two bombs exploded, bostonians are reflecting on what they have learned about themselves and others. >> people are very resilient. a great city. it will never be quite the same. you can't stop your lives. you have to continue going forward. >> reporter: nearby, investigators were close to wrapping up their examination of the crime scene when city officials announced a plan to reopen closed streets, homes and businesses in the coming days. >> we hope to get this community back to its people as quickly as possible. >> reporter: at a boston hospital blanketed by a heavy police presence, investigators have gun getting answers from dzhokhar tsarnaev. a gunshot from the throat from awe suicide attempt, he has been able to answer most of their questions. they believe that tsarnaev and his brother acted alone.

they are hoping that a 48-hour questioning without a lawyer present will shed details. they begin to cover from physical and emotional. >> we are very strong here in boston and we are getting through it. we will rebuild and we will be stronger than ever before, i think. >> reporter: it is a town unbroken by events of the past week. chris pollone, nbc news, boston. federal and state authorities are now trying to sort out where the surviving suspect should be tried and what charges he should face. since dzhokhar tsarnaev is a u.s. citizen, he should have the rights any other u.s. citizen should have. others think he should be considered an enemy combatant and tried by a tribunal. he could face charges that carry a possible death penalty sentence. there are growing questions about the second suspect, his older brother.

officials say he was flagged by the fbi two years ago on potential ties to radical groups. lawmakers are asking how he slipped through the cracks? >> i want to know how the fbi or the system dropped the ball when he was identified as a potential terrorist. if it was a mistake or if the laws are insufficient or the fbi failed. we are at war with radical islamists and we need to up our gram. game. >> they interviewed him and found nothing significant. he spent six months in russia before returning to the states. >> investigators say they believe the older of the two suspects was not killed when he was shot by police but rather when his brother ran him over in a stolen car when escaping to a gun fight. they are asking to speak to the elder brother's wife. he leaves behind a wife and 3-year-old daughter. his widow, katherine russell tsarnaev did not talk to

authorities when they visited the home where he was staying. he didn't act differently, they said, after the bombing. hundreds of people gathered at the boston finish line to pay their respects to those killed and injured. the governor of massachusetts is asking people across the nation to observe a moment of silence at the time that first bomb went off. the one-minute silent tribute scheduled for 2:50 eastern, will be followed by the ringing of the bells in boston and elsewhere. oakland police investigating a mugging and shooting in the upscale rockford neighborhood. on saturday night, a couple was walking on manichlt la avenue

wh tried to rob them at gunpoint. the man took off without the couple's belongings. dan cobb lives two blocks from the scene. the message here, no neighborhood is immune. >> what people want and have the right to have are more police on the streets. they have to know, when crime happens, it is going to be investigated. >> the victim is expected to make a full recovery. the gunman is still on the run. a $5,000 reward is being offered for any kind of information leading to an arrest. >> it is 4:37. san jos police say it is amazing no one was killed when someone fired several shots into a car full of people early sunday morning. police say the shooting happened around 2:00 a.m. in the parking lot of the siesta nightclub on monterrey highway in san jose. they are investigating the possibility of an argument inside the club led to gunfire outside. police have not released any information or description of the gunman. in san leandro, police are

trying to figure out how a woman died in her own driveway. the woman in her 50s was found early sunday morning lying in a pool of blood outside of her home on silver lake drive near east 14th street. a man who lives a few doors down told us the area is regularly patrolled by security. the sheriff's department says the coroner will now determine whether the woman was a victim of a crime. a woman accused of stealing an suv with an 11-month-old child inside, a girl from san jose, expected to face a judge sometime this morning. you may remember that stolen vehicle led to a bay area wide amber alert last month. the girl's mother says she left her daughter inside the idling suv while she went back into the home to grab something. when she returned, the child and the car were gone. five hours later, officers found that suv with 11-month-old gabrielle safe inside in a driveway across town. three weeks later, officers arresting this woman here,

>> 4:40 right now. today officially marks the 43rd anniversary of earth day. for a lot of bay area communities, that celebration started over the weekend. this year's theme, the face of climate change. organizers say climate change has real consequences for both people and animals. they are hoping this year's theme reminds everybody they are, in fact, likely to be affected by this problem. in the meantime, google marking earth day with one of its most active animated doodles. a snapshot of the four seasons unveiled and then we see the word google just kind of blended into the trees, and landscaping. san mateo county is celebrating earth day by banning plastic bags. stores in unincorporated parts of the county will ban those

welcome back. look at that. embarcadero, san francisco, brightly lit out there. it is 4:45. less than three hours from now, a senate judiciary committee will take comprehensive immigration reform. a bipartisan group, called the gang of eight released the proposal last week. the 900-page immigration bill faces growing criticism. it includes details on a

potential path to citizenship for the millions of undocumented immigrants can i tell you what? if you are planning on heading out of town jumping on an airplane, expect delays at all three airports. mainly the results of furloughs for air traffic controllers at the nation's 13 largest airports. the faa warning in some cases, passengers could see delays of 90 minutes or more nationwide. under the new rules, traffic controllers are required to be furloughed one day for every ten days they work. of course, this is all part of the sequestration cuts imposed by congress to save more than $600 million. as of right now, no set date to end the furloughs. while budget cuts are taking their toll on the airports, a list of other businesses in the u.s. not yet being affected. for more on that, let's turn to courtney reagan live at cnbc world headquarters. good morning, courtney. >> hi. good morning to you.

the markets come off a down week. the dow poestd it's biggest weekly decline in nearly a year. apple falling 9% last week as investors worried about softer demands for the iphone and the ipad. ibm lost 8% on friday. the biggest in eight years after disappointing earnings. we will get status on existing home sales and earnings. the dow closed 14,457. while the nasdaq rose 39 points to 3,206. the u.s. government may be tightening its belt. it is having a minimal impact on businesses. the survey wants to know 80%, they lower government spending. higher taxes hasn't hurt their sales. profits are higher. this isn't translating into new jobs. only 22% of the companies say they have added workers in the past three months. back to you. we are checking in with rob

mayeda in for christina. bringing good weather with you. >> celebrating earth day. focusing on the sun. >> it is going to be warming up fast by lunchtime. i think what you'll find, around noon, temperatures in the mid to upper 80s. maybe some 90s on the map as early as 3:00 this afternoon. right now, 50s outside. you might be able to get away without worrying about a thick coat. temperatures will be warming quickly as you go through the morning. you notice the lack of a strong sea breeze. no fog, coastal clouds, not much in the way of ocean air-conditioning. some of the places you will want to check out, if you are going to head out to the coast, 72, pacifica. 73, half moon bay. on the south bayside of things, heading down highway 17, should see low 80s around santa cruz as we continue to see warm temperatures even out towards the coast. today, around the inner bay, 70s, some mid-80s in the forecast inland. 80s to mid-90s south of morgan

hill today. very close to record-breaking highs today. then, we are going to see cooling as you approach the middle week. high pressure keeping the storm track off to the north. it is the lack of low clouds which typically hug the coastline. couple that with the sea breeze that keeps our temperatures in check. not the case today. sunshine all around. our temperatures looking pretty toasty. we are looking up close to 90 for areas near san jose down towards morgan hill. low 90s in the forecast. close to 88 in san jose. tri-valley, temperatures, upper 8 80s and low 90s. very warm temperatures today and close to 90 in walnut creek and out toward fairfield and into the north bay. out and around san rafael, your getting closer to 90 degrees. upper 70s to mid-80s around 2:00 and the sea breeze will kek on.

t as we approach the middle week, you are starting to see much cooler temperatures and things getting to normal for the second half of the week. it is 4:49. the elementary school teacher now on leave accused of helping third grade students cheat on standardized tests. state officials investigating the case in mckinley elementary school in burbank. they say several children were helped with questions on the exam and they could be declared invalid. not a good weekend for reese witherspoon. she apologizes after saying she was arrested in atlanta. she and her husband being charged with disorderly conduct. things got out of hand when witherspoon interfered as her husband was being arrested on suspicion of dui. she refused to stay in the car and started arguing with

welcome back, everybody. how are you feeling on a monday morning? a live look at hp pavilion in san jose. not a great sunday for your san jose sharks as they get set for the playoffs. we'll have more coming up in a matter of moments. the time is 4:52. a tough break for the golden state warriors and their playoff quest. a team that will be without all-star, david lee, for the rest of the season. the power forward suffering a torn hip flexor during saturday's game. that is a painful injury. it all happened in the fourth quarter ali was fouled and he fell very hard. you can see him limping there very hard. the game, extremely tight, right down to the finish. denver hangs on to knock out the warriors, 97-95. game two tomorrow night in denver.

relatively sure the two boston marathon bombing suspects were planning more attacks. police found several homemade bombs and more than 250 rounds of ammo following a shootout with the surviving suspects. authorities say it is possible more explosives are out there but believe the city of boston is safe. we also have new details on another victim of the boston bomber's attack. an update on the police officer wounded in the shootout with the suspect late thursday night. 33-year-old richard donahue now said to be in stable but critical condition in a hospital in cambridge. he remains on a breathing machine. doctors say he is expected to make a full recovery. overnight, doctors revealing donahue lost nearly all of the blood in his body after a bullet severed three major blood vessels in his thigh. as a result, his heart actually stopped for a while. his brother, an officer with the
