vegas strip is now in jail. police arrested 26-year-old ammar harris is north hollywood and charged him with three counts of murder. harris allegedly shot and killed kenneth cherry last week. cherry's car slammed into a taxi killing its driver and passenger. details about remains found in an isolated part of san mateo county. it appears the remains were in the open space preserve for about three years. the sheriff's department says it was a caucasian man. the coroner is trying to identify this man. and in alameda county, police are searching in alameda creek with possible human remains. a group of teens found the head.

investigators say it's been in the creek for at least a year. a difficult day ahead for santa cruz police officers who are heading back to work for the first time since two officers were shot and killed in the line of duty. arturo santiago has more with details. >> reporter: as this memorial at police headquarters has grown over the past couple of days, officers with the california highway patrol and the sheriff's department have been the ones patrolling the streets of santa cruz. the memorial of flowers and candles and handwritten notes has doubled in size since tuesday since sergeant butch baker and officer elizabeth butler were gunned down after trying to question a man through a door about a sexual assault. for about 20 minutes he refused to come outside and then he suddenly burst out of another door and shot and killed baker and butler before they had a chance to even defend themselves. investigators say he stole their

body armor and guns and later returned to the scene where he got into a gunfight with police and was shot and killed. >> nothing like this has ever happened in our community. i came by to say a prayer and pay my respects and thinking of the family and the pain. >> reporter: now the memorial service for sergeant butch baker and officer elizabeth butler will be thursday, march 7th at 11:00 a.m. at the kaiser permanente arena in santa cruz. in the meantime, it is back to business. santa cruz police officers going back on patrol will have a briefing at 7:00 a.m. and half hour later they'll hit the streets. live in santa cruz, i'm arturo santiago, "today in the bay." city college of san francisco is approving a report aimed at keeping the school's accreditation. the 250-page report was approved last night which outlines how the school has made adjustments

to immediate accreditation standards and remain open. last year they were issued the harshest sanction by the accrediting commission. without it, the school could lose federal funding, grants and access to financial aid. possibly forcing it to close. the report is due march 15th. meteorologist christina loren joins us from the nbc bay area weather center with a forecast that i think most people would endorse. >> indeed. especially because it's been so long since we've had temperatures in the 80s. i said it. the 80s. a live look. this is san francisco clear shot over the embarcadero. we're mostly clear across the greater bay area. here's the thing. we have patchy fog out there. especially along the incline if you are headed up 280 approaching 92 getting into the san mateo area, watch out for a thick patch there. we also have a couple thick patches in santa rosa and napa. they are not going to last long. temperatures this morning mostly in the 30s and 40s. stop clock at future cast at

the annual escape from alcatraz triathlon. bob has a sneak peek on the race and details on athletes participating. you're not alone out there either, bob. >> reporter: good morning to you, marla and terry. roughly 2,000 amateur and professional athletes competing roughly 48 hours from now sunday morning leaving alcatraz. they'll do a 1.5 mile swim to shore, then a half mile warmup

run to marina green, 18 mile bike ride and then eight-mile run. this guy has not only competed in this event before, you have won it and you're an olympian as well. good morning to you. >> good morning. >> reporter: how cold is the water going to be? >> usually it's around 55 degrees but on sunday it will probably be 51, 52 degrees. >> reporter: that's a huge difference? is that something you will feel or notice? >> it's not huge, no. it's definitely going to be freezing cold. whether it's 52 or 55, it's cold. >> reporter: how much of this is a mental sporting event versus a physical? i assume it's a combination. what would you put more weight on it? >> escape from alckacatraz is everything. physical and mental. jumping off a ferry from the island and trying to swim back to the shore here is definitely hard for everybody.

you just got to be mentally tough to get through it. >> is there a point in this specific race where you are like, man, this is my breaking point. obviously you don't break. this is the hardest part? >> definitely. it is the swim. you got the cold, the currents, it can be quite wavy out there. it's a tough swim. once you get through it, the rest of the race is really enjoyable and it's a challenge but it's a great race. >> reporter: you're going to jump in the water around 7:30. you hit around two-hour time. maybe be back in marina green around 9:30 and that's when people cheer you on, that's the idea? >> exactly. it takes about an hour 55 minutes for me. >> reporter: that takes me an hour and 55 minutes to have guts to jump in the water. 33rd annual escape from alcatraz

taking place on sunday morning. just before the launch of the latest space x rocket launch, scott mcgrew has been monitoring the latest. >> they are saying they are a go for launch after 7:00 this morning our time even if it's not all systems go. video here from the last time the private company launched its falcon rocket. space x says there's a glitch in the computer that they are ignoring it. a canadian astronaut has been practicing with the space station's robot arm and says he's ready to capture the dragon capsule. meanwhile, back on earth, ben bernanke will be in san francisco tonight. the head of the fed will be speaking and admittedly it's not as exciting as a rocket launch but it is worth launching. bernanke said he didn't expect unemployment to dip back to normal for another three years. it's the first friday of the month. normally that means we get new unemployment data from the labor department. today is march 1st. not enough time to total up

numbers from february. so next week. there's lots of data out there. we'll turn to brian shactman at cnbc world headquarters. good morning, brian. >> good morning, scott. that jobs report comes out next week. in terms of stock futures, we're down 68 points right now in early premarket trading. stocks faded late yesterday. again you look at the headlines and it doesn't tell the whole story. dow was within 16 points of an all-time high and dropped like a stone in the final hour of trading. still the dow and nasdaq and s&p 500 closed higher for the month of february. today we get data on personal income and spending, consumer sentiment, manufacturing and construction spending as well. the dow ended up losing 20 points to 14,054. nasdaq slipping two to 3160. bernanke talked a couple days ago. we rallied. monday we sold off because of italy. today we're down because of sequester. it's a lot of people scratching their heads in terms of what is actually driving the market right now and even the experts don't really know.

found foreign dust in the clouds over the sierra nevada. the more dust there was the more snow that felt. they feel it spurs formation of ice crystals in the clouds and influence how much rain or snow falls which gives meaning to the term a dusting of snow. >> there you go. >> this is a theory you have been behind for many years now. >> i was back in my lab analyzing everything as it was coming in. it's really cool. there is a correlation between smog and fog as well. you get rid of the smog in many places and you lose the fog. that's what happened in london. 5:16 now. we're talking about fog. we have good to moderate air quality. it's funny. the place where we have thickest fog this morning is in the north bay where we only get moderate air quality. good air quality everywhere else. a live picture of san jose. the 280 cam if we can please. just to show you how this fog is working this morning.

it's sitting at about 500 feet. right at the surface you can see everybody is zooming right past. no problem. you see it at 500 feet, the layer of fog, that's going to make for really tough drive along the peninsula as you start to head up the incline. you want to take it easy out there this morning. thick fog. visibility reduced to a quarter of a mile up to sunnyvale to san mateo. travel cautiously. 43 degrees in napa right now. 45 to start the day in concord. as of noon, upper 60s to low 70s. 67 degrees. these are lunchtime numbers. lunchtime. 68. get it while it's warm in antioch. we'll round out the day at 3:30. upper 70s. first time i had to use 80s in five months. enjoy that in gilroy. 72 in redwood city. and things will change throughout the next couple days. santa rosa's high, even with fog to start the day, forecasting a brand new record at 76 degrees. shattering the old record of 71

set back in 2002. so saturday into sunday, holding onto the warmth. we'll see more cloud cover. monday into tuesday the system finally works its way into the bay area and will start to bring showers wednesday, thursday and even friday of next week. temperatures are going to tumble. so we'll get another taste of winter next week. we're still in winter first official day of spring the 20th of this month. welcome to march, everybody. let's check your drive. good morning, mike. >> the fog is drifting around. it just hit the bay bridge toll plaza. you can see the roadway is okay. you can't really see folks coming off that overpass. that is an issue. the changing conditions and patchy fog we talked about means you may get hit with a patch so be prepared to tap on brakes. we see east shore freeway moves smoothly. the earlier stall has been taken care of. crews are cleared from the incident. no lanes blocked on that upper deck. we do have orange creeping in from hercules down to richmond for westbound 80. that's where fog and low clouds.

watch out for that for drivers. north bay santa rosa all of the way down through san rafael down to the golden gate bridge, christina talked about north bay fog and it's thick in patches throughout santa rosa especially. we'll give you a look off the san mateo bridge as traffic flows smoothly at 92 from our camera here in foster city. we can see that approach. the cloud and mist starting to cause glow to the lights. the visibility will likely change. we'll show again the maps through the area. the road weather index south of redwood city is where it is affected. drive through the san mateo hills still okay. hills will rise into the low clouds. thick patches coming into the south bay around mountain view is where we hear there are patches around shoreline. typically the case but thicker this morning. nice smooth flow for the northbound route through the south bay and look at this. fremont camera we showed you a tough view. there is supposed to be a flagpole here and light up sign. we can't see it about a quarter mile visibility here on 880. back to you. >> mike, thanks very much. two large bay area school

districts are trying to clear the way for more federal funding. they have both asked the u.s. department of education for a waiver from the no child left behind requirements. if approved, they would receive millions of dollars in federal funding that are being held. they don't want to rely as heavily on test scores. changes could come to berkeley's iconic telegraph avenue. for years the avenue has been a symbol of radicalism with very few chain stores. now berkeley's mayor wants to make a change adding nightclubs and comedy venues to that area. he also wants to eliminate quotes on restaurants and chain stores. there are a number of vacant store fronts and the mayor hopes the change will revitalize the area. >> today is read across america today which means thousands of bay area elementary school kids will get a special visit from local celebrities. schools all over the bay area

kelley. >> good morning. i'm marla tellez in for laura garcia-cannon. we're learning more information about an overnight shooting involved sheriff's deputies in sonoma county near santa rosa. christie smith just arrived at the sheriff's office. what do we now know? >> reporter: this is an incredible story. we're getting reports that it started with a woman who was kidnapped and she was able to text to police or dispatchers that she was a victim of a kidnapping and that she was in a car and was able to let them know which direction she thought she was going. and then the deputy spotted that car and that's when a pursuit started. we're hearing that this started last night around 11:00 near santa rosa with a male suspect and a woman texting a frightening story she was being held hostage.

>> we lost christie smith. sheriff's deputies investigating a kidnapping and officer-involved shooting. we'll bring you the latest. federal lawsuit will be filed this morning against the oakland unified school district police department. the lawsuit is on behalf of a district police sergeant who claims he's being retaliated against for telling the truth about corruption within the department. nbc bay area spoke with john beube belusa about what he said happened the night that raeim brown was shot. the protocol is to question officers separately but he said that school officials tried to pressure belusa to give the same

story as the other officer. belusa says he didn't fire his own gun because the first round of shots incapacitated the suspect and he no longer thought brown was a threat. >> do you consider yourself a whistle-blower? >> yes, i do. >> how have you been repaid for that? >> with hell. >> bellusa said he reported officers drinking while on duty. he claims each time he raised concerns about officer conduct, he's faced retaliation. he's on paid administrative leave. they say that the district is not commenting until they see the claim. in the wake of a deadly shooting last month, oakland is making changes to its popular first friday street festival. tonight's festival will include a peace concert in honor of the 18-year-old campbell that was shot and killed during the event on february 1st. three others were hurt.

tonight's festival will end at 9:00 p.m. instead of 10:00 and size will be reduced by half taking up only five city blocks. there will also be more police officers and security to crackdown on public drinking. santa cruz police officers return to duty today after two officers were shot and killed. "today in the bay's" arturo santiago is live in santa cruz with the difficult day ahead. and details ahead about the memorial for the two officers. >> reporter: santa cruz officers are going back on patrol. the department will have a briefing with officers at 7:00 this morning and then about a half hour after that they'll hit the streets. the entrance to police headquarters is the site of a memorial that's roughly doubled in size since two santa cruz officers were shot and killed tuesday. the flowers and candles are in memory of sergeant butch baker and officer elizabeth butler. the two were trying to question jeremy goulet through a door about a sexual assault for 20 minutes when goulet burst

through another door with two guns and opened fire on baker and butler. the officers never had a chance to defend themselves. vetors say goulet stole their body armor and guns and later returned to the scene and got into a gun battle with officers who shot and killed jeremy goul ter goulet. the memorial services will be at the kaiser permanente arena on thursday march 7th at 11:00 a.m. santa cruz police officers are back on patrol this morning and the chief is asking the public give the officers all the support they can. >> arturo, thanks very much. i'll call it running weather. that's what we have lately. i just love it, christina loren. it's so nice. >> i bet you have been enjoying it. air quality has been great as well, marla and terry. that gives you even more reason to get on out there and enjoy it. the one thing we do have to deal with as you probably noticed the

bay area is blooming. just beautifully. cherry blossoms coming out and our pollen levels are high. keep that allegra handy today. we have pockets of fog around the south end of the peninsula. travel cautiously down there. we'll get a look at your drive with mike in just a moment. 49 to start the day in pleasanton and mildest start in danville in almost two weeks at 50 degrees at 5:36 this morning. we're starting off mild. we've got high pressure building in gaining strength today. and so let's talk about what we're expecting. for the most part that marine layer stays offshore. offshore flow just pushes that marine layer back to sea. we do have patchy fog and that's because high pressure takes whatever moisture is around and forces it right to the surface. so even at 7:00 a.m. we'll have fog around the san francisco bay. we stop that clock for you again by 10:00 completely clear and beautiful beach weather shaping up.

get on out there and enjoy it if you can. look at these numbers. 75 degrees on the way to san jose. you keep heading south, get down to the central coast and it's 75 degrees. count on extra beach traffic. >> it's a friday any way. it doesn't matter. people go there any way. nice to be near the water. we're looking here over the water. you look at the san mateo bridge and westbound with taillights. across the flat section and then disappearing because the clouds are now drifting across the span impeding your view of the high rise. let's catch you with our peninsula camera. we can make out the headlights coming off the high rise. more of them moving at the limit closer to upper 50s across the bridge which is the suggested limit and we see fog and low clouds creeping through the area. the map shows you no slowing as far as sensors on the span itself and through the san mateo hills those roadways may be rising up into the clouds making them a fog condition situation.

"today in the bay's" tracie potts is live on capitol hill this morning where congressional leaders are preparing for a last-minute meeting at the white house. good morning, tracie. >> good morning. what will come of this meeting, we don't know. we have sense of what will not happen. we have two top democrats and two top republicans coming to the white house to sit down with president obama as these cuts get ready to go into effect and today we hear from one of those republicans, senate minority leader mitch mcconnell say there will be no last-minute deal and no agreement to increase taxes. for those who were thinking we may have a last-minute agreement to avert these cuts, that's what the white house said the purpose of this meeting was to figure out a way how to avoid these cuts, it looks like republicans are not going along with anything last minute. the meeting set to start in an hour and a half. >> very good. thanks so much. coming up at 6:30, we'll hear

from transportation secretary ray lahood about how sequester cuts could affect travelers all over the bay area. happening now, firefighters in southern california say they are gaining ground on a ferocious fire burning in riverside county about 60 miles east of l.a. crews say calm winds are allowing them to keep the fire from spreading to nearby homes. right now, however, a voluntary evacuation is in place for two residential streets in the area. the fire has charred more than 150 acres. it's about 20% contained right now. and as of now there are no reports of any injuries. former nba star dennis rodman might have found a new career as an ambassador. yesterday north korean state run tv showed pictures of rodman meeting the country's leader kim jong un. they were sitting next to each other at a basketball game featuring members of the harlem

coming back? >> i love this race. my first triathlon when i got out of the coast guard and i was overweight and out of shape and triathlon gave me a lifestyle to live and it's been a great adventure. one year after another. one year after another. one day at a time. >> reporter: this race attracts a lot of world class athletes from around the world. what's the allure to this specific race? >> san francisco is a destination race. it's a bucket list race. it's one race that athletes want to do at least once. they keep coming back. the race this year has been moved up because of the america's cup and we thought we'll have 1,000 or 1,500 but we have over 2,000 jumping off a good boat on sunday morning. it's cool this year. it will be cool on the bike. we're looking forward to a great weather weekend. >> reporter: what do you do to fight off hypothermia? >> mentally and physically you have to prep. you have to think about it and

visualize and imagine what you're going to be in for and get out to aquatic park and get in the water a few times. that helps. >> reporter: is there a point in this race where you have a breaking point and here i am again? no. >> no. i race for the pat tillman foundation and that's one of my passions and so when i have a tough moment, i think about pat and i think about the rest of our people in the military and i think about our challenged athletes out there with prosthetics on the course and you'll see them. they're inspirational. my worst day of triathlon is better than my worst day in life. this is a triathlon. swim, bike, run and have fun and float around the golden gate bridge. >> reporter: congratulations and best of luck to you. thank you for being here. they'll leap off around 7:30. the fastest athlete should arrive at 9:30. you can be in the parking lot to

sjc. san jose now where we have fog this morning and drifting around at about 500 feet it's the thickest. heading up the incline, 280 closer and closer to 92, you will encounter thick fog and lose visibility. travel cautiously and san jose we're starting to see thick patches swirling around as high pressure forces whatever moisture is available right to the surface and that's what reduces your visibility. it won't last long. we'll have clearing between 9:30 and 10:00. full sunshine over the greater bay area. 42 to start the day in livermore. 46 in san jose. you're already at 49 degrees in palo alto. half moon bay at 50 headed toward 70 later on today. one of those days half moon bay beautiful sunshine. you won't be socked in with fog. record highs on the way for today in places like santa rosa. 76 degrees. that's going to shatter folksily the old record of 71 that was set back in 2002. this one if we hit 76, that's going to be a tough record to beat. let's go santa rosa. 74 degrees as we head throughout the day in san rafael. 71 for oakland.

80, i put 80 on the map today for gilroy. make sure you're ready for that. you want to dress in layers. as we head throughout monday into tuesday, 60s return and 50s are back wednesday into thursday along with rain. we need it this time of year. if you have been suffering this time of year because of high pollen county, the rain will help to wash out all of that pollen. that's good news. let's look at your drive and see how we're faring in that department on a friday. >> traffic flow is lighter than the first four days this week. we are still seeing that slowdown the first burst hitting around northbound 101 from 680 up toward 880. that will calm down a bit and then kick in again just about 6:15. we'll track that. nothing unusual except this is probably a monday through thursday pattern rather than a friday. not so light today. we do have low clouds that christina is talking about. fog at times kicking in here along the peninsula especially redwood city down into the south bay. our camera right there in palo alto, i want to qualify this shot. you saw orange on the map. that's where low clouds and fog

"today in the bay's" christie smith is live at the sheriff's department in santa rosa with all of the new details. good morning, christie. >> reporter: good morning to you, marla. talk about quick thinking and a will to survive. a woman who had been kidnapped late last night was able to text her friend and let her know she had been taken, shoved into a car and which way she thought that car was heading. that set off a pursuit with deputies in sonoma county that ended up with the suspected kidnapper being shot. this started around 11:00 last
