"early today" starts right now. >> announcer: this is "early today" for wednesday, may 15th. good morning. the irs scandal is getting more serious after a harsh report from the inspector general. it finds one irs office used what it called an inappropriate criteria to single out nonprofit conservative groups for extra scrutiny. nbc tracie potts is live in washington with the latest. busy tiles and now they're looking for those responsible. exactly, and we knew this would happen too, we saw it with the acting irs chief here. it got pretty tough here, and that's just one of three committees that now wants to investigate. we now have the full report on the irs scandal.

at issue the 2012 ap report revealing the cia's role in thwarting a terror plot in yemen. on tuesday eric holder defended the actions calling that article quota serious leak. >> this is among if not the most serious it is within the top two or three, most serious leaks that i've ever seen. it put the american people at risk and that's not hyperbole. it put the american people at risk. and trying to determine who is responsible for that i think required very aggressive action. >> holder recused himself from the matter because of a conflict of interest. the white house maintains it has no prior knowledge of the ap investigation. for the second time in as many weeks a military member in charge of protecting victims of sexual assault is facing allegations of committing that crime himself. the pentagon says the coordinator of fort hood sexual assault prevention program is accused of forcing at least one subordinate soldier into prostitution and for sexual assaulting two others.

he's been suspended and no charges have been filed. defense secretary chuck hagel is ordering all sexual assault personnel in all services to go through a new training and screening program. this as a reason pentagon report revealed unreported military sexual assaults are growing. now to russia where accusations of spy games. russian officials are ordering ryan fogle to leave the country accusing him to recruit a russian for the cia. they say they caught him with a spy kit and a letter offering up to a million a year to his russian contact to discuss your experience, expertise and cooperation. u.s. officials said they don't think it will setback to improve russian relations but over night vladimir putin said this incident doesn't help. new regulations regarding alcohol limits go into effect rethink that second drink.

the national transportation safety board has recommended lowering the legal blood alcohol level from .08 to .05, the equivalent of two glasses of wine in an hour for a 30-year-old woman weighing 130 pounds. the board said it doesn't expect the proposal to be popular but it will reduce the 10,000 drunk driving deaths in the u.s. each year. it's been a week of extremes with record temperatures both low and high being set all across the country. nebraska, iowa, minnesota and south dakota all saw record highs with the most jaw dropping in sioux city, iowa where it hit 106 degrees. record loss were set in florida, north carolina and virginia. and for more on that bill karins is here. yeah, but 106. >> the water was probably frigid

the philadelphia abortion doctor convicted of killing babies born alive in his clinic will spend his life behind bars. dr. kermit gosnell waived his right to an appeal yesterday in exchange for life in prison. he was sentenced to two life terms and face as third today along with other charges for crimes committed against his patients. new jersey police arrested two elderly residents accused of running a prostitution ring inside their senior citizen housing complex. the 75 and 66-year-old suspects allegedly turned their apartments in to one stop shop for illegal drugs and prostitution using a mix of young women and senior residents to perform sex acts. both face multiple charges. and it was a bittersweet day for new jersey shore residents as work crews began demolishing the jet star roller coaster the symbol of summer fun was turned into twisted metal by superstorm sandy. crowds welcomed prince harry to
