frustration is growing in the air and on the ground as more of the nation's airports are hit by long delays due to forced government budget cuts. complaints are mounting and the white house says a compromise could be on the way. tracie potts has the latest from washington. >> reporter: frustration is mounting, richard, because people have to sit and wait for planes to take off. 1500 workers are sitting at home every day, furloughed, not on the job as a result of the sequester cuts. here in washington, an faa administrator was asked about that and asked why it took the agency so long to let airlines and airports know exactly who would face the hardship cuts. >> we have been talking about reduction in available controller hours of 10% for months. >> but you didn't tell them which airports, which airlines? >> we told them that they should expect significant impacts at

major hub facilities. >> reporter: now, it does look like the white house and some lawmakers on capitol hill are warming to the idea of some sort of temporary fix. the white house has argued it had to make the cuts with air traffic controllers because three quarters of the faa budget was untouchable. republicans have said not so. you did this to pressure us into a budget deal. now, it does look like the two sides may be talking some sort of deal, so that these cuts and these delays don't last until october, richard. >> all right, fingers, crossed, tracie potts, thanks so much. new leads and new questions of possible security lapses this morning in the boston bombing case. the cia says it put older brother tamerlan tsarnaev on its terror watch list nearly two years ago after warnings from russia. his parents are returning to the u.s. today from that region to take his body home. meanwhile, officials say young brother dzhokhar tsarnaev told fbi agents about his role in the bombings but before he was given his miranda rights. the 19-year-old was not given

the right to remain silent until monday, after more than two days. in custody. now, federal agents invoked the public safety exception which allows them to question a suspect before being mirandized if there's legitimate public concern. he remains in fair condition nearly a week after his capture. all this as some sense of normalcy returns to boston with a makeshift memorial growing on boylston street. near the site where the two bombs exploded. the stretch of road was re-opened on wednesday for the first time since the attack. ♪ sean collier's family said he was born to be a police officer and that he lived out his dream. in cambridge, massachusetts, it was a sea of blue, more than 4,000 people paid tribute to the m.i.t. officer killed one week ago tonight in a shoot-out with the accused boston bombers. in his 15 months on campus, friends say collier touched the community. the poignant memorial featured

congress? politico reports leaders of both parties are in talks to exempt lawmakers and their aides from obama care. the paper says it's concern is for members of congress and its staff who are lower paid or not so well off. if they're required to join insurance exchanges some may have difficulty paying the premiums if not subsidized by the federal government. most parts that law kick in next year. flash and bang, a series of fuel barge explosions along the mobile river sent three people to the hospital with burns last night. coast guard and firefighters respond odd two explosions in alabama quickly followed by two additional blasts. the incident took place near the disabled "triumph" there. parts of the midwest are reeling from their episode of heavy rain. this is the wabash river in indiana.

it's swollen with water and has almost reached the top of the levee. officials say they have to close some roads if the water spills over. people are putting down sand bags just in case. bill karins, nbc meteorologist, filling those sandbags is a lot of work itself. >> millions of sandbags. the red river in fargo will crest this upcoming weekend. the warmth is the big story. we hit 90 yesterday in sacramento and across the country, the map has warmed up from the east coast to the southern plains. the one spot left will be the northern plains. and temperatures this morning are recovering in a hurry. areas like denver and billings, about 10 degrees warmer right now than this time yesterday. even san francisco, they're 7 degrees warmer than this time yesterday. as far as the forecast goes in the west, an upper level low spinning down off the california coast. l.a. yesterday, even downtown l.a., with only 63. kind of cool by your standards. typically, you should be 74

welcome back to "early today." rescuers are still racing to search for survivors after a factory building collapsed in bangladesh. the death toll has risen to more to 194. no word yet on the cause. the syrian government says opposition forces are responsible for destroying a mosque dating back to the 12th century. am muir amateur video shows piles of rubble where the minaret once stood as part of the world heritage site. dr. kermit gosnell is charged with murder in the deaths of four babies after prosecutors say they were born alive at his clinic.

presidential library is set to open today. at the dedication ceremony are only five people alive who actually know what it's like to sit in that oval office chair. of course, we're talking about wrchlts and his dad, along with president barack obama, bill clinton and jimmy carter. danielle leigh joins us live. it's an historic day there, no doubt. >> reporter: richard good morning. it really is at the george w. bush museum and library looks magnificent as the sun begins to rise in dallas. the stage has been set. you can take a look. there are thousands of chairs laid out. people have been working for days getting ready for the ceremony. 8,000 people expected to attend, as you mentioned all five presidents here to honor the former president george w. bush and his legacy. this gives a thorough examination of his time in office, many of the crises he faced. for instance, the september 11th

is where the top nfl prospects for the 2013 draft have gathered above the famed marquee. security will be tighter in light of boston's bombings and football players will honor the victims with a moment of silence. former nfl running back barry sanders won the vote to appear on the cover of the most popular game. sanders got 50% of the vote to be on the cover of "madden 25" the 21st edition of that game. as we get close to the kentucky derby, a cute little rabbit was spotted here. the kentucky derby is a week from saturday. seen here on nbc. and the tampa bay rays had two penguins from the florida aquarium walking around their clubhouse. the manager was trying to get his players to chill out. it seemed to works the rays beat the yankees. a broken water pipe might be to blame for this landslide. that undercut part of a deck stretching back about 15 feet under the home itself.

leading the news this morning in "the washington post." the cia pushed the boston bomber to the terror list. according to u.s. officials this push happened more than a year before last week's attacks. and in "the new york times," a study ties autism to increases in placenta. after studying placentas from 217 births, doctors found families with high risk of autism that had high holds in the placenta. president obama has ordered all american flags to be flown at half-staff today. the president will speak at a ceremony to honor those killed in the massive fertilizer plant including the first responders. who were working to put out the blaze when the explosion occurred. a horrific scene is still playing out in bangladesh where at least 194 people are dead after a garment factory building

collapsed. officials fear the death toll could spike with many still trapped inside. a fire in another factory killed 100 people in december. here's something you don't see every day. a majority of senate republicans voting for texas. a 74-23 test vote yesterday indicates support for state and local taxes for online shopping. 27 republicans voted in favor, the senate could vote officially as early as today. winning a wedding contest is usually a little livelier than this. a british couple stumbled down the aisle in zombie fashion. to exchange vows in front of an undead audience. the bride and groom won a competition to have their nuptials in t release of a new zombie computer game. >> the first dance was "thriller" that was obvious. >> i'm not sure if that's true. but it would work out perfectly. time for a look ahead.
