good morning. >> reporter: good morning to you, jon. family and friends will head out this morning to the same neighborhood where erika mascalares four, five areas ago. her mother traveled from fresno to the bay area. she was last seen jogging. a surveillance camera captured an image of her near 34th and telegraph avenue. her cell phone, though, went dead that same afternoon. police are trying to pick up the last location her phone registered. they hope to do that today, we are told. she runs an i.t. company and lives here in oakland. >> how would you feel if your daughter was missing, your sister, your family member? just disappeared. you would be frantic to find some answers. we need law enforcement, the

professionals, to help us. >> the volunteers of the first congregational church in oakland gathered last night to plan out their search today. her family hasn't been very happy with the police response and will be back near 34th and telegraph today. we are told she had planned to visit her brother in dallas last friday, had that plane ticket but never used it. reporting live in oakland, christie smith, "today in the bay." >> 5:03. all lanes of highway four have reopened after a deadly crash overnight near discovery bay. they responded to a report of a car hitting a ped on east highway ford near newport drive. they say the ped died at the scene. >> to help prevent more weapons from being ripped off, trunks on unmarked san francisco police cars cannot longer be released by the buttons. it comes after an ar-15 was stolen out of an unmarked cop car. the police chief says the window

was smashed in and they believe the weapon was accessed through the trunk release. sfpd says now all trunk releases have been disabled on the unmarked police vehicles. several people were detained relating to the theft but no arrests have reportedly been made. >> trial begins this morning in a massive wrongful termination suit against the lawrence livermore lab. five ex-workers will appear at an oakland court claiming they were let go because of their age. the group is part of a larger suit brought on by 130 former workers. lab officials say it may have nothing to do with the layoff. employees were let go back in 2008 shortly after lawrence livermore lab was privatized by the bechtel corporation. >> starting this morning, thousands of workers in san jose getting a solid pay raise. workers will now start receiving an extra $2 an hour on their paychecks. tellez is live. >> reporter: this was all made by possible voters that passed measure "d" back in november. that measure boosts minimum wage in san jose to $10 an hour. it is fairly obvious this raise is significant for the employees it is going to affect. the extra $2 an hour, when you do the math for a regular 40-hour workweek equals $32 more a month times 12 and that's an extra $3,840 a year. some local businesses in san jose have been paying that for some time now. the pizza shop owner says it does wonder for morale. >> the first thing you see is happy employees. an extra buck in their pockets per hour, it makes a difference. most these guys are in school and they can use a little bit of

bridge. a stalled vehicle. they just got this update. something about fashion island which was over on the san mateo side. a smooth drive right now. no problems as far as on the bridge itself. we will focus on the hayward approach. both sides of the bridge look like they are moving smoothly. it sounds like the disabled vehicle should be moving away shortly. a nice drive out of castro valley. the westbound 92 we are watching. for further updates from chp. >> southbound 880, we saw some slowing earlier. there are crews affecting the on and off ramp at davis for the southbound side. they may be moving as far as that road crew as well. that might be on the move. we will track that. nothing big as far as the flow of traffic here. nice drive down the east shore freeway and across the lower deck, it looks like there is a stall. meanwhile shall getting out of oakland, we have a nice, easy drive itself.

the bay bridge toll plaza doesn't experience any problems. there is nothing reported for that lower deck as far as any active incidents. i'll follow up with them and give them a call back. back to you. you know who else you can call. brooklyn's restaurant. fire danled part of the restaurant on friday morning forcing owners to close the doors and cancels reservations. the owner says she hopes to be able to open a portion of the dining room again soon. it is not clear how long it will take to repair the entire building. 5:09 right now. still ahead. some fancy foot wear that talks back to you. we will show you google's latest collection olympian, oscar pistorius, fighting terms of his bail. his lawyer says the restrictions are uncalled for.

meerkat welcome back. we take you to our international camera live at the vatican. that is vatican city right now where they are having their final meetings before the conclave officially starts tomorrow. they have everybody over there getting ready to select the newest pope. pope benedict xvi stepping down. starting tomorrow, the official selection process will take place. 5:12 right now. oversees in india, one of the suspects accused of rape is dead,llegedly committed suicide in his cell. a government inquiry is under way. that suspect and six other men, including a teenager, are accused of raping a woman who

died because of her injuries suffered in that attack. >> oscar pistorius is asking the courts to lift his bail restrictions. his lawyers filing an appeal saying the 26-year-old does not pose a flight risk and he should be allowed to move about under court permission. pistorius has been living at his uncle's home since he was released on bail last month. prosecutors say he shot and killed his girlfriend, reeva steenkamp on valentine's day at their home following an argumenargumen argument. he says he mistakenly shot her. let's turn to see ma moty. she is live at cnbc world headquarters. futures are lower. the dow closing at a record high for a fourth straight day. higher on ten straight fridays.

p.m. i hit san gregorio yesterday. a good beach to hit. it is usually kind of quiet. 75, gilroy, 71 in los gatos. as we head throughout the next couple of days, look at where we are headed. temperatures are creeping up as are our pollen levels. you want to keep that in mind. thursday and friday, temperatures in the mid-70s. saturday and sunday, we loose that warmth and bring in the rain. we're looking toward the upper deck incline getting out of oakland and driving up towards treasure island. a report of some stalled vehicle heading over towards treasure island. i see a little slowing on the maps. the upper deck shows a little blip as you are coming off of the incline. that may clear quickly. chp doesn't have it but my traffic partner does. we want folks to know about any alerts. the east shore freeway and the approach out of the mazen is

very smooth. we have an earlier stall reported over here towards the san mateo bridge. things look smooth over here towards the toll plaza. a little slowing. we see more folks coming over in this westbound direction. there you go, coming off the brinl heading toward the fashion island off ramp. we will watch for the activity. a good westbound commute, more than we typically see. get another live look outside and we will see how things are for the south bay. northbound coming toward you. there is your interchange with 680 and 280. a nice easy drive through the entire south bay looking really nice. we might have one more live shot coming up. if we don't, that's my mistake. something to wait for, guys. people in santa cruz paying tribute to the officer killed in the line of duty last week.

dozens of people signing up for an 18-mile memorial bike ride round trip from a fire station. the community still reeling from the killings. it is one of the many local tributes honoring sergeant butch baker and detective elizabeth butler. >> everybody came together for one reason, to honor those who serve and those who have been lost while serving. >> one of the things as a community we need to do is show our appreciation. this is a great way to bring people together. in order to do that -- >> the giant card in honor of the fallen officers was on display at the starting point. >> a new economic report out this morning shows silicon valley is rebounding but it is not good news for everybody. according to the annual silicon valley index, silicon valley has its highest job growth in a decade. at the very same time, food stamp participation hit a ten-year high and homelessness

rising 20% over two years. the study says it is hard to make ends meet with the high cost of living here in the bay area. the median home price, $550,000. rent, just under $2,000 a month for a two-bedroom apartment. for a family of four, they need about $90,000 a year just to cover, rent, food, child care and transportation. drivers are getting a little bit of relief finally at the gas pump. according to the lund berg survey, the average price of a gallon of gasoline in the bay area has dropped six cents during the past two weeks. a gallon of regular unleaded, 4:22 on average. in oakland and san jose, about 4:12. still uch higher than the national average of $3.69 a gallon. reporter, scott mcgrew, he is off today. he spent the weekend at the the south by southwest conference in

breaking news out of san jose. they are investigating the city's ninth homicide of this year at approximately 4:25 this morning. they received a report of a person down near the intersection of mertha drive and capital avenue. it has been reported, an adult male was deceased from a gunshot move. we have send marla tallez over to that scene. a lot of people suffer from

allergies thanks to a breakthrough doctors made for heart patients. some doctors are using stints used to treat patients suffering from clogged arteries. it is inserted into the sinus area and releases a steroid to reduce scarring and inflammation. after nearly six weeks, the stint just dissolves. >> patients typically don't know it is there. they don't feel anything in there. we are treating the disease right at the source as opposed to swallowing the pills or having an i.v. that gets dissolved throughout the whole body. here, we are treating right at the spot of the disease. >> doctors say the stint is safe inside patients that sinus surgery has serious risks. keep that in mind. a new study suggesting that aspirin could lower your risk for melanoma.

researchers analyzed data cle d collected from 60,000 caucasian women. they had a lower risk from melanoma. it has shown to lower the risk from colon cancer and heart disease. more studies are recommended before they recommend it for routine prevention of melanoma. speaking of potential sun burns, christina is telling us, if your outside and you don't have any sunblock on, you might be in trouble. >> keep the shades handy, spf 30. look at these temperatures. it is hard to believe we are still in winter. that will be the case for the next week. we are still in winter with temperatures like these, hard to believe. 74, livermore, 75 on the way to santa cruz. we are talking about how much warmer we are headed. a lot of cities will be in the 80s.

homeless man that had been sleeping on top of the elevator shaft inside the montgomery b.a.r.t. station behind me. they believe this was a case based on bedding material and personal affects that were found there, at 9:30 last night, a passenger was riding from the muni level to the b.a.r.t. concourse level, there was a crunching sound. this person heard a scream and the elevator automatically stopped. it is not clear if this man was crushed while on the top side of the elevator or if he had somehow slid in twebetween the elevator car and the walls of the shaft. they pronounced him dead on the scene and it did take them several hours to remove his body. b.a.r.t. is trying to figure out how he was able to get in there in the first place. the passenger stuck inside the elevator got out unharmed. rob redell, "today in the bay" a community one search will get under way in an hour from now for an oakland woman that disappeared while out on her

"today in the bay's" christie smith joins us with details. >> reporter: good morning. family and friends say this is totally out of character. so they and volunteers are launching another search this morning near 34th and telegraph. that's where erika mascalaras was last seen. at the same time, investigators are going to try to recover some information from her cell phone. the 31-year-old was last seen jogging thursday morning around 8:00 a.m. with a surveillance camera near 34th and telegraph captured an image of her in a gray sweatshirt and gray sweat parnts. her cell phone went dead that same afternoon, thursday afternoon. investigators are going to try and determine the last place it registered usage. she owns an i.t. company and lives in oakland. her mom travels here from fresno to try and help find her. >> now, she is not here.

tracking app he installed on his stolen ipad sent a north san jose address to his phone. even with that evidence, an investigating officer tells him there wasn't anything they could do. >> it is frustrating. i know the police are doing the best they can with the resources they are given. i don't know who to pointed the fingers at. you hear whose fault it was. it makes you think about moving to morgan hill, quite frankly. >> police sergeant jason dwyer tells us investigating burglaries is difficult and con time consuming. owe says officers can write search warrants but getting them executing is labor and manpower intensive. residents with evidence are encouraged to provide it to the b.d. so it can be followed up on. time and staffing permitted. police say they are right now swamped with calls and they have to prioritize violent crimes 5:34. four days after the deadly lion attack near a fresno wildlife

park, the sanctuary is opening its doors to the public once again. cat haven held a moment of silence for diana hanson. hanson, who worked as an intern at the wildlife sanctuary out in dunlap, 40 miles from fresno was killed by a lion last wednesday as she was cleaning its cage. the president of cat haven says the reopening has the blessing of the victim's family. hanson's family has started a fund-raiser in diana's memory for the animal park. >> it has been an on going trend. another bay area city is considering banning plastic bags. tonight, redwood city deciding whether to ban single-use plastic bags. it is estimated 42 million plastic bags are used annually. 400 million in the san mateo county. if adopted, the redwood city ban could take effect as early as next month, april 25th. two dozen cities across the country are considering or have passed similar legislation.

later on today, palo alto city council will vote to expand its ban on plastic bags. the new ordinance will ban them from delis, restaurants, catering trucks and all other places that serve food. the only exception would be small bags that hold takeout items such as soup. there would also be a ten cent fee for paper bags. palo alto bans plastic bags in grocery stores and other retailers. >> maybe you need your picnic basket to take it out to the beach. i think it is a good place to head. a great-looking day shaping up. this live picture, sfo, back to business, monday. we don't have any flight delays to tell you about. nice, kr is stall clear shot tells the story over the bay. we are mostly clear. you might encounter thick pockets of fog if you will be headed toward the immediate coast. 45 degrees in san jose. 39 in gilroy to start. 44 degrees to start the day in

start to the morning. we are looking at a smooth drive. no road crews in either direction. candlestick, north 101, reports of a crash at the off ramp blocking one lane. if you exit there, you will have to slow for the flashing lights. 101, 280 showing a little blip coming down through the same interchange. we will get a live look outside and show you the east shore freeway as well. look at this. west 80 with all these headlights. a steady flow of traffic near the bottom of your screen. we typically see cars are spaced out better. right now, they are getting huddled close together. heavier volume than we often see through berkeley. so far, speeds close to 55 and 60, which is not a problem right now. we will track this morning

>> breaking news out of san jose. police investigating a deadly shooting. one man found killed near murtha drive and the east capital expressway. marla tellez is live gathering information for us. >> reporter: we just talked to the lieutenant. he tells us the homicide unit is on their way out here. they should be out here in the next 45 minutes or so. you can see the tape up right behind us and plenty of police

activity as alan gives you a look at the scene here. it is just a city block taped off here at south capital avenue and murtha drive right alongside the capital expressway corridor. we are told a neighbor called in this 911 call at about 4:25 after she left for work and saw a man lying in the streets. she said it looked suspicious. she gave police a call. they came out here and found the man in the streets. they say he was shot in the chest and pronounced dead at the scene. they say it is a hispanic man, 30 years old. they have not released his name yet. neighbors reportedly heard an argument happen around 2:00 this morning. 2 1/2 hours later, they come to find this man shot and dead right here in the street. they don't know if this is gang-related. still a lot often answered questions this morning. again, san jose's homicide unit is on their way out here. they should be out here in the next 45 minutes and hopefully,

we will get more information at this point. this is san jose's ninth homicide. >> it is 5:43 right now. on the international scene, in venezuela, the opposing party is selecting its leader to run in the upcoming presidential election. enrique is in that election. meduro is expected to have an edge following chavez' death. he died of a heart attack last week after a very long battle with cancer. at least 14 people right now pronounced dead after a bus in southern peru fell off the side of a cliff. the accident happened before midnight on saturday. 38 others were injured on that

crowded bus. atowardi according to authorities, the driver lost control of the bus which slid off the road. heavy fog. the accident under investigation. today marks the second anniversary of the devastating 9.0 earthquake and tsunami that hit japan. a 200-long foot ship remains stranded. the city wants to preserve it for a memorial but residents oppose the idea. in the meantime, artifacts will become part of a permanent exhibition at a oon art museum. it killed more than 19,000. 115 cardinals who will choose the next pope will soon be on lockdown. later on today. they are moving into the

vatican. they will stay until the voting is over. we are getting some hints from the cardinals on how tough they think this task will be. tracie potts is live in rome outside of the vatican. what's the latest? what do you know? >> the latest is they wrapped up what was their final general meeting about have this conclave starts tomorrow. this afternoon, they will be moving into casa santa marta, which is one of the vatican buildings where these 115 cardinals, 80 and under, the electors, will be shut off from the rest of the world until they make a decision, no phones, no internet, no tweeting. some of these cardinals and we heard this from cardinal dolan that while a week ago, things may have seemed up in the air but they have more of a sense of trust and faith at this point. there are others that don't seem

to be moving closer to a decision. the likely candidate cob could be candidates. we are waiting to see what is going to happen tomorrow. the conclave behind closed, lock doors. we should see the first vote, black or white smoke coming out of the chimney in the sistine chapel. >> tracey, we know you will be there all over it for us. a lot of talk about where the next pope will come from. there is an outside chance that an american can be named to lead the catholic church. dr. robert moynahan is the founder and editor and chief of "inside the vatican" magazine. he says while a quarter of the cardinals eligible to vote are italian, there is a possibility they will not agree on which to

we have breaking news in san jose. investigators remain on scene at a deadly morning shooting. officers found a man shot to death near murtha drive and east capitol expressway. mar marla tellez is live on scene. >> reporter: the lieutenant tells us that officers may have actually had contact with the victim in the past in the same area. this leads them to believe that the man shot to death may live in this neighborhood. this is south capital avenue and mer that drive along the capital expressway corridor. i will step away and give you a look at the scene. we are waiting for the homicide unit to come out. a neighbor called 911 about 4:25 this morning after seeing a man just lying in the
