a beautiful friday morning. have you seen the moon yet? if you are not out the door, we are giving you a live look up close and personal. it is friday, may 24th. this is "today in the bay." good morning to you. thanks so much for joining us. i'm laura garcia-cannon. good morning. i'm marla tallez. jon kelley is off today. we begin with breaking news. an international manhunt for a palo alto man accused of murdering a family of four is over. this morning, he faces possible extrition halfway around the world. "today in the bay's" christie smith is live in palo alto with more details on this murder investigation. good morning. >> reporter: an international warrant was issued for kevin dahlgren accused of killing a family of four overseas. a czech television station is reporting that he is actually the nephew of the parents that

were killed. police in the czech republic released a photo of the 21-year-old who has a facebook page that says he is from palo alto but is living abroad. he was on the run thursday. firefighters went to a home near pr prague and found a couple and their two sons inside. they realized quickly a violent crime had likely been committed. the fire didn't damage the home very much at all. neighbors say he had only been in the area for a few months. police had asked for the public's help in finding dahlgren. then, police announced that he was arrested at an airport in washington, d.c. that's today. that that arrest happened. the pilot and flight crew from vienna were informed that he was on board. also, a ukulele band told the "associated press" that two of its members were among the victims. they didn't say anything else, though. police say that various weapons were used in this crime but not

a gun. no information on a motive was released. reporting live in palo alto, christie smith, "today in the bay." thank you, kristy. at 5:01, new this morning, britain preparing for possible copycats following this week's brutal on a soldier. two men hacked to death. 25-year-old lee rigby. bystanders caught the brutal attack on kalra. one man had bloody hands and was coaching butcher knives shouting loud political slogans britt shall officials are worried about revenge attacks against the muslim community much closer to home. three people are recovering in the hospital after a crash in san jose. two vehicles somehow collided sending this suv slamming into a light pole and look at the aftermath. a local man was trapped inside that suv for almost an hour before firefighters managed to

pull her from the twisted metal. the crash happened just after 2:00 this morning at the corner of aborn avenue and ruby avenue. the cause of the crash is now under investigation. one of the cars may have run a red light and alcohol may have played a role. a former google employee has been arrested accused of stealing electronics from the company. he was fired late last month. shortly after that, someone resembling him got into a google building using his i.d. card stealing three laptops and some expensive head phones. they arrested him a couple of weeks later when he allegedly tried to use his badge to get into another building the shaking has not stopped in northern california after a major 5.7 magnitude earthquake hit last night. we are seeing new video of what happened when it hit. bob redell is live at the u.s.

geological survey in menlo park with more on this story. good morning to you, marla. a seismologist with the u.s. gs tells us how interesting it was felt so far south. they reported on. u usgs website that they felt this earthquake last night. dozens of aftershocks are rattling that part of north cal. the grocery store put this video on the facebook page showing items falling when the quake hit. you can see the lights starting to flicker. one man posted this youtube video showing a crack that formed after the big quake struck. he also shared video of the water leaping out of the pool during all that shake. our sister station, kcra, said some people at the celebration for the sacramento kings, felt the shaking but they weren't sure exactly what it was. i didn't know anything. i think i was too close to the

speakers. i was feeling the vibration there. i didn't feel anything. >> what about you? >> i didn't know about it until you told me about it. i did kind of feel something a little. i thought it was the crowd. >> so far, no reports of serious damage. we do know one woman in sacramento was injured. she reportedly fell down some stairs when that quake hit. reporting live here in menlo park, bob redell, "today in the bay." >> all right, bob. thanks so much. not as much damage as everybody anticipated. >> meteorologist, christina loren, susanville, greenville, far out there. that is far out there. >> if you know the area, close to chico as well. i was expecting to see a little bit more damage, specially from that video of the convenience store. hey, that is always a good thing. we have had so many aftershocks, though, upwards of a 4.0 magnitude. we are going to keep you updated as those have been coming in the past hour or so. taking a live look. the embarcadero as the sun starts to make an appearance. we are expecting the sun rise

around 5:45. temperatures are cool to start. i want to show you what's happening. the winds drop off. the fog is settling in. this is san bruno. not a whole lot of fog to show you. that will become a lot more of a factor. this is what we are watching for today. calmer winds and warmer temps. 76 for gilroy. 74 in livermore. comfortable conditions. we are only going to see highs reaching the mid-70s. we have major changes on cooldown and even some rain moving in for memorial day weekend. i am going to time this out to your doorstep. we will take a look at the hour by hour timeline for the showers. coming up in my next report. i first want to check your drive. good morning, mike. we are going to show you where there is a little slowing or at least the potential there. we are looking at fremont, south 880, a light easy drive past the truck scales in tesla. the map shows you the same area. the fremont funnel. funneling down. all routes looking pretty close to the limit there. no problems except for the

construction taking it down to a couple of lanes here southbound from 237 passing montague and all the way past brokaw. the overnight paving work is still curing. there are still crews in the area. we will see some slowdowns as the volume starts to build. no major issues. we will have a couple of extra minutes traveling through the area. talk about that crash. this is off of your freeways. aborn is one of your major routes heading over there toward the freeway and capital expressway. we will watch that. the intersection has crews there and it sounds like things are getting by on the rest of the surface streets and the south bay pretty light. it is only 5:07. a live look outside. this will show you where we are over here in oakland. some crews have picked up. we see the volume starting to build with the tail lights past high street and the high-rise. the crews should be clearing from the downtown area as well. between 16th and high street, we have crews reported on the scene. we will track that.

5:07. we have a follow-up this morning. the boy scouts of america have voted to end a long-standing policy openly banning gay youth from participating in the scouts. that means membership cannot be denied based on sexual orientation alone. the new rule will take effect in january. before you hit the beach this memorial day, you will want to hear the results of the annual beach report. it is called heal the bay. it looked at bacteria levels at hundreds of beaches in california. the only two bay area beaches to make the beach bummer list. they are san mateo's marina la gun and san francisco's wind surfer circle at candlestick point. cal state beach in santa cruz county was also on the list. b.a.r.t. has decided to launch a pilot program that will temporarily allow bikes on trains during commute hours. the five-month-long pilot program will start on july 1st and run through december 1st. b.a.r.t. is asking cyclists to

elementary and sec coya union. gilroy in santa clara. more confusion and controversy over that irs official suspended following her fifth amendment plea before congress. scott mcgrew, low is learner ist playing ball with anyone. she refused to resign after the new head of the irs asked her to. lo lois lerner has been suspended indefinitely. she was in charge of overseeing tax ex semptions with the i.r.s. she is the first to reveal that they were targeting conservative groups at a speech she gave last month. she took the fifth after a long statement programming she had done nothing wrong which is not how the fifth works.

she just testified. she just waved her fifth amendment right to privilege. you don't get to tell your side of the story and not be subjected to cross-examination. that's not the way it works. she waved her right to fifth amendment privilege by issuing an opening statement. she ought to stand here and answer our questions. >> what happens to lerner now. not entirely clear. she could be compelled to testify. she could theoretically be charged with contempt of congress. we will continue to follow it. meanwhile, the east bay's ban dora says it now has 70 million users and its ceo, joe kennedy, says the number of hours listened reached a record high. it still posted losses. pandora trades at "p" on the new york stock exchange, worth watching today. for the rest of today's trading, let's check in with courtney reagan. she is live at cnbc's world headquarters. futures are a bit lower here after stocks slid on thursday. they did pair their losses behind a clothes. t the markets were reacting to

weak economic data out of china and that hangover effect. the dow, nasdaq and s&p 500 are poised for their first weekly loss in over a month. the dow slipped 12 points, 15,294. the nasdaq lost three to 3459. that's where trade opens today. you may recall facebook was rumored to be interested in that traffic app. there is a twist to that story this morning. it turns out everybody likes the company because the new talk is google is also interested to the tune of $1 billion. google really the only realistic competition for ways. google may be interested in keeping it out of other companies hands. i don't actually use ways. i use mike. using twitter, not brain surgery but brain surgeons do use twitter. doctors at ucla hospital tweeted brain surgery. we are not going to show you anything terrible the this is

developing. we will keep you updated. no other flight delays to report at this point as you start making those plans for travel across the bay area. yosemite looks pretty good for this weekend. however, we do have those showers coming in, not until the second half of the day on monday. here is what we are talking about. pretty potent system. this will be our final weekend of may. temperatures are going to be much cooler than average. let's time out when this system could impact you over the course of your holiday weekend. we stopped that clock for you at 2:00 p.m. on monday. you can pretty much see where the showers are expected still to the north of san jose at that point. picking up some measurable precipitation in santa rosa. it is not enough rain to keep you indoors all day long. it won't be great barbecue or beach weather as we get into this monday, memorial day. we stopped the clock by 11:00 p.m. that's when the south bay starts to get measurable precipitation. on tuesday, we keep the showers going until 3:00 p.m.

we have taken isabelle off of 580 and down in towards livermore. a little slowing there. no other problems as traffic shifts. we see a move toward the 60 area as we are coming down all of the all altamont pass. more slowing to the north. coming out of antioch and heading over into pittsburg, bay point. construction crews might still be there as you are heading back and forth between the bridge and antioch proper. no real issues. a light volume of traffic right now. we will move over towards the maze and the map shows you a smoo smooth drive. we have a new crash reported on east 24 headed towards the caldecott tunnel. no injuries reported. chp has yet to arrive on scene. we will track that. if it does affect those lanes, that will cause some slowing. monitoring this, the bay bridge toll plaza itself shows an easy

flow of traffic. we will see the build on fridays. about 11:00, 11 slon 30. we see traffic start to build. nice drive across. you can see the marin hills and no problems across or delays to the north bay. thank you very much, mike. it is 5:19. an ambush attack. that's what investigators are saying about this shooting that killed two santa cruz police officers. investigators say sergeant butch baker and detective elizabeth butler were ambushed when they went to talk to sexual assault suspect, jeremy goulet, at his home. investigation found he fired five shots at the officers within three seconds, he continued firing at the wounded officers before taking off in their patrol car. he was shot and killed a short time later. santa cruz police officers will now wear pins that include the badge numbers of the two fallen

officers. san francisco baggage handler has a date with a judge after arrested for stealing from passengers checked luggage. 45-year-old george reyes is out on bail. he works for united airlines at sfo. investigators say he was caught in a police sting stealing ipads and purses from luggage. the airlines began investigating him after getting more than 50 complaints from passengers reporting stolen items. officers say he is cooperating with police. reyes is due back on court to enter a plea. 5:20. a state assembly committee will look at a bill that could hold many manufacturers responsible for certain debris in the ocean. it would require manufacture of things such as plastic bottles and bags to figure out how to keep it out of state waltterway. they aim to reduce plastic pollution by 95% by 2024. every year, millions of pounds offer plastic trash picked up on

beaches nationwide. they will look at that proposal today. a follow-up to an investigative unit exclusive. will restaurants in silicon valley berated? the newly formed advisory group met yesterday to talk about changing santa clara's county inspection system that comes after our hidden camera investigation revealed many restaurants violating a state law. it says if a customer asks to see an inspection report, they have to show it, because of ireporting, the county formed an advisory group consisting of restaurant owners to consumers to evaluate rating systems. they met for the first time yet to talk about positives and negatives of scoring systems and how it could affect you, restaurantings a restaurants and the county. >> when other restaurants see other restaurants getting positive grades, they are going to want to attain that. it's a win-win for the public. the advisory group meets again

"today in the bay's" bob redell is live at the u.s. geological survey in menlo park with new video of when the quake struck. good morning. good morning to you, marla. i'm here at usgs. the reporting and other aftershock, in plumas county where the epicenter is reported. nowhere as large as severe at the 5.7. in this age of video cameras, you get a pretty good sense of what that shaking and rumbling was like last night. this is around the 8:00 to 9:00 hour. grocery store in greenville, that's the town where the epicenter is located. put this video up on its facebook page. it shows items falling from the shelves when the quake hit. you can see the lights starting to flicker. one man posted this youtube video. it showed a crack that formed after the quake struck. he showed video of water leaking out of his pop during aol.

people reported that they felt this 5.7 even though its epicenter was in greenville in plumes county. that is more than 100 miles northeast of sacramento. >> what's interesting is how far south in the great valley you felt it. that's a function of the kind of rocks in the great valley. a lot of sediments, very flat. everybody knows that. those kind of rocks, flat deposited rocks that are shet down from the surrounding hillsides amplify ground motions. >> so far, no reports of serious damage. we do know one woman in sacramento was injured. she fell down some stairs when that quake hit. reporting live, bob redell, "today in the bay." thanks. meanwhile, new this rng month, the powerful 8.3 rocked the far east coast of russia. the quake was centered in the sea of okutz, east of refresh ya and north of japan.

the quake was felt almost 45 miles away. news agencies reporting many ran out of buildings and schools were evacuated. a tsunami warning was issued for the surrounding areas but was lifted a short timing later. it is 5:34. this morning, officials in washington state trying to figure out what caused part of the bridge to collapse sending cars plunging into a river below. we have new video just into our newsroom this morning. authorities say it is really a miracle. no one was killed when a section of the i-5 bridge in mt. vernon came crashing down. rescue crews pulled three people from the chilly waters. they are recovering this morning in the hospital. investigators say a big rig hit part of the brinl at some point before the collapse. it is unclear whether that may have caused the bridge to give way. the bridge is a main thoroughfare from mt. vernon, about an hour north of seattle to vancouver, british columbia. it runs straight over a river. both directions of i-5 are

expected to remain shut down as authorities continue investigation. the bridge was built in 1955. it is considered functionally obsolete. mink the bridge design is outdated. bridge failures in the past 50 years have been relatively rare. engineers say unless states do more to address issues with the country's aging infrastructure, the situation could get dire very quickly. >> a miracle that everything is okay. >> it really is. you made it to friday. a lot of you have a three-day weekend. lucky you. meteorologist, christina loren, take a look at the forecast everyone. 5:36. you can see a pretty, nice start to the day. a little more glassy on the san francisco bay. that's a good indication the winds are dropping off. also, our wind speeds are certainly much lower than this time yesterday morning. it is still going to be rather breezy out there if you drive a high-profile vehicle. the impact on the golden gate bridge. you see the win out of the west

limit for richmond all the way down to the berkeley curve. we will show you the map in the same area. we do have a problem east heading out of the area of the maze. east 24 around caldecott lane off of highway 13. the reports are that your slow lane is blocked eastbound heading toward the caldecott. it is far enough from the single eastbound that is not slowing at the tunnel itself. in fact, no problems at the scene. we are also looking at another crash for the east bay. the mission merge here. the fremont tunnel moves smoothly. north 680 where you see some slowing. the auto ramp sounds like a car hit. the big bundles are affecting traffic. the freeway itself, northbound 680 is moving smoothly. a live look shows you how things are. building a bit off the high-rise. hazy in the air. visibility is just fine, guys. send it back to you. 5:38. they are trying to heal.

tornado. also, today, more funerals for the 24 victims coming up today. we have two for children who were at their elementary school plaza towers elementary when the tornado hit. instead of days filled with barbecues this memorial day weekend, there will be more cleanup and more heartache. thursday, mourners buried the first of seven students. 9-year-old antonio candelaria killed at plaza towers elementary school. for those who survived, gratitude for the teachers and staff who put themselves at risk protecting children. i'm never going to have anything, any words to repay her for what she did. she threw herself on my daughter to protect her. >> reporter: students from plaza towers as well as the second damaged school, briarwood elementary, gathered thursday for a final assembly.

a chance at closure. >> it makes me glad to see my friends and that they are alive and that i'm alive and that i'm okay. president obama is scheduled to visit the ravaged community sunday. he plans to tour the 17-mile path of destroyed homes and businesses and meet with the first responders who have provided everything from muscle to food for shell-shocked survivors. >> they need help. they need hot meals. they need comfort. >> reporter: heavy rain and thunderstorms continue to slow cleanup efforts with more bad weather expected today. it will take months of hard and emotional work to rebuild what the tornado destroyed in 40 minutes. a task the residents of moore say they are dedicated to seeing through. new estimates put the number of homes destroyed by the tornado at 12,000. in moore, oklahoma, i'm sarah dalif. lauren, back to you.

we are looking pretty good. temperatures are crisp. it is cool to start. a nice, clear day here in san jose to start the day. we will show you san francisco now. not much to show you in terms of low cloud cover in san francisco. there is a little bit hanging out at the immediate coast. you can see here a pretty start at 5:46. sun officially comes up in about ten minutes. there is old glory. certainly, not getting that violent flow we have seen over the past couple of days. those are dropping off for today. our temperatures are creeping up. it is still cold enough for a jacket in places like gilroy to start and san jose as well at 48 degrees. here is what we are working with for today. calm conditions right now in santa cruz. that's a good sign. same for half moon bay whether it comes to your wind speeds. if we get any gusts, they will be more like 25 miles per hour and highs are going to be comfortable. let's talk about the rain we are expecting over the course of your memorial day weekend.

saturday, it looks good. it will be cool sunday, even cooler. monday is when we bring in the showers. 6:00 a.m., we stop the clock. everybody still nice and dry. we stop it again for you at 10:00 a.m. you can still get outdoors by about 10:00 a.m. look at what happens. the rain starts to move in. by 1:00 p.m., we are nice and dry in the south bay. if you want to avoid the showers, you live up in the north bay, head south. by 4:00 p.m., everybody starts to see that shower can activity. i do think you will be able to get outdoors, without dodging showers for the first part of the memorial day. then, we have the main moisture coming through. the bulk of that moisture will hit us as we head through tuesday morning's drive. the good news is mike will be back on tuesday to help you guide through that. monday to tuesday, temperatures are going to be really, really nice. we have showers headed our way. this is going to clear out here. 70 degrees in lynn. the warmup is on wednesday into thursday. let's check that drive with

that slowdown. the earlier spinout. a smooth drive down to the berkeley curve and the bay bridge toll plaza. quick look over there shows you the light volume of traffic. lanes over off to the left, showing a little backup. not all lanes are open. we will see the shift. we will look at the peninsula. very clear. back to you. it is 5:49. boeing 787 dreamliners have been cleared for takeoff. japan's all nippon airways says they will resume use of the planes this sunday. it is 1 of 5 commercial flights they are running this morning before regular services start june 1st. that includes the flight between san jose and japan. the new high-flight jet was grounded back in january. they have modified all 17 of their dreamliners and conducted 170 approving flights. united airlines resumed its use of the aircraft on monday.

b.a.r.t. is trying to figure out what to do with the three-story that's been hanging in the station for more than three decades. the agency says it will cost $50,000 to clean the piece called legs and $300,000 to remove it all together. it was put in place in 1978. it is now blackened with dirt. the artist, who is now 83, says she wants to be included in whatever decision b.a.r.t. makes. i'm not sure but i think b.a.r.t. should at least get in touch with me when they do anything to the piece. i need to be included in their decisions. >> b.a.r.t. and the artist plan to meet to talk about options. the artist says legs took a year to create. she used 8,000 pounds of rope to make it. so it has to be pretty heavy. >> wish my legs were that long. that's pretty long. 5:50. the major wireless provider that is soon going to be charging customers more. we'll have the details next. plus, gadget friday as well. is it pepper and salt?

at&t will pay a little more this month. the below-the-line fee is named because it appears at the bo bottom of your bill and can sometimes go unnoticed. many groups criticized the move saying the fee allows carriers to advertise lower prices than they charged. the fee is expected to bring in more than half a billion dollars to at&t. a colt classic will make a comeback this weekend. netflix will release 15 new episodes of arrested development on sunday morning. the episodes will be made available literally sunday morning at 12:01 a.m. the show was canceled after

three seasons on fox because of such low ratings. those seasons are available for streaming on net knicflix. you can get caught up. they are hoping this programming will increase subscribers. >> scott mcgrew has been thinking about the weather and how you can monitor it at home. what are weather gadgets this friday. >> little weather stations in a cylinder. they are called net atmo. one goes inside your house and the other goes outside. these devices collect all kinds of data. temperature and pressure. humidity and the level of carbon dioxide, what i suppose we would call stuffyness. it mixes the data in with data it gets off the internet. things like radar and localized weather alerts can show you trends as well. they also measure sound. net pollution, noise pollution. it will tell you if your house
