to their rooms. >> all lanes of 580 are now open after a big rig splash and fuel spill. the big rig struck a sound wall under the 680 overcrossing. just after 1:00 this morning haz-mat crews were called to the scene to help clean up 40 gallons of diesel fuel that spilled onto the roadway. >> we are watching weather this morning. not only rain out there but also very strong winds. the trees whipping around in parts of the bay area experiencing gusts of wind. up to 30 miles per hour. just blowing very hard this morning. high wind advisories also in effect now on several brinchs across the bay area. including the san mateo bridge. with that in mind let's check in with meteorologist christina loren with our forecast. wind, rain, all sorts of stuff. >> good morning to you.

you want to give yourself time to reach your destination safely. make sure your little ones have the rain gear. want to show you the general nature of the bay area. turning lighter and spottier. into southern california you will be driving with the storm system. travel cautiously for today. the active weather, steady rainfall is coming to a close. the winds are really starting to pick up. you want to keep that in mind throughout the morning, especially if you drive a high profile vehicle. 9:00 a.m., lighter showers, spottier. we'll continue to see the trend throughout noon today. keep that umbrella handy with stray showers from time to time. as we pick up daytime heating the atmosphere is so unstable we could see strong thunderstorms fire off. the best chance will be in the north bay later this afternoon into the evening. so keep that in mind. we are on high alert here.

nbc bay area weather center all day long. we're on top of it for you. 56 in livermore. 58 in fremont. 57 in san jose. right now back to you, john and marla. >> we have an update to breaking news from san francisco. christie smith joins us from the bay view district where a swat situation is under way. what are you learning? >> reporter: good morning. the swat situation seems to be ramping up. within the last minute or two more p police officers have arrived in plain clothes and went into the crime scene. you can see them moving under the police tape now. we are hearing that this is a swat situation. started a couple of hours ago. we are on generaljennings and underwood. there is at least one suspect inside a builder here. it started with a pursuit of a

robbery suspect, possibly the robbery of a medical marijuana facility that at least two, maybe three are in custody and one possibly more still outstanding. we are hearing that the outstanding suspect or suspects the perimeter keeps getting larger and larger. the perimeter is quite right and more officers are arriving on the scene. we get an update from san francisco police and we'll let you know what they have to say for now. reporting live in san francisco, christie smith, "today in the bay." >> thank you for the update. the bay area is ready to honor two santa cruz police officers killed in the line of duty. a memorial service is being planned for tomorrow at the hp pavilion in san jose. this afternoon a public viewing is being held in santa cruz. bob riddell is live now where

community support is very strong. bob, good morning. >> good morning, jon. you can see the support here at the santa cruz police department where for several days people from the public. in honor of the two fallen officers the plants will be put in a memorial garden. you can see the support in the donations collected so far for the offers' families. the police department received $45,000. local businesses pledged another $125,000. log onto the city of santa cruz.com website to help the families of sergeant lauren butch baker and officer elizabeth butler. both were shot and killed last week by jeremy goulet as he was investigated for a possible sex crime. he was shot and killed by law enforcement a short time later. today there will be a public viewing from 3:00 to 8:00 on

ocean street. then for tomorrow's large memorial service. two venues showing the funeral live on big screens. doors open on front street at 10:00 oh tomorrow morning. the del mar will host a viewing. we'll have live coverage start at noon on nbc bay area and a live streaming feed at nbc bay area.com. while they are in san jose covering their backs here in santa cruz will be other agencies to make sure the duties are taken care of. there will be a procession tomorrow. a very long presentation. it will have an impact on traffic. i want to send it to our traffic an a kor. mike, what can we expect? >> i have heard estimates of 20,000 people. more than 200 law enforcement

vehicles, we know that alone will be joining the motorcade making the 33-mile trek to honor the fallen officers. the route begins on third and beech across san ho ren zo boulevard up ocean street to highway 17. then b over on highway 85 just to the west with. you see it moving off on the map. then to highway 87 to the north into downtown san jose before exiting julian arriving at the hp pavilion. a note to drivers. there will be rolling road closures because of the vehicles trying to stay together. both lanes of highway 17 at speeds of about 30 to 40 miles per hour. drivers, you are allowed to follow the procession, but you cannot pass it on the highway. of course it will jam things up. we'll have coverage tomorrow morning. all day long and "today in the bay." i'll follow it on the traffic maps as well. we'll show you the route again.

that's the route the procession will take if you are coming downtown. take 101, 280 into downtown. avoid the 87 into downtown until folks get there around 10:00 a.m. the same area now with the weather and traffic index. slow north of 680 to 880. the early slow down we had and it may be kicking in. wednesdays are lighter than tuesday after a yesterday. we had significant tie-ups. the wet roads are a concern. 17 over the summit. slippery conditions earlier. the sensors are starting to register. we see slowing south 17 over the summit. we'll track that t meanwhile a look outside to see how things are shaping up here across the san mateo bridge. steadier than earlier. still chp continues with the wind advisories.

san mateo bridge, dunbarton and bay bridge as well as richmond and san rafel. we have the back up forming at the bay bridge toll plaza. the metering lights should be i on any minute. >> now up to speed on another series. several high profile cases throughout the bay area. >> starting in san francisco where a judge will decide if there is evidence to send them to trial for manslaughter. they struck a 71-year-old pedestrian at castro and market streets last march. the man died later at the hospital. prosecutors say he ran several stop signs before running into him. prosecutors say he didn't appear to brake before the collision. >> a hearing is set today for a e san francisco couple accused of killing a los angeles-area man who was pimping out their teenagered daughter. they are accused of plotting with two other people in the

jobs in there, there really aren't many. government employee tends to be negative because governments are still laying off. friday's number may be lowerer and will not include the sequester. tesla cutting some of the staff on the assembly line this morning as it tries to perfect production of the model s. a tesla spokesperson says they expect in the end to have more employees this year than b last thanks to hiring in other departments. a new study by stanford and facebook's own social scientists say when you post something on facebook a picture, a baby announcement, about a third of your friends see it. an algorithm determines how many people see your post in their news feed. a columnist for the new york times continues to criticize facebook speculating the company deliberately quashes some

postings to promote them paying for the paid kind. >> ta would be naughty. >> interesting theory. thank you very much. 6:15 now. time for a check on the top stories. san mateo hospital all clear after a patient starts a fire inside his room overnight. strange but true. staff evacuated the area around the patient's room and called police. the hospital says no injuries to report and the fire caused a small amount of damage. >> a funeral for venezuela's president hue go chavez will be held on friday. chavez died after suffering a severe respiratory infection. his body will lie in state through friday. >> federal government offices in washington, d.c. closed with the massive winter storm pounding the region. forecasters say they could see even inches of snow. >> we are expecting snow as well in the sierra.

>> brian hickey is live at a blue canyon enjoying all the winter wonderland. i'm using "enjoying" loosely here. highway you doing, brian? >> if you're expecting the snow i'm here to deliver it. it's coming down at 5 a,000 feet. we are getting pelted in the sierra this morning with the sideways snow coming down. here at 5,000 feet we have picked up only a couple of inches. t it's piling up over the sierra. it just got started in the last hour and a half. we expect it to bring forecasters say some 18 is inches to possibly three feet of snow at the upper elevations. the ski resorts are rejoicing in this. this is great news after about four weeks of a dry spell. now we are getting significance. you obviously need chains across the mountain highways.

that snow will stick around for a while. 34 degrees. just 2 degrees above freezing for the high today at squaw where they have 101 inches at the bay. upwards of 8 feet of powder. yeah, it will be nice up there. through the weekend because it will be cold some of the snow will stick just in time for the days off so you can hit it. throughout the morning hours you want to have ample time to reach your destination safely. showers on the radar. i set the radar back six hours to show you the bay area waking up with slick conditions. as i stop the radar this is the current picture now getting a little bit of activity south to san francisco. getting a little bit of a break in san jose. there is still ponding and puddles. don't hydroplane and lose control of the vehicle. especially if you are taking the little guys to school. rain boots required. 8:00 a.m., starting to lighten up. but we won't be out of the woods. we'll meet back for the 1 sk

robbery of a dispensary. >> you can call him the snowquester this morning. the east coast is bracing for a big winter storm. that means airports are bracing for cancelled flights. "today in the bay's" tracie potts is braving the elements outside of the u.s. capitol where snow started falling overnight. >> reporter: oakland into san jose out of our area, get ready to wait. we have had hundreds of cancellations at the local airport. behind me at the capitol they are still working but trying to get out of here by 1:00 in the afternoon our time. that's around the time my friends at the weather channel say the worst of this is expected to hit.

we are getting pelted with snow now. nothing like the 15 inches we saw. but that system is coming our way. it's why the federal government has cancelled or has closed down today. it's why major systems in the area have cancelled. we are seeing public transit. the buses are running. but not as many people on the wet roads. it's really not sticking right now. but the roads are wet. again they are telling us to expect more and worse later today. back to you. >> that's what you call a snow day. >> tracking the flight delays locally as we look at sfo. tracy talked about how bad it is in the east. just a few minutes ago, 19 flights bound for sfo have been cancelled. we can tell you nine outbound flights have been cancelled. we have video of what the storm

left behind. back in chicago it looks like the snow is so heavy it caused the roof of this home to completely cave in. >> we don't know it right now if anybody was hurt in this incident. this storm is the same one heading east, hitting washington, d.c. and again delaying flights nationwide. that's heavy snow ripping the roof off that one. >> tracking snow in the sierra, rain and wind. >> potentially three feet, marla and john in the sierra. that's the good news for us. a different scenario. we have a storm system that's going to delay the drive to work likely as we head through the next couple of hours. you did see from the picture of the bay bridge, clearing out a little bit. especially north of the golden

said it seems okay for us as we drive across as well. you have to lower the speeds because of volume across the bridge. fast track lanes are moving but both of the lanes back up to west grand avenue. we'll take you farther south to the san mateo bridge. this has a wind advisory. the hd screen looking off to the right. it says high winds on the bridge. keep in mind wet conditions gusty over the high rise at times on the peninsula as well. let's focus on the bridges. both the san mateo and dunbarton bridge have advisories in existence from the chp especially on the high rise approaching or leaving the peninsula. you have a crash a there. a car went off the roadway. no injuries report. it looks like slowing past 380.

coming into downtown off capital expressway where you see the south bay slowing. that's mild for this time on a wednesday. back to you. >> we have new details on a shooting that leaves an officer injured and a suspect with gunshot wounds. san officer cornered a car a in a cul-de-sac that was linked to an armed carjacking. the suspect drove right at them, hitting an officer and a smashing into a police car car. officers began firing shots and hit the car before it crashed into a building. the officer and suspect are expected to recover. >> 6:36. police are searching for burglars who broke into an officer oos home, poisoned his dogs and stole several guns. so far police aren't releasing the name or the richmond neighborhood where he lives. one of the poisoned dogs has died. the other is expected to

suspect is planning to surrender to police. the suspect telling the daily news of new york he was speeding away from a gunman trying to shoot at him when he then hit a cab carrying the pregnant couple. the man and woman were killed instantly. doctors were able to deliver the unborn child after the crash, but unfortunately the baby survived only for one day. >> the owner of a senior living center where a woman collapsed and died says the employee who called 911 didn't follow proper procedures. >> this woman is not breathing enough. she's going to die if we don't get this started. rpds do you understand? >> i understand. i am a nurse. but i cannot have our other senior citizens who don't know cpr -- >> i will instruct them. >> in the dining room. >> is there anyone there who's willing? >> brookdale senior living says the incident was the result of a

"today in the bay's" christie smith is live in san francisco. we understand that two people right now inside of the building have just backed out with their hands on their heads. >> reporter: yeah, that's exactly right. within the last couple of minutes we saw police officers running towards a corner behind me. two people backed out of the building with tear hands on their heads. it looks like police may have taken them into custody.

it's hard to see. where they went they were behind a police car. we were asked to not show part of the scene because swat team tactical a officers are here. they are saying they really didn't want us in case the people inside the building believed to be a medical marijuana facility, they can't want to give away their position in case the people they are looking for might have been watching television. that happened in the last 20 minutes. an officer says at least one suspect in the robbery of a medical marijuana facility was holed up basically a stand-off situation here in the bay view. a nondescript gray building. this started around 3:50 this morning. police saying they have two other robbery suspects in custody. now we are waiting to hear from a san francisco police spokesperson. it does look like this police action is intensifying. we did see two people back out of the building with their hands

on their heads and a wide perimeter set up. several streets blocked off with the yellow police tape. we are being asked to leave so we'll check back in with you if we get new information. reporting live from san francisco, christie smith, "today in the bay." >> 6:46. a patient at the san mateo county general hospital is under evaluation for an incident overnight that forced the hospital to evacuate. police say the patient set a fire inside a room about 10:45 last night. police were called in and cordoned off the area. medical staff evacuated patients as a precaution and a lock down went into effect. the lock down was eventually lifted. police say no one was hurt and the damage was contained to the single room. the patients have returned to their room. >> new this morning we can tell you all lanes of interstate 580 are open after a big crash and fuel spill in pleasanton.

we are getting closer to spring. it takes one good storm to bring the average back up for this time of year. you heard tahoe potentially three feet of snow on the way. so, yeah. that's fantastic news when it comes to our snow pack and what we need to replenish the supplies. just a touch of the live picture. the camera holding steady, getting a break. sky opening up but not for long. we have more dark clouds and rain. we want to start with the wind speeds. just to show you the wind speeds. sustained at 35 miles per hour overnight. they are starting to drop off to the 10 to 15 miles per hour range. that's good news. we have showers on the radar. getting a little bit of activity now. the cold front has come through. it's pushing into southern california. travel cautiously there. we'll see more activity on the

police say 29 the-year-old ryan campfolt is facing burglary charges. officers found him trying to leave a neighborhood off monterrey road near the burnall avenue exit off highway 101. they say he was wearing an ankle bracelet and used a smartphone with a scanner app that allowed him to listen to police radio. >> in san francisco a man accused of killing a teenager girl during his dui hit-and-run will make his first court appearance today. 29-year-old kieran brewer hit 17-year-old han ren chang as she crossed slope boulevard saturday night. there is a small memorial at the crosswalk where she was killed. there are no stop signs or stoplights in that area yesterday. san francisco supervisors approved funding to make safety improvements along the roadway. >> today the three people accused of a 2 million dollar joyride stealing a luxury yacht and running it aground will be

in court. investigators continue know how they got the 82-foot sailboat out of the harbor on sunday night. they do know how they started the boat. turns out the last person to use the sailboat ak aly left the keys in the cabin. >> in the east bay a priceless gold artifact stolen from the oakland museum is back. police recovered a quartz and gold jewelry box. here is a look. worth about $800,000. police arrested andre franklin and charged him with the burglary in january and one in november in which pistols and gold nuggets were stolen. the museum has made internal security changes since the theft. 6:53. as we have been reporting all week a storm is slamming washington, d.c. the snow comes down and the dow goes up. >> new records set this morning.

microsoft, slap microsoft with a fine over something that's old news, what might they do with google. we may see in the next week or two. >> 6:55 today. santa cruz says good-bye to two police departments killed in the line of duty. they are being honored today by the commute they served. in a public memorial tomorrow in san jose. "today in the bay's" bob riddell is live where a viewing could be held this afternoon. >> the public viewing of the casket of sergeant lawrence butch baker and sergeant elizabeth butler, the police officers shot and killed last week in the line of duty. that viewing will be from 3:00 this afternoon until 8:00 tonight at santa cruz memorial. that's on ocean street. then they will be taken to the hp pavilion for tomorrow's memorial service.
