why bolts are snapping off the new span of the bay bridge and if your safety is at risk during your morning drive. meanwhile, we've activated this northern california radar. you can see we have showers moving into ukiah. clear on the way to the bay area as of today. we'll time the system out and the next two on its heels, coming up. i've seen a lot of radar guns on this portion of 880. we'll tell you where that is, as well as the slowing and the incident for 580 coming up. a new twist in your morning commute over the iconic golden gate bridge as we give you a live look of the morning commute on this wednesday, march 27th. this is "today in the bay." good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> good morning. i'm marla tellez in for jon kelley. >> update to breaking news in san francisco. we caught flames pouring out of the windows as a massive fire

rips through an apartment building in the city's bay view district overnight. "today in the bay's" christie smith joins us as firefighters are watching for flare-ups. we understand a couple of firefighters also injured. >> reporter: yeah. neighbors describing a scary scene, that they heard a boom sound overnight. they woke up and saw a wall of flames. the fire is out right now. i want to show you where it started. if you can follow this right across the street, you can see the burned building. that's where the 911 call came from. if you span to the right, you can see it actually moved to other buildings. firefighters on top of the apartment building over there, that it spread to this morning as well. what they're telling me is that because here in san francisco the buildings are so close together, it just kept spreading. when firefighters arrived, flames were already in attics and crawl spaces of other buildings, surrounding the one where it started on 3rd and

mckinnon at 7:00 this morning. firefighters quickly called for a four-alarm, pouring water on it. and then two others had pretty extensive water damage. all the people inside made it out. that's the good news. when we arrived, red cross was here, helping people who just left with the clothes on their back backs. >> we heard something exploded. but then one look at my window, started see iing flames and we l stepped out. >> reporter: he told us he was waiting around to try to check on the status of his cats inside. 20 people getting help from the red cross. two firefighters injured. one fell and was bruised. the other suffered smoke inhalation. both checked out on scene and were okay. this has been impacting muni

service this morning, the t line. i did see a bus bridge go by. firefighters did get the heavy equipment off the rail. that's good news. muni still had that bus bridge going to sort of relieve the congestion. that is still in place. we did see that t line rolling by a couple of minutes ago. firefighters say it's just too early to speculate on a cause. reporting live in san francisco, christie smith, "today in the bay." 6:03. new concern this morning over the safety of the bay bridge. an inspector found busted bolts on the new eastern span of the bridge. "today in the bay's" arturo santiago on whether this will effect the opening of the bay bridge. >> reporter: they say even with this new problem that the bridge is still safe. nothing to worry about as far as safety goes. it is not going to change the bridge's opening day ceremonies or plans, which are scheduled for the day after labor day. the metropolitan transportation

commission has confirmed 32 of the giant bolts have snapped. and now caltrans is considering replacing all 288 of these bolts on the new span. the bolts, which are also known as rods, are 9 to 17 feet long and 2 1/2 inches in diameter. this apparently is a chemistry probl problem. officials say there's hydrogen present in the metal and the hydrogen makes the metal brit e brittle. bridge engineers say they're pretty confident, however, that the problem with the bolts is not a design issue or a construction problem. now the bolts were installed back in 2008. that was before the roadway decking was put in. so a lot of the -- access to a lot of them isn't going to be easy. right now they don't know how long it will take to fix this problem or how much it will cost. but officials with the metropolitan transportation commission, the agency which oversees construction for caltrans on the new span, they'll be meeting today to get a full briefing and start thinking about where they go from here. live on treasure island, i'm

arturo santiago, "today in the bay." >> thank you, arturo. historic day on the golden gate bridge as we give you a live look at the toll plaza right now. we are seeing the first morning commute with all electronic tolling. it is the first time since the bridge opened more than 75 years ago that there's no stopping and no person collecting a toll. nbc bay area was there for the last toll taker shift. it offered toll takers other jobs and hopes to save $616 million by eliminating the jobs. >> see if there's any stopping the rain headed our way. meteorologist christina loren. least for undeaster? >> i think we will have showers for easter. take a look at this live

through livermore slowing. earlier crash basically had cleared from the roadway. still on the shoulder. we are looking at a little slowing out of the altamont pass. that's mostly volume. not really extraction there. following the new update christie told us about. minor delays. they have reinstated the t line from what we understand. they have bus shuttles in place to alleviate backup that's happened. keep that in mind. slight changes and minor delays. that should clear up soon. 3rd and mckinnon where christie smith has the updates. golden gate bridge, all electronic tolls. bay bridge, fast track and toll takers for cash lanes as well. bay bridge has the backup in the fast lanes. we should see those metering lights turn on judging by the volume. back to you. 6:08. first prop 8 and now the defense of marriage act is being brought before the supreme court.

we give you a live look outside the supreme court this morning, which will consider federal law, which prevents same-sex couples who are legally married from getting the same benefits that heterosexual couples get. new crowds lining up outside the supreme court this morning, hoping to score seats to today's landmark court hearing. it will begin around 7:15 this morning and will run nearly two hours. meantime, the supreme court seems reluctant to make a sweeping decision in the prop 8 case argued yesterday. narrow ruling could make same-sex marriage legal in california but would not require it in other states. decision is expected by the end of june. 6:09. coming up, a little girl struck by an arrow on a field trip. new details as she spends the night in the hospital. a and are police any closer to catching the culprit? trading bust right here in the bay area.

good morning. it is 6:13. an 8-year-old girl is expected to go home from the hospital today after someone shot her with an arrow on the uc berkeley campus. bob redell is outside the hospital where the girl is recovering this morning. bob? >> reporter: an 8-year-old girl, third grader from san rafael. doctors kept here at oakland children's overnight as a precaution. she is expected to be released later today. she's going to be okay. this, after she was shot yesterday morning with a 20-inch crossbow arrow. >> brave little girl. she was crying a little bit, saying it hurt. she wasn't carrying on.

>> and that was jeffrey vasullo, who happens to be an archer himself. he rushed to the little girl after she was struck by the arrow yesterday morning. she had been sitting on a life-sized replica of a whale when the arrow entered her left thigh, with her third grade class from san rafael on a field trip. they kept the arrow in her thigh until surgeons were able to remove it here at oakland children's. police are trying to figure out the trajectory, in hopes that it will lead them to the shooter. there are no archery ranges nearby, it should be noted. a neighbor remembers seeing a wounded dear a few months back in that area with an arrow stuck in it, raising concerns in her mind that this might have been intentional. bob redell, "today in the bay." quick check of today's other top stories.

two teenage girls are set to appear in court in steubenville, ohio, accused of threatening the victim in a rape case, gaining national attention. authorities say after two high school football players were convicted of raping the 16-year-old victim earlier this month, the girls went online and threatened to kill her. one person is dead and at least 20 others hurt in taiwan after a 6.0 earthquake shook the country. cameras caught buildings swaying in the capital city of taipei. damage was minor. u.s. supreme court hears its second case on marriage equality today. defense of marriage act being challenged. the court will determine whether part of the act that defines marriage between one woman and one man is actually constitutional. the fbi says it has arrested two bay area men, accusing them of high-tech insider trading. scott mcgrew says this drags brocade into a courtroom fight.

>> its ceo became the first person ever convicted of stock backdating. he went to prison. brocade more a victim this time around. it's not charged this morning. at issue is back when brocade bought a company called foundry networks. one of the vice presidents, it's alleged, of foundry networks, tipped off a friend who tipped off other people. that friend, san francisco investor and san jose vice president both arrested yesterday. they'll make an appearance in federal court today. the fbi giving some detail into this, this morning. also, you've got this fellow, back in 2009, this fellow was convicted of insider trading relating to intel. it became the biggest insider trading case in american history. what you're not seeing is a lot of attention in the press out here on the west coast. the east coast is fascinated by

these sorts of stories. in fact, the prosecutor in both the raja rhatman case was on the cover of "time" magazine. the issue gets a lot less attention out here. ironically, though, this is where the alleged crimes take place. dow industrials will open at yet another record high this morning after data showed durable goods orders jumped. durable goods, refrigerators, construction equipment, that kind of thing. space-x head says he will have a big announcement, involving his other company, tesla motors, next week. not entirely clear what it is. that capsule from space-x touched down safely yesterday. solar city as well. the guy just never stops. >> so many things that he's involved with. interesting. >> thank you, scott. >> you bet. check the forecast with meteorologist christina loren. your eyes on the sky and also snow in the sierra. >> little bit.

south bay experiencing some this week. we're looking at a smooth lighter flow finally for the first time in the seven days we've been talking about it. northbound 101, little lighter now. ear south bay just road crews peppering the roadways but not causing any major problems. freeways themselves are reopening. seeing slowing heading toward downtown san jose. that's pretty light flow for traffic through this area. i'll take you over toward the tri-valley. we see the build out of the althou altamont pass and dublin and pleasanton. 680 in the sunol area. earlier crash west 58 0 is over off the shoulder. you might have activity and slowing approaching. keep that in mind. we're looking also toward the san mateo bridge. let's get a look out there. smooth drive over here from the east bay over to the peninsula side. no problems on the span itself and the approach through hayward

slowing a bit south of 880 into fremont. another look at 880, traffic past the high street high rise where the volume builds. at the limit through downtown, approaching the bay bridge where the metering lights are on at the toll plaza. i moved our emeryville camera over there. toll plaza backed up past the 880 overcrossing now. slowing continues past the toll plaza through the metering lights. back to you. >> thank you, mike. 6:22 now. 8,000 is being awarded to a disabled man stuck on disney's it's a small world ride for 30 minutes. the man's attorney says his client was stranded while the theme song played continuously after the ride broke down in 2009. the attorney says the man uses a wheelchair and suffers from panic attacks and high blood pressure, which were both aggravated because he could not get off the ride to use the restroom. disneyland says it believes it gave the man appropriate assistance during the incident. >> we spared you the song.

today? they've been pretty good so far. there's the opening bell this wednesday. this is "today in the bay." good morning. welcome to wednesday. it is 6:30. i'm marla tellez. jon kelley is off today. breaking news we've been following this morning. a massive fire ripped through an apartment building this morning. take a look at the size of those flames t happened at rd street and mckinnon in the city's bay view district. several people are now without a home. we'll give you a live look at the scene. in fact, this morning the fire is out. the damage is done. "today in the bay's" christie smith is talking to firefighters at the scene. they tell us what made the fire so difficult to contain. she'll have a live report coming up. day two of same-sex marriages before the supreme court. on the docket today, defense of marriage act or doma as it's known, which bans federal benefits for same-sex couples even in states where gay

slow at 680. on our map it's actually slow approaching 680 heading up toward the airport off to the upper left of your screen. disabled vehicle reported 280 at 87 and another issue approaching saratoga. i circled the area but it looks like it's south there of the 280 sign heading toward cupertino. just minor blips for 87 and 85 for your south bay build. we're also looking at the golden gate bridge. across the north bay, we have this smooth flow of traffic, more traffic flow through the toll plaza. it's all electronic tolls now. no stopping at the toll plaza. folks will be there to wave you through but not take your tolls. if you don't have fast track, that's okay. can you pay by plate. if you want a link to that, go to my facebook page and we'll get you links over toward registration. >> thank you, mike. new video from richmond. cruiser from the contra costa

county sheriff's dpept crashed overnight near richmond parkway when the deputy apparently swerved to avoid hitting another car. the cruiser ended up on its side, as you can see. the deputy had minor injuries but is expected to be okay. no other cars were involved in this crash. 6:35. coming up, a man being hailed a hero. the dramatic crash caught on tape. and what the bus driver did just moments before that saved dozens of lives. more dramatic video for you. check this out. a flying sports car ends up in a tight spot, you might say. we'll explain how this audi wound up wedged inside a window. live look outside. look at that. blue skies out there, live from candlestick point this morning. more news ahead. 6:35.

6:38. new video this morning. a driver crashing his car through the window of a home in england. police believe the driver veered off the road, launched over two parked cars and then crashed into the home. the driver was trapped inside the car with critical injuries. he is now in the hospital. a couple and their young daughter were asleep in the home at the time, but were not hurt. >> wow, let's hope that guy is okay. what a way to wake up there. >> a bus driver in china is being hail aid hero for keeping his passengers safe after a light post smashed through the

windshield. this is amazing individuvid well. surveillance camera shows the bus smashing through the window, knocking the driver out of his seat. the driver managed to keep his leg on the steering wheel and guides that bus to a stop. the impact actually ruptured the driver's spleen. yet he was able to do that. he said he was just acting on instinct. gives you the other camera angle from the people on the bus. >> bus driver of the century there. >> may not get in one for a while. bolts busting at the seams on the bay bridge. plans to keep your car safe on the new eastern span. little girl nearly snatched from her own front yard. how that family scared that suspect away and what this surveillance video shows that could help police track him down. google starts handing out those google glass. penguins are involved. we'll take a look coming up in

we have an update on breaking news in san francisco. up to a dozen people are without a home after flames ripped through an apartment building overnight in the bay district. christie smith is on the scene. taking firefighters hours to get the upper hand on this one. >> reporter: that's right. firefighters are just trying to figure out what caused this in the first place. i spoke with neighbors this morning. they are telling me they heard what sounded like an explosion outside their window and got up and saw a wall of flames. i wanted to show you where that started in that building there behind me. it kept spreading. very stubborn. this spread to an apartment around the corner on 3rd street. because the buildings are so close together in san francisco, it just kept moving. it quickly turned into a four-alarm fire, with neighbors telling us that they were banging on each other's doors to make sure everyone was up and out okay. this was about 1:00 in the

morning. >> the front room, i seen the fire trucks and went to my son's bedroom, which is in the middle. and i seen all these flames, bellowing toward our apartment complex. i was like, wow! so i ended up running back to the bedroom. i think i was more or less shocked but not scared. >> she was able to save her little dog, rahim. no one hurt in this. nearly two dozen people getting help from the red cross. two buildings had fire damage. one had exterior damage. firefighters had to spray so much water on it. also want ed to mention that tw firefighters suffered minor injuries. one had smoke inhalation. the other suffered some bruises from a fall. they were checked out here at the scene and are okay. reporting live in san francisco, christie smith, "today in the bay." >> we are also keeping our eye

on the weather. we have a full moon outside. it looks like it wants to rain but is it going to? >> it smells like it wants to rain, too. i think it's going to, but just a little bit. nothing heavy. nothing where you need to carry your um brael brella right by y side. you may be okay with a hoodie or poncho, if that's your thing. we just want to show you how cool the weather is that we're getting right now. you can see that layer of clouds. low cloud cover hovering this morning. at the surface, we'll see this drop south the next couple of hours. watch out. fog will be a factor this morning. although it hasn't played much of a factor so far. 53 degrees. in san francisco, you're at 49 in san jose and 45 in gil roy to start the day. shower showers as we head through the afternoon we start to get our best chance, especially between 2:00 and 6:00 pm. i stopped the clock on futurecast right in the middle at 4:00 pm. getting light showers on the western-facing slopes surrounding san jose. activity up in the east bay at that point.

that will be the deal for today and for thursday as well. although tomorrow there will be more organized. stopping that clock for you at 3:00 pm. you can see spotty showers across the bay area. friday looks good for your outdoor plans, sunny skies through noon. that will bring temperatures up into the mid 70s inland. showers come back into the mix starting at about 5:00 pm. here is what we're really watching for you. see that guy out there in the pacific with the yellow and the orange? that's heavy to moderate rainfall. that could push onshore. it looks like it will late saturday into sunday. of course, that's easter sunday. i do think we'll clear out by about noon. count on slick conditions, at least for the first part of your easter. travel cautiously to church. if you are going to be putting the little ones in their sunday best, just be ready. they might muck is it up. best chances for rain saturday and sunday. monday and tuesday, we'll start to dry you out and warm you up. we need this rain. we could pick up, depends on the

the bay bridge. an inspector found busted bolts on the new eastern span of the bridge. "today in the bay's" arturo santiago. >> good morning to you. today, officials with the metropolitan transportation commission, the agency that oversees construction on the new span of the bay bridge for caltrans, they will be meeting today to get a full briefing on the problem. let's give you a live picture of the eastern span of the bay bridge, the new part of it. caltrans officials have already stated even with dozens of bolts snapping, the bridge is safe. the giant bolts are 2 1/2 inches in diameter and range in length from 9 feet to 17 feet long. mtc confirmed that 32 of those bolts have snap ped and now caltrans is considering replacing all 288 bolts on the new span. bridge engineers say they're pretty confident that the problem with the bolts is not a design issue or construction

problem. it gets down to a problem with the kind of metal with which the bolts are made. it seems there's hydrogen present within the metal which makes the bolts prone to snapping. a precise picture of what exactly is going on. so far, caltrans does not know how long it will take to fix this particular problem or how much it's going to cost. but plans for opening day celebrations of the new span scheduled for the day after labor day, those plans have not changed. again, officials with the metropolitan transportation commission are going to be meeting today to get a full briefing on this problem and start thinking about where they're going to go from here. we're live on treasure island. i'm arturo santiago, "today in the bay." new this morning at 6:50, history is being made on the golden gate bridge. live look where we're seeing the first morning commute with all electronic tolling. first time in the bridge's more than 75 years. there's no stopping and no

person collecting a toll. nbc bay area was there for the last toll worker shift at midnight when the all electronics system took over. the bridge's district says it offered toll takers other jobs. some chose to retire. it hopes to save $16 million by eliminating the toll takers. it will use fast track and cameras to charge drivers the fare. using surveillance video to track down a man suspected of molesting a little girl. take a look. this video shows the suspect walking on the sidewalk, passing the girl's home. the 9-year-old girl was playing in her front yard when the man allegedly grabbed her and touched her all over her body. police say the girl's family heard her scream and chased the man. he managed to get away. the same man may have tried to kidnap a child last year and there's a $5,000 reward in this case. 8-year-old fwirl is expect girl is expected to go home from

the hospital after someone shot her with an arrow on the uc berkeley campus. the search is on for that shooter. joining us from the hospital where that little girl is recovering this morning, bob redell. could be have been a close one, bob. >> reporter: yeah. 8-year-old girl, third grader from san rafael, kept here overnight, oakland children's for precaution. she is expected to be released some time later today. uc berkeley police are trying to find her shooter. last night, officers searched the neighborhood north of cal lawrence hall of science near grisly peek boulevard. they believe from up there someone shot the girl in her thigh with a 20-inch crossbow as she sat on the life-sized replica of a whale where she was attending a school field trip. ambulance took her here to oakland children's with the arrow still stuck in her leg, where surgeons were able to remove it. one witness remarked how bravely she handled this scary

situation. police are trying to figure out whether this was intentional or as a result of someone with terrible aim. there aren't anybody nearby archery ranges, it should be noted. we found a woman who lives in that neighborhood above the hall who has good reason to believe this might not have been accidental. she says a few months ago she and her neighbor spotted a deer, walking wounded with an arrow stuck in it. >> the incident with the little girl makes me fearful it's someone who really has some -- um, some really malicious intent. >> reporter: investigators are also trying to determine what the trajectory of that arrow was, hoping it will lead them to the place where it was initially slung from. reporting live in oakland, bob redell, "today in the bay." 6:53. pg&e says it's close to wrapping up testing of all its natural pipelines. for maximum allowable pressure in pipelines, testing will be done by the end of april. it also says it has completed seven of the 12 safety measures

people from their homes in san francisco's bay view district. fire on 3rd street and mckinnon started, quickly spreading to other buildings nearby. crews are still on the scene watching for hot spots. two teenage girls are set to appear in court in steubenville, accused of threatening a victim in a rape case that gained national attention after two high school football players were convicted of raping the 16-year-old victim earlier this month, the girls went online and threatened to kill her. the u.s. supreme court hears its second case on marriage equality today, a challenge to the federal defense of marriage act. the court will determine whether part of the act that defines marriage as between one, a man and a woman, is actually constitutional. we take you to washington, d.c. a live look outside the supreme court this morning. the "today" show will have continuing coverage, coming up at 7:00, regardless, we're not expecting decisions until the end of june from the justices.
