the man who was shot, ib raghim tagdashyev was interviewed about his connections to the suspects. he started cooperative but then attacked the agents and she was shot. a friend tells our nbc affiliate in orlando he knew the dead bombing suspect tamerlan tsarnaev because they were both mma fighters. more coming up. >> also this morning rescue workers will sift through the wreckage in moore, oklahoma. this as those who survived the tornado are trying to salvage anything they can from the little left behind. jody hernandez joins us live from moore with a look at the story. good morning. >> good morning. it's tough to imagine what it's like to lose everything you own.

but folks here in that position aren't dwelling on that. instead they are just trying to pick themselves up and be grateful they are still around. we caught up with one family who narrowly survived the devastating tornado. they were home with 4-year-old twins and a 6-year-old when the tornado hit. they managed to survive by hutting on their bicycle helmets, locking arms and hunkering down in the family bathtub. they could feel the winds and hear the tornado literally ripping their house apart. but they held on for dear life until the dust settled. when it was safe for them to get up, they saw they and their bathtub were the only things in their home that hadn't been swept away. >> we knew it was coming. my sister was on speakerphone up to the moment it hit. she was telling us where it was at and efg. then we just huddled and prayed until it was over. >> when we felt the wind we knew we were really at the end of it.

we knew that the walls were gone around us. that really, really started getting nerving. when the tub moved that was really scary. >> very frightening situation. you're taking a live look at some of the devastation here. this is the neighborhood that was hit so hard. the sun is up in moore. a lot of people who live in this disaster zone will soon be returning home to try to sift through the rubble. access out here is limited at this point. there is a curfew in place. when it's dark folks aren't allowed back in. the sun is up and there is limited access. we understand folks will soon return to this area doing their best to salvage what they can. reporting live from moore, oklahoma, i'm jody hernandez, "today in the bay." >> thank you very much for that update.

>> during last night's game the sharks organization collected money for the red cross disaster relief fund. the team tweeted about the collection drive right before the game. fans made donations as they entered the pavilion. that's great stuff there. our coverage of the devastation in oklahoma continues throughout the morning. we'll check back in with our own jody hernandez e in the next hour. plus the "today" show will have live coverage from moore, oklahoma, starting at 7:00. matt lauer takes us inside the elementary school hit directly by the tornado. >> it is 5:04. an associate professor at stanford is facing abduction charges after taking her three children to hawaii on what investigators say was a one-way trip. court documents say she took the children to kuwai and moved out of there. the father of the young son and

the father of the other children. she has not entered a plea on the charge. >> the city of san jose voting to raise the tax. there always seems to be heated debate but last night's vote had zero opposition. bob riddle has the rest of the story. good morning. >> reporter: good morning, john. with last night's vote by san jose city council, medical marijuana collectives like this one off 880 will have to start paying more taxes. it was a unanimous decision with no one from the public stepping up during the meeting to voice support or opposition. starting in july the almost 100 pot clubs in city limits have to pay 10% in taxes. that's a hike of 3% which the city estimates will bring in an extra $1.5 million a year.

it will pay back its loans to the government. scott mcgrew, nine years ahead of schedule. >> nine years. taxpayers will pocket a profit. an electronic payment from the bay area car company to the u.s. department of energy sometime this morning. totally paying off more than the $400 million loan. tesla hasn't made $400 million in cars. rather it is transferring risk to the common investor. recall tesla had a secondary offering of stock. they raised the money there. the repayment will cause critics to reassess analysis, also known as eating crow. mitt romney called tesla a loser company, lumping it in with solyndra. he wasn't alone. many conservatives have been critical of the car company. hewlett-packard will announce its profits after the closing bell. ben bernanke is talking to the senate. seema mody is live at cnbc world

pumping on shore all day long. breezy out there. what's happening is the atmosphere is getting mixed up by the wind. the fog isn't able to set ele to the surface. 15 degrees cooler than 24 hours ago in fairfield. napa, look at this. 41 degrees. you're almost in the upper 30s in napa. that could be the case as we have not yet hit the coolest point of the day. that happens around 6:30 this morning. cool conditions and we have a little bit of a wind chill factor and winds picking up throughout the day. a system of low pressure will sit and spin. in the pacific northwest driving in the wind to the bay area. looks like we'll see this sit here for a couple of days. 10:00 p.m. on thursday, another area of low pressure develops. that will reinforce the cool air, keep it pumping into the bay area all weekend long. it will be really nice. your house will be able to stabilize. it's a little bit warm yesterday morning, but this morning it's

the northbound commute toward me where the early slowing shows up. nothing bad for 101 or 280. 87, a nice drive into downtown now. we are showing over the last ten minutes a change for the tri valley. slowing speeds into the 50s. slow approaching the dublin interchange. that's how quickly it is building now. back to you. >> developing news in the south bay. santa clara sheriff's deputies are pale troing the pg & e substation after security guards found a suspicious man wandering in the area. the substation was vandalized last month. someone shot a transformer in the attack. power and phone service were disrupted. it was a problem in the south bay. pg & e had no problems so far. >> a new bill in sacramento

could help people get out of community college faster, but there is a chance. this comes with a price. the bill would allow community colleges to offer courses summer and winter. they need to fwraj wait without having to wait another semester but classes would have to be paid for entirely by students t. schools will not be allowed to subsidize the courses costing up to 200 units per class. community college of san francisco says it is against the plan saying it puts too much burden on students. board members vote today on a resolution to a pose the legislation. >> the richmond city council put a deadline on chevron to come up with a compensation deal for the refinery fire. they voted to enter talks for 30 days to work out a deal. the city plans to hire a high profile law firm to take chevron to court. the firm also represented

victims of the 2010 san bruno explosion. chevron said it is aware of the plans and will respond appropriate lichltly. >> a preview of an exclusive investigative unit report. a prominent sfroel real estate broker and his investors say he belongs in jail. today the investigative unit asking questions about millions in missing money, broken promises and a broker who avoided accountability. this broker takes us to one of san francisco's historic neighborhoods. it includes investors describing nearly a decade of chasing money and their one-time business partner. >> it's unbelievable that someone could steal all my money. who do i turn to? nobody does anything. it's ridiculous. >> i have never seen a broker with so many violations over so many investment properties with so many different investors. it seems like a pattern. >> this is about as serious as it gets.

morning. she's been talking to people out there since she arrived. 5:23 now. a group of students will be arriving to school in style. five third graders will be escorted to school on bicycles by san ramon police officers, the city's mayor and members of the military support group warriors watch riders. the students started writing letters to people on board the vessel after learning many soldiers don't get letters from home. they sent 130 letters to 31 soldiers. the student wills carry special american flags sent to them by the crew. the good-old fashioned letters. >> very patriotic. >> scott winner wantses to add a $1 to $3 surcharge on tickets to large city events, everything from giants games to outside land. the money would go to muni.

one of two schools taking a direct hit from the ef5 tornado. you can see students crying, trying to grab their parents and teachers' hands. fortunately nobody at the school died. but the plaza elementary school nearby in moore, seven students killed as they tried to take shelter from the huge twister down there. one mother saying she pulled her kids out of school just before the disaster struck. >> something told me, you have to get them out of school. >> families right there just continue sifting through all the piles of massive debris. hundreds more are injured. the oklahoma tornado may be halfway across the country. but its impact is being felt by people in the bay area.

some are about to turn home. christie smith joins us where people are about to board planes back to oklahoma. good morning. >> good morning. a packed airport this morning. there are flights headed to oklahoma city. the first at 6:00 this morning. as packed as the airport is, i have to tell you there aren't many people that appear to be heading to oklahoma. those who do look very determined. they say they are going to get on the ground and try to help. one couple tells us that you have a home near where the deadly tornado struck. they now live here in northern california. the father they say also lives there. both homes okay, they think. they say they are going to help do whatever they can after they have watched horrible suffering in moore. homes and buildings destroyed. they say they have never seen anything like it. they are not certain what they will find or do to pitch in. >> it's horrible.

suspects in the terror attacks in benghazi libya. the men are under 24-hour surveillance, wanteded for questioning in the september attack on the u.s. consulate. that attack ended up killing four americans including u.s. ambassador christopher stef s. officials say the white house has enough proof to seize the five men aster error suspects but they are waiting until investigators have enough evidence to try them in a u.s. civilian courtroom. >> 5:34. a special meeting will be held in the bay area tonight to discuss how to protect students from abuse in the classroom. the meeting is in response to lawsuits centered around accusations of abuse of special needs children. the lawsuits claim the district didn't immediately tell authorities about the alleged abuse. a school board advisory committee is hosting the event. a black diamond middle school on sterling hill drive in antioch. >> some call this a landmark

decision. others say it is merely a step in the right direction. today the boy scouts of america voting to consider changing the long standing bay on openly gay scouts. here's the latest on a controversial vote. good morning. >> good morning. we have been covering the story for almost two years now. basically since a local boy was denied his. changing the long standing ban on gay scouts. he's not uh alone. he has plenty of support on change.org. the petition has earned almost 500,000 signatures to date. today what will be happening is 1400 local boy scout leaders will start their two-day meeting in texas where the boy scouts of america are based. and vote on the resolution which drew protesters as recently as

friday. ryan's father says if the policy changes it is a good fist step. >> this resolution at least would allow the youth members of scouting to continue on. it wouldn't put other youth in the position ryan was in. he stuck his neck out on this. i can't even begin to describe how proud i am. >> in the east bay his eagle scout voted to approve the honor but that's unofficial. the traditions would be under mined by the presence of openly gay youth. voting begins. one important deal delaware tail is if gay scouts are aloud gay adults would be banned from serving as scout masters. coming up, how ryan's father feels about that. >> marla, thank you very much. >> want to check the forecast with christina loren. i like the cooler temperatures.

this is nice. >> it's hard not to like perfection. not too hot, not too cold. it will be just right today. temperatures looking really good. we have a beautiful start to the day. they are going to play a factor today. not as strong as yesterday, but rather strong area of low pressure just sitting and spinning in the pacific northwest. what's happening is you can see the flow into the bay area. the cool ocean air moving on shore winds. now coming from the north and pushing to the south. we have pretty strong gusts. we are clocking 47 miles per hour. that's a pretty strong wind gust. those are buoys on the ocean. we have friction with the land. winds start to slow down once they make their way to land. i can tell you it will be breezy to start the day and the winds will pick up. fierce wind. th strongest winds again today between 12:00 p.m. and 7:00 p.m. keep that in mind after which time we'll see the winds drop

soy, known allergens, weren't listed on the labels. the recall came after a customer complained. foster farms said a label was used which didn't contain soy or wheat. thankfully there were no reports of adverse reactions. the strips were produced on april 23. >> great news for the sharks. they are headed back to l.a. with the playoff serieses even at two apiece. the win over the kings definitely boosting the spirits of a die hard fan battling brain cancer. his name, nick gallagher. he started hospice care after fighting cancer for seven years. his wish was to meet his favorite sharks players and ride on the zamboni. the sharks made that big dream come true giving them the red carpet treatment for himself and his family. even got to give the players high fives as they came out of the locker room before the game. >> ever since i became a fan i always wanted to meet them. >> this whole thing is

[ cheers and applause ] >> there was a chance if they left it in it would have passed the senate. the deal raises the minimum number of high skills visas to 110,000. there are special limitations for foreign companies located here making it harder to hire foreigners before americans. i mentioned the lack of same sex support for green cards and there is a path to citizenship for those here illegally. it may be fall before the full senate gets a crack at the bill. it's not at all clear when the house might allow its version of the bill to the floor. hewlett-packard is the world's largest manufacturer of computers. that used to be a compliment. now it's more of a liability.
