really bad. sometimes the clients leave crying. they want to go out the back door to avoid the protesters out front. and sometimes the protesters videotape everyone coming in and out. and a spokesperson doesn't want this to escalate. so, san francisco's supervisor, david campos, will introduce legislation that would create a 25-foot buffer zone around the entrances, exits and driveways of the facility. right now, the city has an eight-foot bubble zone. this would bump that out. campos says planned parenthood has been complaining about anti-abortion intimidation tactics throughout the year. they showed us graphic photos of fetuses they say one group uses to intimidate some clients. there should be more balance here. >> the effort is to strike the right balance, that people have to express themselves, and

people's right to access to health. >> reporter: one of the protesters wee saw outside of the san francisco planned parenthood, did not show graphic images when we were there. members are against the legislation because they think that some women may be coerced into coming. now, violating the ordinance could lead to three months in jail and a $500 penalty for a second strike, if you're caught doing it a second time, the penalty would double. live in san francisco. 6:03. a man accused of killing a san francisco newspaper vendor could be in court as early as today. police have arrested 36-year-old mark castle. they say castle picked up 77-year-old dallas ayers and dropped him on the pavement near market. ayers suffered a hip injury and died three weeks later. he was well-known in the area where he sold "the chronicle"

for the past 30 years. most recently athe montgomery street b.a.r.t. station. castle is believed to be a transient. a livermore preschool is shut down while the state investigates several violations. the state trying to revoke the license of universal preschool. and two employees banned from working at any state-licensed child care facilities. violations include claims infants were swaddled too tightly. and one person caring for children had not gone through a background check. the preschool can appeal by requesting a hearing within 30 days. a shocking discovery in contra county. a giant sinkhole swallows up a man's pond. he had two man-made ponds in his back yard. one of them was completely gone. he said it took about four to five hours for the whole thing to drain. he says that's pretty amazing considering he once drained that pond with a pump and it took him seven days to get all the water out.

that man is trying to figure out what caused the sinkhole. >> never can predict everything. maybe some rain will come our way and help that guy out and fill the thing back up. >> we can only have wishful thinking. you're right on point, john. as usual, it's hard to tell what mother nature is going to do. this year has been hard to gauge. i want to show you where we stand in terms of our average rainfall totals. we're doing pretty good. 80% of average, just about everywhere with more rain on the way. and tomorrow, with two more systems headed our way towards the end of the month. we'll be able to make up some of the average, but running a deficit into april. we're not doing that bad. it could be worse, as you know. we stop the clock for you at 2:00 p.m. santa rosa to novato. a stray shower, not expecting much until the evening commute home. we stop the clock at 5:00 p.m. antioch to san jose and the santa cruz mountains.

but two of them left to clear the incident. they may have an ambulance approaching. a car on its side, maybe on its roof. but no major injuries reported. this is a big slowing. wesz 580 at 680. the dublin interchange there. over on the shoulder. but adding to the backup. growing out of livermore. and heading through pleasanton. 84 shows slowing just south. there's a slowdown typical in that area. 280 coming towards us. this is live in san jose. the build here, we'll show you the south bay and the peninsula, next. santa clara is setting its sights on super bowl l. the mayor is willing to take sacrifices to lure the biggest game to the new 49ers stadium. we go live to the stadium with what the mayor is proposing this morning.

>> reporter: the mayor is determined to fill the stadium with super bowl fans. if you haven't seen the stadium, now's your chance. the crews making very good progress. the stadium ready for 2014. two years later, in 2016, the mayor is here, hoping he'll welcome the massive super bowl crowds, in order to increase santa clara's chances, he is agreeing to all the demands outlined by the nfl. among them, waiving a city hotel tax for employees and teams. and two ticket surcharges on the super bowl and dropping added parking fees. this will cost santa clara at least $6 million. >> this is a really great

effort. we'll be able to highlight everything from the golden gate to silicon valley. and right in the epicenter of it, during the game and before and after the game, will be santa clara. >> reporter: tonight, the city council will hold a special meeting to vote on the resolutions. the mayor says he is confident the council will be supportive. the bidding process is between santa clara and miami. the league will make its final announcement on may 22nd. live in santa clara. >> exciting stuff. it's also a big day for the st. mary's men's basketball team. the gaels, battling for a spot in that big dance during a play-in game. that takes place in dayton, ohio. the gaels taking on middle tennessee at 6:10 our time. the winner, getting an 11th seed in the midwest region. you are all fired up. >> i am. don't bother me at 6:10 tonight.

cancelling shows by michelle shocked, after she went into an anti-gay rage. she used anti-gay slurs on stage. the audience started booing and protesting. most of the crowd eventually leaving. the staff ended up literally pulling the plug on the 51-year-old. >> turn on the lights. turn off the microphone and please get her off the stage. this cannot happen anywhere, especially in this day and age. and most disturbing in san francisco. >> outrage spreading quickly this morning. fans have taken to twitter and youtube, posting videos showing them destroying her cds. she is not getting paid for her effort. and is not welcome back. venues in santa cruz and novato are now scheduling her scheduled performances. time for a quick check of the day's top stories. carbombs have killed at least 50 people this morning in baghdad.

as the u.s. marks ten years since the beginning of the iraq war. no group has claimed responsibility for those attacks. but al qaeda loyalists have vowed to take background lost during the war. president obama heading to israel. the first foreign term of his second term in office. planning to meet with israeli government, palestinian leadership and the president of jordan. in pope francis' homily, the pontiff urged the world to protect the poor and needy. he took time to give unscripted remarks in front of the crowd of more than 150,000. a live report from rome is coming up in just 15 minutes. the day of using your hand to say yo, taxi, in san francisco may be over.

today, city leaders will introduce a new proposal that it passed, means all you need is your smartphone and an app. >> reporter: good morning. this technology already exists. right now, taking part is voluntary. and they want to make it mandatory for all 1,700 taxi cabs in the city. the new proposal under consideration by the board of directors today, would require all taxis in the city to transmit their location via gps. that information would be available on a network, enabling anybody to see on their smartphone the locations of cabs nearby and whether those cabs are available or not. then, on a smartphone app, you could order a pickup. some cab companies have already used the technology. but it's not widespread. a lot of cab drivers like this idea. this is a large part of services to such as ride sharing apps that have taken businesses away from taxis. >> we welcome that. but the government should be

able to control the others because we are licensed. paying something to the government. you don't know who is driving for you. it could be a criminal. you don't know. >> reporter: as you just heard, some cab drivers are upset about the ride sharing services. and the proposal is a response to those services and those ride-sharing apps that cab drivers claim have taken away some of their business. and the board of directors is scheduled to consider this proposal at 1:00 this afternoon. lighting up a cigarette could soon be banned in several palo alto parks. a committee will consider a proposal on a smoking ban in the downtown area. also, at sarah wallace park. city leaders have been getting complaints about increased smoking at those parks.

last month, the american heart association gave palo alto a "d" grade for its smoking. and contra costa county take its ban on smoking to a new level. the supervisors discussing a proposal to ban electronic cigarettes. this would require businesses that sell electronic cigarettes to have a tobacco retailers license. discussion of this item starts at 9:00 this morning at the board chambers. in fremont, police are looking for a suspect who stole tens of thousands of dollars worth of copper wire. the suspect broke into a pg&e yard on boyce road sunday morning. he apparently used a stolen forklift to smash through the fence. is suspect used that forklift to place 5,600 pounds of wire on the flat bed of a truck. police are looking for a 1995 ford f-350 or 450 truck.

an open, black flat bed. 6:18 right now. time to say good morning once again. tell us about our tuesday forecast. >> last tuesday, last day of winter. >> spring tomorrow, right? >> going to spring into spring. at 4:19 a.m. tomorrow is the equinox. we're going to see the day and night of equal length. after that, we transition into summer. days get longer than the nighttime hours. as a result, the temperatures start to creep up. temperature-wise today, pretty comfortable. you can get your outdoor plans. 6:00 p.m., we get showers south of the golden gate bridge. plenty of time to take care of anything you need to do before that rain comes in. 49 in sunnyvale. in oakland, 52. 48 in san francisco to start this tuesday. now, as i told you before, the showers hold off until about 3:00 p.m. when they move in, only expecting a stray shower or two

at the immediate coast in the north bay. by 6:00 p.m., start to get a little more widespread activity from san jose to santa rosa. fair game for showers at that point. back here tomorrow morning, slick conditions on the way. the heavier periods of rain, until about 8:00 p.m. we'll see lighter showers. on and off, spotty. and coming to a close at about midnight on thursday. how much are we expecting? well, mostly up in the north bay. that's where we're going to see the bulk of the activity. half an inch. not expecting a lot in gilroy. overall, we can use the rain at this point. we'll take whatever we can get. 69 in livermore today. 67 in fremont. and 65 in san francisco. temperatures don't really drop off all that much until tomorrow. tomorrow will be the coldest day of the week. 56 degrees at the coast. that's it for the first day of spring. the first official day of spring brings the most wind-like weather in weeks.

friday, temperatures start to climb. and the sun comes out for a beautiful weekend. make the outdoor plans. a lot of people off for spring break. the weather will accommodate you. out doors, can we expect a smooth drive? >> the dublin interchange. this is not one of the smooth spots. we had a crash on the shoulder, west 580 at 680. this is when the bulk of traffic is coming through. and in livermore, west 580, a crash reported around isabel off-ra off-ramp. that's 84 looking at the numbers. if you're going to use that off-ramp, you probably would have gotten off here. you're going to avoid the backup by doing so. expect traffic through livermore. we're seeing a slow drive. for 680, for the trivalley commute, starting to build. we have a series of accidents for 580. and maybe another stall along the stretch in el charo.

i'm getting an update from chp on that. another problem in the east shore freeway. this is the commute direction. just before you get to the merger, off of the bridge. there's a crash still there. chp said we can clear it. they're waiting for a flat bed tow truck. two of the four lanes blocked. and spectators opposite the direction. you're okay off the richmond bridge. towards the bay bridge, we're looking at the backup. it's forming. people held up keep this lighter. we're just at the same status we saw before. no fast track backup. we should see the meter lights turn off as the accident clears in richmond. it will send all them through the east shore freeway. back to the maps. we're going to take you through the south bay. no real issues along the bay. but in the south bay, they're building up for 101, as well as 87, coming into downtown. 101 itself starting the big build north of 680.

on this tuesday, march 19th. this is "today in the bay." it is 6:30. good morning, everybody. thanks for joining us. new this morning, a new era in the catholic church. officially gets under way today. as pope francis officially is installed as the leader of the catholic church. today, pope francis greeted speculators, even pausing, you saw there, to kiss a baby, after he was driven through the crowd in st. peter's square before the installation mass officially got under way at st. peter's basilica. it was quite amazing to see. this is a live look at the vatican this morning, where hundreds of thousands of people gathered in that square. hundreds of dignitaries also attended that ceremony. jay gray, live at the vatican this morning with details about the very historic event.

>> reporter: good morning. it's been a beautiful day here in rome. filling into st. peter's square, along with hundreds of thousand, all wanting to be part of the inaugural mass of pope francis. including in that number, diplomats on-hand as history is made. francis, taking official control of the catholic church. after waiting for hours, hundreds of thousands welcomed pope francis to st. peter's square. after greeting the faithful for more than 30 minutes, francis was ushered inside st. peter's basilica. and the ceremony began. ♪ the new pope led by the cardinals of the procession, and back into the square where he received his vestments and papal ring. dignitaries from across the globe and hundreds of thousands joined in the celebratory service.

in the same casual style that has defined the early days of his papacy, francis spoke at times without notes, his message focused on the tenets of the catholic faith. hi seemed to refer to problems that have plagued the catholic church and the vatican. he said those in responsibility, are called to be protectors. he spoke several times about the need to care for, protect and watch over one another. 500 priests helped serve communion in the square. and as the mass ended, pope francis moved back to the simple altar inside the basilica, where he greeted vice president biden and more than 130 other heads of state. official start to what many believe will be a different and very difficult papacy. it ends the pomp and circumstance. not only the inaugural mass.

of great news to tell you about. yes. your allergy forecast looking a lot better. the pollen levels creeping down significant, with rain on the way. even though we're not expecting a whole lot. and because we're still on the warm side of that system and it's taking its time, we're going to hit the upper 60s. 69, bay side at the coast. 63 degrees. your forecast. i'm going to time out the system to your doorstep in my next report. mike is here to tell you what could slow you down on the roads. >> a big heads-up heading to the bay bridge. we see a big change in the volume of traffic in the last five minutes. a big build for all lanes. the fast track is backing up, as are the rest of the cash lanes in the parking lot right here. the east shore freeway, we're looking at traffic westbound with the headlights. it's getting more crowded in berkeley. but the headlights all backed up to richmond at the top of your screen. that's what we're watching.

here's the map. heavier flow coming off the merge of the richmond bridge. the crash at carlson has just cleared from lanes. all lanes clearing as chp opens up the other lanes. four lanes of traffic. and all those folks backed up to the merge off of the bridge and the racetrack. and that's going to head over to the bay bridge. we'll see that build over there. 580 westbound, sounds like the two crashes are over on the shoulder. there's still slowing, west 580 through the area. we have breaking news to tell you about from nevada, where we're hearing reports a total of seven marines are dead following a military training exercise at hawthorne army depot. an official at that facility confirming some sort of explosion did take place. but at this point, he will not say exactly what blew up. hawthorne army depot for the record, is about 140 miles southeast of reno. and it provides high-desert

training for facilities and military units. the names of the seven marines who died are not being released at this point until their families have been notified. and as soon as we do know more about this deadly experience, we'll pass it on to you. learning new details about a raceway crash that killed a 14-year-old santa rosa boy last weekend. marcus johnson died when his 17-year-old cousin lost control of his sprint car and crashed into the pit area. the johnson family now says chase told them the steering wheel came loose as he entered the turn, causing the crash. the family says the car was new. and it's not clear why the wheel would have come loose. chase johnson was driving warm-up for a competition when he crashed. a judge questioning whether a man accused of stealing a luxury yacht and going on a joyride from a harbor is competent to stand trial.

a court hearing will be held today to appoint drivers to determine if he can stand trial. he is charged with grand theft for allegedly stealing the sailboat and running it into the ground earlier this month. he's being held in jail on $1 million bail. it is 6:37. crowds cheer at a demolition site in texas. they weren't cheering about it when they got home.

cleanup is a lot more than crews expected following a bridge demolition down in texas last night. that's called rocking the house. crowds cheering, watching the lakeside park, not knowing that that blast to tear down the lake marble bridge that was no longer used. it also destroyed a verizon fiber optic cables, killing their cell phone, internet and tv connections. that's a big-time mess. tv stations covering that event live went to black. just faded right off the screen. the bridge debris will be cleaned up today. restoring the fiber optic lines will take longer to get juice back to the area. 6:41.

super bowl l may be three years away. but this morning, the city of santa clara says it is prepared to meet the nfl's financial demands to win that event. let's look live outside at the construction going on in santa clara this morning. things are moving along very quickly. the city says, hosting the super bowl will mean a few compromises. but it will all be more than worth it. we go live outside the stadium with what santa clara's mayor tells us he's willing to do to host the big game. good morning. >> reporter: good morning. you want to talk about a determined mayor. jamie matthews is laser-focused on hosting super bowl l, in this brand-new stadium. look for yourself. she is pretty in all her metallic glory.

here's how it works. the nfl outlined some demands for potential super bowl hosts. the city that meets these demands increases its chances to host the big game. that's what the mayor of santa clara is banking on. he is agreeing to all the conditions, including waiving the city's hotel tax for about 350 nfl employees and team members when they're here. that's a 9.5% tax. he's agreed to suspend a couple ticket surcharges and drop parking fees. this equals millions of dollars. but the mayor says, no problem. he'll make up for it in tourism dollars. >> we have 3,800 hotel rooms here in santa clara. and hotels filled throughout the region. those hotels will be full at a time when normally they aren't full. low occupancy. they will be overfilled. and will make a handy sum of money for the citizens of santa clara, which goes right in our coffers. >> reporter: the question now, will the city council agree with

the mayor? we'll find out when it votes on the resolutions. the special vote is tonight at 6:30. a yes vote could seem to give santa clara an upper hand over their main competitor for super bowl l, which is miami. that's because, according to "the mercury news," miami is not agreeing to the conditions the nfl has laid out for them. the league will announce its final decision on may 22nd. live in santa clara. >> our turn. >> i'm putting my vote in right now. i'm going to fire it off to the nfl. christina loren is here to tell us about tuesday. >> no roof in miami. and it rain there's mos there m. throwing that out there. good day shaping up. a gorgeous sunrise over san jose. you can see the stratus clouds. plenty of high and mid-level clouds overhead. but a lot of low cloud cover.

not a lot of fog. that's good news for the morning drive. we're going to hold off on the showers until the second half of the day. 47 in livermore. 49 in san jose. 48 degrees along the peninsula and san mateo. santa rosa looking good at 44. still need a jacket. tropical moisture continues to pump in. that's why it feels so mild out there. rain on the way. in the second half of the day, the area of low pressure is going to ride to our north as it lifts, we'll see the weak end of that front come through. for us, we're not expecting a whole lot of rain. maybe half an inch. even in the higher elevations, near the coast. in the north bay coast has the best chance for picking up over half an inch of rain. we stop the clock for you. 3:00 p.m., starting to get the first showers north of the golden gate bridge. that activity ramps up between 3:00 and 6:00 p.m. showers continue, on and off, spotty. overnight, by 8:00 a.m. tomorrow, the bulk of the moisture comes through.

after that, we'll start to see clearing between 2:00 and 6:00 tomorrow. by midnight, all the way out of here. we're doing okay in our average rainfall totals. 70% to 80% of average for the year, across the bay area. this would keep the numbers looking even better. 69 in livermore. we're going to keep rain in the forecast until thursday. we'll cancel that chance at about noon thursday. clearing you out by friday into sunday. beautiful conditions. good air quality. everything you associate with the cleansing of our atmosphere. we're adding to the junk of the atmosphere, unfortunately. this is the morning commute. look at this shot of berkeley has changed dramatically. all lanes filled in with cars, bumper-to-bumper, as you travel westbound, the commute direction. there's university avenue. all of the folks trapped up. back over in richmond, have made their way toward the bay bridge. that's why we have slowing

through this stretch. once they pass that, they will fill in the entire bay bridge toll plaza. and we already have the meter lights on. the reason the folks were held up, if you joined us, there was a crash over here blocking two of the four lanes. half the freeway was blocked for half an hour. that cleared up. all of the folks penned up from highway 4 have to make their way down. that's the big burst happening for the east shore freeway. highway 4, it's okay east. but through bay point, you have a new crash. heading towards concord. that's blocking a couple of lanes. someone might be trapped in one of the vehicles. they have additional crews. sounds like five or six cars are on the shoulder. and injuries, tracking this carefully. look at the big backup. that's your second backup. the first backup, standard through antioch. a tough commute to get through, two this morning towards 680. 580, a slow drive out of

livermore. the earlier crash, slowing down for highway 84. all the way to the dublin interchange, where the crash has cleared from the shoulder. 680, a standard build for traffic in that area. northbound routes 101, coming up past capital and through san jose. but bogging down coming out of morgan hill. usual stuff. but it's worse, i'm hearing for the last few weeks. north 87 early and holds. that's where your traffic tuesday. and 85 at the bottom of your screen. look at the floor towards saratoga after. and will continue to build towards cupertino. a look at palo alto. this drive is getting more heavily traveled. cars in all lanes. still not at the limit for 101 and 280. it's 6:50 right now. a man is dead this morning after police say he tried to run over an officer with his car.

the driver rammed his car in the back of an unmarked police car. police say they shot the suspect after he tried to run over an officer. the suspect died at the hospital. and another person was in that stolen car at the time and is currently being questioned as a witness. no officers were hurt in that accident. a follow-up to a story we've been tracking in san mateo county. a cancer patient charged with hitting his hospital room on fire. and then attacking a nurse and a police officer with a knife. he's out of jail now. prosecutors say the man who was diagnosed with terminal cancer, started that fire and then swung a knife at a nurse who tried to stop him. officers used a stun gun to bring him into custody. and the man has pleaded not guilty to arson and assault with a deadly weapon.

extra protection around planned parenthood. san francisco will hear why one city leaders think it's a good idea to create buffer zones for those patients heading into those clinics. we'll have a look at the controversial proposal. good morning. >> reporter: good morning to you. a spokesperson for this planned parenthood in the outer mission says it's gotten downright scary that sometimes their clients are leaving in tears. they want to go out the back door. they don't have to face all of the protesters out front. right now, in san francisco has an eight-foot buffer zone for protesters. david campos will introduce legislation that would create a 25-foot buffer zone at entrances, exits and driveways at facilities like this one. there should be a balance between people having the right to express themselves and people having the right to safe health care. he says planned parenthood has

been complaining about anti-abortion intimidation tactics here for about a year. but demonstrators say they want to stay. and don't agree with their informational picket being pushed back. >> intimidation. we had some protesters that have video. and they videotape everyone coming in and out of the health center. they take pictures of us proudly. >> so many women are coerced into coming in here. and it's not something they want. >> reporter: one group of demonstrators we spoke with said they're not there to harass anyone, just to distribute their information. violating the ordinance can result in a three-month jail stay or a $500 fine. a japanese diplomat serving six months behind bars in san mateo county after being convicted of beating his wife.

spoke for about 15 minutes, saying this needs to be a church of the poor. that the catholic church needs to embrace those who need the most help among us. and really reach out. and he tried to show that through his example of interacting with the faithful. he talked during the homily, referring to problems in the church. not specifically. but saying those of us in positions of authority need to be protectors. we need to protect those that need our help. and he said that several times during his address. he talked about watching over and caring for those who need that. so, interesting. so many have talked about him being a reformer, repairing the problems in the church. it looked like, today, he was outlining some of the problems and saying, this is going to be my direction, as i take over leadership of the more than 1 billion catholics worldwide. >> already leading by example out there. thank you very much. >> making a point to reach out and touch people with his hands.
