"today" with matt lauer and savannah guthrie, live, from studio 1a in rockefeller plaza. good morning, everyone. welcome to "today" on a tuesday morning, i'm savannah guthrie. >> and i'm matt lauer. we were down on the jersey shore on friday. we got to see firsthand how far that area has come since hurricane sandy seven months ago. still a lot to be done. and we're going to be talking about the president's visit there in just a little while. but let's start, though, on that severe weather. al roker is tracking and he has been for the last couple hours. good morning to you. >> thanks so much, guys. these folks from moore, oklahoma survived an ef-5, and there could be more bad weather like that. take a look at this. kansas, this is kansas -- smith center, kansas. let's go to the video of this storm. and you can see, this ef-3 tornado. it was captured by two guys, sean casey and brandon ivy. they have a special vehicle that actually went over and actually hunkers down. it weighs 16,000 tons. they were able to survive this. don't try this at home, by any stretch. but here's the latest on this

storm. there's going to be another outbreak today. as you can see, heavy thunderstorms now racing across the midwest. there is a wide area for severe weather today. look at this. from texas all the way to kansas city, chicago, as far east as pittsburgh. possibility of tornadoes, hail, damaging winds, and tomorrow we've got another strong risk. in fact, probably stronger tomorrow than today from del rio, texas, all the way up to minneapolis. unfortunately, oklahoma city in the midst of that. you can see heavy rain is going to be developing along this system from the west all the way into western pennsylvania, central new york on into the east coast. and then as we move to the west, wildfires in santa barbara, california. check this out. we have wildfires over a thousand acres. 4,000 people have been evacuated in the mountains over santa barbara county, about 1,000 campers, 3,000 residents. and the bad news is, the weather is not going to cooperate.

over the next 24 hours, high wind warnings, northwest winds in the mountains. 15 to 30-mile-an-hour gusts up to 60 miles per hour. and that's going to fan those winds, making it difficult to contain those wildfires. matt? >> al, thanks very much. come on inside. we'll get to your local forecast. meanwhile, president obama is visiting the jersey shore this morning to see the recovery from superstorm sandy and to meet again with republican governor chris christie. nbc's white house correspondent peter alexander is in asbury park ahead of the president. peter, good morning to you. >> reporter: matt, good morning to you. president obama is expected to arrive here about 90 minutes from now. his trip to jersey shore about seven months. sort of a political odd couple he and governor chris christie together. the president will also be able to focus on issues that he wants to. turning the topics from past political controversy focusing

7:06 am
in fact, overnight, three lebanese soldiers were killed along the syrian border. senator mccain has long been pushing for the u.s. to become more involved in syria. and now the senator has gone to syria himself to express support for the rebels. the visit lasted just a few hours. no big delegation, secret and low-profile. but still, a high-risk trip to an area that has recently seen air strikes and suicide attacks. senator mccain crossed into syria from turkey, accompanied by the free syrian army, the rebel faction he wants the u.s. to suppo with arms and a no-fly zone. washington already supplies the free syrian army with food and medicine. mccain met with the free syrian army's general commander, who spoke exclusively to nbc earlier this month. he is a moderate, and the mccain trip in part seemed aimed at highlighting him as a partner in a conflict where white house officials have suggested there's no one they trust enough for

the administration that wants to use diplomacy and get other countries involved than just the pressure on the united states. >> and david, beyond this issue of who are the rebels and whether some are aligned with al qaeda, for example, there is also the question of whether a no-fly zone or arming some of the moderate elements of the opposition would be enough to give a decisive victory to the opposition. >> right. it is not clear that it would be. it's not clear that a no-fly zone would be effective. that certainly carries additional risk to u.s. aircraft, if it's just a u.s. operation. there's the specter of chemical weapons, as well. and there have been some in congress who have said perhaps there is an international force that goes in just to protect those weapon sites. but all of this is premature. what the president has said appears to still stand. he will only want to intervene if he felt the united states could make a difference. making a difference at this juncture appears to be getting other allies involved, and continuing to work the russians very hard who can push assad
7:10 am
potentially out of power. >> and david, let's move politics closer to home. governor christie meeting with the president today. the governor was criticized by some republicans for getting too chum by with the president the last time the president visited. is this still an open issue of vulnerability for governor christie? >> oh, you know, if it is, i don't think he's terribly worried about it. this is governing 101. you're governor in a storm-ravaged state, you have an opportunity to bring money and attention to your state with a presidential visit. you don't pass up that opportunity. if he wants to run for president, you can bet, issue one will be his management during this period. and i think he will keep those republicans at bay who said somehow he got too chummy with the president. remember, the real concern in the romney camp at the time in the election was that it was a momentum-stealer. that at the time sandy hit and the president arrived it basically shut down their campaign, and the attention they were getting. that's not the danger here. and, again, biggest media market in the country, governor christie appearing with the president, he's not going to pass up that opportunity.

firing her would involve a lengthy, laborious process. so lerner could keep getting paid by taxpayers for many months. but some senators say is offensive. >> the irs needs to build the strongest case they can, speed up the administrative process, so she doesn't linger on the taxpayers' dole. >> reporter: so far, the irs's account of why this happened and why conflicts with some key facts. the irs says targeting began in march 2010, as a bureaucratic shortcut to handle surging tax-exempt applications. but the agency's own statistics show the surge happened the next year, 2011. the irs blames virtually everything on a few low-level employees in cincinnati. but a lawyer representing targeted groups says that's not true. >> the letters that my clients received came from the cincinnati office. an office in california. and the washington office. >> reporter: congress also is investigating whether
7:13 am
individuals involved with targeted groups may have also received additional irs attention. katherine engelbrecht says after she filed for tax-exempt status for a conservative group, the irs audited her personal and businesses taxes for the first time and her business was visited by two other federal agencies. >> it's important the truth get out. it's far beyond politics. >> reporter: her tax-exempt application still hasn't been approved after three years. she is now suing the irs. now, some experts argue that the irs was right to target political activity by some of these conservative groups. but should have used a neutral criteria that would have appeared less partisan, savannah. >> lisa myers in washington, thank you. this morning, details of a scare in midair. an unruly passenger tried to open an emergency exit during an alaska airlines flight from anchorage to portland, oregon, and had to be subdued by fellow passengers and the crew. nbc's mike taibbi is in portland with this story.
