saturday, may 25th, 2013. >> announcer: from nbc news, this is "today" with lester holt and erica hill live from studio 1a in rockefeller plaza. >> good morning. welcome to "today" on a saturday morning. i'm lester holt. >> and i'm erica hill. you saw some of the souls out there braving the chilly rain in new york. for a lot of people memorial day weekend, it's the unofficial start of summer, you plan to spend it outdoors with a barbecue or two but for many americans not ideal temperatures. >> temperatures way below normal and some places will get snow. we'll get dylan's forecast in just a moment. those are the headlines. >> just what you want to hear. new developments from overseas. another arrest in london in the wake of that brutal killing of a soldier on the streets there.

>> and as president obama speaks out about stopping sexual assaults in the military, word of a new investigation. this one in alaska. we'll talk to one woman who just testified on capitol hill about her experience with sexual abuse while serving in the army. in oklahoma, an outpouring of support from some pretty big names in the world of music all trying to do their part to help the tornado ravaged area. former nickelodeon star was in court on friday accused of throwing drugs from her apartment. why do so many former child stars find themselves in trouble? dylan is tracking the weather for us. good morning. >> good morning, everyone. the official kickoff of summer with memorial day weekend here and it is very chilly and very damp all across the northeast and that white stuff just to the northwest of albany, that's snow. we could see up to 6 inches of snow in the highest elevations

over 2,000 feet. elsewhere, a cold rain. temperatures are going to be very much below average today. we've got freeze warnings and frost advisories all of the way back into the great lakes region where temperatures right now are in the 30s and 40s and it's not going to warm up much this afternoon. highs will be almost 25 degrees below average in parts of massachusetts and most of the northeast and great lakes region will be 10 to 15 degrees below normal. that's the cold setup for the start of the holiday weekend. we're also wanting to give you a heads-up now for a possible severe storm setup wednesday and thursday of next week. we still have that same type of setup with that moisture coming in off the gulf of mexico and a very slow moving cold front. we could see perhaps another severe weather outbreak. the time frame would be wednesday and thursday and large hail, damaging winds and possible tornadoes are possible with these storms by the middle of next week. just an early heads-up.

that's what models are hinting at and something we'll keep an eye on into the weekend and into next week too. >> we'll check in with you in just a bit. officials in washington state are scrambling this morning to find a temporary fix for a bridge that collapsed on a heavily traveled interstate highway. this comes as we're seeing new video of the bridge as it crumbled. we go to mt. vernon, washington, for the very latest. good morning. >> reporter: good morning. the bridge sits on one of washington state's busiest corridor, i-5 linking seattle to vancouver, canada. 70,000 cars pass this bridge every day and officials are trying to redirect traffic to the other side of the river without disrupting communities here but so far they are struggling to do that. more importantly, they are trying to determine what exactly happened here. this new video shows the moment an oversized truck struck the river bridge collapsing it and

sending two vehicles on a 25-foot plunge. >> the bridge over i-5 just collapsed. with very vehicles in the water. >> reporter: all three people inside those cars survived. federal and state inspect yoorsy a truck with an oversized low is to blame. >> a heavy vehicle crashed into not just one but probably multiple girders on the bridge and it failed. >> reporter: the truck driver is being questioned by investigators. his wife says her husband is okay. >> he is shaken up. he was really scared for the people that were, who had fallen off the bridge. he was really happy to hear that they were fine. to see that they were fine. that was a blessing. >> the bridge about 1,100 feet long was built in 1955. it was listed as functionally obsolete which means the design is outdated but structurally sound.

>> it was generally a healthy bridge. it could continue to operate. that doesn't mean that there aren't things that could have been done to improve bridge. >> reporter: experts say bridges across the country are vulnerable. according to the american society of civil engineers, one in nine of the nation's bridges are rated as structurally deficient. >> there are more structurally deficient bridges in our big cities than there are mcdonald franchises nationwide. >> reporter: officials are scrambling to redirect traffic across the river as swiftly as possible. investigators also say they've spoken to that truck driver. he voluntarily took a blood and alcohol test that he passed voluntarily as we emphasize. officials here say that it could be weeks before this bridge is reopened. the federal government has given a million dollars and is expected to give a million dollars but some officials say it could take $50 million to repair the bridge and get it back to a functioning state. >> all right.

thank you. if you want to learn more about the condition of the bridges you could be driving over later today perhaps, logon to today.com and click on heard it today button. we hear 911 calls made in the wake of monday's massive tornado in moore, oklahoma. ron mott is in moore, oklahoma, to tell us more about it. good morning. >> reporter: good morning to you. it's day five now of this recovery and cleanup effort. a long week for a lot of folks here in moore. it's also memorial holiday weekend. bittersweet here because funerals will continue for 24 people lost on monday. it's also graduation day. three high schools in moore will hold back to back commencement exercises and give the community a chance to rally together for a few hours. we're now hearing the 911 calls that poured into emergency centers on monday afternoon. one from a day care center not far from here. take a listen.

>> we got a day care full of babies. we need help bad. we need help bad. we got a day care that just got cremated. >> where are you at? >> what's the address? we got tons of babies in here. >> we'll get somebody out there. >> all right. we need help bad. >> reporter: you can hear the terror in that phone call. 15 children made it out unharmed. there are a lot of frayed nerves on this saturday morning as people continue to absorb what they went through, lester. >> ron mott, thanks very much. this memorial day weekend president obama is paying tribute to the men and women in uniform who have given their lives in sacrifice and also shining the light on a growing problem of sexual assault and abuse in the armed services.

kristen welker is live with more. >> reporter: later today defense secretary chuck hagel will call for an end to sexual assault in the military when he addresses graduates at west point. it comes as we're learning about a new investigation. according to military officials, the army is looking into allegations of possible sexual misconduct at the space and missile defense command in ft. greely, alaska. no charges have been filed but it underscores the pervasiveness of this problem. now, on friday president obama was at the u.s. naval academy with a similar message. he called on graduates to end sexual assault in the military. his stern words come several weeks after the defense department released a report which showed that unreported cases of sexual assaults in the military rose by 37% last year to an estimated 26,000 cases. president obama said stopping this problem now is not just a matter of conduct, it's also a matter of national security. take a listen to what he had to

say. >> those who commit sexual assault are not only committing a crime, they threaten the trust and discipline that makes our military strong. that's why we have to be determined to stop these crimes. >> reporter: in his weekly address today, president obama put the focus back on past military personnel reminding everyone that monday is memorial day, a day to honor those who have served and made the ultimate sacrifice. erica? >> kristen welker at the white house. thank you. we have a gulf war veteran who testified recently about her experience with sexual asusault in the military and is with us this morning. thank you for being here. walk us through quickly for people not familiar with your story. what happened to you? >> basically during my time in service at my first duty station i was raped within 90 days of

getting to europe and within that 90 days i was assaulted again by a completely different soldier and i did not report it. and i went on with my life within the chain of command and worked my job and just basically transitioned on my own until i had a third situation that came up after a year of this sergeant sexually harassing me i went to the chain of command and said basically that i'm being harassed and i filed the papers to file a complaint and basically they said i misunderstood him and from that there was a very short period of time i was out of the military. >> this had a really profound effect on you. it led to a number of other issues in your life. do you think based on the numbers that kristen just told us about in that pentagon survey, the increase in the number of sexual assaults, is the culture changing? do you think people are more

comfortable than perhaps when you were in the service reporting things like that? >> i don't think people are more comfortable reporting. i think what's happened is there's more raping. there's more sexual assault. >> you think it's worse today? >> i think so. within the chain of command people have become much more complacent and because of that there is an attitude that allows it to happen more. >> strong statement. we just heard as well about defense secretary chuck hagel talking about the plan to retrain 25,000 people who were in these programs designed to help people respond to sexual assault. will that, you think, make a difference? >> top to the bottom. the highest ranking military official to the lowest ranking enlisted person, i think that's the only way that it's going to change. the culture is too steeped with this type of behavior. it's not going to just be this one thing of training.

there has to be prosecution. there has to be jail time. there has to be something that deters people from doing this type of criminal behavior. >> in terms of that top to bottom change, is it something that you believe can happen in the near future? >> i think it can happen. again, as i said before, mission essential. most branches of the military will send out something and say this is mission essential and pass it down and everybody has to do it and everyone is onboard. i don't perceive everyone is onboard. i perceive it's a rule and everybody is talking about it but i don't perceive they believe that it's mission essential and that everyone from the top to the bottom is onboard. >> so as you said until that changes you don't think it will change. we appreciate you being with us and sharing your story this morning. there are new developments this morning in the investigation of deadly attack on a soldier on the streets of london. another person is under arrest.

nbc's martin fletcher is in london near the crime scene with more. martin, good morning. >> reporter: lester, good morning. with a flower tribute behind me growing all the time, there's been a bizarre twist. police arrested the friend of a murder suspect last night after he claimed on bbc the spy agency had tried to recruit one of the murder suspects, the man filmed with blood on his hands. he turned them down six months ago, the arrested man said, no comment from ma-5. security officials did confirm that both suspects had long been on their radar. this is him six years ago. the slogan muslims against crusa crusaders. a show of support and national unity in the north of england on friday as the second signal regimen ended the second tour of duty in afghanistan. with britain reeling from the vicious murder of the soldier who fought six months in

afghanistan and was rammed by a car and slaughtered with a butcher's knife on a london street. had his family said their hearts have been "ripped apart." >> you don't expect that. >> no. you don't expect it. >> reporter: and britain is on edge after police warn there may be so-called copycat attacks. on friday another scare when a pakistani airways jet was forced to land near london after two passengers allegedly threatened to destroy the plane after arguing with the crew. authorities say, however, it does not appear to be terror related. muslim community leaders are warning of a far right backlash against muslims. >> the sad thing is it's not in the control of the muslim community. the muslim community are victims here. >> reporter: 140 hate crimes against muslims have been reported in the two days since the killing. ten times more than usual.

the man arrested after talking on the bbc was reportedly not arrested for what he said. scotland yard said it was "suspicion of terrorism offensive." >> martin fletcher in london. thanks very much. >> want to look at the other top stories including a deadly explosion overnight in pakistan. jenna has more on that. >> we do start off with that tragic news. an explosion killed at least 17 children today. police say they don't think it was a terror attack. they do believe a gas cylinder used to power the bus they were on blew up. the fiery blast also injured at least seven more children. rescue crews are on the scene of a crash of a so-called angel flight. two of the three people on board have died. angel flight northeast is a group that transports patients using volunteer pilots. the small plane was on its way from massachusetts to new york state when it went down an hour west of albany, new york. investigators are on the way to the scene to try to find out how

and why that happened. america's self-proclaimed toughest sheriff is on the wrong side of a law. a federal judge says the judge and his officers are guilty of racial profiling. the suit against him claim that arpaio targeted latinos in immigration stops in his territory. arpaio says he will indeed appeal. the federal sequester hit home. a huge chunk of government was closed for business on friday. more than 100,000 government workers were off without pay. it's the first of several furlough fridays planned around holidays. this is a result of the across the board cuts mandated when congress and the president failed to grant a deficit reduction plan last november. the entire irs was closed and little got done at housing and urban development, the office of management and budget or at the epa. and finally this morning, not the approximate pig that we or the one that stayed home.

good morning. >> it's kind of a miserable day in the northeast today. it's a cold rain and it's also very rainy back through parts of the midwest. you can see the heavy downpours moving through areas like southeastern nebraska and those storms will continue through the morning and fade out and another round of storms is likely across montana and the dakotas. we could see large hail and a few isolated damaging wind gusts. no tornadoes with that. it's an area of severe weather we'll keep an eye on especially later on this afternoon. that's a expect to see patches of low clouds, cooling conditions today with mostly sunny skies except on the coast, you'll see the low clouds lingering. our temperatures today, not feeling much like the unofficial start to summer. we're talking 60s to low 70s. only the warmest spots near the mid-70s. that's south of san jose. trending cooler tomorrow with some morning drizzle and then some showers still in the forecast for memorial it a. warmer for the second half of the week.

i love it. every minute of it. it's my life. >> reporter: back in 2010, life looked promising. dan, who was earning $44,000 a year, was about to be promoted to director of facilities and operations. the additional raise he figured would finally allow him to fulfill a dream to buy his own home but then -- >> i had to take a pay cut. my stomach was in knots. supposed to get a raise and instead i took a pay cut. >> reporter: did your boss think you were crazy? >> pretty much so. i don't think anybody ever asks for a pay cut. i was making ends meet. i was just making ends meet. it really hurt. >> reporter: what happened? the answer lies in state policies that prevent hundreds of thousands of families from climbing up the economic ladder. >> daddy! >> reporter: dan took a pay cut so he could keep his child care

assistance. he only qualified for help from the state if he stayed below a certain income. >> i felt like i was standing on the edge of a cliff and i was going to get pushed off. there's nowhere to go. >> reporter: dan fell victim to what is known as the cliff effect. that's when just a small raise in a family's income leads to an abrupt termination of an essential public benefit. it's a dilemma getting more attention. a number of groups are trying to raise awareness of the cliff effect in the hopes of affecting some policy changes among state governments. >> so hard to think about. that is -- that's the american dream. you work hard. you get that raise and you work toward those things for yourself and your family. >> and become free of government assistance but they are stuck in this catch-22. still to come, a cult favorite arrested development coming back to the small screen after a seven-year hiatus but not in the way you might expect. first, this is "today" on nbc.

60s to low 70s. san jose should get into the low 70s. 62 in san francisco. then tomorrow, highs only in the 60s with some morning drizzle. and still a chance of seeing some showers, especially in the north bay, heading into monday afternoon. >> all right, thanks, rob. new charges will be filed against a woman accused of poisoning an orange juice at a starbucks. last time we saw her was getting out of jail and trying to avoid getting on to the media. last month police arrested the 50-year-old chemist on charges of attempted murder. police said she put a deadly dose of rubbing alcohol in those orange juice containers before placing them on the shelves. now the d.a.'s office says it will not file any charges against the woman because test results showed the containers actually contained vinegar and orange juice, not rubbing alcohol. the d.a. says new ingredient is considered harmful and it can't prove she tampered with those drinks. >> that kind of stinks.

i mean, if she really didn't do anything, she's got this fallout she's going to have to deal with. >> her attorney says she is relieve and now hopes she can return to her life as normal. a man is is behind bars this morning accused of killing another man with a ma chetty earlier this month. police say the 19-year-old transient attacked 36-year-old demetrius porter last thursday outside a jack in the box in san jose. porter died at the scene. investigators say the two men did not know each other and they're not clear on what led to that attack. this morning, more than 200 people are expected to gather in san francisco to search for a man who disappeared after winning the bay to breakers last weekend. they are searching for him at golden gate park and surrounding neighborhoods. he was last seen on sunday when he told friends he was going to the beach.

memorial day weather for you with dylan. >> weather is awful. we have a senior trip, birthdays, another birthday. a birthday over here. a straight up hello and the bif birthdays go in that way. we're trying to get in signs before marker runs down. it's a rainy start to the memorial day weekend in new york city. chilly too. it looks like tomorrow warmer temperatures will move into the northeast except for new england where it will stay below average. we'll keep an eye out for stronger storms. maybe hail and damaging wind gusts across the northern plains on sunday. the risk spreads eastward for memorial day. damp through the dakotas and into montana and back through parts of chicago and into the midwest. those thunderstorms could stretch down into northern texas on monday. but the northeast will start to warm up. it looks hot in the southeast and it stays hot in the southwest. most of texas should be well into the 80s. it's going to eventually warm up for memorial day in most areas.

eden's life back in 2003. she was pregnant with her first child but storm clouds were brewing. a dermatologist noticed a suspicious looking mole on her left shin but chose not to remove it because pregnant women scar easier. the doctor said eden should watch and wait. >> in hindsight, i would have had it taken off then. i don't care if it scars. get it off my leg. >> five years later the suspicious mole was there when she went to a new doctor's office for a consultation. >> i thought it was atypical looking. it had unusual features. it was rather large. i said we should do a biopsy of it. >> it showed she had melanoma and the doctor removed it. her cancer cells had not yet invaded the deeper layers of the skin when is when melanoma becomes deadly. >> i realized i needed to change. >> with dark hair and olive skin, eden never imagined she

would be in danger of developing skin cancer. >> it was a false assumption that i was in a low-risk category. >> eden urged her husband to get a full body scan and that's when cancer hit home again. >> there is nothing like being diagnosed with melanoma. >> he was unaware of it. he had never seen it. >> the worst part was waiting. the doctor couldn't tell steven it had spread. >> i was a mess for six or seven days and was told the incision had gotten it out. i can't tell you the kind of relief you feel when you get that message. >> today battle scarred, they have changed their behavior. >> i won't go bare back into the sun. >> in the middle of the day, where two different sunblocks on my face. >> an important warning as we get ready to enjoy the summer

sun. you just saw the doctor in that report. a dermatologist and skin cancer surgeon in new york city who treated eden and steven. thanks for coming on. let's deal with the first issue there. if you are not fair skinned, there's an assumption you are less at risk for skin cancer. true or false? >> that's false. we do see skin cancer quite commonly in people with dark skin color as well. that's a common myth. another myth is that skin cancer is a disease of older people. that's not entirely true. in fact, skin cancer and melanoma is the most common cancer in young adults between the age of 25 and 29. >> the groups out likely to be tanning. >> that's right. >> let me ask you about where you check. i had a skin cancer screening, they look in places i didn't think the sun reached sometimes. it can be anywhere not just on

your face which means people may not apply block everywhere they should be. >> we see melanoma more commonly in sun exposed areas but we see it commonly in nonsun exposed areas. >> in terms of application of sunscreen then, what place should you put it on? >> you should put sunblock everywhere including your lips, your ears and scalp for men with sparse hair and other nonexposed areas as well. >> i put it on in the morning and think i'm good to go for the rest of the day. is that true or false? >> that's a myth. sunscreen only lasts for two hours. you're supposed to wear sunblock every two hours and when you come out of the water you need to reapply it. >> and next question is you mentioned early detection is the key. how often should you get a skin cancer screening? >> skin cancer screening should be done at least once a year and that's because melanoma, which is a deadly skin cancer, can be
