"today in the bay." good thursday morning to you. thanks so much for joining us. i'm laura garcia-cannon. i'm jon kelley. we start out with a developing story in london where in the past hour, british prime minister, david cameron, spoke out about the brutal and bizarre hacking death of a british soldier in broad daylight. that crime scene still cordoned off while police investigate the killing as an act of terror. a mother of two being hailed as a hero for her quick thinking jumping into action just after the attack. "today in the bay's" marla tallez joining us just now. she has all the details on a crazy scene out there. the latest information we have is nbc news is learning the two men suspected in yesterday's attack had been the subject of british security investigations in the past. in other words, british intelligence knew about these guys before. speaking before the press, pr#é

minister, david cameron, calling the brutal murder on a neighborhood street sickening. he said first and foremost, his thoughts are with the soldier and his family. many new developments including officers and carrying out rays, two officers in woolich where it happened. the bbc is reporting both suspects are british citizens with nigerian connections. one caught on this cell phone video blurred because it is so graphic. you can see his bloody hands and knives he is carrying presumably used in the attack. police say terrorism was their motivation. prime minister cameron saying his country will never give in to terror. this country will be absolutely resolute in its stand against violence, extremism and terror. this was not just an attack on britain and the british way of life, it was also a betrayal to islam and to the muslim so

our country. >> jon, you mentioned, one of syesterday's attack is this 48-year-old woman. she is a mother of two. she is confronting one of the suspects. officials say she so bravely got off of a bus that was forced to stop because of all the chaos. she went straight to the attackers and asked at least one of them, what do you want? this morning, she appeared on a british talk show. that's what he had and blood all over him. i thought, what the heck happened there. >> he was carrying an axe. she was able to keep those guys calm until police arrived. she is a mother and a cub scout leader as well. as for the two suspects, they remain in serious condition in the hospital and are being guarded by british police. police say they plan to interview them later today. laura? to oklahoma where despite the rain, this morning, we are getting a clearer picture of the scope of the tornado's impact on the town of moore. the mayor of oklahoma city says

this twister may have created $2 billion worth of damage or more as it ripped through as many as 13,000 buildings and homes. today, the first of the funerals is planned for one of the ten children killed during the tornado's 17-mile path of destruction. 24 people in total died. the youngest victims, two babies, just four and seven months old. this morning, with heavy hearts, response teams are transitioning into cleanup and recovery. "today in the bay's" jody hernandez has the latest from moore, oklahoma, where the rain has been pouring down overnight. >> we are experiencing severe oklahoma, a lot of thunder and lightning and rain. it is all coming down on this massive amount of debris caused by the tornado. when that tornado came through, it demolished everything in its path. we are told that the alley and the post office used to be located here. you can see the smashed-out cars

and the metal, all getting a good soaking this morning. this is the lane. the cleanup crews coming back in here this morning and getting to work putting a slowdown on those cleanup efforts. now, today will be an specially emotional day here in moore, oklahoma, as the rain comes down. folks here will be saying their final good-byes to the first of the 24 victims who parished when it came down. the 9-year-old girl that died at the plaza elementary school will be laid to rest. she is the first one to have a funeral of the 24. it will also be an emotional day for all the schoolchildren who will be coming together this morning for the first time at a nearby school to meet with their teachers and other classmates to kind of close out the year and say good-bye and console each other. again, right now, rain coming down putting a halt on the

cleanup efforts. of course, those cleanup crews want to get back in here as soon as they can. in moore, oklahoma, i'm jodi hernandez, nbc bay area news. >> what a scene down there. the mayor of moore, oklahoma, says he will propose a brand new law that will require all homes to have storm shelters. right now, basements and underground shelters are not very common in oklahoma, because of the heavy clay. most of the homes are built on concrete slabs. tornado safe rooms can be installed in the ground or inside ofímu homes but they co about $8,000, $10,000. oklahoma does have a lottery to decide who gets that state help to help pay for them. >> we will have continuing coverage on the devastation in oklahoma throughout the morning. this is including a look at president obama's plan to tour the disaster zone. we will also check in again with "today in the bay's" jody

hernandez. it is all coming up at 6:45. new this morning, fire crews in the south bay mopping up after a house fire in san jose. this fire broke out at about 1:15 on yerba buena road. we are happy to report nobody was hurt. 6:07. good news if you like cooler temperatures. good news if you don't want to run that a.c. pocket the money. summer is just around the corner. i am sure you want to make the plans as we get into the warm months. today is going to be cooler than average. we are still going to keep the fierce winds in the mix, specially if you live in the higher elevations or right at the immediate coast. those winds are going to be whipping yet again today. it is kind of a cool start to the day. pull out that coat. 44 degrees in sun know ma.

good morning to you. here is your hour by hour detail. 65 degrees inland. 65 bayside at the coast. 60 degrees. we do have subtle changes to take you through as we get into the end of the week. of course, one more day left and then we get to kick off that holiday weekend. your full forecast coming up in just a few moments. first, you have to work for the pg&e money and everything else. mike is here to help you get to work on time. >> we are looking over here. folks spending it on gas money. we are looking at west 80. good volume of traffic. good spacing as well. by that, i mean it is not too crowded. it is not causing a slowdown through this area. the map will show you a similar situation. green, chicklets all the way down toward the bay bridge. we are slow. you have the incline starting to build up with the volume of traffic. we should see those metering lights turn on very soon. we are looking at a crash that's been reported as you are coming around the bend. we see some slowing. san pablo into richmond. i'll track that. so far, it looks like the incident may be clearing very

cameras. one of your final shots for the next few minutes until that blows out our camera. looking at the backup going toward west grand avenue. we will show you your other east bay slowdowns coming up. at 6:13. this morning, a warning to drivers on bay area freeways after a driver is impaled by a steel rod during the morning commute. the rod crashed through the windshield of a car on 580 near grant line road east of livermore during the 8:00 a.m. rush-hour. that's where "today in the bay" christie smith joins us live where officers are hoping someone who saw the crash will come forward. >> reporter: this is a busy time of day. a lot of commuters and truck traffic. the chp is hoping as people head out they remember something unusual that happened yesterday morning. a really strange accident around 8:00 a.m. a driver impaled by a mal rod. that man, identified as 33-year-old michael cox of lodi, the father of three.

hepxj was alone in the car at t time when a metal rod crashed right through the windshield. this was on interstate 580 westbound about a half mile west of grant line road. initially, officers thought that the volvo wagon he was in crashed into the median. they got there and found he was hit in the head and the torso by this rod. now, the metal we are talking about is about three-feet long. it is often can used by truckers to tie down straps holding down cargo on flatbed trucks. the chp doesn't know where it came from. >> we have no idea whether it came off of a truck or a trailer and it was laying in the roadway and kicked up by another vehicle. >> certainly, loads must be secured to by law on trucks. the chp are used to seeing debris out on bay area freeways. mattresses and refrigerators. this sort of thing. this is rather unusual. again, if you see anyone who may have remembered seeing anything

unusual yesterday around 8:00 a.m. in the area to please give him a call. reporting live in livermore, christie smith, "today in the bay." >> it is 6:15 right now. a time for a quick check on today's top stories. police in london preparing to question two suspects in the hacking death of a british soldier. a government official telling the "associated press" the men had been investigated before for terrorism connections. president obama will discuss his counter terrorism policy in a speech today. he is expected to talk about al qaeda. the use of drones and the military prison at guantanamo bay. america's cup team started practicing on the san francisco bay this morning for the very first time since that deadly crash. last night, new safety regulations were put in place including lower wind limits stock up, markets poised to fall as investors fear the fed will stop its easy money policy. scott mcgrew, further proof it is the fed, not the economy driving the new records on the dow. >> no fed, no stock market

rally. ben bernanke says, two things on capitol hill yesterday. first, he told lawmakers, government cuts were one of the main reasons the economy is recovering so slowly. second, as you said, he made rather vague predictions that the current fed policy cannot last forever. if we boil that down to two simple ideas, bernanke said, one, it is all your fault. two, the party has to end sometime. it was the second part which got all the attention. dow futures call for the market to lose 100 points off the open today. investors like low interest rates. cheap money, lots of it. they have been)(: pouring that cheap money into stocks. in a lot of ways, bernanke is being obvious lear. we know interest rates can't be at zero forever. when higher rates return, you will likely see the stock market fade, mortgage rates go up and even perhaps interest charged on student loans.

a bill in the house floor would tie federal loans to the interest rates on treasury loans. right now, stafford loan rates are set by the government and they don't move. this is a republican plan. it sounds pretty good. that's when rates are essentially zero. they might not sound so great if interest rates rise. if the government does nothing, we will see loan rates double. they have until july 1st to figure this out. lots of students, lots of parents are absolutely wondering what is going to happen. specially with doubling the interest rates. >> 6:17 right now. christina loren is back to tell us about a good-looking weekend ahead. i know we are on thursday but always keep it positive. >> a lot of graduations happening this week too. >> we get into june. it is all about dads and grads. scott mcgrew and i were talking about this yesterday. they have finals after memorial day weekend. his son does. so that's kind of tough on the kids. some of the kids will be spending their time this weekend

studying. >> take a book to the barbecue. >> exactly. >> bring the book. grades come first, young one. 6:17. taking a live look. some science happening out here on the bay. you see our camera getting a little bit of a shake. that is because those winds are still fierce out there. you will also notice all the ripples out there on the bay. rough seas generating by those strong waves. as we head throughout the next couple of days, we are going to see the winds drop off. one more day of blustery conditions by tomorrow at this q time, a much more calm scenario. let's get right to it this morning. talk about what we are expecting in terms of flight delays. we don't have any out of san francisco. i know a lot of you are trying to travel. we have major delays backing up out of new york city at this point. if you want to check ahead, a potent weather system moving into the midwest and the northeast. boston has delays. the same goes for chicago. we will keep you posted and let you know what's going on. i want to help you enjoy this memorial day. the winds are going to drop off. the seas won't be as rough. for today, we do have a small

craft advisory in place. a bad day for the boat. as we head throughout the day, the winds will be fierce, specially at the coast through the higher elevations. areas of low pressure to our north for the next 48 hours. finally, getting a push from another area of low pressure on its heels. for us, that's going to reinforce the cool air. we are not7sñ going to get out the 70s. a cool memorial day. we will show you that seven-day outlook in a moment. you want to plan on possibly those inland cities this year as opposed to the beach, the barbecue. i will show you why in just a minute. 73 for friday. 71, staying steady. we drop off at the coast. monday, memorial day. temperatures are only going to be in the upper 50s at the beach. probably one of those years you might be better off going for a hike. tuesday, into wednesday, things look good. 72 degrees on wednesday holding steady with this beautiful stretch of fair weather. keep in mind one month away from summertime, it is going to get

hotter out here really fast. enjoy it. that puts it into perspective, mike. >> i think so. as long as that purview also includes thejfg weekend, i don care what perspective we put it in. we are looking toward the weekend and toward the smooth drive across the san mateo bridge. there is haze in the air not affecting your visibility. this volume of traffic starting to build. the last couple of days, we have had a tough drive over the san mateo and the dumbarton bridge. we will take a look at the commutes. on our maps, not any real slowing across the bay on either bridges. both have a high-rise and both likely to be caught for drivers. keep that in mind. we will look at a smooth drive on the peninsula side for 101 for 280 alike. no problems between the south bay and the city. the south bay northbound starting to show a little gentle build. not a major concern. 101, early slowing. 87, those have sorted themselves out. that second likely to come along the next few minutes. this being a thursday before a three-day weekend, we may see a

lighter flow even today. we are looking at south 880 with a little slowdown coming past stevens creek where they had overnight construction toward 280. we are watching that volume to build through the interchange. no major problems, though. the tri-valley, a smooth flow for 580 and 84 has been a smooth drive. started out slow early and held there for livermore over towards 680 at the limit. pleasanton to sunol, downie into fremont. the issue for 580 is westbound. that crash still blocking your fast lane as you are heading past greenville in the eastbound direction. a little slowing. you can see that near the center divide. keeping livermore over here. a live look outside shows you how things are shaping up past emeryville and into berkeley. university avenue, you can see out of richmond past the racetrack there. smooth drive. you are at the limit all the way down until you get to the berkeley curve. looking farther north in the

almost daily in the weeks before the attack. government officials calling this one very disturbing. a sergeant at west point academy stands charged with secretly videotaping female cadets in bathrooms and showers. army officials say they are contacting about a dozen women to notify them. sergeant first class michael mcclendon, these allegations come in the midst of growing outrage in congress over the number of reported sexual assaults in the armed forces. boy scouts of america holding a historical vote today. month are than 1400 scout leaders from across the country are deciding on a regulasolutio that would change their long standing policy of banning openly gay scouts. this gained national attention after a scout was denied his eagle scout award for being gay. this next story is inspiration and hope for all of us. an 80-year-old japanese man the oldest person to climb to the

"today in the bay." a very good morning to one and all. i'm jon kelley. i'm laura garcia-cannon. this morning, we are learning new details about the shootout that left two santa cruz police officers and a suspect dead earlier this year. bob redell joins us live where the district attorney has just wrapped up its review of the deadly day. good morning, bob. good morning to you, laura. the d.a. and along with the santa cruz police here at headquarters along with the sheriff's office will hold a news conference in just over three hours at 10:00 to announce the results of that review. announcing the results and review of the shooting death of sergeant lauren butch baker and elizabeth butler, two santa cruz police officers shot and killed

late february by jeremy goulet as they were contacting him about his ininvolvemevolvement shootout. during this morning's news conference, we are expected to hear that baker and butler are cleared of any wrongdoing along with the officers that shot and killed goulet. their actions were considered a justifiable homicide. for the first time, we will learn the names of the officers who took down goulet. the sheriff department is us in-depth breakdown of the chain of events that led to the deaths of baker and butler. this will be a joint news conference here. the santa cruz police department, the sheriff's office and the d.a., the news conference again at 10:00 at santa cruz police headquarters. reporting live, bob redell, tuz in t "today in the bay." police looking for a man that exposed himself to two teenage girls near a school. those girls were walking behind

the dairy delight on monterrey road near briton middle school. the driver raid his body up and exposed himself to the girls before driving off. if you happen to have any information about this incident, you are asked to please call morgan hill police. 6:32. the city of san francisco could pay millions of dollars for a massive water main break. that break happened in february. the city's west pour pore tall neighborhood. the board of supervisors approved $4 million to pay for damage claims. the cause of the break is still under investigation. it is 6:32. the woman investigating our weather outside. good thursday morning. we have a good change headed our way. temperatures are going to stay steady hitting those seasonal averages as we get into the end of the week.

friday is just around the corner and this upcoming week. right now, you can see our winds are still coming out of the northwest. these winds are rather strong. keep in mind, a kind of blustery day as we head throughout the afternoon. your temperatures are going to climb from the 40s and 50s into the 60s andñr 70s. the forecast tells the store are i. 70, inland. 65, bayside. your full memorial day forecast coming up in my next report. stick around for that. if you can, let's check your drive. if you can't, with mike. >> let's get a look out there, you guys. we will start with 880 through oakland where traffic moves smoothly northbound over the high-street high-rise. southbound, equally as smooth past the coliseum. the map will show you coming up from the bottom of your screen. minor slowing north of the coliseum in through downtown. it is building on highway 13 at ashby avenue%-o coming off of highway 24. a smooth drive toward the dublin interchange, lighter than we often see at 6:33. almost, 6:34 on a thursday.

a little slowing through livermore and pleasanton through highway 86. slowing still westbound 580. eastbound, a crash blocking one lane. they are waiting for a sweeper truck around greenville road. the volume of traffic continues to build. we have a little slowing heading out of livermore past vasco toward greenville. another 20 minutes until they will get there. we will track that. we are looking over to the peninsula side k?z palo alto, a smooth drive up and down on 101 between the south bay and the city. basically, speeds at the limit. watch for gustier winds. back to you guys. appreciate it, mike. bart appears ready to allow bikes now on trains at all hours even during the visit commute times. bart, if you remember, did a one-week test back in march allowing riders to take their bikes on board during the rush times. very few riders complained. it seemed like things were

welcome back, everyone. a live look at the golden gate bridge. traffic appears to be moving smoothly. we will check the morning commute coming up and the all-important forecast. 6:39. >> an oakland man convicted of impersonating a federal police officer has been arrested again for doing the same thing. max joseph horwitz as seen in this photo was convicted back in march of pretending to be a  he was out on probation when fbi agents found him with a loaded gun, a badge, a taser and a riot gun. he is now being held without bail accused of violating his probation. >> a third uc berkeley student facing his charges in connection with the beheading of an exotic bird at a las vegas hotel. the 26-year-old pleaded no bird,(su"ing vegas hotel. furthering an act of animal

head throughout the day. fierce wind will persist. they are driven by an area of low pressure that sits to our north. it is posted up in the pacific northwest not budging. as we head throughout the next couple of days, that system stays where it is.q%ñ cooler than average temperatures. we will see your numbers jump from the 40s and 50s. cool, blustery winds. cold conditions. that's that area of low pressure driving the winds. here is what we are expecting for today. temperatures mostly in the 50s and 60í$7s at the coast. we are talking about the 70s inland. comfortable conditions. a little bit cool if you live right by the water. san francisco, 60 degrees. 68 in san jose. 73 for gilroy. getting into the weekend, temperatures stay steady in the 70s. a cool memorial day ahead. keep that in mind as you try to make the outdoor plans. >> you know what? because of that three-day weekend, we are seeing a lighter flow of traffic today and tomorrow. right now, just starting to kick in for the south bay proper.

through the town of moore.,+ñ two babies four and seven months old. the mayor of oklahoma city is estimating the total damage cob as high as $2 billion. we are joined with a look at how people are coping with the disaster. good morning. >> good morning. very difficult. this morning, they are having to deal with heavy rains, severe weather. as you can see, heavy rain is coming down this morning here in moore, oklahoma. coming down right on top of all the debris and destruction caused by the tornado. now, we are going to show you some video of what we have been last couple of hours. heavy rain, a lot of thunder and a lot of lightning. definitely not california weather. now, this has certainly put a damper on all the cleanup

efforts out here. the cleanup crews have been unable to get to work this morning. as you can see, there iszom jus mountains and mountains of clearing out that still needs to be done. it also meant that the families who want to get out and salvage what they can are not able to do that this morning. while this rain comes down and all the twisted metal and debris, a lot of tears will also be shed today as the first funeral is held for one of the 24 victims. the family of 9-year-old antonio candelaria, one of seven children that died when the twister hit plaza towers elementary school will say their final good-byes. antonio was found clinging on to a friend in the rubble. that young girl also died. this is the first of three funerals that will be held for the schoolchildren over the next two days. this morning, the family of another girl who died at the school is also speaking out.

was hurt. 6:53. crews will be out on the new span of the bay bridge today preparing to fix the 32 broken bolts that prompted a major investigation into the bridge's safety. workers will be preparing the eastern end of the span for steel saddles that will replace the broken bolts. the bolts cracked when they were tightened several weeks ago. caltrans continues to inspect other steel components of the bridge for any sign of damage. in the meantime, we are learning the same type of steel rods used on the bay bridge were also used on the richmond san rafael bridge a decade earlier. the san francisco chronicle reports caltrans approved the galvanizinged high-strength rods for the bridge's seismic retrofit in 2001. experts say those rods were tightened to a far lower tension than the ones on the bay bridge, which is likely why there hasn't been any breakage problems. pretty much every stock except one having a really rough day out there this morning. >> hewlett-packard, the one
