i mentioned the weaponry we have in place. 28,500 u.s. troops stationed in south korea. of course, laura, meant to be a deterrent to the north. 6:02. today, one bay area lawmaker will propose the state to take a unique approach to gun control. instead of focusing on the guns themselves, they are taking aim at the bullets. bob redell joins us live in milpitas. >> reporter: california regulates guns heavily already. ammunition, not so much. you have to prove you are 18 to buy bullets and 21 for a handgun. online, you can buy ammunition as much as you want. a state assembly committee will consider a bill put forward by democratic assembly woman that would make it harder to buy and sell ammo. avm bvm dr ab-48 would require them to become licensed and allow their

info to go into a state registry to make sure they are not a criminal or someone with a mental health issue. the california rifle and pistol association tells the bay area news group it does plan to sue if this bill passes calling it, quote, a campaign of shame, unquote, against law-abiding citizens. state democratic lawmakers are pushing two other bullet-controlled bills as well. los angeles senator kevin deleon has presented a bill that would require buyers to submit to a background check and buy a $50 permit. another bill would put a 10% tax on ammo to pay for crime prevention. reporting live, bob redell, investigators looking into what caused a fire that burned through an apartment in sunnyvale overnight. crews say when they got there to the scene, they found one apartment on fire, started to spread into the attic. firefighters say it took them half an hour to finally get things under control.

they were able to keep that fire from spreading to other units. the people that live in that apartment on areeva drive, they were not home at the time. >> apparently, they had to take their dog to the veterinarian. we don't know if that is a result of the fire or something else. that caused them to leave possibly a pot on the stove or something like that. >> just to be safe, crews did stay on that scene into the morning hours watching out for any hotspots. >> today, pg&e will continue to perform safety inspections on its natural gas pipelines this time in daly city. they will vent natural gas south of brotherhood way. it will start this afternoon and last throughout the night. they are inspecting their entire gas pipeline system following this deadly 2010 san bruno explosion. all tests across the state should be done by the end of the month. it is 6:05 right now. it is early but it is already starting to feel very much like spring out there.

car right into a south bay walmart and then attacking customers expected to face a judge in court sometime this morning. "today in the bay's" arturo santiago is live with new details on this bizarre scene out there. . 33-year-old hamid zieed has been in court ever since he was arrested on sunday. he is facing a number of charges. zaid is accused of driving into the parking lot on sunday morning and crashing into a couple of cars. after hitting the cars, he allegedly drove into the walmart coming to a stop 30 feet inside the store. then, witnesses say he picked up a metal bar and started attacking people in the store sending four to the hospital. other people grabbed him and held him until police arrived. >> i thought maybe it was road rage, because he came twice past me and hit my car twice.

>> a lot of things coming in my mind. something fell and then it was an earthquake or terrorist attack. >> reporter: he faces four counts of assault with a deadly weapon, hit and run, being under the influence of drugs and resisting arrest. he is currently being held on $200,000 bail. again, 33-year-old hamid zayed will have his first court appearance at 9:00 this morning. live in san jose. i'm arturo santiago, "today in the bay." time for a check of today's top story. north korean officials are restarting a nuclear reactor that's been dormant for six years in another threat to the united states and south korea. state tv says the reactor will generate electricity and bolter the north's stash of nuclear weapons the fbi says it has arrested new york state senator, malcolm smith and a new york state city councilman as part of a public

corrections probe. he tried to bribe his way into the race and dan haloran found those that were open to receiving bribes. >> they were not properly tested before installed. the san francisco chronicle reports they were not checked for hydrogen contamination which causes brittleness. >> an unexpected apology from apple to the chinese people. >> scott mcgrew, that apology coming from the ceo himself. >> this is the second time we have seen tim cook issue a public apology. the first time was well-deserved for apple maps. the new apology directed towards the people and the government of china. apple has been under fire in the press in china for short shifting chinese consumers, accused of offering the chinese substandard warrants on their apple product. that warranty is no less than the warranty you get for your iphone. considering how much of the

criticism was coming directly from the chinese government through state-run media, it would appear apple took the safe route and apologized rather than alienate the world's biggest market. they apologized for appearing arrogant. the big apple factory known as foxconn in shenzhen has reported an incident. news.com says it may be another suicide. foxconn has been under fire for a number of sue sides. the factory is enormous, the same population of the city of oakland, yet it has a reported suicide much smaller. the u.s. government started issuing the latest h-1 visas and says it may run out. there are 85,000 work permits available, capped by congress. we have reached this cap before but it has been years since we have gotten to the cap so quickly. american high-tech companies

mostly cloudy by 7:00 p.m. tomorrow night. while that rain stays offshore, we are going to hit highs as we head through your wednesday. close to 80 degrees. the rain comes in at 6:00 a.m. thursday. plan on a rough ride to work on thursday morning. that will continue throughout the day. we have a juicier system, a colder system, packing more wind as well. that arrives as we head through the weekend late saturday into sunday. changes aren't going to take place when it comes to your temperatures all that much. we are going to whoevhover in t upper 60s, low 70s. we get the rain inland. friday and saturday, stabilized atmosphere. rain comes through late saturday into sunday. because our temperatures are going to be so warm, we are going to keep that chance of thunderstorms in the mix, specially on sunday morning. we will keep you posted. showers linger for monday. a little bit of a break tuesday into wednesday. more rain on the way for next

week as well. april, looking active. overall, not too bad for today. let's check that drive. see how you are doing. how action is packed with anthony slaughter. >> we have that significant alert on 680 headed out of pierce. from 780. you can see slowdowns and also on 680. the accident is actually on the bridge itself. it is blocking two lanes on the bridge. very slow-going for the next couple of minutes as the crews try to get this accident cleared. also, just into our newsroom, there was an accident just reported on the mid-span of the bay bridge past the metering lights, not getting a whole lot of information on this one right now. it just happened so we will get more. so you can see it is causing major slowdowns as we get past the metering lights. in the south bay, things are starting to pick up on the 101. this is the perspective we are seeing right along this area. you could see from 101. once we flip over the camera, you could see outside, that's the activity starting to build on 101 northbound.

let's take you up further into fremont. things are building there as well. let's get you over to the foster city side. folks headed outside this morning. even up into palo alto. you can see congestion building and the metering lights on at the ramp. very usual here as we get you through your tuesday. that's the bay bridge toll plaza already bogged down. the metering lights are on. the significant alert at 680 from venetia, find an alternate route two cities are sending dueling teams of millionaires. they will present their argument toss a committee of nba owners. that issue is whether the kings stay put in sacramento or be allowed to make the move to seattle.

new this morning, the nra has set to roll out its plan for school safety today including allowing armed guards in schools. "today in the bay's" tracie potts live on capitol hill. the group calls it the fashionle school shield program. >> right. the idea is the nra wants an armed officer in every sngle school in this country. the plan they are rolling out today will explain how communities can go about doing that. remember, it was the first press conference about a week after the sandy hook shooting where they first brought up this idea of armed guards in schools to prevent something like that from ever happening again. today, we get the details. in other words, what congress and school districts and cities and counties and states need to do to change their laws to allow these weapons in schools to protect children. how much is it going to cost? one estimate says about $5.5 billion. the question this morning, where is all that money coming from? the senate now considering gun legislation here as president

obama heads to denver on wednesday. coming out west to talk about colorado's new law, toughening up their laws and how we might be able to do the same thing in washington. connecticut has reached a deal on a new law that would make theirs the toughest in the nation. washington yet to come to any consensus on just what gun control will mean here on the hill. >> laura? >> thank you very much, tracie. the nra's announcement comes one day after connecticut lawmakers come to terms with gun control measures. it would give some of the toughest laws in the country, including universal background checks. it includes a ban on large capacity ammunition magazines and a new registry for existing high-capacity magazines. a vote is expected on wednesday in the state's general assembly. >> here in california, a bay area lawmaker is set to unveil a proposal for a new tax aimed at ammunition sales. we are going to lay out the

the coast, 63 degrees. i'll show you when that next round of rain arrives. 6:33 on a traffic tuesday. i want to find out what's happening on the roads with anthony slaughter. >> things are starting to get active. we have a cement truck that flipped on to its side. on 280 at the 101 connector in san jose. on the ramp. you are looking at 101 headed northbound. you will notice 280 is the highway that crosses over. you see those ramps. cars are getting over on those. that's where the accident is at. it is getting on to the ramp on 101. you will notice things are starting to slow if you take that route. it is because of a cement truck that's blocking the ramp to 101. we also have that significant alert that's still in effect right now. this is on 680 up towards pierce and venetia. headed into the east bay. the lanes are really not moving a whole lot there. two lanes blocked on the middle

part of the bridge. because of a multi-car accident on that specific location. another accident just formed at the 238 connect nor with 880 on the ramp there. it does look like the accident that occurred has pulled to the side on right-hand shoulder. things have started to clear. it is a typical, slow spot. 6:34. back to you guys. >> it is 6:34 right now. peninsula police on the lookout for a chief that can't seem to keep his mouth shut. south san francisco police calling this man the chatty thief. they say he walks into a store or office and poses as a customer having some long conversation with those employees. when they are not looking, he rips off their apple devices. he has hit at least eight times since the end of february in burlingame and south san francisco. he goes by the name mike or michael. he had shaggy brown hair but reportedly shaved it off sometime last week. 6:35.

new details in a fire in myanmar's largest city. the fire was likely sparked by an electrical short. police say about 75 children lived in the mosque compound. most escaped by running out of a door that police knocked open. other doors had been locked and security barred. north korea says it is going to restart its shuttered nuclear reactor, able to make one of the bomb's worth of plutonium a year. it was shut down in 2007 as part

at 6:42, new video of a fire that broke out at a sunnyvale apartment complex on ariva drive. one unit was fully engulfed by the flames. the firefighters say the family that lives at the apartment unit was taking a pet to the veterinarian and were not home when firefighters arrived. it is unclear if the pet was injured in the fire or if the family left before the fire started. some other units have smoke damage. firefighters say, luckily, no one was injured. so far, it is unclear how the fire started. >> new this morning, a taxi driver right now being tested on suspicion of driving under the influence after slamming right into that center divide on southbound 101 near the millbrae avenue exit. this happened about 1:30 this

morning. the cab, you could see, just totally wrecked. the driver not seriously hurt. nobody else is believed to have been inside the cab at the time of this crash. >> there are new details this morning on the crash and attack on customers at a south bay walmart including an eyewitness account. the man accused of that attack is expected to face a judge in about two hours. and started attacking people inside the walmart with some kind of metal bar. four were hurt and send to the hospital. others were able to wrestle him to the ground and hold him there. >> we were all blessed. no one in the parking lot was hit by this person. only four people were acosted. it was an easter miracle. >> he has been in custody in the santa clara jail since arrested. the charges he faces are four counts of assault with a deadly weapon, hit and run. being under the influence of drugs and also resisting arrest. we are live in san jose, i'm arturo santiago, nbc bay area news it is 6:45. right now, a judge deciding if there is enough evidence to send a san francisco sheriff's deputy to trial on charges of robbing a bank. police say surveillance pictures and fingerprints led them to

psychiatric treatment. a memorial concert will be held for the victims at 7:00 saturday night. the san francisco master corral will perform at 7:00 saturday night. one bay area lawmaker taking a different approach to gun control here in california. nancy skinner, the democratic assembly woman from berkeley introducing new legislation, legislation that takes aim at bullets, no the gun. significant alert at 101, around the 280 connector. this is what we are watching, a cement truck actually tipped on to its side on the on ramp at the bottom of the ramp. a lot of this slowing you are seeing is because folks want to see what's happening. the other significant alert we want to get you over to is the accident that happened earlier on 680 on the bridge here. this has actually been cleared. you will notice a lot of slow going all the way back past pierce and also through venitia on 780. this is really going to be a slow-go because of that accident that took an hour and a half to clear. a multi-vehicle accident on the bridge. otherwise, just tracking the typical slowdowns. the accident at 238, on the shoulder. through castro valley, things are slow, back towards the altamont pass. you want to make sure you have the headlights on and take it
