frigid as it has been. we are seeing more of the upper 30s at this hour than any day so far this week. 38 in san francisco to start 38 in oakland. as we head through the morning hours a breeze helps temperatures from dropping off. that and more before we hit sunrise, the coldest point of the day. however, the big story in the weather department, the warm-up. potential 70s around the corner. we'll tell you when that goes into play. good morning, mike. >> we are looking at a nice easy drive on the peninsula. 101 showing a few cars past the university avenue exit. northbound with the headlightses. doesn't matter which direction. they're the same. the sensors show that creeping up. yellow. but 60 is the speed at their worst. i have circled the dunnbarton bridge. left lane from the newark side. no major issues.

the upper deck, two lanes blocked coming past treasure island. slowing in the zone there. no major surprise getting into or out of the city. we'll send it back to you. >> thank you, mark. we have dramatic video from central london where two people are dead after a helicopter goes crashing down into the street during the morning rush hour. scotland yard says the helicopter hit a construction crane in thick fog then burst into flames hitting two cars below. the crash sending people running in every direction. >> it was a lot of people running about. i didn't know what was going on. it was madness. >> a very scary scene. it's not clear if anyone on the ground was hurt in this crash. police say the crash doesn't appear to be terrorism related. but the exact cause remains

under investigation. >> this morning, police are looking for a man who tried to wrestle a toddler out of her mother's arms in her own front yard. the attempted abduction happened around 5:30 last night on the 200 block near white. her daughter was playing outside with her siblings when a stranger approached, made a comment about the little girl that made the mother uncomfortable, so she picked her up. the man then grabbed the girl's legs and tried to pull her daughter away from her. the mother escaped with the girl and called police. the suspect took off. he's described as a hispanic man wearing a red basketball hat, blue jeans. the mother said he smelled like automotive oil. officers canvassing the area for witnesses to the crime and anyone with information in this case is urged to call police. >> after hours of heated debate

over how to protect oakland the safety commission votes yes to bring in extra help but says no to bill bratton, a controversial figure at the center of the contract. members say his reputation is toxic. nbc bay area reports. >> hundreds of people at an oakland public safety meeting boo police chief jordan. >> let the public speak. >> stopping the chief from explaining why he supports spending $250,000 to hire bill bratton for advice on how to help violent crime in oakland. >> if you don't need to hear what he has to say, have jordan buy the book on amazon. improvement but will deliver the stop and frisk policy they say leads to racial profiling. >> let's invest in public welfare. let's invest $250,000 in jobs,

>> as i'm doing now, it's to update and talk to the rank and file and let them know about myself and who i am and that i'm committed. i'm here to represent that. >> larry is a 27-year veteran of the police force. they hope his experience will boost morale in a department hit hard by cut backs and rising crime. he's not interested in taking over full time. current chief moore will retire friday. >> meantime in san francisco its police department thinks it knows who b robbed a woman and killed her dog last month. police identifying 35-year-old ma reese barrett. police say he robbed a woman as e she got out of the car. investigators say he grabbed her 12-year-old pekingese dog named roxy and threw the dog into traffic.

roxy died hours later at an animal hospital. if you know anything about his whereabouts, call san francisco police. >> the small community of gault is mourning the death of an officer killed in the line of duty. a man well known in the bay area as well. it is 30 miles south of sacramento on highway 99, halfway to stockton. a burglar shot an officer tuesday morning. the suspect killed himself. than is a veteran of the police department and says the first on duty casualty since it was formed in 1946. the 35-year-old works with his canine partner named yaro. they were ambassadors in northern california and in the bay area. than seen here at local events raised money for police dogs and getting them bullet proof vests. >> the dream gets worse for the dreamliner from boeing. the new jet grounded by two

major airlines after another runway emergency yesterday. an international story with local impact. bay area passengers now scrambling to make plans this morning. stephanie truong reports on the impact. >> reporter: passengers rushed off the dreamliner down emergency slides. this video shot from inside the cabin. pilots of the 787 forced to make an emergency landing in western japan. a cockpit message warned of battery problems, the latest in a series of issues that included a fire, wiring problem and fuel leaks. no injuries have been reported. the transport ministry categorized it as a serious incident that could have led to an accident. ana and japan airlines voluntarily grounded their dreamliners for inspection. ana operates 17. japan airlines, 7.

the alarming incident comes four days after ana's inaugural flight to japan. on board, norman manetta, secretary of transportation and san jose native. manetta addressed the dreamliner and the federal investigation. >> you can't sweep it under the rug. you have to deal with it. that's what d.o.t. and f.a.a. are doing. >> reporter: what remains unclear is when they will be cleared again. san jose is banking on the 70 plus million dollars pumped into the airport and local economy each year. nbc, bay area news. >> the forecast now with christina loren. it's bad when 36 is a warm-up. >> wow. >> it is going to be dreamy later today, keeping with the theme. temperatures in the 60s in some cities. we have a good-looking rebound. another cold start. however, with that said i'm happy to report this is the

first morning in four days we don't have a freeze warning in place. 38 degrees in san francisco. although it's not that much warmer. 30 in napa. 28 degrees in navado. throughout the day we have a nice rebound. high pressure building in quickly. you have to take the good with the bad. as temperatures come up, the air quality is suffering. it's a spare the air day. we'll put it on the table right off the bat. so if the wood burning stove isn't your only source of heat, please postpone the fire until maybe, i would say we'll get better air quality tomorrow. a stronger on shore flow. temperatures will be comfortable. 61 degrees in fremont. 60 today in san francisco. santa cruz will be the warmest city not just today but the next few days. we are talking about the mid 70s possible as we get into this weekend. we have a good-looking warm-up headed our way for the last few days of january. all the way through the 26th of january.

staying nice and dry. then the storm track comes back. we have a lot to talk about. when we get to the seven-day forecast, that's coming up. mike? >> the roadways are moving smoothly now. no actives or incidents reported as far as blocking freeways. so here's 880 through the area. the tail lights will slow a little bit. on the maps from the bottom of the screen approaching the overpass and moving north we have a construction zone. slowing going on there as well as the arrow pointing southbound between 980 and 16th, another construction zone. road crews take away two lanes. that should clear over the next hour. for 880 south through hayward and union city this is one of your first slow downs for the commute. it's moving nicely. 580 going to the right. we see yellow through the valley. only down to 70. here's the lonely north bay.

yesterday with the dow extending the winning streak to five days and the s&p 500 hitting a five-year high. we have data on prices, industrial production and watch out for that. the dow rising and the nasdaq slipping to close at 31.10. older americans are relying more on their credit card as a financial safety net and are paying down less debt. last year low and middle income people aged 50 or older had an average balance of $1,278 compared with a $6,258 for the younger generation. older people managed to cut balances by 16% from 2008 to 2012. the under 50 group paid off 37% of their credit card debt over that same period. credit experts warn cards should be a convenience, not an additional paycheck. good lesson. >> thank you very much.

>> surf is up, we think. the window could be opening on the big wave contest near half moon bay. certain weather conditions have to line up just right in order to call the contest. organizers say sunday could be the day when they knew more tomorrow. the they need the wind to communicate. they decide on the day and notify world class surfers who have to get to half moon bay from wherever they are in the world. >> the water is cold. >> the bay area quality management offering a spare the air alert. you cannot burn wood, solid logs or fuel indoors or out for 24 hours. this marks the spare the air number four, so far this winter. >> not bad if you don't need that heat this morning. want to check in with christina. she has a look at the forecast.

>> this is your only source of heat, you will need it. it is cold. the frost we have, your vehicle won't be iced over this morning. you may find patchy frost and this morning, i can tell you it's cold out there. only a couple of degrees more on the mild side than yesterday. we don't have wind picking up yet. that will be the case later today. that means temperatures can come up. a nice offshore flow bringing temperatures into the 60s. 38 in san francisco. 34 this morning in san jose. 30 in concord. 31 in livermore. one degree away from freezing. we were in the 20s yesterday. there is a spare the air alert in place. however the worst air quality is in the north bay. central bay getting off easy with good air quality. central and east bay in the moderate range. if you have asthma, respiratory issues in the north bay, postpone or limit your activities. better once we get on shore flow. that's what the surfers hope for

with the mavericks contest as well. high pressure builds in through the next couple of days. that means temperatures will climb as well. if we see that competition take place and the chance is slight, i'm talking temperatures in the mid 60s. right on the beach this weekend. that bodes well for surfers who have to go out in the cold water and the people who want to watch them. surf will be up. 6 is in fremont. want to spend time with the seven-day forecast. we have warmer weather on the way. look at thursday into friday. temperatures climb to the mid 60s. by sunday, upper 60s. warmer spots across the bay area. we'd keep that sweet stride for monday. into martin luther king, jr., kay, temperatures drop off. maybe getting rainfall. we'll talk more about it coming up. back to you. >> thank you very much, christina. the close knit community of petaluma is coming together to remember the teenager who froze to death in a tahoe snowbank.
