outside of his home near the golf course. police are not offering a motive for this shooting. the man accused of killing two teenage girls in oakland last november expected to return to court today. powell and edwards now facing charges for the shooting deaths of 16-year-old bobbie sartain and 15-year-old raquel gerstel. prosecutors say these girls described as best friends were gunned down in oakland on the morning of november 25th. the suspects are expected to enter their pleas today. funeral services will be held this morning for a hit-and-run victim who died during a new year's day police chase in san francisco. he was hit by a car while he was walking into a liquor store in the mission district. two other bystanders were also hit and killed. police say the chase started after receiving reports of shots fired at a nearby apartment complex. meantime, the 19-year-old suspect is awaiting trial. the board of pilot commissioners will meet this morning for the

first time since the tanker crashed into the bay bridge. the board's agenda does not include the crash but board members could talk about the january 7th incident. it was foggy when the tanker sideswiped the bridge. there are reports that faulty navigation equipment could have led to the crash. this morning's meeting happens at 9:30 in san francisco. 5:02 right now. a little extra smile and warmth coming from this woman right here because christina loren comes bearing some weather gifts. >> i saw her walk in. spring in her step this morning. you know, it's going to be nice actually running like a spring afternoon later on temperaturewise. we'll start out nice and cold. as cold as it has been but something we haven't had to deal with is frost. not so much fog this week. this is the first day we've seen visibilities drop off to less than a half mile in santa rosa right now. travel cautiously. and it's so cold out there some of that fog, some moisture could freeze on contact with your windshield and so we are watching for the potential for freezing fog this morning as

well. slick conditions possible in the north bay. you just want to travel cautiously as you have been doing over the past week with that frost in the forecast. that's something else we have to deal with today. bad before the good. unhealthy air quality. sparing the air. north bay, central bay and east bay reporting unhealthy conditions of ground pollution today. we should see improvement when it comes to air quality as winds pick up a bit. not a lot of improvement it's been so dry this month. here's the good news. 66 degrees in san jose. nice, warm january afternoon shaping up for us. it's been so cold, enjoy it while it lasts. 64 in san francisco. 65 in los gatos. you may have heard the mavericks surf competition has been called for this sunday. in addition to that, something else on sunday. a little football game. we'll have the forecast for both of those events coming up. 5:03. first, we want to get you to work on time. so close to the weekend now. mike is here to help you out. >> got to get through these days and focus on the roadway and

then focus on the weekend. we're looking here to 101 where there's not real concern. volume of traffic typical for thursday. map shows you the entire south bay showing a similar flow of traffic. we do, however, in cupertino have issues at the interchange. 280 and 85. road crews in a couple of those directions specifically northbound 280 to north 85 direction. for a good period overnight. loop around from the opposite direction past it. take 280 south and connect back on north 85 and that's probably a much eedsier flow because traffic is light there right now. easy flow along the peninsula. some road crews on dumbarton to the south but 84 moves close to the limit as well. and we'll get another live look outside. past the coliseum where 880 we had road crews that have cleared from the northbound side. southbound still has construction 980 into downtown. back to you. 5:05. a controversial new proposal is

taking aim at gun owners in the south bay. the new measure brought up yesterday at a san jose rules committee meeting has some people wondering this morning if local government has gone too far. "today in the bay's" bob redell is live by san jose police headquarters with a look at this controversial plan. good morning, bob. >> reporter: good morning. this would not fly with some gun owners who would see this as an infringement upon their second amendment rights. smith, a private attorney in san jose, proposed this ordinance that would require owners of assault weapons in san jose to register with police and store those weapons here at san jose police headquarters. now, gun owners would have to provide a reasonable explanation as to why they would want to take their gun out of police storage and would have to let officers know when they plan to return it. they would also have to submit to a background check to verify they are mentally fit, nonviolent and have not committed a gun crime. a violation of this law is a misdemeanor that could lead to a

$1,000 fine and six months in jail. smith submitted his proposal yesterday to the city's rules and open government community. council members tabled discussion until next wednesday's meeting because the mayor is out of town right now in washington, d.c. for a conference of mayors meeting. the mayor did, however, express reservations about smith's plan saying that regulations of assault weapons should be handled by the federal government. reporting live here outside san jose police headquarters, bob redell, "today in the bay." >> it's 5:06 right now. notre dame star linebacker the center of attention this morning after news about a story in his girlfriend's death is actually a hoax. the girlfriend was reportedly a student at stanford university but now it appears she is not even a real person. "today in the bay's" monte francis is live in stanford with what people are saying about that student that's never existed. just a strange and bizarre story all of the way around. >> reporter: good morning. that's right. the story just gets more strange by the minute. officials at notre dame have

said the girlfriend never existed and here at stanford officials say there's no record of a student by the name of lennay kekua. there was as story that te'o had a girlfriend from stanford that died from leukemia was a hoax. notre dame claims that te'o was a victim of a hoax. others raised questions about te'o's innocence and there are reports that te'o had an online relationship with this woman and that the two never physically met. te'o could clear all that confusion up when he talks to the media later today. within the last 30 minutes we spoke to the managing sports manager for the stanford daily and has doubts about te'o's innocence in all of this. >> as much as i believe this happens to people all the time because i see it on tv, i don't think the general public will believe that and for the most part they are going to rip him which is kind of fair.

>> reporter: now te'o had called this woman the love of his life and she was supposed to have died right around the time his real life grandmother died. there are reports that a friend of te'o was behind the hoax and just when you thought the story couldn't get more bizarre, someone claiming to be the girlfriend who everyone now says never existed started sending tweets last night saying that te'o would address myths regarding their relationship later today. te'o is supposed to address the media later today. we haven't heard what time that is going to happen. live in palo alto, monte francis, "today in the bay." >> this one gets stranger by the minute. interesting to see how -- i want to hear what he has to say. hopefully he'll talk today. we're now getting a look at the valuable items stolen from a bay area museum. we'll show it to you coming up. >> reporter: and how did the health department rate your favorite san francisco restaurant. yelp now has an easy way for you to find out. i'm christie smith. i'll have that story coming up. plus lots of high tech companies reporting profits and

welcome back. it is 5:11. the popular online review site based in san francisco, yelp, is rolling out a new story this morning. restaurants profile pages on yelp will feature health inspection scores. "today in the bay's" christie smith is live in san francisco with more for us. christie, good morning. >> reporter: good morning, marla. this will make it much easier to find out where your favorite restaurant or when you are thinking about trying one in the eyes of the san francisco health department before you come down and bring family and friends and sit down. this is basically because yelp is getting an upgrade to its system to let you know about inspection scores from the health department. you click on it and it will take you to a second page with the date and the type of inspection and the number on details of any

violations recorded and yelp hopes it will raise the bar on food quality across the board here in the city. now for the restaurant industry, it's about putting it into context. for instance they say they could have a problem with something minor like a seal on a refrigerator. not a huge hazard but could get dinged for it. even restaurants with perfect scores are worrying it could misrepresent a business. >> i believe that the restaurant should be given an opportunity to be able to fix those things, the ability to get a re-review or reevaluation. the timing is never going to be very quick. >> reporter: now for foodies and yelpers, they say the more information they have, the better. they'll try to keep it all in perspective before they head out to a restaurant. yelp engineers have come up with a system to help upload those inspections so you can see them. any city that wants to can get

involved and new york and philly are up next. first san francisco. reporting live in san francisco, christie smith, "today in the bay." here's a question. could dell move to the bay area? the texas based company may be up for sale and up for a move. >> we've been talking about dell possibly going private for some time. that's a private group of investors buying up shares and dell out there taking it out of the stock market. the investment firm silver lake partners is the likely buyer and andrew ross speculating that silver lake might move dell headquarters here. that was video of the r & d facility on the peninsula. dell is currently based in austin, texas. shares in hewlett packard were higher after talks businesses may buy parts of hp. now, if hp were to sell, it

would be for a much lower price. that would be embarrassing. that's a reason not to sell. that and hp hopes to actually make money through those acquisitions. hewlett packard opened a new center where executives will give briefings. meg whitman was there to cut the ribbon but not made available to the press. there is no fighting in the war room either. who will brief us? seema mody is live at cnbc world headquarters. good morning, seema. >> i'm here. good morning. let's look at the futures right now. futures are lower after another mixed session on wednesday. the dow snapping a five-day winning streak with nearly all losses chalked up to boeing amid safety issues with 787 dreamliner jets. boeing shares are lower again in premarket trading. we get data out today on unemployment filings and new home construction and building permits. plus earnings from big banks like bank of america and citigroup. dow falling 23 points in yesterday's trade and nasdaq

in livermore, san jose as well. not shabby in the city by the bay. we have a many influence negated by offshore flow. things will change over the course of the weekend. it's also offshore flow driving the haze. it's keeping that particulate matter suspended in the atmosphere. winds will pick up this weekend so we should see improvement in that department. also we have mavericks happening on sunday. the forecast for that in just a minute. look at these numbers. they just look warmer. they feel warmer. just taking a glimpse at this seven day. 5:17. warm up your vehicle this morning, mike. >> you have to warm it up and maybe like you showed some of that frost may be in places because of fog in the north bay and also cold conditions. over here we're looking over toward 101 where there was report at candlestick off-ramp with a branch across the roadway. there are no trees in the area. they removed the branch. no slowing for 101 or 280 into

the city a smooth drive. 101 here or across the golden gate bridge smooth into the city and overnight maintenance crews typical over toward the city side of the bay bridge both directions have a crew there. no major issues as far as folks there. they are expected to be there any way overnight. here a stall just cleared from the treasure island area of the upper deck. nice easy drive on the approach. oakland, 880, 580. let's look at berkeley through the area. this is westbound direction picking up cars but not a problem. you're at the limit carquinez bridge down to the toll plaza. and in the north bay we take a nice look here at the volume picking up through san rafael. central san rafael exit reports of deer on the shoulder. be careful. someone will help scoot them out of the area and there's the peninsula. no problem. we end here. back to you. 5:18 now. a special candlelight vigil tonight for the petaluma teen who died after a new year's eve concert. people in south lake tahoe will honor alyssa byrne this evening. her body was found in a snow bank four days after she disappeared.

the coroner is still trying to determine her exact cause of death. we now have a picture of the latest items stolen from the oakland museum of california. it's a gold jewelry box stolen last week made sometime back in the 1870s by san francisco's gold smith. 7x9 inches and features meticulous engravings there valued at $800,000. the museum now offering a $12,000 reward for a safe return of the box. if you live in marin county, you can have your say later today about a new area code that is expected to run out of available numbers by october 2015. the california public utilities commission is introducing a new 628 area code. that would affect most of marin county, san francisco, and parts of san mateo county.

they will decide whether to split the current 415 region into two area codes or to simply give the 628 code to new customers only. public meetings to talk about the option will be held today at 2:00 this afternoon and also 7:00 tonight at san rafael city hall. the cpuc says it hopes to make a final decision within the next six months. we can tell you the asian population has overtaken latinos as the prominent immigrant group in california. the number of people immigrating from asia was 2.5 times greater than the number of latinos marking a significant turnaround in ten years. the number of latino immigrants began to drop off significantly back in 2007. the head of the united nations visits the bay area. we'll tell you why he's here. let's take you outside. a live look at the city by the bay. that's the bay bridge where just

another strange twist in the story involving notre dame football star manti te'o. news breaking that his girlfriend's death from leukemia is a hoax and the woman never even existed. this one sounds like a soap opera. monte francis live in stanford with students wonder why the media and anybody for that matter didn't catch onto the story sooner. mon >> reporter: the story just gets more strange by the minute. here at stanford officials have confirmed there's no record of a student by the name of lennay kekua. and a column was written expressing surprise and also his dismay that he and so many others in the media didn't fact check this story earlier. "the new york times" first connected stanford to the name lennay kekua back in october. a senior here says he's

attempted abduction. take a look at this sketch. here it is. investigators say this man tried to snatch a 2-year-old girl right out of her mother's arms from her own front yard. the mom was able to wrestle her free and run back inside her home to call police. the abduction attempt happened tuesday afternoon at a home in east san jose near white. the suspect is described as latino. stands 5'6". 20 to 30 years old and a thin build. another attempted abduction in milpitas where police say this man tried to kidnap a 3-year-old boy inside the great mall. it happened january 6th. the boy's mother says the man took her son by the hand and just started walking away with him. she quickly caught up and took her son back. the man is described as asian, about 55 years old, 5'6", with a potbelly. president obama today launching a campaign style tour backing his recent gun control proposals. he's publishing an op-ed in

connecticut newspapers pitching his $500 million plan. the suspect says he wants universal background checks, more research on mental health and a thousand new school police officers and counselors and asking congress to enact a ban on assault weapons and high capacity magazines. senate democratic leader harry reid says they will likely take up gun control earlier this year. capitol hill tackles gun control, silicon valley is trying to do the same. a controversial plan is on the table for san jose city leaders that would force owners of assault weapons to store their guns at the police station. "today in the bay's" bob redell is live outside of san jose police headquarters with more details on this plan. good morning, bob. >> reporter: good morning, marla. a plan that would require assault weapon owners in san jose not only to store them here at the police station at headquarters here in the downtown but also get permission before taking them out. this is just a proposal being

put forth by a private individual. an attorney here. it's a proposal he's put forward that the mayor indicated he's not fond of. owners of assault weapons would have to give officers a reasonable explanation of what they wanted to do with their weapon before checking it out of police storage. they would have to register their weapon and then they would have to indicate when they plan to return it. the owners would have to submit to a background check to make sure they don't have a history of mental illness, violence or gun crimes. this is a long way from becoming law. right now this is just a proposal that smith submitted yesterday to the city's rules and open government committee. the committee tabled this until next wednesday's meeting because mayor chuck reid is in washington, d.c. at the conference of mayors. he did express reservation, the mayor that is. saying this is a federal issue that cities like san jose should not be in the business of regulating assault weapons. reporting live outside san jose police headquarters, bob redell, "today in the bay." parents in los gatos are

telling school leaders they want changes that will keep their kids safe and secure on campus. more than 100 parents went out to the middle school for a meeting last night just a month after the sandy hook tragedy. school leaders say prevention is their top priority. police say they will now explore different ways of protecting and securing schools. some of the suggestions include putting up gates and fences, surveillance cameras and entry locks at key points all over the school. parents are confident change will come. >> i feel very confident. >> reporter: why? >> i think just the fact that they are having this meeting shows that they recognize how important it is and how important it is to the parents and for the parents to be involved. >> back on february 4th los gatos town council coming up on february 4th will hold a special meeting on whether it can change town code to restrict future firearm sales.

a major story in the air. faa grounding boeing 878 dreamliners here in the united states and this morning japan announcing it will do the same. tracie potts from "today in the bay" is live right now on capitol hill with the latest trouble surrounding all of these planes. trac tracie, good morning. >> europe and india announcing they'll ground the planes so majority of the 787 now on the ground worldwide while authorities try to figure out what's going on with this battery that leaked and caused an emergency landing in japan yesterday. within a week earlier just over a week before that another problem with that same plane that caused a fire. no serious injuries so far but lots of questions about whether

it is this battery, a leaking battery, wiring system in the plane or what is causing these incidents to happen. it's the lithium battery made by japanese manufacturer that's in question. manhattan, san jose just started direct flights to japan and now we understand those flights as a result of these actions have been grounded as well. those direct flights just started last friday. this is a big problem for boeing. they have orders for 800 of these planes. 50 delivered so far and they planned to double up and ramp up production this week and now that's not going to happen. boeing losing over $1 million a day while they try to figure it out. >> a lot of work ahead for boeing. they have to figure it out quickly. thank you very much. happening now, algerian officials say 20 hostages including some american citizens have been freed this morning by islamist militants. a group calling itself the

lance armstrong is coming clean on allegations he used performance enhancing drugs and you can hear it straight from his mouth. the taped interview he did with oprah winfrey airs tonight and tomorrow night on winfrey's own network. oprah confirmed armstrong admitted using the drugs for years. the cyclist denied those doping allegations. last year he was stripped of his seven tour de france titles by the u.s. anti-doping agency. it's 5:44. yelp, the popular online review site based in san francisco that you probably use is rolling out a new service this morning for those of us who like to dine out. restaurants profile pages on yelp will feature health inspection scores. the information is already on the city's website but even mayor ed lee says sometimes that information can be hard to find there. now what's happening is that san francisco restaurant yelp profiles include an inspection score from the health department. you click on it and it will take you to a second page with the date and type of inspection and also the number and the details that were tied with that violation if there were any. yelp is hoping it might raise the bar on food quality in the city and the yelpers we spoke to say the more information they have, the better. >> i probably won't seek it out because i care more about the experience and food quality. >> reporter: within the restaurant industry they say you need to keep numbers and information in perspective. for instance they could get dinged for something like a bad

it is on. the world's best big wave surfers are on the way to half moon bay for the mavericks invitations. incoming swells should deliver 30 to 40-foot waves this weekend. 24 surfers from around the world will hit the water 8:00 a.m. on sunday. people cannot watch from the beach. they will have to buy tickets to watch a live broadcast of the event at the hotel instead. in 2010, a number of people were injured when they were knocked down by waves while just watching the event. organizers promise there will be updates on the 49ers playoff game. that's a big part of our sunday. >> championship football. championship surfing. does it get much better? 5:50 right now. st. mary's basketball looking and feeling good. we'll show you the victory celebration coming up. giants world series trophies
