jose, bob redell, "today in the bay." 5:02. high school journal students on the peninsula are writing about a very sensitive subject, rape. students at palo alto high school says rape happens at parties, but people don't talk or report it. students are writing about it in the school's magazine called "verde." the culture of rape is in the new edition. they're hoping the blunt articles will start a conversation. >> shortly after we distributed the magazine i was walking across the quad and i heard some people discussing what they thought was rape and comparing it to what was in the article. and that is exactly what i wanted to happen. >> the publication is online but palo alto high school parents will also get a copy of the magazine in the mail later this week. >> in a matter of hours, we'll get an update on the busted bolts on the bay bridge and what caltrans plans to do to fibs those problems. this, coming as more experts now say this all could have been prevented. smith is live and has all the details this morning. >> reporter: good morning to you. caltrans thichings they have an idea but is expected to deliver more information on what went wrong and a possible fix for the bolts on the eastern span of the bay bridge. a meeting later this morning in oakland before the bay area toll authority. after it was discovered that 96 bolts had broken off after being tightened on the eastern span. these bolts were on a seismic safety structure on the bridge. steel rods we're talking about are between nine and 24-feet long. and caltrans had suspended tightening the remaining 192 bolts pending the outcome of the investigation. it's believed that the bolts had too much hydrogen in them, making them brittle. a second batch of bolts has been tightened and is holding so far, but caltrans is folk you using on a long-term solution. >> this is an important matter, there's just no doubt.

eastern span of the bridge was built to achieve seismic safety. this element is part of that safety element. >> reporter: now the eastern span is a $6.4 billion structure and preliminary repair estimates, we're told, are coming in at about $1 million. caltrans says fixing the problem still might not delay the opening of the new eastern span on labor day weekend. reporting live on treasure island, christie smith, "today in the bay." 5:04. california could become the first state to punish the boy scouts of america for its anti-gay policy. today, lawmakers will consider a bill that would hurt troops financially. "today in the bay's" marla tellez joins us. the ban could even be overturned. >> that's right. next month, boy scouts of america are expected to timely make their decision about whether to allow gay members and leaders into their association. one southern california lawmaker

does not have the patience for that. he is introducing what's called the youth equality act. lawmakers will consider it for the first time. it would deny tax exempt status to nonprofit youth groups that discriminate on the basis of gender identity, race, sexual orientation, nationality, religion or religious affiliation. this means the boy scouts and its california affiliates would have to pay corporate taxes on donations, membership dues, camp fees and other sources of income. senator outright admits that it is to put pressure on their anti-gay policy. the openly gay scout denied the rank of eagle scout even though he complete d all his requirements. it is safe to say that he and his family will support this new bill.

there. we looked at fleet week and their website this morning. it says the air show efforts will now be refocused for the 2014 show and tickets will be refunded. mayor's office says it brings more than $60 million into the city each year. no word on how much of that money is expected to be lost. peninsula police looking for an eco-friendly robber. a man armed with a handgun robbed the chuck e. cheese in san bruno on sunday. after getting the cash, he took off in a silver toyota prius. police released a partial license plate number, including the number 6 and letters vwx. >> another strange story here, a group of would-be burglars in san francisco getting very decr creative, using barbecue sauce -- that's right, barbecue sauce to help them get out of a sticky situation. telling the san francisco chronicle, a woman in the bayview district found three strangers in her home saturday morning. one of those men grabbed a bottle of barbecue sauce and

dumped it on that woman's head. that then gave them all time to run away. all three of them got away. would-be burglars didn't steal anything and nobody was hurt, police say. they did waste some perfectly good barbecue sauce. >> strange. 5:10. the announcement this morning that could be great news for thousands of college students across the bay area. plus, the wikileaks scandal spreading farther than originally thought, including possibly all the way to osama bin laden. we'll take a look at your business.

it is 5:13. san jose is offering more classes online. other schools also part that have expansion. governor brown has pushed for schools to gre aggressively p r pursue courses online. scott mcgrew continues our coverage. online class particularly helpful for struggling students, right? >> this is sort of the unspoken benefit, high school seniors turned college freshman are showing up unprepared for college. so many of the deals that san jose state makes, like this agreement with online system udacity are made to shore up undereducated students by giving them online classes. funding of state universities are so poor, some classes become overf overfull. leaving them waiting to

structure on the eastern span of the bay bridge, those bolts suddenly snap ped. in a couple of hours, caltrans can expected to talk a little bit more about what went wrong but also some solutions, at least four of them. that's what we're being told. but at least one early estimate puts repair at about $1 million. meeting in oakland a little later this morning as they did a couple of weeks ago after workers discovered when they tightened the bolts on that seismic safety structure, about a third of 96 snap. caltrans believed there was too much hydrogen used in the process and that made them brittle. engineers are saying there's really no excuse for them to break like this. steel rods 9 to 24-feet long. the chronicle is reporting that the second batch of bolts have been tightened and is holding so far. though it's too early to say for sure, but they are sound and will ultimately hold.

caltrans expect ed to hold a meeting with details this morning and we will be there. christie smith, "today in the bay." breaking overnight, bay area investigators looking into a triple shooting that kills one man and wounds two women. this all happened just after 1:00 this morning on yorkshire drive in antioch. two of the victims are a mother and her adult daughter and the two had a restraining order against the alleged gunman. that gunman somehow ends up dead. neighbors in that area, they say the violence is shocking. >> we ran and said what is this? then to hear about somebody being shot, it is devastating. >> we can tell you the two women injured were taken to the john meir medical center where they, right now, remain in critical condition this morning. >> today, south bay soldier will be laid to rest next to his

father. 24-year-old specialist delfin santos jr. was killed in afghanistan along with two other american soldiers over the weekend. a car bomb reportedly exploded while they were delivering textbooks to school children. santos was following in the footsteps of his father, who had served in the army. santos' father fought against the japanese during world war ii and was held as a prisoner of war. santos jr. was the youngest of 17 children. he and his sister, madeline, joined the army, serving together in iraq in 2008. >> trying to help people, trying to protect the doctor whatsoever, the diplomat, which is good. i'm so -- i'm just proud of him. i'm proud of him, but why did this have to be him. >> specialist santos will be laid to rest next to his father in the philippines. oakland police this morning say they're looking for a second gunman in connection with the killing of an oakland tribune

photographer. anthony lister of san leandro has already been arrested, ten-time felon, charged with 55-year-old lionel fluker, droivg home from the gym when he was caught in the middle of a gunfight. sadly, he was hit by a stray bullet, later died. police say at least one other gunman is involved in this. if you happen to know anything about this shooting, you're asked to please call opd. 5:33. mother and father accused of killing their daughter's suspected pump are facing first-degree murder charges in the death of calvin sneed. two of the suspects claim that he was pumping their teenage daughter. a judge ordered all suspects to stand trial last month. today, investigators try to identify a body found overnight near a busy on-ramp in south san jose. bob redell is live in the south bay right now, with more details on what was a gruesome

discovery. bob, good morning. >> reporter: unfortunate surprise for the san jose fire department. good morning to you, jon. a little bit after 9:00 last night that drivers here in the south bay reported that the trees and brush were on fire along the cottle road on-ramp to northbound highway 85 here in southern san jose, as firefighters were putting this out, they stumbled on a badly burned body. so bad, they haven't been able to make an i.d. nor determine if this person was a man or a woman. they do believe this person was homeless and had been living in this stand of trees. >> we found things like a mattress, tents, things like that. it appears the person did reside in that area where we found the body. >> reporter: the fire department tells us that on the surface, it does not appear that someone intentionally set this fire no, signs of foul play. it's quite possible this was just a horrible accident, but they won't know for sure until they complete their investigation. reporting live here in south san

rig we've been telling you about. auto mall parkway a bit to the north. slowing now showing up in the northbound side over off 880. folks are shifting their commute. it will be an issue for fremont for both directions. we will track that. sigalert issued by chp, they're not going to open that up for at least half an hour. this is expected to have a major empacket even though it is noncommute. it is at mission boulevard, which is a big deal. tri-valley slowing at 84 as well as at dublin interchange. similar, typical status with just those cash lanes in the backup. >> thank you very much. 5:37. next month the boy scouts of america is expected to decide whether or not to lift its ban on gay scouts and leaders. marla tell ez joins us in the newsro newsroom. this senator wants it to pay for its ban. >> in a roundabout sort of way. state senator out of long beach wants california boy scout affiliates to start paying

tentative agreement would involve visa program, altering the number of visas available depending on unemployment rates and employer demand. this could pave the way for immigration reform bill as early as this week. this morning, tens of thousands of people are planning a rally in washington for immigration reform. "today in the bay's" tracie potts is live in washington right now where people are already starting to gather out there. tracie, good morning. >> reporter: good morning. the rally is this afternoon. tens of thousands of people, we could see. that deal you were talking about with the farm workers and the one we saw about a week ago that involved silicon valley workers together were two of the biggest hurdles to getting immigration reform done. the gang of eight lawmakers who had been working on this behind the scenes are believed to have legislation ready as early as tomorrow, but much more likely next week. the groups we're going to see here in washington rallying at the capitol today want to see a path to citizenship for the

nearly 11 million -- estimated 11 million people who came into this country illegally, but have been living here and working here. and the administration wants to find a way for them to stay. not everyone agrees with that. not everyone agrees with the policy or the cost, which some estimates have said would be over $2.5 billion in order to enact this. there are some who say that we need to back up and make sure that those immigrants don't get to the front of the line when it comes to citizenship. bottom line, it looks like things are in the process of being worked out here and the people who are coming to washington who are here in washington, 400 bus loads of them at this rally today are trying to urge lawmakers. >> we'll be back with you soon. thank you very much. >> jon, dozens of students from the bay area will join the rally in washington, d.c. this morning. high school and middle school student s left from oakland
