or not chevron reopens and starts up. >> reporter: cheryl heard, nbc bay area news. new video of a house fire in saratoga. this happened last night on especi court near highway 85. downed electric lines made it dangerous for crews to get signed but they knocked down flames in about 45 minutes. it's unknown if the power lines played a role in starting the fire. a castro valley man has drowned off the coast of kauai. firefighters were called to the beach near the plantation hotel around 3:00 p.m. people on the beach were trying to get the man out of the water but rescuers say he was unresponsive. he is the 11th person to drown near this area this year. shot and killed in the oakland hilled is reaching out.

the 34-year-old was shot on tuesday and died thursday afternoon. boyer grew up in oakland and had just been accepted into the physician's assistance program at stanford. his family says they're thankful for the love and support from his extended family. saying, quote, quinn's passing leaves a gash in our hearts that will never heal. we ask for your support and prayers and your respect for our privacy. fellow paramedic, described bowyer as extremely well liked. police have not yet released any possible motive for the suspect. a memorial concert being held tonight for the victims of a mass shooting. seven people were killed during the shooting rampage in april of last year. the suspect, a nursing student at the school, is now undergoing psychiatric treatment for schizophrenia. tonight's memorial concert will be at st. paul's episcopal

church at 7:00 p.m. a second concert is planned for next weekend in sacramento. california attorney general has accepted president obama's apology today after he made an offhand remark complimenting her appearance. obama praised harris, who is a longtime friend, as a tough administrator of the law who gives everyone a fair shake, but then he added, quote, she also happens to be, by far, the best-looking attorney general in the country. it caused a bit of a dustup. >> you know, they're old friends and good friends, and he did not want in any way to diminish the attorney general's professional accomplishments. >> harris' spokesman says the attorney general and president have been friends for many years. she strongly supports him. we're all familiar with california laws against texting and driving. a new federal report shows not many people are following them. the u.s. department of

transportation released a survey this week reporting that at any given time more than 600,000 drivers are texting, tweeting and talking and e-mails on their cell phones. the survey also found that laws meant to prevent cell phone use behind the wheel don't seem to be working. the report said there's little evidence that districted driving has increased in california and other states with cell phone bans. much more ahead on "today in the bay." a warning for diplomats. the caution from north korea's government that has foreign embassies on edge. plus, the bird flu spreads in china. bay area health officials are taking notice. their cushion faution for trave next.

shooting at a day care that killed two people may have been caused by relationship issues. a man stormed into a day care facility in quebec yesterday and opened fire. one man who worked at the day care was hit and killed. the shooter then turned the gun on himself. more than 50 children were at the day care at the time. none of them were hurt. a local police chief said it appeared the shooting was related to a recent separation between the couple. tensions in north korea are escalating this morning. na new video shows more south koreans leaving the joint industrial park in north korea where they work four days after the north closed the border. about 500 south koreans remain at the kaesong industrial park. yesterday, the north korean government warned foreign diplomats will not be safe if war breaks out. leader kim jong-un announced earlier in the week he mobilized his military, moving midrange missiles into firing position on north korea's east coast. traces of bird flu virus have been found in more markets

in shanghai. six people have died in the area out of the 16 who fell ill. virus, a brand-new strain, was discovered in infected pigeons. so far, the virus has only spread from birds to people. buy area official are also taking notice. there are daily flights to shanghai out of sfo. but this doctor says it is not serious notch enough to cancel . >> do not go to a market and hang out with the live poultry. chickens, pigeons, and other birpds. because that is how it is transmitted. >> the cdc and the state department have not issued any travel warnings for now. state officials consider this to be a low risk as the virus is not being transmitted from person to person. are san francisco firefighters more susceptible to breast cancer? the department wants to study breast cancer rates. the department applied for a study grant from the breast

cancer research fund. it's hoping to conduct a study on 80 of its 250 female firefighters. the research will compare the firefighters blood samples to those from women outside the department. >> either time a fire fighter walks into a fire or is exposed to toxic chemicals, the problem is, through studies, actually the cdc did a study, and identified some chemicals that have the ability to permeate the frothi i protective equipment. >> they are extremely troubled by higher than normal incidents of cancer. the department expects to learn this summer whether it will be awarded the grant. up next, giants fans feeling the magic as the orange and black comes back to town. we'll have highlights from the big home opener. plus, he's overcome injury, amputation and an ironman. this weekend, he's providing inspiration for thousand, s runners in san francisco. and here's a live look

welcome back. 7:4 is the time. thanks for making us part of your morning. a few clouds, maybe a passing shower, but nothing that will interfere with the second home game of the season for the san francisco giants. speaking of the world champion giants, they are dazzling fans in the bay area. they scored a big win in the home opener against the st. louis cardinals. much of that was thanks to pitcher barry zito who has not lost a start since august of last year. to put that in perspective, the last time a giants starter won more than 16 consecutive games was when the team was still in new york in 193. the g-men claimed game one of

the serie against the cardinals final score 1-0. even though the giants scored only once, the fans couldn't get enough of all the action. more than 40,000 people packed into att park for opening day. even before the game started. the emotions were running high as the team walked on to the field with the world series trophy and hoisted championship flag. >> walking out with the trophy was the best. almost brought me -- okay, brought me to tears. >> the fun continues today at att park. game two against the cardinals starts at 1:05. meantime, the oakland a's doing some damage in houston. out to the astros 8-3 with the help of coco crisp. and two more rounds to go before crowning its champion. the final four in atlanta this morning. so are their colors.

louisville red. wichita state, yellow. dark horse wichita state will play top seeded louisville first at the georgia dome today with syracuse and michigan afterwards. the winners will face each other for the championships monday nights. one player that will not be on court though but will still be be a big part of today's action, louisville guard kevin ware. he suffer a broken leg during the game. this morning, he's in atlanta, which also happens to be his hometown, and will be cheering his team from the sidelines later today. on the women's side, bait area cal bears are getting really for their first final four appearance in school history. they will play louisville tomorrow night in new orleans for a shot at the national championship. the winner will play either notre dame or connecticut. good luck to the bears. this weekend, thousands of people will be in san francisco for the half marathon. they have all levels of experience. we're going to talk to one of

the competitors in just a moment. first, we're going to hear from rob maita for what the weather will be like for that event. >> the temperatures will be good and comfortable. even twhoe hahough we have a sl chance of a passing shower, nothing to get in the way of the ball game or any outdoor plans you might have. let's show you the forecast for the giants cardinals. we have a start time today just after 1:00. we should see temperatures close to 60 around first pitch time. winds coming in out of the west-southwest, 10 to 15. picking up towards the later inningings. but might see a sprinkle or two passing the ballpark. overall, temperaturewise, not too bad today. little sunshine thrown in. right now, we're in the 50s around the bay area. upper 50s in oakland where we've been seeing drizzle and mist at times this morning. notice the wind speeds. they are on shore. areas of low clouds will continue to hug the coastline and we will see misty skies there. some of the transition, we'll be watching, a weekend that will include a slight chance of some scattered showers. especially north of the golden

gate and maybe a stray shower to the south. once you get out the weekend, monday looks windy and certainly warmer by tuesday and wednesday. those temperatures really going to start to climb on up. earlier this morning, you may have noticed showers from the north bay down towards san rafael. and out to the east of the pass, around concord and antioch earlier. what we have across the pacific is sometimes referred to as a zonal pattern, the clouds moving north to east. this is the reason why we see batches of clouds from time to time this weekend. a slight chance of a few sprnkles. you'll see this popping up in the hour by hour forecast today. some partly cloudy skies. there are some the mists we might see at timings heading into the afternoon. and then sunshine mixed with those temperatures in the 60s as we go through the day and plenty of low clouds as we go through the evening. upper 60s around san jose. close to 70 in morgan hill. upper 60s, maybe 70s in the warmer spots.

and low 60s to mid-60s out across the north bay. partly cloudy skies. a few sprinkles at times. north winds, 20 to 30 miles per hour. skies start to clear. 70s and 80s in the forecast heading towards the middle part of the week. >> thank you very much. now, as mention the, this weekend, thousands of people will be in san francisco for the rock and roll half marathon. peel have all levels of experience from first timers to veteran athletes. but few will have a story like jeff schmidt. he's here with the "got milk" campaign. a little background. you and i know each other well. we worked together on a story last year, telling your story. and i want to get into that right away. you're obviously an amputee. >> yes, i am. >> there are athletes out there the who have accomplished not being amputees. one of those things which makes your story unique was how that amputation happened. tell the story. it was a injury when you were a high school athlete but you had

about ten years of pain from that injury. what happened after that? >> well, after a few years or three years before my amputation, my wife and my mother-in-law suggested that i have my leg amputated. it took a few years to come around to that way of thinking. but in the end, that's exactly what i decided to do. it change my life. >> from what i -- it was the pain and discomfort and the immobility from that was just -- was causing havoc in all parts of your life. >> exactly, that's correct, yes. it was one thing to do that, to go ahead with the amputation, but now look at you, you know, you took it to the next level. where did you go from there? >> so about -- not quite four years ago, my wife was training for an ironman triathlon. she suggested i do that. at that time, i was out of shape. after a little bit of prodding, i decided to go along with her.

i didn't finish that first ironman. the next year, i came around and finished ironman canada. >> and then with that moved on to the big one. >> yeah. >> what happened? >> i was having a pretty big day. at first, the bike battered me good. by the time i got to the run, it was a walk. conan's a different animal. >> but you kept going. >> i did, i did keep going. i did finish but after midnight which is the official cutoff time. i finished at about 12:25 a.m. >> okay. your story about what you had gone through and then your experience at conan, going through, has inspired a lot of people. what has the reaction been? >> what i'm finding is i'm hearing from a lot of people that maybe were in similar position. maybe they're out of shape. maybe they're looking to, you know, they wish they could do an

iron man or wish they could do just a 5-k run. and i've heard from a lot of people that say my story's inspired them to get off the couch and do that. so -- some of them have come through and done exactly what their goal is. >> what are you doing this weekend? >> i'm going to be participating in the rock and roll san francisco half marathon. i'm here with got milk, got chocolate milk. they'll hand out chocolate milk at the finish line. >> in the time i've known you and your training, you've slimmed down, getting fitter. i don't often think of chocolate milk as an energy drink. >> yeah, well, it's more for after the race, you know, it's got a great ratio of carbs to protein to help you refuel, help your body rebuild after that, you know, that tough race you've just had. >> a tough race and more after that. real pleasure to catch up. take care. still ahead, late night comedians pounce on president

i'm garvin thomas. we have the weather forecast for at&t park. >> thinking of rain coming down -- >> the only game they ever would have played in those conditions. >> yeah, not like that. you might get some mist at times. this morning, you've got low clouds. mid to upper 50s. look off to the north bay, up around ukai, off and on showers. across eat bay hills have seen a little of that too. right around midmorning, what's left of a frontal boundary comes through. adds a little lift to the low clouds outside. you might notice a little bit of drizzle or some brief light rain and then partly cloudy skies heading to the afternoon. temperatures today in and out of the sun, in and out of the clouds at times, mostly mid to up earp 60s today. those numbers may juch by almost 20 degrees in the seven-day forecast. weem show you that in a few minutes. >> when i think of that rain in that game, i think of marco scutaro.

rob, thank you very much. new this morning, police are investigating the city's 11th homicide of the year. officers found a man shot to death on center road. a couple blocks south of kelly park. police say there was some sort of party in the area. it's unclear if that is connected to the homicide. no suspects are in custody. new video this morning of a house fire in saratoga. this happened last night on espizi court near highway 85. fire crews say they found downed power lines which made it dangerous. no one was hurt. it is unknown if the power lines played a role in sparking the fire. a castro valley man has drowned off the coast of kauai. fire crews were called to the beach about 3:00 p.m. people were trying to get christian out of the water but

rescuers say he was unresponsive. he is the 11th person to drown in this area this year. more details now on the reopening of the chevron refinery enrichment. it's not just a health issue but now a financial one. a decision this week could save us money at the gas pump as early as today. "today in the bay's" cheryl heard explains. >> reporter: he represents a number of people who say they've suffered physical and emotional damages from last summer's explosion and fire. the u.s. chemical safety board faulted both chevron and state regulators for not doing enough to prevent the disaster. >> reporter: still, the plant has been running at 60% capacity. as state regulators conducted an investigation. cal osha, which regulates workplace safety, has completed its probe and chevron

people sought medical attention as a result of that smoke. and most of them are now joining in a class action lawsuit against chevron. >> so our lawsuit will go forward, notwithstanding whether or not chevron reopens and starts up. >> reporter: cheryl heard, nbc bay area news. pg&e is looking for further damage after an underground explosion sent a manhole cover flying 30 feet into the air into financial district. it happened yesterday morning at bush near stockton. the explosion sent the 150-pound manhole cover flying. it knocked a back bumper off a moving car before hitting the street. the explosion temporarily knocked out power to some 1,300 customers. >> it's crazy, i'm missing my giants game because i got no power. it's opening day for the giants. >> the power was restored a few hours later.

pg&e says it's checking other manholes and wiring in the area to see if anything else was damaged. an arizona man facing charges after police say he left a loaded gun magazine on a school bus. phoenix police say 29-year-old jeremy wes got on a bus with a group of middle schoolers claiming he knew one of the students. after he got off the bus, a student found a gun magazine with 15 rounds of ammunition where west had been sitting. west is charged with endangerment, criminal trespass and having a weapon on school property. a u.s. ship named in honor of the victims of the september 1 1 attacks will officially be commissioned this weekend. the second such ship commemorating the sacrifice of americans on that day. nbc has the story. >> reporter: more than 70 amphibious ships, cruisers, destroyers and frig gates make up the surface force of the atlantic fleet. that's everything but submarines and aircraft carriers.

the march unemployment report did little to impress the markets on friday. with a look at how wall street fared this week, here's cnbc. >> wall street ended the week with substantial losses after the march jobs report came out. it was a shocker. employers added only 88,000 jobs last month. less than the average of the previous six months. and way below the forecast. now, the unemployment rate did slip to 7.6% but that's just because more people stopped looking for work. they dropped out of the labor force. the white house economist tells cnbc that automatic spending cuts are steeling momentum from the economy. the commerce department out with much better news. it says the u.s. trade deficit shrank in february to $43 billion. mt u.s. exported more goods and imported a lot less oil. but the price of oil fell for a

third straight day. the energy sector is closely tied of course to expectation, of economic growth. jcpenney launched the first of its new home goods boutiques in its stores. martha stewart is one of these boutiques. the success of these mini-stores critical, say analysts, to penny's future. wikileaks founder julian assange is getting into politics. the australian national has formed his own political party. called wikileaks. and is running, is planning to run for a state senate seat. now, assange, however, is currently holed up in the ecuadorian embaels in london to avoid extradition. in a press conference, assange's father says his son is being well taken care of by the embaels and is staying busy with his new political campaign. much more ahead on "today in the bay." coming up, nelson mandela comes

pope benedict to take necessary actions against perpetrators. pope francis says the catholic church's credibility is on the line. the announcement was quickly dismissed by victim's advocates as just more talk. nelson mandela out of the hospital this morning. the government saying his condition has improved enough for him to receive care at home. he is being treated for pneumonia. it was his third trip to the hospital since december. now, take a look at your weather forecast. >> the forecast this morning has kind of a mixed bag of conditions. we've got partly cloudy skies. drizzle in a few spots. if you're going to head out to the giants game, first pitch will be just after 1:00 this afternoon. you might notice a little bit of misty skies. partly to mostly cloudy skies at times. winds out of the wecht at 15 to 15. temperatures close to 60 degrees. in fact, not far off from where women are right now. upper 50s in oakland. 55 in san francisco.

52 in san jose. partly cloudy skies in the south bay. the winds coming in off the ocean, on tore breezes, which will help to keep things cool. now the winds turnoff shore, that will be a real sign we've got high pressure and temperatures will climb. in the meantime, partly cloudy skies. mostly cloudy too at times. we could see some mist and drizzle not just for the next couple of mornings but in the north bay, a few scattered showers at times. mild this weekend. as it goes through the week, big-time warm-up. we'll get 70s and 80s. the transition to getting there will include some windy weather on monday. you can see aew of those showers now clearing the east bay. nothing happening east of livermore. we did have a few sprinkles a bit earlier. in the north bay, a few of those showers, as the jet stream is just to the north but close enough to the bay area that it's going to fire in the systems mainly to the north. just the fringe of the systems are going to come clipping by the bay area. and very briefly add enough lift to those clouds and wring out

maybe drizzle or light rain especially along the peninsula and coast. you'll see partly cloudy skies heading into the afternoon today. the same thing for your sunday before things warm up starting monday and really pick up towards tuesday and wednesday. highs mid to upper 50s. closer to 70 around gilroy. a little mist with those clouds as they go over the hilltops there around the dublin grade. you'll notice that around 580. 63 in san francisco for the afternoon. a cool day there with a greater chance of some light rain and mist on the peninsula. moisture kind of goes up into the atmosphere and rises up along those coastal mountains. will see about the same for the north bay today and tomorrow. winds start to kick on up. and then tuesday and wednesday, notice the jump in those temperatures from the top to the bottom of the screen. look at the coast. off shore winds mean we should see 70s on the coast. maybe mid to upper 70s around santa cruz by wednesday.

the goal could be to capture an asteroid by the end of the decade. and get a crew near the rock to explore. the senator says nasa will likely get about $100 million in federal money for the program next year. well, you have data plans for your smart phone and tablets. now there's one for your car. audi has partnered with t mobile to offer a wifi data plan for their cars. those whose vehicles are equipped with audi connect can purchase service for $15 a month. you have to pay for 30 months of service up front. the german automaker hopes the deal boosts vehicle sales given the audi connect service is the second biggest reason buyers say they purchased an audi. actress halle berry is expecting a baby. the 46-year-old and her fiance olivier martinez are expecting their first child together. no word on when the child is due. this is the first child for martinez. berry has a 5-year-old daughter with her ex-boyfriend gabriel
