was a freshman at cal poly. 5:03. let's switch gears and talk about the forecast with meteorologist, christina loren. had those high winds yesterday. it looks like it is a blowing a little bit out there. good morning to you. good morning to you at home. watch out for branches and all kinds of debris. you might find a barbecue on the roadways this morning. it was blowing yesterday. the good news is, winds are going to start to drop off. we are going to have to wait to reach calm conditions. we stopped the clock for you at 12. the only difference is, you see where you are getting the fiercest winds, the hot pink colors. that will be from concord to san francisco. we're going to see a little bit more calm conditions from san jose to santa cruz today. as we head throughout the night, you can see the yellows and oranges return, an indication of winds starting to relax. if you are looking for warmth, we have that, and a lot of it. 71 degrees at the coast. wait until i show you your readings for tomorrow.

the warmest air of this season so far. i'll let you know what that means for your city in particular coming up. 5:04. a traffic tuesday. mike is the man on the job. this is one of the tougher days. fortunately, the winds are a little calmer than yesterday. we still have those winds and gusts overnight as well. they may have blown those branches across the on and off ramps. this is the bay bridge moving smoothly. our camera is a little shaky. the bridge, traffic itself moving nicely. you should slow on the bridge. a little slowing heading up in towards downtown. an earlier report of a car fire. chp never found anything. we are giving it the thumb's up. a smooth drive here. a little slowing does show up here. the volume is still pretty light as well as the tri-valley, which had a little slowing in the eastbound, noncommute direction, that has cleared up. it starts to build west 580. a smooth drive. no major problems.

we are going to send it back to the san mateo bridge. highway 92 over the water. a very light commute right now with the head lights coming off on to foster city and san mateo. back to you. >> 5:05. environmental changes could soon leave a sour taste in the mouths of bay area wine growers. "today in the bay's" bob redell is live in livermore with more details on a new climate report that paints a pretty bleak future for our local vineyard. >> over the next 40 years, wine-growing regions like here and livermore, napa, sonoma, could see a dramatic decrease in the number of vineyards a potential drop of 50% to 70% statewide. the cause for this decline, global warming. the scientists believe that as the temperatures rise, there will be less rain and water to irrigate and cool that's grapes in these already hot regions.

>> welcome back. emeryville's peet's coffee and tea is planning to close more locations. their new locations will mostly be in the midwest. the new 49ers stadium in santa clara could soon be getting a new neighbor. tonight, the city council will consider plan force a massive entertainment district more than five times the size of santana row. marla tallez live with more on that. >> reporter: good morning. this would be unprecedented for silicon valley. as you mentioned, officials are

calling it an entertainment district that would take up 230 acres of land, the land we are standing on. right across the street from the new 49ers stadium. this is home to the santa clara city golf course and the bmx track. the mayor says a major global, commercial and residential developer wants to turn this into a haven for shopping, hoteling, dining, even living. homes could be a part of the development, a brand new community here. tonight, the mayor says the santa clara city council will consider entering into an exclusive negotiating development with this developer. he is all for it. it is a chance to bring more business and more jobs at no cost to santa clara. >> i would imagine a mix of uses, retail uses, jazz clubs, how tells, everything you would want to have near a stadium site near a convention center. it is part of our puzzle. it is such a large piece.

>> lau >>. >> reporter: laura mentioned this. if you are familiar with santana row, that is ruffle 42 acres. this properly would take up 230 acres, more than five times the size of santana row. the santa clara city council will consider going ahead with this project tonight at 7:00. you heard from the mayor. he is happy about this idea, as i mentioned. however, not everybody is. some people are upset with the idea this golf course would be wiped up. we will hear from them. also, what mayor matthews had to say about the future of golf at this site. for now, we are live at santa clara. it is 5 cloen :13. a shakeup at jcpenney's has share ho shareholders very angry. >> the board cob the next to go. they hire and fire ceos. sha shareholders are furious at the

board. out is this guy, ron johnson, who came over from apple who helped invent apple's stores. his reign at penney's has bun a disaster. what's startling is who they picked to replace johnson. the guy they fired to make room for johnson. the one nobody liked before they didn't like the new guy. whether the board fired ullman, they said he chronically mismanaged those stores. the solution may be for johnson to go back to apple where he started. when johnson left apple for penney's, apple couldn't find a good guy to replace him. that may be the solution. we'll check the markets coming up. we've reached the cap on the h-1v visa we have been talking about. the spring storms that

brought down trees in the bay area could soon bury colorado in nearly two feet of snow. most schools in the denver area, no shocker, are closed today as a precaution. officials at denver international not taking any chances either. at least two dozen flights have been canceled so far. last night, a lot of strong winds delaying flights for at least 40 minutes with some arrivals being diverted to nearby cities. >> quite a different picture in our neck of the woods. >> makes us appreciate it even more. >> i do, every day. specially being married to a guy from denver who would love to go there. we are going to see some movie night temperatures. >> mile high city, they deal with everything. here, we complain about a little bit of wind. we certainly pay the big bucks to live here. california state tax is something we are paying for to live here in this beautiful, beautiful climate. today, we will be the envy of the nation once we lose the

distracted driving and worthy of a $160 ticket. the court says any activity on a phone could distract a driver if they are not using the hands-free option. that bans calling and texting while driving if you are not using a hands-free device. >> a multi-talented man from depaul taking his oath of citizenship along with 1200 otherings at the oakland theater. he lives in richmond and works as a plumber. before that, he worked as a mountain climbing guide summiting mt. everest, a total of six times. sherpa also worked as a news reporter for a nepal tv before immigrating here to the united states. >> i bet he had no problem carrying all that news gear. >> a dynamic man. impressive. first, cigarettes and now e-cigarettes. on the verge of imposing tough restrictions on all smokers

for crime. the issue has surfaced in recent weeks after a nightclub complained it felt pressured to install cameras. in the meantime, in contra costa county, they are going to take final steps to regulate e cigarettes today. the board of supervisors will vote to approve regulations banning ecigarettes from most places. they are a health risk. the time is 5:22. i believe i heard christina loren telling us, it is probably a pretty good day for mike inouye to break out one of his tank tops. >> is it ever a good day? >> i prefer the crop mankini. oh, yeah, it is not just weather that is going to be warm. 58 in livermore, 53 in san mateo and 53 in sunnyvale. it is going to be a little bit breezy for the first part of the day. we will see the winds relax

tuesday morning, this tuesday, april 9th. this is "today in the bay." good morning, everybody. it is now 5:28. thanks a lot for joining us. i'm jon kelley. >> i'm laura garcia cannon. the government has run out of the coveted h-1b visas that allow highly educated and skilled people to work in america. from here on out, it will be a lottery? there is nothing that the executive branch can do. only congress can increase the cap on h-1b visas. 50,000 applications hit the citizenship and imframigration service one day. they are very different from green cards that allow anybody to work anywhere. those are tied to your employer. you lose your job, say, making

chips, you lose your right to work in america. they are controversial. some american companies -- some americans, rather, say that companies use h-1b to find lower-priced workers. how does this affect the valley? it always affects the valley but no differently this year than any other. we have hit the cap before. it is not really the cap. it is how fats we are going to hit it, which high-tech companies really care about. they want more visas. >> scott, we know you will have your eye on it. laura, thank you too. thank you very much. it is 5:30 right now. hundreds of students at a bay area high school taking a different type of test. a test for tuberculosis after a student was found to have that infection. "today in the bay's" christie smith has the rest of story. >> reporter: the students who

will be tested here at deer valley high were in the same classroom or the same club as the student who was diagnosed with tuberculosis. the principal at deer valley high sent home a letter to 200 families last week letting them know what was going on. the county found out march 19th. the diagnosis was confirmed with the student about six days later. there was an investigation. then, it was decided that everyone should be notified and then spring break happened. so that's why the delay. according to contra costa county health services, the student who contracted the disease is actually no longer infectious and was back in school here on monday. tuberculosis is an airborne bacterial infection of the lungs spread through the air whether a person coughs, sneezes or talks. the symptoms include prolonged weakness or fatigue. a rapid weight loss of over ten pounds, fever, chest pains and coughing up blood in some cases. the tests are scheduled for this thursday. reporting live in antioch,

christie smith, "today in the bay." the man accused of driving his car through the front of a walmart store on easter is expected to be back in court today for a very similar separate incident happening at a south bay gas station. prosecutors say this video shows him crashing through the front window of a convenience store at a gas staegs in sstation in sane in december. he will be in court on that case and for sentencing on a marijuana charge in 2011. he is also accused of driving an oldsmobile cutlass into a walmart and swrumjumping out of car and attacking people with a metal pole. the former head of san jose's probation department will be in court for a preliminary hearing. stuart forrest is accused of possessing child pornography. he faces up to six years in jail if convicted san jose's city council getting an update on efforts to

remove graffiti all around the city. they started outsourcing graffiti remover in an effort to save money. the contractor focusing on areas of high rates of vandalism in an effort to discourage taggers. some people very upset. freeway graffiti, still highly visible. they do not have the authority to clean up state-managed areas. a green light would allow work to begin on the $82 million facility where google execs could park and service their jets. airport officials urnling the city to approve the plan saying it will generate more than $2 million per year in rent. >> shopping, dining and football. tonight, santa clara city leaders will consider plans for a massive entertainment district across from the new 49ers

stadium. marla tallez joins us live with more on the proposal. this will be a hot bed of activity. >> reporter: can you imagine five santana rows. it would be more than five times the size of that location. this property is home to the santa clara golf and tennis club and a bmx track way on the other side. bottom line, as laura mentioned, we are right across the street from the brand new 49ers stadium. the silicon valley business journal says a major commercial and residential developer known as the related wants to turn these 230 acres of property near the intersection into a megaentertainment district and build a brand new community of retailers, hotels, restaurants, commercial properties and homes. this means the bmx track and santa clara golf course would be wiped out. not everyone is in love with this idea like the fong family from san francisco who we spoke to, they really enjoy this

particular course. >> it is a great space here. we live in the city. so we don't have too much of a space but we have bay area so we can travel. this is great. i don't know where else we would go. >> reporter: if you can't quite wrap your mind around 230 acres of property, santana row, 42 acres in san jose. this would be more than five santana rows right across the street from the new diner stadium. in regards to wiping out the golf course, the mayor of santa clara, jamie matthews, says the property may, in fact, include some links. i can see the executive course, a nine-hole course. that is the more modern way to play golf. >> reporter: other ideas at the santa clara golf course would be relocated to another location. the bmx track, no word on where that would end up. the santa clara city council will consider this project tonight at 7:00.

welcome back. 5:41. live on capitol hill where opposition is growing out there to the new tough gun laws. >> we have over a dozen republicans that say they will filibuster and talk it to death so that this gun control legislation never comes up for a vote. the white house trying to breath some new life into its effort to get tougher gun control and laws. president obama coming back from a speech on just that in connecticut yesterday. he brought back almost a dozen members of families who were affected by the newtown school shootings. they are going to be here on capitol hill trying to convince lawmakers that if you buy a gun in this country, you need to get a background check. also, separately at the white house today. vice president biden with local law enforcement making that same

point. first lady, michelle obama, headed to chicago thursday to do the same. a large part of the president's gun control plan doesn't look like it is going anywhere at all. assault weapons bans, both sides have acknowledged that is pretty much not going to happen. limits on high capacity magazine clips, that's likely not going to happen. a lot they are focusing on is the universal background checks or the expanded background checks. that's the effort we are seeing he today it is 5:42. happening now, hundreds of firefighters are battling a wind-driven wild fire in southern california. evacuations have been ordered in the city of fill more in ventura county just north of simi valley. the so-called good enough fire broke out just before 5:00 last night. flames have already destroyed two homes and blackened 170

acres. investigators say it was sparked by a down power line. they hope to have that contained by sunrise. north korea says it is on the eve of a nuclear war with their southern neighbor. they are urging all foreign companies and tourists to evacuate south korea. they have pulled out all 53,000 of their workers from a manufacturing complex jointly operated by the north and the south. in a show of force, south korea soldiers conducting live artillery drills as part of an annual military exercise with the u.s. ? t in the meantime, japan has deployed missile defense surrounding tokyo in anticipation of north korea launching a test missile. it could affect tech companies. samsung has a huge production facility on south korea's western coast not too far from the demilitarized zone out

wanted to start with your temperatures this morning, comfortable, 57 degrees, not too bad in san francisco or san mateo where we really got hit by strong winds gusting up to 75 miles per hour in the city. a lot more calm to start this morning. we are expecting those winds and conditions to continue trending toward the calm side. this is what we are working with, winds between 5-15 miles straight out of the north so it is dry out there. as we head throughout the day, you will notice a high pollen count, specially for someone who suffers from the allergies of the season. a lot of pollen out there. it was all just shaking around. now, it is suspended in our ott mo atmosphere. the who had pinks and reds, that's the fiercest winds. the yellows and oranges come back into the mix. a lot more stable atmosphere we have to look forward to.

services will be out here testing 200 deer valley high school students were in the same class or same club with that student diagnosed with tuberculosis. the principal sent home a letter to those families involved. the student who contracted the disease is no longer infectious but was back at school yesterday after the county first found out about this on march 19 th. the diagnosis was confirmed about six days later. that's why it took a while for this information to get out. tuberculosis is an airborne bacteria infection of the lungs that is spread through the air when a person with the illness coughs, sneezes or talks. symptoms can include prolonged fatigue, rapid weight loss, fever, chest pain, even coughing up blood in some cases. the tests are set for thursday of this week. this is the first test like this
