from nbc bay area, this is "today in the bay." 4:30, good to see you. i'm jon kelley. >> i'm laura garcia-cannon. let's check the forecast with christina loren. not only is it friday eve. friday eve before a big three-day weekend and the kickoff of the unofficial start of summertime. it is going to be really nice for the next couple of days. we are still dealing with strong winds. that will continue to be the main story of the day as we head throughout the day. winds are going to pick up just as they have for the past couple days. what i can tell you, there is relief in sight. we head deeper into the workweek. your full forecast is coming up in just a few minutes. first, 4:31. let's check on the drive. good morning, mike. >> good morning, christina. >> folks, i want to show you this picture first. look at the flag. highway 84 just got a wind

advisory. that's the dumbarton bridge. watch that. in fremont, the flow of traffic, very smooth past mission. it is after you pass 237 heading into san jose, that you are down to one lane as you are heading past montague to brokaw. after they do clear that first phase, you are going to have one or two lanes blocked south from 237 down towards 101. right now, you are down one or two lanes at the time. we will track this. the wind advisories for that coming up. at 4:32. we are following a developing story in london this morning. british authorities are calling the brutal killing of a soldier a terrorist attack. less than an hour ago, prime minister, david cameron, gave a statement on the attack. he called for the country to stand together and challenge poisonous extremist views. he said the best way to fight terrorism or extremism is to go on with our normal lives. in the meantime, london

police still at the scene of the attack. the royal artillery barracks in the neighborhood of woolich. two soldiers got out and started stabbing someone. dozens witnessed that attack. a 48-year-old single woman is credited with distracting the alleged attackers until police arrived. she told the british newspaper, i thought i had better start talking to him before he starts attacking somebody else. i thought, these people usually have a message. so i said, what do you want? she filmed the man's response with her cell phone. that distraction gave police time to move in. they shot the two suspects who were in the hospital in serious condition this morning. british government officials think the attack was motivated by radical islam. mobs and police clashed on the streets of london.

hundreds of members of the far right group called the english defense league, confronted police, throwing bottles at them. the anti-islamist group was foundnd 2009 by military veterans the white house says president obama is now turning his attention to national security outlining america's new strategy against al qaeda. the president expected to justify the controversial use of unmanned drones to target terrorists. in a letter from attorney general eric holder to congress, the administration confirming for the very firm time, four americans have been killed in drone strikes. he says, only one. al qaeda's anwar alwas trarg getted. >> the president will sprain why the drone program is still useful and serves a critical role. >> the white house official now

says the president will make a case for beefing up his security at the u.s. embassies in light of the benghazi attack that killed u.s. ambassador, krischr stevens. a driver was impaled on a bay area highway. a metal rod pierced a car's windshield impaling a driver and killing him instantly. the car was found stopped near grant line road east of livermore near 8:00 a.m. the chp says there was a lot of traffic in the area at the time. the three-foot long piece of metal involved in the accident is known as a come-along and is used by truckers to tighten the straps that hold the loads on the back of flat-bed trucks. unless a witness comes forward, officers may never know where that metal came from. >> we have nothing. we have no idea if it came off of a truck or a trailer, or if it was laying within the roadway and kicked up by another

vehicle. it is a very heavily traveled freeway at the time of the morning. we are hoping somebody saw something. >> the driver has been identified as michael cox from lodie was the father of three. finally, some resolution. the santa cruz district attorney's office expected to announce results of one of its investigations into the shootout that killed two officers, sergeant butch baker and detective e-llizabeth butler we killed in february. the suspect, 20-year-old jeremy goulet, was also killed. the d.a.'s office is expected to say the shooting death of the suspect was, quote, justifiable homicide. all the officers involved have been cleared of any wrongdoing. 4:36. officials in moore, oklahoma, say they have identified all the people killed in monday's devastating tornado. 24 people, ten of them children, were killed when a massive ef-5 twister ripped through oklahoma city suburbs leveling entire

neighborhoods. the youngest victim was just four months old. the disaster stretches for more than 17 miles. the damage could top $2 billion. secretary of homeland security, janet napolitano visited that area yesterday pledging the government's ongoing support to rebuild the city. president obama is expected to tour the devastation on sunday. more an a dozen toddlers and babies are alive and well this morning thanks to the teamwork and quick actions of daycare workers and emergency responders. employees at a step-above learning center that cradled 13 children inside a bathroom as a tornado quickly reduced the building to rubble. moments later, emergency crews arrived at the center, loaded all the children and staff into an ambulance and rushed them to the hospital. >> two to three-years old. the youngest was seven weeks. they all had head injuries. they were covered from head to

toe in mud. all you could see was the whites of their eyes. >> you guys are the heroes, not me. you guys saved this baby. >> so many of them. >> all the children were inside that daycare. we are happy to report, they are out of the hospital and back with their parents this morning. >> what a blessing. >> to their loving arms, no doubt. promised. here is our own mike inouye. i've turned our camera in palo alto north. i know it is kind of a dark shot. we see the dumbarton bridge coming across with the head lights westbound off of the high rise. wind advisory issued by chp just now for the dumbarton bridge, i should say just about 15 minutes ago. that means they were caught by a gust or two as they were coming across and decided to let the other drivers know that. let's look at the camera on the foster city side of the san mateo bridge. no wind advisory for the san mateo bridge. similar air in the same airway. we are going to look at possibility of gusts there. emeryville turned toward the span as well. even over here on interstate 80, it is like a smooth flow. our camera is getting knocked around here as well. that's it. we will watch out for the pass.

november, 2008. nasdaq following suit losing 240 points. twitter beefing up security measures adding a verification feature. they will send users a six-digit code via text message which they will have to enter along with their user name and password. microsoft, google offer a two-step verification process. this comes in the wake of several news companies and organizations. general motors says the new chevy spark will be among the cheapest cars on the market. the spark will start at $27,000 with a $7500 federal tax credit that drops to around $19,995. the spark gets 82 miles on a single, the gas equivalent of 119 miles per gallon. >> thank you very much. i like the names they come up

permission for a six-story building. authorities say two floors from added illegally. the report also recommends life in prison for those found guilty of violating building codes in that case. >> back, closer to home, a third u.c. berkeley student now facing charges in connection with a strange case here, the beheading of an exotic bird at a las vegas hotel. 26-year-old hazhir gargaran pleaded no contest to charges including furthering an act of animal cruelty and trespassing. he was not arrested. after a follow-up investigation in which prosecutors traveled to the university, he was asked to appear in court. prosecutors say he encouraged two other cal students to kill the bird at the flamingo hotel and casino in october of last year. >> morgan hill police are looking for a man that exposed himself to two teenage girls near a squirrel. they were walking behind the dairy delight drive-in one week

ago when an older model white gmc yukon blocked their path. the driver raised his body and exposed himself to the girls before driving off. if you have information about that incident, call morgan hill, police. crews will be out on the new span of the bay bridge today preparing to fix the 32 broken bullets that prompted a major investigation into the bridge's safety. workers will be preparing the eastern end of the span for steel saddles that will replace the broken bolts. caltrans continues to inspect other steel components for any signs of damage. in the meantime, we are learning the same type of steel rods used on the bay bridge were used on the richmond san rafael bridge a decade earlier. san francisco chronicle reports caltrans approved the galvanized, high-strength rods for the bridge's seismic retrofit in 2001. experts say they were tightened to a far lower tension than the ones on the bay bridge, which is

likely why there haven't been any breakage problem. >> most of the america's cup team expected to resume practice on the san francisco bay this morning. marking the first sailing since the deadly crash several weeks ago. they will be hitting the water with the 30 new safety recommendations. safety equipment, training and structural reviews were addressed. there is also a new lower wind limit. >> 33 knots, which you call it 35 miles an hour of wind speed, we would be running races in september up to that speed. that's now been reduced to 23 knots or call it 25, 26 miles an hour. winds were between 25-35 miles per hour when the artemis capsized killing team member, andrew bart simpson. come racetime, winds and speeds like that will keep sailors ashore. america cup's officials say the investigation into his death is ongoing. it is just too early to tell if

good thursday morning. welcome back. 4:55. we want to check the morning commute if you are getting ready to head out the door. >> it looks like a lot of folks are busy in oakland. some of the folks that have been working while we have been sleeping are getting ready to finish up their day. it looks like traffic breaks and lanes reopening in some spots as you are passing north past the coliseum. that's the reason for quite a bit of slowing as you are approaching 98. we will also show you the south bay where we have construction on 280 at 17. looks like the on ramp had a transition and has reopened after overnight closures. the surface streets looking very good. we still watch for the crews south 880 from 237. we were down to one lane. it sounds like we are losing one lane because of paving work. they should have the crews starting to clear over the next half hour or an hour. no slowing. watch as the volume changes.
