from nbc news, this is "today" with matt lauer and savannah guthrie. live from studio 1 a in rockefeller plaza. good morning. welcome to "today" on a wednesday morning. i'm matt lauer. >> i'm savannah guthrie. it's hard to say on may 1st i'm about to say this, but the snow is really coming down this morning in estes park, colorado, about 50 miles west of denver. >> it has the potential to dump an unprecedented amount of snow late in the season, up to a foot in some areas. >> we want to get right to al roker for the details. good morninging al to you. >> good morning, guys. yes, a powerful storm from estes park, denver, ft. collins looking at snow as well. we're going to be looking at a major winter storm even though it's may 1. let's show you what we've got. it's a powerful frontal system bringing snow from denver later on today from minneapolis, where you have winter storm warnings up for minneapolis.

here's what's happening over the next 24 hours. storm gets itself together. starts off as rain and snow in minneapolis, changes over to all snow and then continues to push to the west. here's what we see as far as accumulations. denver, anywhere and the surrounding areas, 6 to 9 inches of snow. some areas as much as a foot of snow. as we make our way to the west -- to the east, i should say, and north from mason city, minneapolis, on into wisconsin, another 6 to 9 inches of snow. down to the south there's a storm system that's part of this whole mess. it's going to be pushing in. some areas in southern florida picked up 10 inches of rain yesterday. then what we're looking for over the next 24 hours from new orleans into louisiana, into parts of florida, anywhere from 5 to 7 inches of rain. so, we've got snow and we've got flooding all out of the same system. matt? >> come on in, we'll get your local forecast in a couple of

minutes. we're learning more about the events in boston that led police to the suspects in the marathon attack. we sat down with the 26-year-old chinese entrepreneur who was carjacked by the brothers. he goes by the nickname danny, and in order to protect his privacy he asked us to conceal his face and modify his voice as he told us about that fateful night. >> it's the night after the bombing. >> yes. >> you're sitting in your car? >> i saw someone pull over to the curb just behind me and there was a person on the passenger side. he jump out of the car and walk to my car. he knocks on my window. i lower it down a little bit. suddenly he put his hand in and opened it from the inside. >> what de say to you?

>> he took out his gun, point it to me and say, where's the cash. >> can you show me how close he put the gun to you? >> right there, yes. >> right at your head? >> yeah. >> did in any way you think at that moment this is a guy the fbi is looking for? >> no. i saw a different guy from the picture. >> he asked you a question, didn't he? have you been following the news from the bombing? >> i said, of course, i know. he said, i did that. and i just killed a policeman in cambridge. >> when you took off driving, you had to be scared to death. >> yeah, i was -- >> how did you even manage to drive? >> at first i can't manage to drive. i was shaking. tamerlan told me to slow down, don't drive so fast. >> he slowed down as brother dzhokhar followed in a mercedes. when dzhokhar got in the car, de

did he say anything to you? >> he didn't say too much to me. it was pretty quiet. >> did you get a sense from the way they interacted with each other that they were equals? >> i think dzhokhar is like a follower. >> why do you say that? >> because dzhokhar, he went out to the atm. he went out to get the gas. tamerlan never got out of the car. >> so he was the guy doing the errands? >> yes. >> they loaded something from the second car into your suv? >> yes. >> what did they load into your car? >> i have an idea now. it was explosives. >> when you think you were driving around in that car with two people who allegedly committed murder, in the back of the car there are explosives, what do you think now? >> i think i was really lucky. god was with me. >> danny considered many different ways to escape but he decided to make his move when they stopped at this gas station

in cambridge. at that time of night they only took cash. >> only took cash. dzhokhar went to the store to pay cash. i saw it was a chance. there was only one in the car. >> if you are going to escape, it had to be quick. >> yes. >> what did you have to do? >> i was thinking, unfasten my seat belt, open the door. >> with your left hand you undid the seat belt, with your right hand you opened the door and you took off? >> i took off. >> did you hear him react to you opening that door? >> he tried to grab me. i could feel him trying to grab me. >> he tried to grab your back? >> yes. >> but just missed me? >> just missed me. it was very close. >> danny ran into a different gas station and called 911. he told police they could track the suspects through his car satellite system and the iphone he left behind. have you thought about the fact that because that happened, and they did track them quickly, that perhaps you prevented

further bloodshed that night? >> i was trying to do, you know, what i can do. >> it couldn't have been too long after that, about a half hour later, there was a shootout in watertown. >> yes. >> and tamerlan was killed. >> yeah. >> what was your reaction? >> i was still worried they would come back to me. but when i heard of that news, i felt a little bit of relief. >> we'll have more of our conversation with danny a little later in the show. including a section where he talks about getting a text message and then a phone call from his roommate. and tamerlan looked basically at him and said, you do anything stupid with that text message or the phone call, and i will kill you. it's a harrowing ordeal. >> i can't imagine how he's adjusted. how did he seem to you? he must be shaken even to this day. >> one is dead and one is in custody, as you can tell, he did not want his identity revealed.

he will testify in the trial gladly, and he knows he'll be identified at that time. but for now, he wants to stay under the radar. we're following a decision by the fda on who can buy the so-called morning-after pill. dr. nancy snyderman, good morning. >> we're talking about the morning after pill, as you said. it's an emergency contraception known as plan b one step, because it's one pill. until now it's been available to women 17 and over but however, because of yesterday's decision by the fda, the age restriction is being changed to 15 and being moved to over the counter. beginning this morning it will appear at retail outlets with a label that says, not for sale under 15 years of age. the age restriction two years younger than it had been. the pill's manufacturer teva pharmaceuticals welcomed the ruling, calling it a significant milestone for women.

but lowering the age restriction is likely to dramatically raise the level of controversy, especially among parents and teens. >> i think the parents should know about -- if they're going to take some kind of pill like that. >> i would want my child to speak with me, but not all families are the same. >> fda commissioner dr. margaret hamburg said in a statement, the data reviewed by the agency demonstrated that women 15 years of age and older were able to understand how plan b one step works and how to use it properly. but groups opposed to lowering the age restriction were quick to fire back. >> what tuesday's ruling did was remove sexual screening for those young women who are sexually active. most parents would agree that's not in the best interest of young women's health. >> two years ago an fda panel recommended all age

restrictions on the so-called morning-after pill be removed. but health and human services kathleen sebelius changed that but then the supreme court overruled her, saying the ruling was unjustifiable and ordered the pill be made available to anyone regardless of age. >> we should note that the fda ruling applies only to the plan b one step. it does not apply to the plan b pill that requires two doses. >> what are the implications of a 15-year-old taking this drug? is it medically safe? also the maturity issue, is this something you're worried teenagers will use this as a regular birth control? >> well, first, in is the most studied group of medicines on the market. and there's no evidence that this can biologically hurt you or cause you harm down the line. now, where parents get wiggy is to think could my 15-year-old be having sex and the answer is, yes.

13, 14, 15-year-olds are having intercourse. so we have to talk about if we want to prevent abortions, should we allow birth control, birth control that's safe, condoms, and all of this stuff, and still have the conversation and remind kids that this may prevent pregnancy, but it doesn't do anything for stds. so it's to prevent pregnancy, and, yes, it does. >> thank you very much. seven americans killed on monday when a national air cargo plane crashed have now been identified. this video shows the plane crashing. it is absolutely disturbing. the images show the 747 cargo plane rising to the sky over

this morning 100 prisoners remain on hunger strike at guantanamo. their lawyers say to protest being detained for years. in most cases without being charged. extra doctors and nurses arrived monday to help force feed 21 prisoners. even as the american medical association protested telling defense secretary hagel force feeding violates core ethical values of the medical profession. once a prisoner makes a rational decision to refuse food. president obama says it's yet another reason the prison must be closed. >> i don't want these individuals to die. obviously, the pentagon is trying to manage the situation as best as they can. but i think all of us should reflect on why exactly are we doing this? >> reporter: the military says dozens of prisoners clashed with guards two weeks ago after hiding makeshift weapons. >> how can the military hope to maintain discipline over a prison camp where there is

in fact, maybe a few showers monday into tuesday. we'll take you from the mid 90s to the mid 70s. weather. savannah? >> al, thanks. this morning on "rossen reports," dogs in filthy conditions. the american kennel club, may not be doing enough to protect animals. today national investigative correspondent jeff rossen is here. >> this will be eye-opening for a lot of people. when you buy a puppy, you want it to be happy, healthy and well treated and a lot of people depend on the american kennel club to be a breeder. you think it must stand for excellence, you're getting a good dog. but this morning we found disgusting conditions and sick dogs at akc-registered operations. >> the portuguese water dog. >> reporter: it is the epitome

of canine perfection, the westminster dog show. >> the best in show -- >> reporter: and the american kennel club is proud to oversee it. on the akc's own website calling itself the dog's champion, registering puppies with official puppies, inspecting breeders. many dog owners count on it, looking for that seal before purchasing a puppy. but critics say there's an ugly reality you don't see. some akc breeders raising deceased dogs, malnourished, living in their own filth. so disturbing, now two of the country's largest animal welfare groups, the aspca and the humane society, are condemning the akc. >> if i'm looking to buy a dog and i see it has been akc-inspected, akc gregistered, does that mean i'm getting a

good dog? >> absolutely not. it's just a piece of paper with month practical value for dog welfare. >> reporter: lillian thought she was buying a dog from an reputible breeder. >> i assumed i was getting a very healthy dog, coming from a quality kennel. >> reporter: what did you end up getting? >> a very sick puppy. >> reporter: sick, she says, with intestinal pair site aal p congenital eye defect. records show the akc had just inspected that kennel weeks earlier and found them in compliance. what did you make of that? >> i make that their standards must be low. >> reporter: turns out it wasn't just her dog suffering. law enforcement went into the kennel just two months later and rescued dozens of dogs. the breeders say they did nothing wrong, but according to a civil court judge, many of the dogs were in poor condition for a substantial period of time.

remember, the akc had been here and signed off on the place. >> time and time again we're going and raiding places and finding these dogs in miserable conditions. >> reporter: he says while most akc-registered breeders are probably fine, they're seeing too many bad apples. from montana to north carolina. in some cases those breeders are even convicted of animal cruelty. so we went straight to the akc. if you had to grade your inspection program, what grade would you give yourself? >> i'd give us an "a." in fact, our inspection program is more than 98% in compliance. >> reporter: critics say that's just smoke and mirrors. breeders pay the akc registration fees for every dog. yet the akc has no idea what goes on at many of those kennels. nationwide how many breeders are there that have akc-registered dogs? >> that's a great question. we don't know. >> reporter: you don't know?

>> i don't know. no, i'm sorry. >> reporter: what percentage of breeders that do have akc registered dogs end up getting inspected? >> we've done 55,000 inspections since 2000. >> reporter: what percentage of breeders get inspected? >> it's varies. >> reporter: ballpark. >> i don't know. >> reporter: how many inspectors? >> nine inspectors. >> reporter: that cover the entire country? >> that's correct. >> reporter: do you think that's an adequate number? >> that's the number we have. >> reporter: and there's more. animal rights groups say the akc is actually protecting bad breeders. fighting laws that would regulate breeders based on the number of dogs they have. and require new standards or inspections. you have opposed laws in several states that would crack down on breeders. why? >> we oppose breeder limit laws because it's not the number of dogs that you own. it's the care and conditions in which they're kept. >> they should be helping the humane society in its efforts to

the couple removed him from sutter memorial hospital against medical advice. >> i want to go to different hospital and she told me again, if you want to go, but you have to go. your son is going to be here. >> i put my son in the stroller. i walked out of the hospital. >> after getting a second opinion on his condition at nearby kaiser hospital, sammy was cleared to go home with his parents. but the next day, police came to their house and took sammy away. all captured on home video taken with anna's camera. >> did not know where my son is. they took my baby out of my heart, out of my hands. he walked away. i didn't know what to do. i didn't know where to start, where to look for. where is he? >> this case involves a fourth amendment violation and 14th amendment violation. >> a doctor, any hospital, anyone doesn't have the right to make decisions about a child's health care. >> at a court hearing earlier this week, a judge ruled that

sammy be brought to a hospital at samford for evaluation. his parents regained control of his medical treatment but also stated that the parent must follow all medical advice moving forward and not remove their son from the hospital without proper discharge. >> we've been asking is that we get the treatment in a different hospital and we're going to have a second opinion. that's all we've been asking for. we got it. >> sacramento county child protective services told nbc news the law is clear. if there's imminent risk of physical harm to the child and insufficient time to obtain a court order to remove the child from the care of the parents, the social worker or law enforcement officer can remove the child. sutter memorial hospital released a statement saying, our nurses and physicians are bound by duty to call authorities if they believe a pediatric patient's health is in danger. we fully support the judge's decision and are confident that the family will receive an excellent second opinion from

million people. >> you guys have been on tv an awful lot. but after that show aired, you were inundated with letters and prayers from people from everywhere. >> everywhere. >> you truly believe and this was partly what this book is about that it was those prayers that were answered. >> definitely. i mean, we were like heavily on prayer. when i was in spain, i was so grateful for the gift of prayer, i couldn't get to my son for 24 hours. so the prayer was vital. >> again, being deeply religious people, a lot of people would question their faith after an accident like the one ryan went through. pat, i was interested the way you put it. you said this. you didn't think that god caused this to happen. you think he allowed it to happen. i wonder what you mean by that. >> well, he doesn't prevent the consequences of our decisions. you know, ryan and his buddy went up on the roof to get some sun. there was a skylight, it was not

marked. it wasn't guarded. people knew it was there. he must have tripped in some way and fallen through. there are consequences to actions. but god says i'll go through it with you. he did not even prevent his own son's death because there was a purpose in it. >> how is ryan doing today? most importantly. >> so much better than anybody of ever predicted. he is happy, he talks, he eats. he is getting better in his movements all the time, more and more cognitive. reads. >> he's funny. >> makes us laugh. >> there's a part of this story that's going to get some headlines because this is the boone family, after all. >> yes. >> the wholesome boone family. the religious boone family. there's a part of his recovery that relies on medical marijuana. >> i'm very grateful that this is available legally for ryan right now. he has very strong aggressive reaction. if he sees a man he doesn't know. it's very involuntary. >> it's really a fight or flight

massachusetts dartmouth campus where he's been a student? officials do believe the things were taken out of his dorm room after the bombing. they've been searching through landfills and garbage dumps in the boston area to look for things they think were in his room but haven't been able to find them. officials emphasize there's no indication these three had involvement in or knowledge of the bombing beforehand and instead we're told these charges have to do with their actions after the bombing and the question is what was their state of mind when they removed these things from the dorm room. did they think they were helping a friend acting at his request or did they have suspicions or think they were covering up a crime? that's something we'll find out later today when and if these charges are unsealed. immigration authorities have detained at least two of the three on a potential violation of their student visas. they apparently were here in the united states but were not attending classes so that allowed authorities to put two

of them on hold but we're told the third was arrested today at the university of dartmouth campus. now, the suspicion that items were removed from dzhokhar tsarnaev's dorm room arose almost immediately after the bombing. authorities searched his room in the days following the bombing after the shootout in watertown, after the older brother was killed, and said they found a items in the dorm room like a laptop computer and other things and they have been trying to find these things ever since and that's the reason these three people have been detained. they emphasize there's no suggestion that they had anything whatsoever to do with the bombing. we hope to have more details on this as the authorities release more charges in the coming hours and coming days. for now, i'm pete williams, nbc news in washington.shington.
