>> if somebody is being shot somewhere that might call, someone's walking around my house, that's not going to be their first priority. >> reporter: again, at last word, 34-year-old quinn bowyer is in the hospital, listed in critical condition. nbc bay area news has learned that his wife is also a paramedic in oakland. police are asking for the public for help on this. if anyone has any information, they are asked to call the oakland police department. we're live in san jose. i'm arturo santiago, "today in the bay". >> president obama heading west from the white house. first stopping in colorado, pushing for gun control. then landing right here in the bay area for a whirlwind visit. the president set to attend four fund-raisers during his stay in the bay area. two events today, a cocktail hour in san francisco and then a dinner at the getty mansion in pacific heights. tomorrow, the president will attend a brunch and a lunch in atherton. democratic national committee has set up websites where you

can buy tickets and rsvp for the events. in atherton the brunch will reportedly cost $32,000 a plate. lunch tickets, a bargain here, starting at $1,000 per person. marla tellez will join us live at 6:30 about the president's visit and how you can score free tickets to one of those fund-raisers. the mayor has written a letter, asking to meet with major league commissioner bud selig. bob redell joins us. the mayor is talking about some legal troubles. >> reporter: right. and perhaps bringing up a lawsuit. this is because city hall's efforts to bring the oakland a's to san jose has been in legal limbo for the past four years, in part because major league baseball's slow decision-making process and also in part because of the objections brought up on behalf of the san francisco giants.

yesterday mayor chuck reed sent this letter to major league baseball commissioner bud selig to try to motivate the commissioner into action, to move this process forward. in the letter, mayor reed has requested a one-on-one meeting with selig, making the argument that direct contact could help to convince the commish that san jose is series about bringing the a's south and to help avoid future litigation. local businesses suing major league baseball over this fo four-year delay. reed points out in the letter in 2011 he wanted to put the new a's stadium on the ballot but held off at selig's request. it's been two years since and no progress. much of the delay is due to the fact that the san francisco giant giants have objected to the move, claiming territorial rights. that san jose belongs in their market, not oakland's. a's owner says he's okay with

hill. keep that in mind. travel cautiously. it won't last all day. by about 10:00 am we'll see a lot of clearing. the only patch of fog will be left over right over the san francisco bay and hugging the immediate coast. high pressure stands firm. it will bring temperatures up to that 80-degree mark. even with an area of low pressure tracking closer and closer to the california coastline. by noon today as that area gets closer to us, we'll see a mix of sun and clouds. by 4:00 pm, mostly cloudy over the entire bay area. showers hold off until late tonight. 68 degrees. we'll show you when our next chance of rain -- not just tomorrow for the showers. we've got more in the forecast. sev seven-day outlook is ready to go in my next report. 6:07 on the nose. let's check in with anthony. >> stacking up in that particular location. let's also take you to very interesting report just in by the chp. big rig supposedly hit the roof

of the bottom span of the bay bridge at treasure island. just happened a few minutes ago. that's causing some major slowdowns at treasure island in the off-ramp. that's headed in the eastbound direction. that's the bottom span. the big rig hit the roof there. definitely will be inspecting that as they head through the morning hours. accident in danville on 680 headed towards sycamore valley road. still an obstruction on 280 northbound in the redwood city area right at bunker hill because of an obstruction -- apparently chp says there's a dead carcass in the slow lane. south bay, things moving smoothly. yesterday this is where the cement truck tipped over 101 northbound in san jose. traffic is moving. good news, no accidents to report in that location today. you should be on time if that's your route. back to you. >> thank you, anthony. speaking of time, it is 6:08 right now. price tag for the high-speed rail project in southern

california to here in the bay area just continues to grow. california high-speed rail authority now says it needs an extra $97 million for office and field work to design the line. this would bring the total preconstruction budget -- preconstruction -- up to $878 million. overall, construction kochts have doubled to nearly $70 billion since the project was first approved five years ago by voters. first stretch of track is scheduled to be laid down, starting in july. >> it is 6:08. plans to renovate a famous san francisco landmark will have to wait till the end of tourist season. the $1.5 million rehab of coyt tower is being put off until october. there are cracks in the exterior and some issues with the electrical fixtures and water damage inside the building. slated to be the first thing that they fix. >> good starting point. 6:09 right now.

that's going to leave a mark? dramatic damage left behind after the houston area gets hammered by some heavy and big-time hail. people who live in that area say baseball-sized hail, the size of a baseball, crashing through homes and car windows. severe thunderstorms down there also bringing rain, wind and intense lightning along with all that hail. ouch! alabama has passed a bill that will place tighter restrictions on abortions. using doctors who have approval to admit patients to hospitals in the same city. similar law in mississippi is threatening to close the state's only abortion clinic. lawmakers in connecticut poised to pass a bill that would give the states some of the toughest gun laws in the entire country. the measures would reclassify more than 100 types of guns and banned assault weapons and ban the sale of high-capacity magazines like the ones used in the mass shooting at sandy hook elementary school. 6:13. time for a quick check of the

wall street would be in a bad mood. >> with that list, yeah, you certainly would think. broad s&p 500 index will open at yer yet another record high this morning and another intraday high is expected as well. there's growing unease about why the markets are doing so well. many investors worry whether the fed's easy money has caused an investment bubble. still, you might as well ride. if you had left equities at the start of the year, you would have missed some really big gains. you mentioned jobs, laura. new data just into the newsroom from adp that says private companies added $158,000 in march, less than expected. it gives us a preview of friday's official jobs numbers. friday's data is also going to include government jobs, which these days actually tend to be a negative number. the powerful securities and exchange commission this morning has decided it is okay for companies to release important financial information on social

networks. this case dates back to a facebook posting by reed hastings, netflix ceo who bragged netflix had just reached a billion hours viewed. good financial news, but did hastings violate some kind of insider trading rule because he told facebook users before the rest of the world? he says that question was ridiculous because he has 200,000 followers on facebook, many of them reporters and analysts and, therefore, that is like telling the whole world. the sec this morning agrees. finally, cisco systems has announced it's buying a european company, which helps patch together all your cell phone connections, wi-fi, 3g and 4g. here is the name of it. >> what? >> ubiquisys. >> looks like somebody's

skiing season. let's get right to those conditions right now. 59 for your wednesday. mostly cloudy in tahoe. i know a lot of spring breakers will be head up. count on a slushy mix at 5,000 feet. we will see snow levels come down to about 6,000 feet as we head through tomorrow. so that's the good news. more snow on the way to tahoe and rain on the way in the bay area. we need it at this point of the year. point out where the fog is thickening up. half a mile visibility. that's all you've got on livermore, napa. mile and three quarters. these numbers would drop off and they're doing just that. give yourself a little extra time especially into the interior valleys of the bay area. that's where we're seeing the thickest fog this morning. 59 at san francisco. 48 in napa. good morning to you, livermore. 48 there and 50 here in beautiful san jose. high pressure is still in control. this will bring our temperatures up from yesterday. we're talking about the 80s in some cities across the bay area. just get ready for some weather

whiplash. this time tomorrow we will be tracking showers. look at this system. really sprawling system. it will impact the entire state of california. right here you see where we're getting the most moisture over the bay area. count on slow drive to work, at least that rain impacting your drive. you have to use the windshield wipers. don't even think about washing that car. let mother nature put that shine on it for free. starting to clear you out at that point. and then our next system starts to come into play. widen out for you and show you what we're expecting. it looks like the tail end is going to sweep through the bay area late saturday into sunday. however, if that thing moves far enough to the south, we could get dumped on, just pouring rain on sunday. that's what we're watching for you right now. 40% shot for the greater bay area to have brief, heavy downpours sunday at this point. if anything changes, we'll let you know. stay tuned to the forecast to try to get outdoors this weekend. 72 in fremont today. take you through the next couple of days. we'll get to that rain on

friday. saturday a nice dry break before we get more rainfall saturday night into sunday. next rain chance thursday of next week. 6:20. check on your drive. good morning, anthony. >> good morning. incident that happened on the bay bridge toll plaza. a dump truck actually scraped the top -- or bottom, rather, span of the bay bridge at treasure island, causing slowdowns in that particular location. of course, we'll confirm that and make sure that chp crews can confirm that. all these call that is we actually get are yours -- or people on the roadway that actually saw something happen. you can see the lights are on and traffic is starting to stack up in this particular location. we notice into fremont, things are moving smoothly. no accidents to report onle 80 through fremont. san mateo bridge, smoth going there as well. over the water, you could run into a few patches of fog and

it is 6:30. i'm jon kelley. >> and i'm laura garcia-cannon. president obama will head west this morning, heading to colorado first to push gun control. he will meet at the denver police academy, not far from the aurora suburb where a gunman killed 12 people last summer. colorado just expanded background checks and placed restrictions on magazines statewide. president obama wants congress to pass similar measures at the federal level, including universal background checks for gun buyers. >> president obama heads to the bay area following that. not to push policy but to raise money for the democratic party. marla tellez is live at sfo where air force one will be arriving just hours from now. good morning. >> reporter: jon, god morniod m. sfo, the president arriving at

5:25 tonight. he has four private fund-raisers to attend, all within a 24-hour period. he has his work cut out for him. we have video to show you when he was last here in october. this is his first trip since his re-election. fund-raising begins with two stops in san francisco tonight. the first is at 6:00. cocktail party hour reportedly at the home of hedge fund manager billionaire tom sayer and at the getty mansion in pacific heights. tomorrow starts in atherton with a 10:00 am brunch at the private home of philanthropist liz siemens. plate will cost you $32,400. it also gets you a picture with the president. 32,000 times 30, he stands to earn about a million dollars at that event alone. that's just a bit too pricey for you, how about a lunch for $1,000? said to be hosting the

which transports synthetic crude oil from canada to refineries in illinois, oklahoma and the gulf coast. opponents of the project are concerned of possible oil spills and other environmental impacts along the pipeline. the keystone xl is awaiting the president's approval. time is 6:33 right now. along with a nice-looking day today, christina loren says an interesting and diverse forecast looking forward. >> starting right here, right now, jon and laura. good morning to you. taski i taking a live look at a beautiful sunrise. making an appearance. low clouds hugging the coastline here. we also have high and mid-level clouds above the fog this morning. look at what a beautiful start to the day we're getting in san jose. you get those pink layers out of the way so you can really enjoy this. clouds are going to increase as whoa head throughout the day today. keep that in mind. fog will be a factor, at least for the first part of the morning. half a mile visibility now in livermore.

your numbers have been going in and out of the north bay. be cautious out there and consider that you will have to trel through fog at some point if you're headed up the peninsula. we stop the clock for you through the next half hour. mostly cloudy conditions. the fog will continue to move to the south. by about 8:00 am, mostly cloudy conditions all the way south to morgan hill. look what happens. sun comes out, at least a brief amount of time today, two hours between 10:00 and noon, burning all that fog off. little bit of sunshine until noon and things start to change. mix of sun and clouds at noon, mostly cloudy by 4:00 pm. bay side, 72. at the coast, 68 degrees. weather whiplash as we get through tomorrow. we'll shave almost 10 to 15 degrees off today's highs in some cases and we'll bring in the rain. we'll time out that system to your doorstep. that's coming up in my next report. 6:35 first. out that front door. still close to the weekend, anthony. >> major accident, really an incident to report.

not necessarily an accident. kind of the aftermath of what happened earlier on the bay bridge. in emeryville, things are starting to pick up, approaching the bay bridge. the thing that we're actually tracking is on the eastbound span of the bay bridge itself, coming from the city into oakland. it's because of a dump truck that actually hit the bottom span of the bay bridge, approaching the treasure island exit. the crews are on the scene now. they've actually closed lane three. and that's the lane closest to the fast lane on the eastbound direction as they're inspecting the cement from the roof that was actually hit on the bottom span of the bay bridge. we'll have more for you, coming up with this particular incident. otherwise, roads are good to go. just the usual stacking up in the hot spots. back to you. >> a local woman being charged with stealing more than $200,000 and a mercedes-benz from the menlo park seminary. jennifer morris worked as the financial director, stands accused of dipping into seminary funds to overpay herself, collect airline miles and cover

personal credit card purchases. she's also accused of transferring the title of a car donated to the seminary into her own name while the seminary paid maintenance and registration costs. the seminary ended up discovering these missing funds after conducting an audit. morris is pleading not guilty to those charges and she will be due in court next week. elderly driver is under arrest and facing dui charges after slamming a car into the side of a home in palo alto on boyce avenue east of the downtown area. the driver in his 70s also hit a man on the front lawn. the victim has some broken bones but is expected to survive. as for the home, police say it was scheduled to be torn down next week as part of a rebuilding project. san francisco supervisors currently debating the role of surveillance cameras in bars. the board included a surveillance camera requirement on two lk liquor license

applications. to record customers coming in and out of the bars with the goal of fighting crime. supervisor scott wener says cameras should only be required if that bar has a history of fights or other crimes. 6:37. still ahead, college coach caught on camera, abusing players. we'll tell you why the name calling and ball throwing wasn't enough, though, to get him fired. but why that may change today. here you go little man. brazilian police are investigating to see if -- french boyfriend was handcuffed and beaten with a metal crowbar saturday. investigators say the attackers went on a spending spree with the couple's credit cards and dumped them on the side of the road six hours later. 18-year-old man who crashed his car into a las vegas restaurant earlier this week will be in court later today. this is video from right after that crash. gage james lindsay will face charges of leaving the crash and suspicion of dui. he later admitted to using drugs without a prescription. 10 people inside that restaurant were hurt. there was growing pressure this morning on rutgers university to fire its head basketball coach, this in

>> bay bridge issue that we're still tracking. in fact, you can see the dump truck that hit the lower roof of the -- upper deck of the lower roof. the lower span basically is the roof. you can see the slowdown is because of that incident. lane three is actually closed in that specific location, causing major slowdowns in that area. this is on 84, leaving livermore at east ruby drive. very slow go there because of an accident and also two lanes at 880 southbound in newark at thornton avenue have been closed because of an accident. and that's causing some slow going in that particular location. as far as the roadways go, live look, fremont. that's approaching that accident i just told you about with two lanes closed. brake lights are on, approaching that accident. and the bay bridge toll plaza, very slow as the metering lights are on. 80 eastbound span with the dump truck that hit the roof.

we'll have more on that coming up. >> thank you very much. 6:51. gunman who shot a paramedic in oakland hills is on the run this morning. that paramedic remains in critical condition. arturo santiago is where that victim works. >> reporter: quinn bowyer, a paramedic here at santa clara county ambulance based in san jose. where he was shot was in the oakland hills. it happened just before noon yesterday at the intersection of keller and hanson avenues. someone had driven up to bowyer, in his blue honda civic, and shot him in the head. the honda rolled across the street and crashed down a deep ravine. he was taken to the hospital. at last word, he was listed in critical condition. neighbors in the area where the shooting too being place had already been talking about public safety and depleted oakland police force. they formed neighborhood watch

shows a silver lexus plowing through a san jose car wash, barely missing a couple of employees there. police say haamid zaid was behind the wheel of that car as well. court documents show zaid telling officers he had snorted meth earlier in that day. zaid, of course, is now suspected of crashing an oldsmobile cutlass into walmart and using a blunt metal object to attack four separate people inside of the store. he is due back in court to face charges some time tomorrow. month-long search for two bay area men wanted in a gold heist in yreka. one of the suspects has surrendered to police. david johnson turned himself in, being held on $1 million bail. police say he stole more than $1 million worth of gold and other items from a display case at a courthouse in yreka last year. a second suspect, scott bailey, is still on the loose. new details on what may have

caused a massive water main break in san francisco, ultimately flooding 23 homes. city officials say work crews dug up a block of 15 avenue near wirona street several times before that pipe finally burst. investigators trying to determine whether the pipe was ever damaged during any of that construction. special office has just opened up yesterday to try to help those in the neighborhood imp t impacted by all that flooding. at least six homeowners so far have filed claims against the city. and city leaders on the peninsula are taking steps to prevent another flood on the san franciscrito creek. all applying for a grant to install a new flood gate system on that creek and rebuild levees and flood walls. if that funding is approved, the changes could be in place by next winter. 6:55. bay area lawmaker wants to turn
