good morning, welcome to a special split edition of "today" on this thursday morning, i'm savannah guthrie, matt is coming to us from texas, southern universities. good morning to you. >> good morning to you. you forgot to say chilly southern methodist university. we're five miles from downtown dallas at laura bush's alma mater for the dedication of the president al library, officially called the george w. bush presidential center. as you menoned, all five living presidenting will be on hand so you can only imagine the security issues that people have been going through.

on the stage behind me will be president obama, president bush, 41, president bush 43, president carter, president clinton, and their wives as well as other dignitaries in attendance. former vice president dick cheney will be here. former secretary of state ko condoleezza rice will attend, and i think former prime minister tony blair coming here, as well, along with friends and family members. this morning we're going to be talking about what this museum holds and what it hopes to accomplish, and we will have that live exclusive interview with president bush and mrs. bush. savannah? >> all right. rare and historic certainly words to describe that today. matt, looking ford talking to you more. first, it is expected to be another frustrating day for passengers at some of the busiest airports. pressure is mounting on congress to end travel delays tied to the automatic budget cuts known as the sequester. nbc's tom costello is at reagan national airport with the latest. good morning to you. >> reporter: savannah, good morning.

thousands of flights delayed just since sunday, and it's fair to say there's a lot of finger pointing going on between democrats and republicans and the white house and the faa and the airlines. bottom line is that passengers are caught in the middle of this washington dysfunction, and they're getting angry about it. from los angeles to atlanta, new york to washington -- >> united 395, clear to chicago o'hare airport -- >> reporter: the nation's control towers and radar facilities are now five days into the furlough that's have slowed takeoffs and landings nationwide, and nobody is happy. >> they didn't provide any information at that time so we sort of sat on the tarmac for a little bit waiting. >> i guess it's the politicians back in washington that just can't seem to play in the same sandbox. >> reporter: there's plenty of anger boiling over on capitol hill. >> this imperial attitude on the part of the administration, and you're the most recent example

of that imperialism, is disgusting. >> reporter: with republicans accusing the faa of waiting until the last minute to let the airlines know where the furloughs would create the most impact -- >> we told them they should expect significant impacts at major facilities. >> well, la di da. >> reporter: suggesting other places could have been cut other than furloughing controllers. the white house doesn't allow flexibility in where it cuts. >> they should read the law. they know what's in it. they wrote it, they passed it, they should know what's in it. >> reporter: also angry, the airlines, their passengers and business are suffering. >> we think the air traffic controllers should be deemed essential. air traffic controllers have never been furloughed. there's a very good reason for that. they are front line safety professionals who ensure the safety and efficiency of the international airspace. >> reporter: the overriding issue is if there's a better way in the budget to cut $160 million.

the administration says congress has ordered that it must be done this way. congress isn't so sure about that. bottom line, they're now trying to come up with a way to give the faa the flexibility to find phone cut elsewhere and avoid these furloughs. talk about dysfunction up on capitol hill. back to you. >> yeah. can't get fixed fast enough for passengers. tom kos telecostello in washing thank you. new details in the boston bombing investigation. we're learning more about the suspects' past and why u.s. officials closed a case on tamerlan tsarnaev years before the attack. jeff rossen is in boston once again. good morning. >> reporter: hey, savannah, good morning to you. standing on boylston street here in boston, the site of the attack. and you see a giant memorial has been set up for the victims. we have been watching people come here day and night to pay their respects. meanwhile, as that happens, there are new developments once again in the investigation. overnight, atf investigators descended on a convenience store in boston -- sorry, in watertown, massachusetts.

that is the same town where the shoot-out happened. the clerk tells our boston efficient whdh, investigators found empty fireworks in the garbage outside. that is the gunpowder that was removed. as we reported, that's an important development. the older suspect bought fireworks before the bombing, and the younger suspect told investigators they were reading an online al qaeda magazine that included bombmaking instructions for how to use fireworks. we're looking into that. also, investigators are trying to put the timeline together of when the older brother, tamerlan, became an extremist and why he became an extremist. digging into his past. this morning, relatives say they have an idea. tamerlan tsarnaev may have been brainwashed, relatives say, by a mi mystery friend named misha who followed strict islam. they said he dropped out of school and quit boxing, saying they were incompatible with

islam. a radical change in behavior. >> investigators will continue to look at exactly how the individuals were radicalized. that's a key point because it goes to how the federal bureau of investigation and local police might detect individuals before they mobilize to violence. >> reporter: what about the younger brother, seen playfully wrestling with friends and doing the robot dance? relatives say he was completely obedient to his brother and believe tamerlan turned him into a terrorist. >> i can't stress enough to anyone how normal of a kid he was. >> reporter: for a time, authorities had tamerlan on their radar. u.s. officials say in march 2011 the russians flagged the fbi that tamerlan was becoming a radical. the fbi asked the russians for more information, but officials say the russians didn't respond. the fbi ran checks and found no ties to terror, closing the case but putting him on a attach

watch list. september 2011, the russians flagged tamerlan again as a radical. this time to the cia. officials say the cia contacted the fbi who once again asked the russians for information. but officials say still no response. january, 2012. tamerlan flew moscow setting off an alert in that travel data base. authorities took no action because the case was closed. when he returned to the u.s. six months later, no alert at all, raising the ire of some republicans wednesday. >> we need to ask why is the obama administration failing in its mission to stop terrorism before it reaches its targets in the united states. >> reporter: democrats and republicans now say they want to get to the bottom of this, and they want answers. one other note, savannah. right now, the suspects' parents this hour are holding a news conference in russia. the father just said he plans to fly to the u.s. today. he doesn't have a plane ticket

yet but wants to to come claim his older son, tamerlan's, body. savannah? >> thank you. we're also following breaking news in alabama. multiple explosions on some fuel barges. natalie's got that story. good morning. >> good morning. good morning, everyone. those explosions were throughout the night on two fuel barges in mobile, alabama. the blasts injured at least three people. the fire burned for hours but is now out. crews had to be evacuated from the carnival "triumph," which is docked nearby for repairs. meanwhile, officials are trying to figure out what sparked that fire and explosions. a case of the bird flu virus has been confirmed in taiwan, marking the first time that deadly strain has been spotted outside of china where it emerged. the h7n9 virus has killed at least 22 people in china since march. experts are calling the strain one of the most lethal influenza viruses for humans they've ever seen. one ray of hope so far, there is little evidence the virus can spread easily from human to human.

rescue crews in bangladesh are still combing through the rubble of a catastrophic building blaze following the cries of people trapped inside for more than 24 hours. at least 194 people died when the eight-story building crum e crumbled. just a day before disaster struck, police ordered the building, evacuated fearing for the structure's stability. many ignored the order, keeping more than 2,000 workers on site. some of the companies in the building say they produce textiles for major u.s. retailers. a sweet gesture from neil diamond. the singer is donating some of this week's profits from his "sweet caroline" to victims of the bombings in boston. the song had long been a fenway park tradition during red sox games. and sales of the track have jumped some 597% since last week. more reason we all love neil diamond. 7:10 now. back to you. >> natalie, thank you very much. what's going on in the weather department?

>> we've got breaking news going down now in maryland. prince george's county. a huge mulch fire is burning. they have been having big problems with smoke, and the problem of getting it out is that there are shifting winds and a lack of water. they're continuing to watch that. yesterday, we had two tornadoes touching down in suburban new orleans. this one, kenner, louisiana. an ef1. in metery, an ef0. roofs ripped off homes, trees down, power lines pulled off. a lot of big problems. let's look at temperatures. we've got frost and freeze warnings throughout a good portion of the midsection of the country. chilly start to the day. look at the temperatures this morning, north platte, 23. garden city, 36. oklahoma city, 38 degrees. temperatures will not warm up that much later on today. we're going to get to your local forecast in a moment. first, this message. you've known? we gave people a sticker and had them show us. we learned a lot of us have known someone who's lived well into their 90s.

the ricin-laced letters to president obama and other officials. investigators are focusing on a new person of interest after charge against 45-year-old kevin curtis were dropped earlier this week. what a week it's been for you. let's go back to the initial moment when you were arrested. as i understand it, you walked outside in your driveway were and vourned e-- and were surrounded. >> surrounded quickly. i went out with my dog, was going to check the mail and make dinner for my children. in seconds, it happened in probably three second. there were like 20 armed cars and machine guns and hoods and homeland security, fbi. it was unreal. >> you were brought into custody. at what point did you realize what the charges against you were? >> actually, about two days. two days went by before i was actually informed of the official charge.

i guess it was some type of interrogation. they wanted to see if i would say some, you know, give the information. >> what kind of questions were they asking you? >> well, it was more of an attack. like "we know you did it, you know you did it. don't deny it. you knew what do you." i was -- i don't know. i don't know what i'm here for. >> what did you think when you learned that the accusation was that you sent poisoned letters to the president of the united states? >> what did i think? i never heard of ricin. i thought they said "rice." i said, "i don't eat rice." i said, key to my house. i don't eat rice." they were very angry. >> you've been a defense lawyer for a long time. i'm sure a lot of clients say they're innocent. >> absolutely. >> why did you think in this case kevin wasn't capable of what he was accused of? >> just knowing kevin. i mean, and i didn't know him

personally, i knew of him. i have a connection to his daughter which is what brought me to kevin the morning after he was arrested. when i met with him and i talked to him -- like you said, after having done this a really long time, you just get a gut. i call it a gut. >> you think you were framed? >> well, sure. sure, i do. >> do you think you know who framed you? >> i have a hunch. you know, you never really know. i've been a vocal online activist for many years. and i've signed the same signature for 15 years. this is k.c., and i approve this message. if i put a video on youtube, i say, "this is k.c., and i approve this video." whoever was watching, they knew the kind of things -- i had an e-mail signature that said, "to see a wrong and not expose it is to become a silent partner to its continuance," and i itall si sized font.

someone had copied and pasted it to the letter to the president. >> i know you're thankful for - even offered a foot massage. over to matt. this is a state-of-the-art facility. thousands are expected to attend the dedication event. let me give you a lay of the land. it's a $250 million complex that includes the president's library, a museum, a policy institute, and a foundation. the george w. bush presidential library and museum sits on 23 acres of the southern methodist university campus. inside the complex, a treasure trove of more than 43,000 artifacts from the bush presidency. 70 million pages of paper records, 50,000 audio and video tapes. and the largest digital collection of any presidential library including more than 200 million emails and four million digital photos.

on the grounds, over 900 native trees. and nearly 2,000 shrubs on a self-sustaining prairie. 2,500 square feet of solar panels heat the center's entire hot water system. making the bush center the first lead certified, most environmentally friendly presidential library. david gregory is joining us at smu and the presidential center. he was the chief white house correspondent during president bush's time in office. he's now moderator of "meet the press." good morning. >> good morning, matt. you know president bush. he doesn't like to engage in a lot of his legacy talk surrounding his years in the white house. but even as he stayed out of the spotlight, i think he and his advisers realized that the debate over the meaning of his years in office still rages. as he left washington four years ago, the public sat in harsh judgment of george w. bush, with roughly 2/3 of the country disapproving of his job performance.

the scars ran deep over multiple wars. the terror debate and a collapsed economy. >> may not agree with some of the tough decisions i have made, but i hope you can agree that i was willing to make the tough decisions. >> reporter: today, as his presidential library opens, visitors are left to grapple with his record, from tax cuts to his role in our economic slide. mr. bush has made up ground in the public's mind, and his record is viewed more charitiably. >> one he is out of politics, americans begin to look at a president not as this live political figure but as a figure in history. >> reporter: on immigration, his party has moved back his way. many of mr. bush's post-9/11 controversial terror policies have been continued or accelerated under president obama. and the bush freedom agenda is viewed as, if not a cause, at least a precursor to the arab awakening in the middle east. [ gunfire ] >> reporter: judgment has not softened, however, over iraq.

a war of choice or necessity is the question that still lingers. >> dry anthrax -- >> reporter: the faulty intelligence, the failure to find wmd, were the backdrop to criticism that the president and his team underestimated the challenges all along. >> the united states and our allies have prevailed. >> reporter: and grew stubborn in the face of mounting setbacks. >> i hear the voices, and i read the front page, and i know the speculation. but i'm the decider. [ chants ] >> reporter: what grew into a reputation for incompetence stained the administration and the gop brand after hurricane katrina. >> i think it reinforced damage that was taking place. i can hear you. the rest of the world hears you. >> reporter: after 9/11, the country was not attacked again while he was in office. and as the boston bombings remind americans of the terror threat, historians say mr. bush's wartime presidency will likely be viewed more favorably. >> a perfect example for george

talk to your doctor about cymbalta. depression hurts. cymbalta can help. the time is 7:26. good morning. mothers hospitalized after an out of control car crashes into her living room in san jose. this all happened yesterday afternoon near leigh high school. a pair of speeding bmws spun out of control. the silver one with three people inside went into the house. you can see that red one there. spun around, crashed into astreet sign. that was quite a mess. the mother's 9-year-old daughter was found inside of that rubble suffering minor injuries. her 4-year-old son was not hurt. also, a pair of bay area daycare owners now getting ready to make their first court appearance after being charged with multiple state licensing operations.

of the successes and some of the failures. and because ultimately history will judge whether critics are right or wrong. and this is a place to educate people. >> we're going to leave this area here where there are some hanging over there. we remember talking about the supreme court decision that resulted in your moving into the white house. and even though the country was divided and there was so much controversy, when you came to the white house, you had great plans in terms of the domestic agenda. this section is related to that. >> that's right, tax relief, education reform, faith-based initiative. >> tee ball in the white house the first summer 2001. >> you mentioned taxes, the economy, you wanted to right the economy. and then because there is so much that is unpredictable with the president, it all got thrown out the window because of this on september 11th.

these are some of the twisted beams from the world trade center. and when this happened, president bush, did you know instantly, and mrs. bush, that not only would the world not be the same but your presidency not be the same. >> well, andy carr whispered in my ear, america's under attack and i became a wartime president, something i didn't want to be. >> how did he change on that day. his demeanor, his outlook. >> well, i think both of us, you know, were stunned really by the terrorist attack, but also we knew immediately that, you know, that everything had changed for us. and i would just say became more serious. he was already very serious, obviously, about his job. >> he felt the weight come on to his shoulders even more so than taking on the presidency. >> i think we really felt the duty of being president. george and i both did. >> the names of all the people who lost their lives on that day are etched in the walls behind us. if we walk over here, that

famous scene we saw a couple of minutes ago, the bull horn that you held at the rubble of the world trade center saying that soon the people who knocked these buildings down will hear all of us. >> you know, you asked about -- laura about how i felt. here's how i felt. i felt determined to do my job. in other words, my job became clarified that minute in the classroom and that is to protect the homeland. >> you said in an interview recently that america is safer after 9/11. yet, we all watched what happened in boston last week. are we safer in terms of the large-scale attacks on our security? are we as vulnerable as ever to the smaller scale? are we as vulnerable to the kind of enemy we saw in boston? >> we're safer because people after 9/11 are aware that the homeland is not completely secure. in other words, conditions overseas matters to our national security. it is very hard to secure the homeland. and until hopelessness is

marginalized, we'll still be vulnerable. and that's one reason why i'm such an advocate for pushing free societies. >> over here, if we walk further, now we get into the -- we've had 9/11 and now we get into a wall here that says fighting the global war on terror. this, of course, includes the war in afghanistan. and it includes what was perhaps the most controversial decision of your presidency invading iraq. and it became even more controversial after no stockpiles of weapons of mass destruction were found. do you want people -- and there's one area here called the decision point theater. do you want people to look at some of the information you had, and do you think you'll convince the people who thought that was an unjust war, the wrong war at the wrong time that perhaps you were right? >> look, the whole purpose is to lay out the facts as i saw them at the time. and people make their own judgments. some will agree, some will disagree. i will give you my judgment, removing saddam hussein was the

right decision and the world is better off without him in power. >> in that theater, mrs. bush, visitors get to listen to advisers and they get to see breaking ne is a fair analysis? in other words, is it weighted in the direction of your president and what your husband and what he eventually chose to do? or is it right down the middle? >> i think it's rig down the middle. to really give people the chance to see what it's like to hear from a lot of different advisers, to be prodded by the press. you know, what are you going to do? what's your decision? how are you going to make -- >> it's a polite word. >> he looked at me when he says that. >> really to have some idea what it's like, especially monumental decisions, like the war on terror was. you know, that's just a very, very big decision. and every president hopes they won't have to make that decision. >> every president can be confronted with a decision they didn't expect to make. >> right. >> and so the purpose here is not to defend or to argue or to --

it's on. let's roll. breaking news going on in san mateo county now. we have live pictures for you here. that's where a wild high-speed chase just ended on interstate 280. this one started all along the coast on highway 1 in san mateo county. officers tell us that car was stolen out of san jose. >> the driver led officers on a chase through residential streets for about 45 minutes until it ended on interstate 280. a man and a woman inside that car were taken into custody. you can see the officer standing outside the vehicle. looks like it was crashed. a patrol cruiser got in a minor crash during the chase but no injuries were reported. >> good morning, thank you for join ugs.
