governor brown taking off for china today. he hopes to bring in billions of dollars into california's economy by promoting the state's agriculture, greenhouse and tourism policies. more than 70 leaders will accompany the governor on the seven-day trip. the governor plans to reopen a foreign trade an investment office in shanghai closed years ago. san mateo county wants a drone to help with patrols. they were approved for funds to purchase a drone. it is considered a low priority. it is not clear when the county would actually get that money. in order to qualify for federal funding, the drone has to be used for anti-terrorism purposes. alameda county requested a similar drone. the effort was put on hold after neighbors raised privacy concerns. san francisco will talk about the officer-involved

shooting. they critically wounded two men. one armed with an air gun. around 2:00 a.m., two groups started arguing in the mission district. when the officers arrived, they saw one of the men with a weapon. they opened fire hitting him and another man. both are in critical condition. friends and family are remembering a former photographer at the the oakland tribune, hit by a stray bullet and killed. he was driving home from the gym last friday night when caught in the line of fire of a shooting near macarthur boulevard. another man who was the intended target was critically injured but fluker did not survive. he was a freelancer from 1995 to 2007. his two big loves in life were his family and taking pictures. >> it is so sad to see a life

like this taken away. we were all very proud of him too. he was such a good guy. >> police have not made any arrests in this case. a $15,000 reward for information leading to the shooter or shooters doctors are trying to figure out what caused a young woman to have a heart attack during san francisco a half marathon. the 30-year-old woman collapsed while running yesterday's race. she is in critical condition this morning. college graduates in california could soon get more protection when it comes to their student loan payments. the assembly judiciary committee approved a bill from taking the borrower's wages. the student bill of rights. other bills in this package include establishing a personal finance curriculum for k-12.

a bill urging congress to change federal bankruptcy laws to allow student loan debt to be discharged in bankruptcy. another blow to local bribe-sharing companies. cab companies have to pay for permits to operate at the airport while businesses such as lift and side car do not. the airport authorities say, that's unfair. it has issued a cease and desist order to six ride-sharing company. if they do not comply, they could be charged with trespassing. the order will be lifted as the california public utility commission certifies the companies. >> they want more arts and private businesses and developers to pay for it. the mayor and city council will discuss a plan that will extend the policy to commercial developments and housing projects. it requires 1% of construction costs be set aside for the public art commission to install artwork at the site.

right now, the policy only applies to city projects. several bay area cities, including san jose and san francisco have similar policies in place. everyone talking about the high winds this morning. it is blowing out there. >> it certainly is. glad you are in house. >> glad i didn't go with the flowing skirt as well. you want to make the same decision as you put your wardrobe together or you might have a marilyn monroe moment. i want to point out what's happening. the storm system in the sierra nevada is bringing snow to the higher elevations and driving some winds. it is working against our area of high pressure moving in. it is going to bring us some nice weather. windy conditions as a result. look at the gusts at the coast. up to 56 miles per hour from time to time. these are your sustained speeds around san jose, really strong. we are not used to getting this kind of wind.

collapsed around the 7-year-old boy and girl. neighbors described it as a residential construction project. rescue workers say they do not think the children survived. 4:49. funeral services held this morning for film critic, roger ebert. he died last thursday after a long battle with cancer. he was 70. the public is being invited to attended to's memorial at chicago's holy name cathedral. back in 2006, doctors removed part of his lower jaw after cancer spread to the bone. the surgery cost him the ability to speak. he was a pulitzer prize winner and long-time movie critic for the chicago sun-times president obama continues his push for gun control today. he will be at the university of hartford where he is expected to call on the american people to approve measures that would reduce gun violence. the visit comes days after connecticut passed one of the strictest gun laws in the

nation. it led many gun advocates to rush to buy more represent pons. they are now also buying up bullets. major u.s. ammo manufactures say they are running around the clock to meet this demand. the shortages are nationwide and the worst they have ever seen. congress could take up the issue of gun control sooner this week. members of the senate are already working on an agreement on president obama's proposed new gun legislation. there is talks of expanding background checks on gun buyers at gun shows and online firearm purchases. that issue could face an uphill battle from republicans and moderate senators. members of congress are also expected to work on immigration reform this term. it is 4:51 now. coming up, stanford's condoleezza wright hits in

san mateo. you are looking at some of the debris here. that's nothing. the problem is what's happening in the back. it looks like it is just a tree itself. that is actually a part of a redwood tree that belongs to the neighbor. that's not a tree. that's just a branch, a very large branch that fell on top of this home overnight, puncturing numerous holes into the roof of the home. this home belongs to the pedalskis. we were speaking with the husband earlier this morning. he was telling us, he and his wife were asleep. they didn't realize o there was a wind storm out here until sometime. he doesn't remember what time. something woke him up. >> a big thud. that was it. i think i screamed. my wife screamed. it was just horrifying. we had no idea what happened. maybe one of us had fallen out in the bed and might have hurt themselves. it was
