. only report of black ice from chp is down here in the hills of los gatos. it's a remote spot for most commuters but note that as you come through the hills and highway 35 is where we hear most of the reports for black ice there. the other highways looking good right now. center of your screen, onramp to north 880 through alameda, highway 82 in san jose and onramp closed until 7:00 a.m. use coleman just to the north

and that's an easy alternate or just to the south if you want. one crash in the area in addition to slowing. slowing for 101 started to sort out. we'll see the second burst kick in in about five minutes sticking around for the morning commute. an accident at the off-ramp. everything is out of the lanes and no major issues. a problem if that's your off-ramp. it sounds like it might be sticking there as far as visibility into the area as you make that curve off the freeway. we'll look at fremont. smooth flow of traffic on the maps. 880 with slowing coming into the area. reports of debris on the southbound side. volume live look shows you volume overall normal here southbound with headlights and north with taillights. north toward the dumbarton bridge passing truck scales up to that area highway 84. farther north from there we look at around san mateo bridge with your typical pattern off castro valley y slowing here and approaching san mateo toll plaza and heading south from 92 down toward 84. the build is on there.

the bay bridge toll plaza a smooth flow of traffic as well but backup because of the metering lights so you are a nice flow of traffic down to the berkeley curve or coming into the maze. once you get there you have to wait until you get through the metering lights and traffic is moving at a good pace considering the number of cars. we'll end with palo alto. a shot of the peninsula. a smooth flow of traffic and no delays but a lot of company for 101 and 280. back to you. >> it's not cold enough out there, what about on the ice? the sharks are back on the ice for the first time practice since the big lockout. hundreds of happy fans greeted players as they started to play. sharks first game in calgary next sunday. a big home game on the 24th of this month against the phoenix ki coyotes. tom brady waking up a winner following yesterday's nfl playoff victory. brady and patriots beating down houston texans. 41-28. they'll face baltimore ravens this week. ravens are coached by john

away from now. 35 degrees in livermore. 33 in san jose. 25 degrees this morning in gilroy. temperatures are going to be cold all day long. you'll need that jacket. 50 degrees inland. 50 at the coast. good news is we are warming up. it's going to happen quickly. you'll notice the difference as of tomorrow. seven-day forecast in just a few moments. 6:26. let's check on your drive on a monday. good morning, mike. >> good morning. lots of company for you at the bay bridge toll plaza. the flashing lights looks like an oversized load on the shoulder. we'll keep our eyes on reports. toll plaza is busy enough without problems in the lanes. approaching down through berkeley and emeryville west 80 moves smoothly. look at this company. speeds will drop through richmond and approaching the merge off the bridge and here by the racetrack. so far a smooth drive. no incidents here or coming from the south. this is northbound 880 past oakland coliseum. we're bogging down around high street into downtown as we typically do. speeds not a big concern. no major delay.

people snuggled up under their money. that's what they do out there. checking things out. we'll look at that for you to see how markets are jumping on this monday, january 14th. this is "today in the bay." it is 6:30. good morning, everybody. i'm jon kelley. >> i'm laura garcia-cannon. it is shaping up to be a busy week in washington. confirmation, gun control, the debt ceiling and an inauguration to plan all on the agenda this week. let's bring in tracie potts this morning live on capitol hill. we hit that debt ceiling and now it's about the debt limit. >> we hit it in technically in december but in order to keep paying the bills the government delayed some payments so it looks like we'll hit that ceiling or that limit again in mid february. congress has got to do something about that. the house is back today. republicans are going to push for spending cuts.

remember their mantra has been no more borrowing without limiting what we're spending and among spending cuts they are likely to look at social security this time. >> there's also some trouble on capitol hill ahead of chuck hagel's confirmation hearing. >> the confirmation hearings we have coming up at least three of them. chuck hagel could be the most difficult because democrats and republicans here have some challenges and lots of questions for him. still they say about the stance on iran and things he said about iraq and israel and whether he stands close enough with israel as ally. the white house is confident he'll be confirmed. it's not going to be an easy process. >> one month since the school shooting at sandy hook elementary in connecticut. vice president joe biden expected to lay out recommendations for gun control tomorrow. what is he expected to say? >> administration has already said that they will push for assault weapons ban and nra

doesn't think it will pass here and for limits on high capacity clips. with those meetings that we saw with all sides last week and today sitting down with cabinet members and members of congress, the vice president is expected to recommend universal background checks saying a lot of groups he met with are pushing for background checks whether you buy that weapon online, retail store, even in a private sale or at gun shows which now is considered a loophole. >> most likely some sort of change will take effect. thank you very much for the update. while discussing gun control and right here in the bay area san francisco public schools will soon be taking part in an active shooter drill. digital floor plans are being made available to police departments in the coming months. under current safety procedures in the event of a shooting teachers are instructed to move students into classrooms, call 911, lock their doors and prepare to evacuate. gun show organizers say they saw a record turnout at this

weekend's crossroads of the west gun show at the cow palace. the owner of the gun show says turnout was triple what it was last year. he says it's due to widespread expectation gun laws will become more restrictive following the tragedy in newtown, connecticut. organizers say while guns were a big draw to the show, most people came looking to buy ammunition. a runway at sfo remains closed down this morning meaning possible delays for arriving flights. crews spent the weekend working on the runway and they are expected to wrap things up at 8:00 this morning. the work delaying arriving flights last night for about 45 minutes. more delays are expected this month. there are two more weekends that are set for closures. those are scheduled in january. we are certainly watching the weather this morning. taking a live look outside. this time in the north bay up in san rafael. overnight we have seen temperatures dip into the 20s and 30s with more chilly temperatures expected this morning. time to check that forecast with

meteorologist christina loren. >> that's right. >> good morning to you. it is cold out there. we're still not as frigid as it was 24 hours ago. part of the reason why is we're getting strong winds. 31 degrees now in napa. good morning to you in novato. you're at 30. 43 in san francisco. not expecting a lot of frost here. that's a good feeling temperature compared to the 24 that we're getting in gilroy this morning. 33 in san jose to start. here's what's happening. the wind is helping to mix up our atmosphere. cold, dense air settles to the surface and that's why we get temperatures in the 20s. not happening this morning with strong winds out there. that's helping the situation dramatically. as we head throughout the afternoon, it will stay cold with temperatures only maxing out in low 50s. a three to five-degree warmup. as of tomorrow, still staying on the cool side about average for this time of year. and then we warm up way above average getting close to 70 degrees in some cities to finish off the workweek. we'll show you how that all pans out on your seven-day forecast. that's ready to go in my next

many factories scaling back emissions spraying water at building sites just to keep down dirt and dust. president obama says u.s. forces provided a limited technical support during a french rescue operation in somalia but he says the u.s. had no direct role in the assault of a compound where a french intelligence agent was believed to be held hostage by islamic militants. this mission did fail but there are conflicting reports at this hour about whether that hostage died or not. former president george h.w. bush could be out of the hospital as soon as today. he's been in the hospital since november 23rd for bronchitis. he was then transferred to intensive care in december after coming down with a fever and other complications. this morning buckingham palace confirming the due date of the royal baby. it will be in july. this will be the first child for prince william and his wife the duchess of cambridge.

into the 20s and 30s. if you are headed out, bundle up this morning. we have a team in place for you with a look at those chilly temperatures. mike and christina will have a look at your weather and traffic in just a moment but we begin with christie smith live in concord with a look at the morning chill. good morning. >> reporter: good morning. it doesn't look that cold when you look at the car windshields. not a lot of frost. make no mistake, it's cold out here this morning. christina was talking about it warming up. i want to show you what's happened within the last 30 minutes or so. we've actually gone above freezing. we're at 36 degrees right now. 35, 36 is what it was showing us. that's a far cry from what it was early this morning. we were out here when temperatures were between 28 and 30 degrees. i checked online earlier and that was actually the high for chicago today. now the california frost is threatening citrus crops though across the state. the central valley area farmers

hot water for more than a week. most of the residents in the town park towers on third street are elderly or disabled. they say they have been having problems getting hot water since december 3rd. some tenants say they have had moments where they caught a little warm water but it does not stay hot enough for long enough for a quick shower. >> it's not healthy. i don't like it. it's not a healthy thing to be doing. even washing dishes in cold water. you don't get rid of the bacteria. that's what i'm afraid of. >> a representative for that complex says there's been a problem with the solar heating system and replacement boiler system is providing hot water right now but residents that we talk to say the water is simply still cold. >> that is tough when you are told indoors and out. certainly the case today. >> it's going to be cold just about all day long. the good news is we have a warmup on the way. we'll be done with this cold snap very soon. it's going to be very short

the weekend. >> thank you very much. now a follow-up to a story we first brought you last week. in an hour from now, a toll lane reopening on the dumbarton bridge. it was shut down early this month due to budget problems. "today in the bay's" bob redell is live by the bridge this morning with more details as to why the transit officials made that move in the first place. good morning. >> reporter: namely to save money and perhaps get people to move over to fastrak. good morning to you, laura. after the tremendous backup here at the dumbarton bridge, they realized they did have to reman toll lane number four which you can see it says it's still closed. if you look in the toll booth itself, there's the savior for the commuters. this man right here will save a lot of suffering from people because now that his toll booth is manned, he should soon start taking tolls and there should not be the backup there last week. the decision made on january 1st of this year at that they would save money by not manning toll lane number four. it was shut down.
