highway 85 at 2:00 this morning. that fire is out. so far, no reports of any injuries and the cause of the fire remains under investigation police and divers will be out in clear lake searching for a missing 9-year-old autistic girl from the bay area. christie smith like in san francisco where mikaela lynch goes to school. good morning, kristy. >> reporter: good morning. that's right. mikaela lynch goes to school here in san francisco but she was at her family's vacation home near clear lake when she suddenly disappeared. a little later this morning, the search for her expected to resume and, in fact, widen. 9-year-old mikaela is autistic, doesn't speak. her dad reported her missing from the home on sunday afternoon around 1:30. clear lake police say she had been playing on a trampoline in the yard. her brother ran around to get

away from a bee, ran around inside and came back, she is gone. there are fliers up around the area for her. police and volunteers searched all day yesterday. the area is near a number of waterways. there were boats and dive teams out there looking for her. they say she doesn't know how to swim very well. she wouldn't know how to return home on her own. they have looked in cars and backyards to make sure she isn't hiding there. she doesn't have her medication with her and suffers from seizures. she is four feet tall, 70 pounds, blue eyes and brown hair. that search boundary expected to expand today. i have calls into clear lake police. as soon as i hear from them, i will let you know what they had to say. christie smith, "today in the bay." the daughter-in-law of former state senator and oakland mayoral candidate, don peralta, died of drowning. katherine peralta was found dead saturday morning in her family's

swimming pool in napa. they do not expect any foul play but they are awaiting toxicology results before making an official ruling surveillance video helped them catch a thief who used a taser to rob a victim at a jewelry store. it happened on saturday night. the thief grabbed the bag the victim was carrying and then got into a red saturn with another suspect and sped off. four people suffered minor injuries in an accident vofring a pick-up truck. police were called to the intersection of 11th and empire streets around 6:00 last night. they found the bus on the sidewalk leaning against the home's porch and the green contractor truck in the intersection. a vta spokesperson claims the pickup ran a red light, hit the

bus, which ran into the house. the house had minor damage. we give you a live look at san jose. that is the 13th state railroad bridge near oakland road. this has a nice, fresh, new coat of paint. crews are working to cover up the graffiti that was on the bridge. city hall has received hundreds of complaints over the past few years about all the grafyty there. crews after finishing up here are headed south to clean up the mckie road bridge. making the way for a clean, fresh day. let's hope it last for a while. let's check the forecast with meteorologist christina loren. good morning, laura and john and to you at home. a good-looking day shaping up, just about as warm as yesterday. a few degrees cooler. what happens is that marine layer thickens up and starts to move inland. this morning, it looks like it will reach livermore.

happening. the cooldown is heading our way. >> it is, that's good news. we are so close to summertime now. the kids getting off from school, just about two weeks, three weeks. it is always good when it is warm outside. you can take them to the pool, take them to the park. we have a nice cooldown in store for one of their last weeks of school. that's good news. they are not going to get too hot on the pavement. >> now, we are well into the heart of spring. we have already hit the triple digits. you can recall how it was feeling two weeks ago. very, very hot. today, very nice. we are only going to reach the mid to low 80s. cooler than yesterday. yesterday, a warm day. look at all this natural a.c. that comes onshore. a nice, comfortable day with onshore flow still firmly in place. for us, temperatures are going to drop off to perfect numbers.

that will be a little bit cool. for today, enjoy 84 degrees in livermore. 86, concord. 83 in gilroy. 86 degrees in fairfield, where as we got close to 90 yesterday. the next couple of days, temperatures dropping like a ladder. friday, the coolest day of the week. saturday into sunday, starting to climb right back up and starting to get those days that we typically see in the summer months. we will be at 89 degrees when we meet back here on monday. so, my advice to you, if you have those outdoor activities that you want to take care of when it is not too hot, get them done. mike, that might be gardening for you. not sure. >> it is, gardening. i go out there and i say, yeah, got to do some gardening and go back inside. looking over here toward berkeley where it is a smooth drive. my father in law comes over and i say, thank you for taking care of that garden. the eastshore freeway westbound, a smooth drive right now. we will show you the maps and we will see the same thing for our speed censors. another one, the caldecott tunnel was a concern for a few minutes.

"today in the bay's" bob redell is live by the san francisco waterfront. he has more on this progressing story. good morning. over the weekend, the head of the america's cup did say they expected the race to go on this summer. there are questions about what changes might need to be made after andrew bart simpson, a sailor with artemus racing. he became trapped under water after the sailboat capsized. they meet with the racing company and three other teams to figure out how best to proceed.

they are expected to announce analyst experts to review the accident. one team is not waiting for those results. yesterday, a german team competing in the youth regatta announced it won't compete because of safety concerns after what happened thursday. yesterday, we spoke with american youth sailing force, another team that has decided to stay in the youth regatta. they would have been going up against a german team, a team that's very aware of how risky it can be to sail on the bay. just last week, they capsized their 40-foot cat ma ran. they think it must go on. >> the whole reason is because we push ourselves. we want to push ourselves. we want to go faster and see what that next level is. that's what's gotten us here. the youth regatta is officially known as the red bull america's cup features sailors

19-24 years of age. the race organizers tell the san francisco chronicles that that german youth team could be replaced to bring the field back up to five. reporting live here in san francisco, bob redell, "today in the bay." sacramento police searching for a kidnapper bold enough to grab a 7-year-old girl walking with her mother right in the day. police releasing this sketch of that suspect monday described as 25-35 years old, 5'10", to six feet tall, weighs between 170 to 190 pounds, black hair, worn in braids or dreadlocks. the man grabbed the little girl as she was walking with her mother on saturday afternoon and stuffed the girl right into the trunk of his car. the man did start to drive away. the little girl was smart enough, able to jump out and finally run to safety. >> she ran right to my husband. she said, he stole me, he stole me. she says she was hid in the trunk. when he put her in, he grabbed

her, threw her in the trunk. >> that's just crazy. the little girl is in good condition. she was treated for minor injuries but she is expected to be okay. >> thank goodness she got away. >> how scary. it is being called the island's dirty little secret, the number of drownings that have happened in kaui. elise kirschner traveled there to find out why. of the islands, kaui has had the highest number of drownings among visitors. local leaders are struggling to get the word out about how dangerous the island can be. the drownings have become such a problem. an ocean safety video plays on at the airport and they are asking states to play a video on flights into hawaii warning visitors. a growing problem is that visitor rs going to remote shorelines with no lifeguard in

game three, saturday night at hp pavilion as we take a live look outside this morning. bring up some music. help people wake up. we all need it, tuesday. it is 5:24 right now. palo alto's public parks will soon be smoke-free. city council voted to ban smoking in all 38 of the city's parks and open spaces. city parks and recreation department will decide whether the largest open spaces will have designated smoking areas. the ordinance also increases no-smoking buffers, 5-25 feet. it is expected to go into effect in mid-july. >> it is a little early here. i don't want to terrify you but killer frogs we are being told are on the loose in san francisco. you are looking at a picture of the african claude frog. they don't kill humans but a new study finds they do carry a deadly infection decimating the amphibian population all around the world. researchers tested 23 african claude frogs and found three

right now, a live look outside over the hills in the south bay. that is san jose with the sun slowly coming up for you on a tuesday, may 14th. this is "today in the bay." it is 5:30. good morning, everybody. thanks a lot for getting up with us. i'm jon kelly. >> i'm laura garcia-cannon. overnight, one of the most famous celebrities in the world who happens to be one of the most private revealed a secret she hopes will help other women. angelina jolie announced she underwent a major surgery that could save her life. she writes about it in today's "new york times." marla tallez in the newsroom with our story. most of the time, we see angelina jolie on the red carpet or in a third world country where she is helping children in her role as a u.n. ambassador. it is rare we hear from her. today, we are and in a very

personal way. the 37-year-old actress has revealed she had a preventative double mastectomy. she writes about it in an eye-opening detailed piece in today's "new york times." it is the op-ed titled. my medical choice. she explains her decision to go through with the invasive surgery after learning she carries aegean that significantly increases her risk for breast and ovarian cancer, called brca-1. it gives her an 87% risk of breast cancer. now that she has undergone the double mastectomy, that percentage has dropped remarkably. >> many women don't take this step until they get breast cancer. this is a very aggressive step she is taking but it may reduce her chances of ever getting breast cancer significantly, close to 5% or even zero. >> jolie also writes about her other inspirations, one being her mother, who she lost to cancer in 2007 at just 56 years

old. also, her children, you may recall, the award-winning actress, has six children with brad pitt. she writes, i can tell my children, they don't need to fear they will lose me to breast cancer. they can see my small scars and that's it. everything else is just mommy, the same as she always was. in the end, she wants to encourage women to get tested to know their options and to not be afraid. she talks about the cost of their testing. it is upwards of $3,000. if you can save one life, she has certainly done one job. they will talk about the reconstructive surgery jolie had done once it was all over with. >> good for her. helping so many women hopefully. thank you very much, marla. 5:32. women do have more options to treat breast cancer today than they did years ago. more women are getting chemotherapy or hormone treatments before surgery to try to shrink large tumors. that helps spare more of the breast. others having breast reconstruction at the same time

their cancerous breasts are removed. doctors are testing a method that destroys small tumors by treesing them with a probe instead of removing them with surgery. >> education awareness, very, very vital. police and drivers will be out in clear lake searching for a missing 9-year-old girl from san francisco. mikaela lynch wondered away from the family's vacation home on thursday. she was out playing with her brother. he ran inside for a minute. when he came back, unfortunately, she was gone. mi kaela cannot speak and has the mental capacity of a 1-year-old. she cannot swim. christie smith will have more details coming up in a live report at 6:00. new details on a deadly shooting in the berkeley hills just above the cal campus. police now believe 21-year-old alberto santana silva was shot after trying to break up an

argument. it happened on grizzly peak boulevard near the lawrence hall of science. the fremont man was with friends when a dispute erupted nearby. silva intervened even though he didn't know the people involved. after the fight, a man left the scene, then returned 20 minutes later and shot silva multiple times as he sat in his car. silva died at the scene. a former math teacher facing federal charges accused of repeatedly molesting a teenager from gilroy. 50-year-old robert william lincoln met the girl at rancho san houston middle school in whose isster in 2009. she was a student in his class at the time. he befriended the girl and her family and began a sexual relationship with her in 2011 when she was only 15. he was arrested yesterday in gilroy after the girl's mother reported the relationship to police. a follow-up now to a story our investigative unit broke. documents and hand written notes from the d.a.'s office tracking

extra time off. no one knew about it until now. our investigative unit exposed santa clara county district attorney, jeff rosen, ordering some employee's time sheets to be altered to give free time off and let their employees bank their vacation days. the d.a. said it was to make up for a bonus some lost in the wake of budget cuts. the d.a. kept their own records of how much time was given to each employee. the papers have notes and math on them. no one at the county could tell us whose writing it was or who created the paperwork. we showed it to county executive, jeff snit. smith. he said county payroll had no idea any of this existed. >> i would expect a lot more from an elected d.a. who is the senior law enforcement official in the county. >> the d.a.'s office provided us with a statement that reads, there is no second set of books or second payroll system. the attorney general's office is civilly reviewing the administrative leave issue.

out of respect for the integrity of that process, we will defer further comment at this time. smith says, he is considering assigning payroll staff from other parts of the county to oversea payroll in the d.a.'s office. early action in the east bay to prepare for an especially dangerous fire season. the federal emergency management agency hosting two public meetings in oakland. they will hear proposals by cal berkeley and the city to reduce fire risk in the east bay hills. meetings run from 2:00 to 4:00 and from 6:00 to 8:00 as the east bay regional parks district training center on skyline boulevard. >> doesn't help when it is dry and hot. let's check the forecast. a cooldown coming our way. >> a cooldown coming our way, which is good news for the elevated fire danger we have had over the past couple of weeks. when fema is coming out here and we haven't hit june yet, that should pult your an denna up. it could be. i'm not going to say it will be but we have the potential to have a very, very severe fire

there are calls for an independent contractor to look into whether the irs singled out conservative groups for extra scrutiny. for the record, that's against the law. tracie potts is live where law makers are responding to all these reports. good morning. everyone wants to get into this one. the president says, if, in fact, it is true, it is outrageous. he wants to get to the bottom of it. lawmakers here on capitol hill says we can't trust the administration to investigate themselves. congress should do it. the tea party groups targeted by the irs. the irs has admitted they want an independent prosecutor, because they don't trust the administration or the republicans to do a fair job.

bottom line, as early as 2010, the irs was singling out, this according to a draft report from the inspector general, was singling out groups with patriot or tea party in their name. the irs says it was making it easier to process their application to become tax exempt. the question is, is that, in fact, the case? all of this happening from the cincinnati office. irs employees there looking at these groups and asking questions, according to the groups like, let's see your facebook page? how many people are your members? who are your members? what lawmakers have you been talking to? 300 groups in all. some applications still pending. some now considering legal actions, lawsuits as a result of all this. the timing is interesting, because, of course, it was all in the run-up to the 2012 election. according to this report, an irs top official knew two years ago the commissioner found out just last year. the white house says it just found out about the report and the investigation in late april.

>> a lot of chapters left to be written in this one. tracie potts, thank you very much for the update. >> a key meeting will be held on the future of the america's cup race in san francisco. organizers will discuss the circumstances surrounding a deadly capsize that happened last week and how the race could move forward. "today in the bay's" bob redell is live by san francisco's waterfront with details on the meeting. >> reporter: good morning. it does seem the america's cup will go on as planned this summer here on the bay. that's what's the head of the america's cup authority indicated over the weekend. there are questions about whether or not there are to be any changes, any changes after the death of andrew bart simpson, a sailor with "artemis" racing. he became trapped under water when his 72-foot catamaran capsized during practice. they will meet with "artemis" racing and the three other teams to review plans for the race to figure out how to best proceed.

officials are expected to announce a panel of experts to review thursday's accidents. one team not going to be waiting for the results, yesterday, a german team that will be competing in the youth regatta, that would run parallel to the america's cup. they announced they are pulling out and won't compete because of safety concerns after what happened thursday. yesterday we spoke with what would have been one of the german team's competitors. the american youth sailing force. a team that has decided to stay in the youth regatta. they are very aware of how risky it can be to sail on the bay. they capsized their 40-foot cat catamaran. they think the youth regatta and america's cup must go on. >> i would like to see sailing evolve from where it is now. if it doesn't, i don't think we would know where it would go after this. >> reporter: of course, he is referring to the america's cup

racing those ac-72s, 72-foot t catamaran's. the red bull youth america's cup for 19-24-year-old sailors. they tell the san francisco chronicle that the german youth team could be replaced to bring the field back up to five teams. reporting live, bob redell, "today in the bay." the sailor who died when his catamaran capsized in the bay will be laid to rest. 36-year-old andrew simpson was a two-time olympic medalist, winning gold in beijing and silver last year in london. he leaves behind a wife and two children. it is 5:46 right now. christina loren is back. i like how you put a perspective on it that the cooldown is good, because we are going to get the hot stuff, plenty, coming up. >> at least three consecutive

months. the great thing about living in the bay area, we don't get too extremely hot. we are not talking about the 125-degree readings they will see in southern california, palm springs. we will hit the triple digits. 5:47. we are hitting the low to mid-50s starting with a live picture. the golden gate bridge, two towers there. that's good news. 5-6 miles of visibility here. the good news, flight delays right off the bat because of that thick, low cloud cover. this morning, everything is on time out of san jose, san francisco, and oakland, when it comes to weather. 54 in livermore, 56, san jose, 54 degrees in san francisco. we'll take you into the south bay. 50 for campbell, 51 in cupertino and 48 degrees to start the day in los gatos. area of low pressure slowly but surely tracking closer and closer to the california coastline. this is going to bring us some changes. we will see a few weak disturbances come through the bay area, dry disturbances, enough to keep the onshore flow firmly in place.

the low clouds hovering around. that is not the concern. the crash approaching the toll plaza is. reports of the big rig that crashed into a retaining wall has more details. it sounds like it hit the retaining wall on the right side on the approach. if you use fast-track, here is the bullet point. if you use fast-track, you are okay as far as the opening of lanes. all four fast-track lanes are opened. fast track, you have your far right lanes and possibly a few more. fast-track lanes are okay. you see the slowing and the distraction. avoid the san mateo bridge if you have the choice or it is easy to make that route over to the dumbarton bridge. you should do that. you see more folks heading early down into fremont. the side moving smoothly on 884. a leak. now, we are looking over here to the tri-valley. a smooth build. a pretty steady blow of traffic. the south bay shows a pretty typical build for a tuesday. 101 north as well as 87 and 85
