bouncing back and we have made our way here for the official reopening today, friday 24th, 2013. >> from nbc news this is a special edition of "today." live from the jersey shore. >> good morning, everyone. welcome to "today" on friday morning. look at the scene in seaside heights, new jersey, along the boardwalk with a little liquid sunshine in the air as we bring you day five of the "today" show's great american adventure. what an adventure this week has been. >> good morning. it is fitting to be here on the shore seven months after sandy. we saw what happened in oklahoma.

this is a sign of how a community can really bounce back. we remember the iconic image of the roller coaster partially submerged and knocked over and the people here are ready for memorial day weekend and ready to cut the ribbon on summer. >> the ribbon just rolled out next to us on the beach. the pickup truck unfurled a five-mile long ribbon that will be cut with the help of new jersey governor chris christie who will join us live during the show and he will have the official ceremony and we will talk to him about the recovery and the challenges ahead. >> we have -- when you think of governor chris christie you think fun. we have a concert from the great group fun. they will be rocking this shore. >> they wrote a lot of their hit songs here at the jersey shore. appropriately enough they will be here. and everybody is so excite about them and their performance and we are excited to be here. we begin with some breaking news out of seattle.

a bridge collapsed north of seattle. let's get to chris daniels from king 5 with the latest. good morning to you. >> reporter: savannah, good morning. this is the major freeway in washington state. it's now disconnected. you can see the wreckage and the vehicles still behind me in the river after officials here say a truck smacked in to a part of the span. it was just after 7 p.m. when a major portion of the 57-year-old river bridge fell this below. they believe a truck may have triggered the collapse that sent the vehicles plunging in to the water. >> for a reason unknown at this point in time a semi truck struck the bridge causing it to collapse. >> rescue boats scrambled to pluck three people beneath the tangled wreckage. >> i went to the river bank and went to look at the currents going through the girders and

the women and men involved to rescue these people from the water was extraordinary. >> dan fly and his wife were in one of the vehicles. >> when i felt the water rushing in and i kind of came back to situational awareness and looking around, when you looked at the carnage of the metal and stuff around you, i assumed it was it at that point. there was no hope. that's what i was thinking, but here i stand. >> reporter: his wife and the other rescued man remain hospitalized with hypothermia. it is the most significant bridge failure since the 2007 minneapolis bridge collapse that left 13 people dead and dozens injured. snarling traffic for months. meanwhile, officials in washington are looking in to why the bridge collapsed, saying it could be months before it's fixed. the bridge behind me is part of interstate 5, the main road connecting the u.s. and canada and washington's governor warns this morning the delays and

detours could last well past the memorial day weekend. matt? >> chris daniels in washington this morning. thank you very much. lotte . a lot of reaction from the boy scout's decision to allow openly gay scouts but not openly gay scout leaders. a lot of people think it could split the organization in half. we have more from dallas, texas. >> reporter:er good morning. members of the boy scouts national council cast those historic ballots just outside of dallas yesterday. while some view lifting the ban as another sign of the fast-shifting views of homosexuality in this country, others say the boy scout did not do enough. a major milestone as one of america's best-known youth groups straps its ban on admitting openly gay boy scouts. >> now i have an opportunity to finish everything i started so many years ago.

60% voted to lift the ban. but openly gay men are not allowed to be leaders. >> i was excited because it doesn't effect me, it's really been working for her. >> not all reaction has been positive. >> when the boy scouts of america are going to put the interest of activists over and above the safety and security of our boys that is a program and leadership we can no longer trust. >> they considered letting local troops decide whether to allow gay scouts sparking a heated debate. church groups weighed in, many wanted to keep the ban in place. scout leaders decide to put it to a national vote. >> it's a difficult decision for a lot of people. we are moving forward together. >> reporter: so the new rule will go in to effect june 1st, 2014. a number of groups including

churches are threatening to stop sponsoring packs and troops. back to you. >> thank you, craig melvin. meantime president obama is set to address the u.s. naval academy's graduation today and expected to address the same themes we heard him talking about yesterday, drones and these closing of guantanamo among other things. let's get to peter alexander with more. good morning to you. >> reporter: good morning. this was a significant speech. the president is shifting his case away from what he described as a boundless, global war on terror and pushing for less secretive and more restrained counterterrorism policy. >> this war, like all wars, must end. >> reporter: the president's focus, two key issues revealing clearer, more narrow guidelines for deadly drone strikes. arguing they are legal, effective and will continue. while also raising the standard for their use. >> before any strike is taken,

there must be near certainty that no civilians will be killed or injured. the highest standard we can set. >> reporter: on the prison camp in guantanamo bay, a renewed pledge to shut it down. the president announcing an end to the ban on transferring detainees back to yeming and calling for some to be moved to prisons on american soil and tried in civilian courts. >> the decisions that we are making now will define the type of nation and world that we leave to our children. >> reporter: many republicans remain dissatisfied. >> what would i have the united states of america do, lead, l d l-e-a l-e-a-d, the president does not lead. >> at one time the president was repeatedly interrupted and briefly left speechless by an anti-war activist. >> you are commander in chief. you can close guantanamo today. can you take the drones out of the hands of the cia? i love my country. i love the rule of law.

england. british officials say air traffic controllers received an emergency radar signal from the plane which had 297 passengers on board. the plane was diverted and landed at stansted airport, east of london. two men were arrested. this after an emergency landing which forced heathrow airport in london to shut down both of its runways. the engine was streaming smoke while in flight. all crew and passengers were safely evacuated and the runways have since reopened. the irs official responsible for the unit that targeted tea party groups has been plasd on administrative leave. lois lerner is the third official to be replaced since the scandal came to light earlier this month. lerner testified this week on capitol hill. another stunning twist in the jodi arias murder trial as the judge declares a mistrial in the penalty face of the case.

70 degrees right here in san jose. we will hit 61 in san francisco. getting into your memorial day weekend, we have shores on the way late monday into tuesday. of what lies ahead. superstorm sandy did about $40 billion worth of damage. recovery is still under way. we'll talk to new jersey's governor chris christie about that in a moment but first a look back at the last seven months. it was a storm for the record books. sandy killed dozens, forced thousands to flee and wrecked nearly 350,000 homes along the jersey shore alone. while residents are fiercely determined to restore the shore the recovery has seen challenges. governor chris christie recently faced the frustration. >> i lost a house in northern beach. we feel like the stepchild. look at it over there. have you seen it? >> i've seen it. >> it's the same as six months ago. >> the problem is everyone has to decide what they're going to do with their own homes. i can't decide and when they're

going to knock them down and try to rebuild. >> reporter: some homeowners say insurance money has been slow to arrive and the remapping of the flood zones may discourage rebuilding but above all this area recognizes the need to restart its economic engine. the state features more than 130 miles of majestic coastline. last year tourism brought in $19 billion. >> people know the boardwalk is back, it will be back here memorial day weekend. >> reporter: seaside heights mayor says it's more than just business. >> we're putting it back together for all the people who have been here and have the memories of coming here and all of the new memories that will be formed. >> reporter: new memories formed as the boardwalks return, standing as a symbol of hope for the jersey shore and a promise for the future. chris christie is the governor of the state of new jersey, governor it's always good to

have you. >> thanks for coming to jersey. >> scale of one to ten where does the recovery stand right now? >> well it's an eight in some places and a four in others. it depends. here on the boardwalk people will see it as about an eight out of ten when they start coming here in june but for a lot of the home observers in the state it will take the better part of the next year to get them back. >> was that the strategy, get the tourism money back flowing in for the state's coffers? >> no, i think it was the easiest one first. homeowne homeowners, people have to figure out if they want to build and how much they want to elevate. here it's a set thing. >> so much coverage of the storm, so much coverage of the aftermath, so much coverage of the damage. are you worried, when you think of how vital tourism money is to this state and your economy, are you worried the tourists will have heard about all of that and

go elsewhere? >> yes, we are and that's why we're doing things like this, we have a $25 million advertising and marketing plan going on. 80% of the jersey shore you won't notice any difference from last summer. where we're standing now there's differences. >> you saw what happened down in oklahoma on monday that devastating tornado that damaged so many homes. you have already come out and said you will support any amount of federal aid that the president decides is necessary to help those people recover. would the fiscally conservative chris christie make that comment had he not go through superstorm san sandy? >> i did. i think emergencies are a totally different thing. americans help other americans when we're in trouble and that's always been what this country has been about and matt, you know, we never support irresponsible spending. that's why i said everything that's necessary to help them absolutely and we should be doing it quickly. >> so much was made of the

president visiting you after the storm, coming back on tuesday to look at the recovery and where it stands. i know that's good for the state of new jersey but do you ever worry another visit and more images of you two walking along the boardwalk will cook your personal political goose? >> no, because i think what people in my state want more than anything else is for me to do my job and the. the wants to come back here and see the progress and look at it himself, i never worry about that. i'm doing my job. >> you're not a guy worried about 2016 and what you may or may not do. i want to think if he wants to see recovery tweet him photos. >> bottom line you can't experience it unless you're here and see for yourself and he's the president of the united states, if he wants to come and see the people of new jersey, i'm the governor and i'll be here to welcome him. >> the national hurricane center released its outlook for this summer's hurricane season forecasting an extremely active season with three to six major storms of at least category 3 along this area.

how worried are you about that as a governor of a state that has so much exposed shoreline. >> of course you're always worried. we gave at the office last year. i think the hurricanes will bypass us but we'll be ready as we were last year but of course we're concerned. >> earlier this week you said you don't think there's been any proof that sandy was caused by climate change. several experts said the destruction from sandy was probably more severe because of elements of climate change including rising sea levels. are you not willing to say that? >> no, i'm not. first of all, this is their business. they study it and they say probably, maybe. all i said was i'm not shown any definitive proof of what caused it. this is distraction. i have a place to rebuild and people want to talk to me about esoteric theories. no i'm not going to buy things

two vehicles clied sending a vehicle slammed into a light pole. police say hol may have played a role in that crash. aftershocks being felt following a 5.7 quake in the northern part of the state. it is wa so strong. people in the bay area reported feeling some sort of shaking. this is surveillance video from a grocery store in greenville, in plumes county near the epicenter of the quake. we haven't received any reports of serious damage. one woman was injured. she reportedly fell down some stairs when the quake hit. time to check our forecast with meteorologist, christina loren. good monday. i'm thinking about memorial day already. it is a three-day weekend. 7:27. good friday morning. that would be horrible if i took that away from you. temperatures are good, crystal clear. cold out there, going to hit the 70s today. the giants taking on the rockies at at&t park. nice out there. 58 degrees.

>> thank you. >> let's talk about some grilling things, i like to do a little barbeque sauce that's sweet and sour, so you probably have some of this stuff at home this has a little mango marmalade. i put in a little soy sauce. to make it sour. little bit of lime juice and then i spice it up with my favorite, habanero. all you have to do is put it together like this. mix it up. you don't have to cook and you prok probably have this stuff in your pantry right now. >> the mango chutney, i don't know. >> you flip over your shrimp. if you want to season this, a little oil, salt. >> do you marinate it or put it on top? >> i put it on like this and brush it on so it's important the last five minutes of cooking or well let's say two or three minutes, you brush it on because barbeque sauces are sweet and sour and they burn. unlike an marinate, you want them to go on the end of the cooking, not the beginning. >> is this it right here? >> that's it. you can put some of the sauce in
