he was shot inside his car yesterday afternoon, causing him then to veer off the road and crash right into a ravine. boyer is a paramedic with santa clara county ambulance. his wife is also a paramedic. neighbors say they've seen crime on the rise there. >> the police situation is well known everywhere. so i think that the bad guys are taking advantage of it. they're coming up the hill,000. >> police do not know what led to this shooting. right now they are still looking for the gunman. air force one is scheduled to touch down at sfo tonight. the quick two-day visit will be the president's first visit to the area since his re-election. this time around, the president is set to attend four fund-raisers, two held tonight in san francisco, cocktail hour and a dinner at the getty mansion in pacific heights. tomorrow he will attend a brunch and lunch in aferton, running

$32,000 a plate. the president will reportedly be using marine one to get around the bay area. so traffic shouldn't be as big an issue as past visits. various environmental groups protesting the proposed keystone xl pipeline will march from san francisco to the home of ann and gordon getty. the pipeline is an expansion of the keystone pipeline that transports synthetic crude oil. opponents of the project are concerned over possible oil spills and environmental impacts along that pipeline. keystone xl is awaiting the president's approval. new this morning on the international scene, another sign of rising tensions on that korean peninsula, north korea denying hundreds of south korean workers access to a joint factory park in the north. and nearly 500 workers arriving at that border crossing.

surveillance cameras in bars. more liquor licenses are being approved under the condition that bar owners record customers coming and going. now the goal here is said to be fighting crime. but supervisor scott weiner says it should only be used in fighting crime. into a south bay high school. assemblyman bob wokowski, department of general services to sell the now closed agnew developmental central to the santa clara unified school district, serving up to 2,800 students. the rules committee will meet later today to discuss that bill. agnew's closed in 2009. new details on what may have caused a massive water main break in san francisco, ultimately flooding a total of 23 homes. city officials say work crews

dug up a block of 15th avenue near winona street several times before that pipe burst february 27th. investigators trying to determine if the pipe was ever damaged during that construction. a special office opened up just yesterday to help those in that neighborhood impacted by all that flooding. at least six homeowners have now filed claims against the city. >> neighbors have a chance tonight to chime in on development plans for the old san jose civic center. the area up for consideration is between 880 and 87. santa clara county owns that property and wants to redevelop it for more county offices and perhaps businesses or residential space. a community meeting will be held at the county government center at 7:00 to get input from the public on possible uses for the site. chuck reed wants to step up efforts to move the a's down to

welcome back, everyone. taking a live look outside. palo alto this morning. folks are up and out the door a little earlier than normal. maybe getting a jump-start on their day. it's 4:43. bay area automakers may have found the right deal for the top line electric car. it's unveiled a new -- leasing option for its new model-s sedan. a total of $18,000. they say it's not an actual lease. it's kind of a unique program where you can actually choose to buy the electric car or give it back to tesla at the end and get a little more of your money back, sounds like. >> interest iing one on that on >> cupertino's apple getting ready to release yet a new iphone. what, has it been a couple of months now? let's turn things over to

bertha coombs live at cnbc headquarters. >> hi, jon. hey, good morning. futures are pointing to a higher start, stocks posting decent gains tuesday, s&p closing at new all-time highs with health care leading the way on the government's medicare reimbursement decision. data on private sector jobs from payroll processor adp in about half an hour or so. we'll get service sector data later this morning. the dow will start the day at 14,662, rise in 89 points, nasdaq starts after gaining 15. reportedly the next iphone could be in stores by this summer rather than the fall, like the last two models. reports say apple will begin production some time this summer. the company is also allegedly still working with its asian suppliers on a cheaper iphone that could be launched either in the summer or fall. the four-inch device in that case would likely use a different casing, maybe plastic

rather than the metal that's on the higher-end phone. i'm kind of disappointed when they bring out a new one after i just bought mine and now mine will be old. you can never be new in technology. >> all right. bertha, thank you very much. that is so true. it is 4:45. today marks the beginning of peak cherry blossom season in washington, d.c. according to the national park service, blooming expected to be highest through the end of the week. peak bloom occurs when 7 0% of the blossoms on its japanese cherry trees are open. >> spring is officially here. >> officially sprung. >> gorgeous blossoms. 4:45 right now. yesterday was spectacular. what's happening today, christina? >> it will be warmer. the plum blossoms are almost gone, two-week life span. that's pretty sad. otherwise the bay area is in bloom. our pollen levels are not nearly as high as they were a couple of weeks ago.

forecast. more controversy surrounding the boy scouts of america, two separate lawsuits outlining violent sexual abuse and rape are set to be filed today, following the release of the so-called perversion files kept by the boy scouts. the lawsuits being filed in washington state involve two young boys from back in the 1980s. their lawyers says one of the boys was allegedly raped by a director and then told to keep his mouth shut because nobody would believe him. the other lawsuit involves a former health officer who allegedly forced his victim to strip down before sexually abusing him. both of those victims are now in their early 40s. new images out of taiwan of a deadly scooter crash involving an american tourist. 18-year-old rosemary harrison died when her scooter skidded off the road on the main island. her traveling companion suffered a broken wrist and facial injuries.

harris is identified as being from america, but not saying exactly where she is from. it happened on green island, which is a popular tourist destination. a sad day for pbs. one of the founding members of its popular show "the muppets" has died, jane henson. she was married to jim henson. the couple met while attending a university of maryland puppetry class in the '50s. jane henson was 78. no change this morning in the condition of former south african leader nelson mandela. the 94-year-old continues to experience the problem with fluid buildup in his lungs. spokesperson for the government denies the report and says mandela is resting comfortably and not having trouble breathing. he has been in the hospital the past eight days. >> it is 4:50.

being shot by an arrow wop while on a field trip to usc berkeley. she just received a gift package from pop singer taylor swift. she was shot by an arrow to the lawrence hall of science in berkeley last week. her mom sent us these photos of her happy daughter yesterday. during the ride to the hospital, nadine says she kept her mind off the pain by singing taylor swift songs. no doubt she found out about that and autographed some special things for her. >> very kind thing to help ease the pain. is it painful on the roads or still too early? >> it's still very quiet. not a lot of slowdowns outside. one accident to report. that accident comes to us right now on 580 at canal boulevard in the richmond area. and it's on the off-ramp at canal boulevard off-ramp there on the right-hand shoulder. car is broken down. but it's not causing any slowdowns on the roads. as you approach that scene, use caution and keep an eye out for the car there on the specific

location. things are god to go and, of course, volume is still very light. even in the south bay, lots of green on the maps. no accidents to report and no incidents that should cause any slowdowns. at least right now. jon, thank you. >> all right. drivers down in southern california found themselves doing a serious double take following, let's just say, an elaborate april fools joke from the newspaper press enterprise. riverside businessman used a forklift to place a small aerkt right on top of a fence in front of his equipment rental store. that's called bored. he also strung yellow caution tape all around it to make it look like it was a real crash site. the business owner says he he got the plane as a gift and was just trying to figure out what do you do with a plane that you get. san bernardino county sheriff's department, to make sure things were cool, were aware of this stunt ahead of time. i imagine people were calling

county ambulance. the shooting took place in oakland hills. the victim has been identified as quincy boyer, who ended up crashing his car down the ravine. that happened as he was shot in the head as he sat in his car just before noon yesterday. he was taken to the hospital and at last word, he is in critical condition. as police investigate, neighbors in the area where the shooting took place are talking about the dangers of the neighborhood and their safety with the depleted police force. >> the driver of one vehicle exited his vehicle, began to shoot into the victim vehicle. the victim vehicle sped off and went into the ravine here. >> the police situation is well known everywhere. so, i think the bad guys are taking advantage of it. and they're coming up the hill now. >> if somebody is being shot somewhere, might call that someone's walking around my
