she says it's a big mix-up. her family speaks out today, wednesday, may 29th, 2013. from nbc news, this is "today" with matt lauer and savannah guthrie, live from studio 1a in rockefeller plaza. >> and good morning. welcome to "today" on a wednesday morning. i'm matt lauer. >> good morning, everyone. i'm savannah guthrie. let's get right to that big political news over the night. congresswoman michele bachmann says she will not run for re-election, an announcement that came as a surprise to a lot of people. nbc news white house correspondent peter alexander joins us with more on this. peter, good morning. >> reporter: savannah, you're exactly right. this does come as a major surprise. bachmann that tea party firebrand, former presidential candidate, announcing on her website that she will not seek re-election in 2014. >> after a great deal of thought

and deliberation i have decided next year i will not seek a fifth congressional term. >> reporter: in this eight-minute video minnesota congresswoman michele bachmann explains her decision not to run. >> the law limits anyone from serving as president of the united states for more than eight years, and in my opinion, well, eight years is also long enough for an individual to serve as a representative for a specific congressional district. >> reporter: bachmann said her decision was not influenced by concerns she wouldn't win re-election after a close race last november and had nothing to do with complaints about former campaign aides about campaign finances. >> this decision was not impacted in any way by the recent inquiries into the activities of my former presidential campaign or my former presidential staff. >> reporter: the federal election commission and the office of congressional ethics are looking into whether bachmann's campaign concealed payments to an iowa statement payment who did work for her 2012 presidential campaign. >> it was clearly understood

that compliance was all rules and regulation was a absolute necessity for my presidential campaign, and i have no reason to believe that that's not the case. >> reporter: an early supporter of the tea party movement and frequent obama critic, bachmann touted her work on a number of comfort pitch issues and says she will continue to advance her beliefs. >> i will do everything i can to advance the conservative principles that serve as the bedrock of who we are as a nation. >> reporter: as for her plans after congress, bachmann does not say whether she will make another run for president. she says she won't rule out anything, in or out of politics, and if you're looking for michele bachmann today, she will be a tough woman to find. she is in russia this week as part of a congressional delegation working to investigate the boston bombing, among other things. >> all right. peter alexander in washington, thank you. meantime, following more violent weather in the midwest. >> that's right. weather warnings and watches are across much of that area today as some powerful storms bring

the threat of more tornadoes. al is keeping an eye on it. he's got the latest for us. guys? >> we had reports yesterday of 18 different tornadoes from michigan all the way to pennsylvania, including this one in salinas, kansas, ottawa county, canas. again, the good news is no major damage, but it was a fairly good-sized tornado threatening that area. now, here's what we're looking at as far as severe weather today. you can already see we've got tornado and severe thunderstorm watches up throughout parts of oklahoma into texas. heavy thunderstorms firing up. here's what we're looking at for today. the risk of strong storms from del rio, texas from lacrosse to fargo and rapid city. a strong risk throughout parts of northern texas, on into western and central oklahoma for long track tornadoes, big problems. we're going to be keeping an eye on this as well. the futurecast shows how this all starts forming. low pressure develops and starts to bring in a lot of moisture ahead of it. upper level jet stream gets on top of it, and that's where we

start to see the spin, and so we do have the risk of those strong storms right through tomorrow and really on into friday. and, in fact, you can look right now. here's where we're going to be looking at flood watches from parts of the dakotas all the way into illinois. that's because on top of already 5 inches of rain we could see another 3 to 5 inches from minneapolis, bismarck, down into springfield as well. and, of course, you know, we all broadcast during serious weather. well, take a look at what happened in amarillo, texas, kmar when a tornado threatened their station. everybody got into the bathroom, and they continued to broadcast. that is real dedication. they got the entire news team into the bathroom and continued to broadcast. matt, that is dedication. >> all right, al. we appreciate that. come on down. we'll get your local forecast in a second. meanwhile, what a difference a year makes. the stock market has hit record highs. the housing market, the best it's been in years.

a lot of positive signs, but is the recovery in this economy for real? jim cramer is the host of cnbc's "mad money." good morning. >> good to see you, matt. >> stock market closing in record territory, 20th consecutive tuesday with gains. you've got the housing market, it's robust. new home construction, housing prices up almost 11% over the same time last year, and yet you're not doing cart wheels, why? >> well, housing is great. automobiles are pretty good, but there's not a lot of new jobs, not a lot of new small businesses being created. not a lot of commercial real estate. those are the next leg that we have to see go higher. >> what about consumer confidence? it recently came in, surged to a high for five years. if people are out there saying, wait a second, i feel good about this economy. i feel good about my prospects within this economy, won't that in some ways drive the economy? >> yes. it's the second half phenomenon. you get the first where the confidence is up. confidence is up because stock prices are up. confidence is up because your house is worth more. >> if my confidence is up i'm going to go buy things.

>> eventually. the last few months have not been that great on that score. i think the summer is going to be good, if gasoline stays low, i think the fall will be good, but we need to see some new jobs. that has to start. it hasn't happened yet. >> you talked about the jobs. you talked about commercial construction. you talked about small business lending. i went back and looked at some of the things we've talked about over the last year. one subject we hit over and over again was europe and their economic troubles and would those spill into the united states. you don't hear much about that anymore. is that subject over? >> yes, it's over because they are doing what ben bernanke, our fed chief, lowered interest rates, pumping money in. europe is bottoming, no longer the problem which it was which is why things are better in our country. >> and another thing we talked over and over again the last year is the sequester and whether it would pour a lot of cold water over our recovery here. has it? >> didn't even hurt the defense stocks, the hottest stocks there is. the stock market is terrific. housing is good and spending is going to increase. things are going to get better. it's why the market has been

good, and it's why you should have hope and stay with the stock market even during a couple of down days. >> cramer of cnbc, jim, thanks very much. let's go over to savannah. >> thanks. now to the crisis in syria where new arms shipment could spark a dispute between the u.s. and russia. nbc chief foreign correspondent richard engel is in beirut, lebanon this morning, richard, good morning. >> reporter: good morning, savannah. the controversy now is all about weapons. who in syria should get them, and who, if anyone, should supply them? and it seems washington and moscow have very different ideas. for the syrian rebels, the supply of weapons and ammunition is now do or die. their own video show them training with wooden guns. the syrian opposition today called on europe to quickly supply weapons after the european union this week lifted an arms embargo. but the first to respond wasn't europe or the u.s. it was russia. russia announced it will supply

assad's regime with advanced s-300 missiles, a move criticized by the state department. >> we condemn the continued supply of russian weapons to the regime. >> reporter: but why do it? s-300 missiles are an anti-aircraft system, and the rebels don't have aircraft. the russian missiles instead could be used to fight off western planes, protecting a no-fly zone, like the one senator mccain is proposing. russian officials says the missiles will, quote, prevent hotheads from intervening, and they will also make it more difficult for israel to do this again. israeli jets have carried out at least three bombing runs in syria this year to attack hezbollah. israel has said it will act whenever it needs to to prevent hezbollah, its enemy in lebanon, from building its arsenal with syrian help.

>> we won't stand with this behavior of supplying arms at this crucial time of terrible civil war. >> reporter: have now angry with moscow, too. none of this is a good sign for peace talks proposed for geneva next month, sponsored by both washington and russia. israel also worries the russian missiles could be used to shoot down aircraft inside israeli airspace, so it's a weapons shipment, savannah, that has strategic consequences. >> all right. richard engel in beirut for us, thank you. >> natalie's got more on the big train explosion we showed you at the top of the show. this one happened in maryland. >> that's right, in baltimore. federal investigators now are going to spend several days on the scene of that train derailment there in baltimore in a suburb outside there. as you see it, it triggered this explosion. the cfx train was carrying hazardous materials when it went off the tracks tuesday afternoon, collided with a trash truck and then burst into flames that ultimately sparked that

explosion. one person was seriously injured. officials say the chemical fire, however, didn't pose a major risk to residents in the area. meanwhile, a small explosion at disneyland in california forced visitors to evacuate mickey's toontown for a short time. police say the minor blast was likely caused by a dry ice in a plastic bottle, possibly set off as a prank. no one was injured there. new trouble for u.s. embassy workers in south america. two staffers of the american embassy in caracas, venezuela, were shot and wounded at a strip club on tuesday. state department officials say the shooting was not likely politically motivated but rather caused by a fight that broke out at the club. last year you'll recall secret service agents in colombia brought prostitutes to their hotel room while preparing for a visit by president obama. and an update on a newborn

baby found in a sewer pipe. the authority that -- the woman that alerted authorities is now in fact the mother. it's unclear if the mother will face charges. the baby was unharmed and is recovering well. a soyuz capsule carrying three members has safely docked with the international space station this morning. nasa's karen nyeberg and two other astronauts from russia and italy joined the space station crew for six months performing a battery of experiments. and laughs for the commander in chief last night when a lipstick mark popped up on the collar at the white house asian-american and pacific islander heritage celebration. the president took the opportunity though to clear the air before anyone could cry foul. >> right there, look at this. i just want everybody to witness, so i do not want to be in trouble with michelle. that's why i'm calling you out.

>> all right, al. thank you very much. now some shocking allegations north of the border involving the mayor of toronto, the largest city in canada. nbc's kevin tibbles is there for us. kevin, what's going on? >> reporter: hey, matt, they have got a name for this place. many in canada call it toronto, the good. well, allegations there's a videotape out there purportedly showing this city's mayor using illegal drugs is causing quite an uproar here. toronto's mayor rob ford celebrated his 44th birthday on tuesday handing out cake and trying to carry on business as usual at a city hall meeting. >> that's all the items. review quickly. >> reporter: mounting trouble for ford who was elected in 2010 is threatening to derail his administration. >> is this the worst allegation you've heard so far. >> reporter: ford is under fire following recent newspaper reports in the "toronto star" that he has a substance abuse problem and that there's a videotape appearing to show him

smoking a crack pipe, allegations he strongly denies. >> i do not use crack cocaine nor am i an addict of crack cocaine. i cannot comment on a video that i've never seen or does not exist. >> reporter: two reporters for the "toronto star" say they saw the 90-second cell phone video for themselves. >> the video, which appears to be real, shows mayor rob ford in a room, his shirt open, lulling back in his chair and appears to be smoking a crack pipe. >> the man in the video who we believe is mayor rob ford appears stumbling. he seems incoherent. he rambles. >> reporter: those claims bring to mind another big-city scandal, washington, d.c. martin mariettaion berry was videotaped smoking crack back in 1990. he served six months in a federal prison and was re-elected mayor in 1994. as for the purported ford videotape, both the "toronto

star" and the website gawker claim that self-described drug dealers offered to sell the tape to them for $200,000. so far, however, it's not been shown publicly. ford's deputy mayor says real or not, he welcomes the release of the video. >> i think if we can get the video, we can analyze the video and see if it's doctored or if it's real and we can go from there. that would clear up a lot of things. >> reporter: while gawker says it's now raised the $200,000 in order to purchase the alijd video, well, no one has heard recently from the people who said that they were supposedly selling it. matt? >> kevin tibbles in toronto. kevin, thank you very much. hard to imagine why the mayor would come out forcefully and say i do not smoke crack. i'm not addicted. >> right. >> if he were afraid that this video would come out showing him to be lying. >> no question about it. that being said, any time you have to hold a press conference and say i don't smoke crack, not a great day, not at all. >> definitely not. >> here's some video we can show

special night for a teenager injured in the boston marathon bombing. natalie has the story for us. >> i've been following the story of sidney and celeste courcoran and last night was special for sidney as she was reunited with her classmates. sidney corcoran has been called a survivor and inspiration, but last night she was given a new title, prom queen. >> like i keep feeling like i'm going to cry because i'm just happy to be back, but -- see now, i'm going to start crying. it's just really good to see everyone. >> reporter: sidney attended her high school senior prom in local, massachusetts, just six weeks after nearly bleeding to death from the wounds suffered in the boston marathon bombings. >> when i was in the hospital, i didn't think that this was going to be possible and i got to the rehab, and i just -- because i was up and doing stuff, it felt more like i could do it, and it was a goal. >> her mother celeste, a

because everyone loves a little getaway... alamo. and we're back now. ten minutes after 8:00, and we've got today's trending report, and let's start with a major shift at home. listen to these numbers. more than ever before, american women are bread winners in their families. a record 40% of u.s. households with children now have moms leading the financial charts. that's according to a new pew study that's out today. when you consider that in 1960 the number was 11% of families headed by bread winner moms, that's an enormous jump, but you also have to consider one of the reasons, and that is the fact that single mothers now make up a quarter of american households with children, so that growing share of married moms are earning more than their husbands, so it seems like part of this is a good thing because there's increasing pay equality between men and women.

conversation or maybe even been a part of it. >> my stomach is so big it's completely bulging out. >> are you joking? have you seen how flabby my arms are, they wobble when i move? >> my whole body wobbles. >> reporter: it's called fat talk, the body-denigrating dialogue between women and their friends. >> women feel repelled and compelled by fat talk. >> reporter: jan hoffman wrote about it for the "new york times." >> even if you don't feel that way about your body, women talk that way as if that's how they should be talking. >> reporter: we gathered three successful women to ask them why do women fat talk? >> i found myself downplaying my own body shape, you know. family will say to me oh, you look fantastic, you lost a little weight, and would i say, no, no, no, it's the jeans, definitely the jeans, don't be silly. >> i think the fat talk comes from like i could be better. i think it's just that i'm reaching for just my best, my personal perfect best. >> i think we just want to -- want that reassurance that we aren't fat. we don't want to hear that. >> but even if women acknowledge
