sheriff's patrol car flipped in an accident. north of richmond parkway in richmond when he swerved to avoid a car that got in his way. the patrol car ended up on its side in the center divide, leaving the officer with minor kus a cuts and bruises. no other cars were involved in that crash. the morning commute. so much has been going on. they now officially have taken away all the toll workers at the golden gate bridge. >> mike, i'm going to miss them. >> a lot of folks are going to miss them. the roadway might be slightly different. lines were repainted this weekend. folks who traveled through earlier this week know about that. you will not stop, you should not stop the at the toll plaza on the bay bridge. no more toll takers. they've painted in the windows. you won't even be able to look into those toll booths that are now empty. smooth drive into the city. we also have the fire that's

been going on here in the bay view that christie smith is monitoring, 3rd and mckinnon. this will affect the muni lines when it starts, actually in the next few minutes. they'll have a bus around the activity as it continues there. of course, we'll get the latest details from christie on what's going on there. and continued work castro valley y. slow lane blocked by a disabled vehicle on 238. we have changes in the forecast, christina, but things are stalling out. what's going on today? >> not a lot, mike. we want to start with your winds because we did touch base on the fire in san francisco, which we reported is now out. they are monitoring for hot spots. one beneficial weather element is we don't have any significant winds at the immediate coast. those winds will pick up later on today. we're looking good in terms of your forecast. it's wednesday after all. we want to help you get over the hump, closer to the weekend. after all it's a holiday weekend. a lot of people have family

coming into town. stick around for that forecast. it is important. 50 degrees to start the day in sunnyvale. mostly cloudy conditions. a few showers today, starting at 1:00 pm. showers will move from south to north. if you live in the south bay, you'll have the best bet of seeing that action for today. showers become a little more organized, little more widespread. same deal tomorrow afternoon. keep that umbrella with you. you might get caught under light sprinkles. not expecting anything heavy potentially until late friday coming into saturday. that is headed our way, ladies. we'll time that out for uh-you right now. 8-year-old girl is expected to go home from the hospital today after someone shot her with an arrow on the uc berkeley campus. this morning, the search is ons. "today in the bay's" bob redell joins us now. >> reporter: 8 years old, third grader from san raphael is

expected to be okay. she is expected to be released today. doctors kept her here overnight just as a precaution. uc berkeley police are trying to find her shooter. officer s searched the neighborhood north of lawrence hall of science. they believe that from up there someone shot the girl in her thigh with a 20-inch crossbow arrow as she sat on a life-sized replica of a whale outside the hall of science where she had been attending a school field trip. the ambulance took her to the hospital with the arrow still stuck in her leg so surgeons could remove it. one remarked how brave the girl was in handling the situation. one neighbor who lives above the

hall who has reason to believe this may not have been accidental. a few months later she and her daughter discover ed a deer wit an arrow still in it. >> someone who has malicious intent. >> reporter: trying to figure out the exact trajectory of this arrow, leading them to the place where it was shot. >> thank you, bob. we want to get you to the breaking news in san francisco. crews have just put out the flames of an overnight fire that swept through an apartment building. this happened in the bay view, 3rd street and mckinnon. christie smith joins us now. it's a wonder everyone got out safely, christie. >> good morning to you. the fire is out. it took a long time. firefighters moved their trucks, you can see the building where

it started, that window there. it's kind of deceiving because the fire actually went behind that as well. when we got here, residents were getting around in blankets, telling us it was scary looking out at the window and seeing flames from a fire that started on mckinnon in a home at about 1:00 this morning and jumped to four alarms because the flames moved so fast, grew so large. one of the challenges is that these buildings are so close together here in san francisco, but basically the fire just kept spreading to other buildings behind the one where it initially started into attics and then another apartment building around the corner on 3rd street. three buildings damaged by fire. one had fire damage outside. two others had water damage, because they had to pour so much water on it. i spoke to one man who got out with his wife and kids. they were sleeping. >> we were sleeping and heard an explosion. we heard something exploded and with that, it was juwe thought

shot or something. i saw the blaze at the other window and woke up my wife and we all stepped out. >> reporter: firefighters tell me 20 people have been displaced this morning. they're getting help from the red cross. two firefighters suffered minor injuries. one from a fall. he had some bruises. the other suffered smoke inhalation. they were both checked out on scene and are okay. firefighters tell me they'll be here for quite some time, wrapping up. still at this point, searching for a cause. that's what we have from here, reporting live in san francisco, christie smith, "today in the bay." >> thank you, christie. new concerns over the safety of the bay bridge. an inspector found busted bolts on the new eastern span of that bridge. ar arturo santiago is live with whether this will delay the opening. good morning, arturo.

>> reporter: good morning. the bridge is safe, they say, and opening day ceremonies will not be delayed for the day after labor day. the metropolitan transportation commission has confirmed that 32 of these giant bolts have snapped and now caltrans can considering replacing all 288 bolts on the new span. the bolts, which are also known as rods, are anywhere from 9 to 17 feet long and 2 1/2 inches in diameter. this is apparently a chemistry probl problem. hydrogen is present in the metal, making the metal brittle. they're pretty confident the problem with the bolts is not a design issue or a construction problem, but the bolts were installed back in 2008. that was before the roadway decking was put in. so access to a lot of these bolts isn't going to be easy. right now it's not known how long it will take to fix the problem or how much it will cost. officials with the metropolitan transportation commission, the

agency that's overseeing construction on the new span for caltrans will be meeting later on today for a full briefing and to try to start to decide where to go from here. we're live on treasure island, i'm arturo santiago for "today in the bay." arguments on the defense of marriage act will begin today in the supreme court. the hearing to challenge doma is the second of two marriage equality cases before the supreme court this week. at issue is section three of defense of marriage act, which defines the term marriage under federal law as a legal union between one man and one woman. yesterday the court heard arguments before and against proposition 8, california's ban on same-sex marriage. justice roberts warned about the court issuing a sweeping change. suppo supporters argue the ban protects what they call the traditional notion of marriage and what they say its primary intent is, children.

the decision on prop 8 isn't expected until this summer. the historic hearing that had social media buzzing, changing profile pictures that show their support or opposition to same-sex marriage. by last night, 800,000 people tweeted about marriage equality. most are supportive about same-sex marriage. that's surprising, based on past political trends, one analyst says. >> equal conversation against obama and pro obama and likewise for romney. that was much more even than what we're seeing today. >> same-sex couples say they're hoping the supreme court justices consider what appears to be shifting public opinion. it is 5:10 now. new details overnight in efforts to keep the sacramento kings in california. what the capital city has decided. plus the bay area tech entrepreneur helping the city get the job done.

5:13 now. new this morning, sacrament is showingity commitment to keeping the kings in california. after hours of discussion, the city voted late last night to commit to a $448 million arena downtown. $258 million will be supplied by the city. sacramento will present the arena deal in a bid by committee to the nba owners next week. one of the people trying to buy the kings is silicon valley pioneer who owns part of the golden state warriors but said he would sell his stake to buy the kings. ceo and founder of palo alto's

tipko software. he plans on buying the kings for about $500 million and keeping the team in sacramento. >> i'm a huge fan of the warriors, but every now and then you get the opportunity to participate in something that is bigger than yourself. and the state of california means everything to me. and i felt that if i could be a part of keeping the kings in sacramento, that was something that i needed to do. >> reporter: the nba is considering a competing offer by a seattle group that wants to move the kings to washington state. the owners will decide on april 18th if the kings will stay in sacramento or move. >> meantime, shocks might soon get a new name for their tank. reconsidering the sponsorship of the arena. >> it costs millions of dollars. it's not clear what benefit hp gets out of it. the shark tank was originally

called the contact center. hp inherited the center when it bought compact in 2008. hp may drop the sponsorship. no comment or reaction from hp. city of san jose says it's not heard of any of hp's plans. fbi giving us detail about investigation into insider trading involving san jose's brabra krch brac -- brocade. another man, san francisco investor has been arrested as well. they'll be in federal court for allegedly providing inside information about that deal so others could profit. now brocade itself is not accused of wrong doing. though that company has had its challenges. its ceo became the first person ever convicted of fraud for backdating stock options. opening at record highs this

morning. let's turn to courtney reagan live at cnbc headquarters. good morning, courtney. >> reporter: good morning to you, scott. positive economic data yesterday, dow pushing to an all-time closing high. the index is on track for the best quarterly point gain ever and could still post its best quarterly percentage gain in three years. it ends on friday. we'll get data on pending home sales. rising to 14,559, nasdaq adding 17 to 32 52. scott? >> thank you. dragon capsule headed back to its port of los angeles after safely splashing down in the pacific yesterday morning. from there, it will head to texas for examination. space-x says they'll have a big announcement coming later next week involving his other company, tesla motors. not entirely clear what it is. but, i mean, this guy -- what, his third rocket sent to the international space station, it

elevations. stopped the clock. we want to show you the wide view to show you how hard it is to track exactly where these showers will end up. 4:00 pm today, we have our best chance of seeing activity, especially in the higher elevations, western-facing slopes. we have that clock for you on thursday, 2:00 pm. same deal. light showers coming down, mostly in the south bay. that will continue through the overnight hours. friday looks your best for the outdoor plans. little bit of shower activity friday night. look what starts to push in. organized area of low pressure, containing moderate, even heavy rainfall. that's on the way for late saturday into early sunday. what i think right now is that all those showers will clear by 11:00 am on sunday. our chance keeps getting better and better for the rain. right now, though, i'm sticking to that forecast. 11:00 am on sunday, we should start to clear out of here. 66 in fremont. 66 for san jose. that goes for los gatos. we'll keep the unsettled pattern

going on friday. look at your temperature. enough sunshine to jump up to the mid 70s inland. saturday into sunday, chance for rain gets better. as i said before, late saturday into sunday, we could be measuring anywhere between a quarter to half an inch of much-needed rain. let's check your drive. hey, mike. good morning. earlier issue north 238, showing slowing down. that cleared. now slowing into castro valley. that typically happens just as the volume of the traffic starts to increase off 880. pretty typical pattern there. 880 not a concern heading through hayward. we're looking at again a typical pattern for the tri-valley. slowing around the dublin interchange, slowing through rivermore. clearing up by the time you get to the merge. also out of the altamont pass. you're clearing by the time you get to vaskill as far as speeds

go. nothing major as far as the northbound routes throughout the south bay. live look for the peninsula. northbound past university, smooth for 101 and 280 drive all the way into and out of san francisco. reminder, golden gate bridge, the toll plaza has changed. there will not be any toll takers at the booth. people will be waving you through to remind you do not stop. i'll put a link out on how they'll do that on my facebook page. man accused of killing a san francisco teen while she was out celebrating her 17th birthday will be in court today, facing three felonies for dui after police say he killed the girl crossing the street three weeks ago. police say he was speeding and had a plood alcohol level higher than .08. the woman accused of kicking a toddler at golden gate park will be in court to set a date for her preliminary hearing. sabrina bell kicked a toddler in

the chest and threatened other parents and children on march 11th. the toddler was not seriously hurt. bell has pleaded not guilty. the man accused of vandalizing a muni bus after the giants won the world series last year will be in court today to set a preliminary hearing date. nick lass hudson faces two felonies for his part in the va vandallism. selling bottled water could be a thing of the past at yosemite and other national parks. a group launching a campaign called "think outside the bottle," to make the golden gate national recreation area and yosemite national park to put a ban on bottled waters. bottle water sales are railroad already banned in 14 national parks, including utah zion, which eliminated plastic bottles in 2008. 5:21.

welcome back, everyone. it is 5:24. lieutenant governor gavin newsom giving us a hint of what may be next in his career. he was live in washington for the prop 8 hearings and we asked him what he has planned. >> governor brown has raised over $7 million. he has made a few phone calls to make a big push before june 30th. he has every intention to run again for governor. i'm doing the same, though more modestly, for re-election for lieutenant governor. >> newsom went on to say if governor brown decides not to run, well, then that's a

welcome to it. 5:29. i'm marla tellez in for jon kelley. >> and i'm laura garcia-cannon. breaking news in san francisco where a massive fire swept through an apartment building leaving several people without a home. it happened at 3rd street and mckinnon. that is where "today in the bay's" christie smith joins us now from outside the building with more. good morning, christie. >> reporter: good morning to you, laura. the fire is out. fire crews are walking around the building and on the roof to get a better look. it's that building across the street, is where it started. crews doing overhaul. this was stubborn. this went on for hours, started about 1:00 this morning. that's where it started. everyone inside is okay, but that is just where it started. this spread to buildings behind it here on 3rd street and mckinnon. these buildings here in san francisco are so close together, they're wood. firefighters telling us it got into the attics and crawl spaces, spread to an apartment where i spoke with one resident

who said she was sleeping when this fire started. the whole building woke up, the whole apartment building and just got out with what they could. >> i went to the front room and i seen the fire trucks and i went to my son's bedroom, which is in the middle and i seen all these flames bellowing towards our apartment complex. i was like, wow! i ended up running back to the bedroom. i think i was more or less shocked but not scared. >> reporter: that's her little dog carrying with her this morning, the only thing she was able to grap. she's thankful for that, that everyone is okay. in all three buildings damaged by fire. one had exterior damage and two others had water damage because they had to pour so much water on this. muni has set up a bus bridge around this. you see buses that are going by that say shuttle on it at bay shore and sunnyv a. will. e. also caesar chavez because of

all the activity here. firefighters told me they're trying to get their equipment out of the way. i did see cars moving by here on 3rd street. before they couldn't do that. two firefighters suffered minor injuries. one had a fall and got some bruises. the other suffered smoke inhalation. but both of them checked out okay. the the cause is under investigation. christie smith, "today in the bay." safety concern on the bay bridge, busted bolts were found by an inspector on the bay bridge. arturo santiago is live. >> reporter: new span on the bay bridge for caltrans, the committee will be meeting to get a briefing on the problem today. even with dozens of bolts snapping, the bridge is safe,

they say. a live picture of it. we'll get that, alan? thank you very much. 32 bolts have snapped. now caltrans can considering replacing all 228 bolts on the new span. bridge engineers say they're pretty confident that the problem with the bolts is not a design issue or a construction problem. what it gets down to is a problem with the kind of material with which the bolts are made. seems they're hydrogen present in the metal, which makes the bolts brittle and prone to snapping. engine engineers have taken samples, taken a precise picture of what exactly is going on. so far, caltrans does not know how long it will take to fix the problem or how much it's going to cost. and the plans for opening day celebrations of the new span that are scheduled for the day after labor day have not changed. again, the mtc will be meeting to get a full briefing on the latest problem for this $6.4 billion project of the eastern span of the bay bridge. live on treasure island, i'm

arturro santiago, "today in the bay." >> live look at the golden gate bridge. we're seeing the first morning commute with all electronic tolling. there's no stopping and no humans collecting tolls. nbc bay area was there for the toll workers' last shift when the all electronics system took effect a few hours ago. the bridge district offered toll takers other jobs. some, i understand, retired. they hope to save $16 million the next few years by eliminating the toll collectors all together. they will now use fast track and cameras to charge drivers the fare. looking for whoever shot an 8-year-old girl in the leg with an air. t arrow. the girl is still in the hospital this morning.

bob redell is live. >> reporter: doctors expect her to be okay. they kept her overnight here at children's as a precaution. she was shot yesterday morning with a 20-inch crossbow arrow. >> brave little girl. she was crying a little bit and saying that it hurt but she wasn't carrying on. >> reporter: that was jeffrey vasullo who happens to be an archer himself. he rushed to help the 8-year-old girl after she was struck by the arrow. she was sitting on a replica life-sized whale when the arrow entered her left thigh. she had been there with her class on a school trip from san rafael. a surgeon was able to remove it here at children's. they're trying to determine the extract trajectory of the arrow, in hopes it will lead them to the point of origin. they searched above the hall of science. they still don't know whether or not this was an intentional

shooting. no archery ranges nearby and a neighbor we spoke with who lives by the hall remembers seeing a wounded deer a few months back, still walking with an arrow stuck in it, raising concerns in her mind that maybe this was intentional. again, the 8-year-old girl from san rafael is recovering fine here at oakland children's. that's our understanding. she is expected to be released some time later today. reporting live here in oakland, bob redell, "today in the bay." >> glad she's okay. thanks, bob. taking a look at your wednesday forecast, christina loren. get your umbrellas ready. >> it just depends on your threshold really. if you don't like getting sprinkled on, grab the umbrella. if the hoodie does the trick for you, break that guy out. overall not a great chance of showers, just a slight chance. just want to make sure you're aware of it. 48 to start here in beautiful san hojose. weather headlines tell the story. mix of sun and clouds by the end of the day.

looking at whether the federal government can deny benefits to same-sex couples where their marriage is legal. tracie potts is outside the court, where there's expected to be pretty intense debate. >> reporter: probably so, laura, but not necessarily in the numbers we saw yesterday. not as many demonstrators here as we saw this time yesterday. a lot of people still waiting in line. take a look. new pictures this morning of people waiting to get in the court. what we're look at now, about half a block. they already let the first 50 in. we hear there are only about 60 seats available, lots of people wanting to be part of this historic argument that spark ed such intense debate yesterday. both inside and outside the courtroom. we saw the demonstrators and saw clashes between them, police literally trying to keep a line between them yesterday as inside california's proposition 8 took center stage. today, a different argument. the federal argument. what happens in states not like california, but the nine states and d.c. that recognize same-sex

marriage, where the state says you're married but the federal government says you're not? the defense of marriage act is the center of the debate today and whether or not the federal government can deny benefits to those people who are in states, live in states or married in states where their marriages are legal. so we'll be looking to see if we can get any sense today, laura, of how the justices are leaning. we're not expecting decisions on either of these cases until later in the term. probably at the very end of the term in june. >> thank you very much, tracie. of course, we'll have continuing coverage on the supreme court's hearing on the defense of marriage act. coming up, we'll also take you live to washington for the latest details on today's heari hearing. we will continue to follow it. 5:42. new details about a large quake in taiwan. we are now learning it has killed one person. authority authorities say the person was hit by a falling wall. 20 other people were injured. the 6.0 magnitude earthquake struck in central taiwan, about

150 miles south of taipei. a woman grabbing on to a door just so she would not fall over as the quake hit the island nation. u.s. geological survey says the quake was relatively shallow, nine miles below the earth's surface in central taiwan. there are no reports of major structural damage. >> underwater camera launched off the coast of hawaii five years ago has turned up nearly 7,000 miles away. manager of china airlines found that camera on a beach in central taiwan while on a family vacation. the waterproof casing was still intact. the man it downloaded the pictures. after a lot of research and a little help from facebook, he was actually able to track down the owner, in georgia. she says she lost that camera during a night dive back in 2007 and china airlines has now offered her an all expenses paid trip to taiwan, just to pick up that camera. >> waterproof casing, that is some serious waterproof. >> that's good ad for it, whoever makes it.

not expecting anything heavy. light sprinkles at best. as we get through thursday, chance gets better. showers becoming more widespread, more organized. as we head through saturday and sunday, a nice system of low pressure starts to move over us. now, this is a hard one to dictate where it's going to end up. it's what we call a cut-off low. detached from the jet stream. it could set out there in the pacific and spin, maybe even for 24 hours. if that's the case we'll be talking about ample rainfall totals in the vicinity of one to one and a half inches. we need the rain at this point. overall i'm forecasting a quarter to half an inch in san jose. higher elevations might get up to an inch of rain overall. 67 in liver more. take you through that all-important weekend. friends and family coming into town. it will be a little wet, little soupy. not too bad. you will have opportunities to get outdoors sunday afternoon, easter sunday. 5:45. let's check your drive, mike. >> planning for an indoor easter

death of 77-year-old dallas aris. he sold papers for the san francisco chronicle, most recently at the montgomery bart station. pg&e says it is close to finishing up testing all of its natural gas pipelines. the utility says testing and verifications for maximum allowable pressure in pipelines will be done by the end of next month. it also says it has completed seven of the 12 safety measures required after the deadly san bruno pipeline explosion two and a half years ago. among them, a public awareness plan that gives communities important information regarding nearby gas lines. oakland police need your help finding a man who molested and tried to kidnap a young girl. take a look at the surveillance video police have released near the intersection of 94th avenue and b street. again, this is in oakland. this video came from monday. officers say a 9-year-old girl was playing when a man grabbed

her, sexually assaulted her and threatened to kidnap her. they also say this man tried to abduct a child last year. releasing a sketch of a woman who abducted an 11-month-old baby earlier this week. police are looking for this woman who stole a jeep monday morning with the baby in the backseat. the jeep was eventually found and the baby was okay. an amber alert was triggered moments after, giving them the opportunity to test their alert system. alert scc tried to call everyone in santa clara county on monday, reaching 3,000 people by phone and sent out tens of thousands of text messages. one of those texts reached a san jose man who spotted the jeep and called police, ultimately leading to the baby's safe return. authorities say the first test of the alert system went well, but it's working on improvements for next time. alert scc is used for natural disasters such as wildfires or floods. 5:49.

7,000-square-foot park. chuck reed will be there to celebrate the ribbon cutting later this morning. provides manufacturing, process, engineering and test services for original equipment manufacturers. follow-up this morning, san jose city council has improved a package to keep samsung in town, allowing the company to expand its research and development headquarters on north 1st street instead of moving to texas. the deal means the city will offer samsung research and development tax credits. the city says in the long term, the deal will bring $23 million in revenue into san jose. google took on sweden and won. the search engine was able to remove the term ungoogleable from a list compiled by sweden's language authority. the list includes words not in the dictionary but part of common speech. ungoogleable refers to something that cannot be found on the web
