in for jon kelley. >> and i'm laura behnke. today in the bay's christie smith is live in the oakland b.a.r.t. station and she joins was the latest details. christie? >> well, we have been here for 20, 25 minutes and i have only seen trains coming from san francisco to the east bay. we have not seen any trains going into san francisco, and that is because of the major delays going on this morning. two maintenance vehicles collided this morning inside of the tube. i spoke with a b.a.r.t. spokesperson this morning and basically she is talking about long delays and i said 20 minutes, and she said longer than that probably as they get the repairs under way. the third rail is damaged. in the last couple of minutes i had a chance to speak to a couple of people trying to get on b.a.r.t. and they had no idea this was going on and didn't know about the delays. one woman is telling me she is trying to get to the airport to catch a flight, and now she is not quite sure what do, because

she is not sure when she might get there, and b.a.r.t. is saying that they don't have an e.t.a. for the repairs. so what is happening this morning is that all of the trains are single tracking through the transbay tube. normally, under normal conditions they would have two tracks open, eastbound, westbound and right now, they are all sharing a single track. that is going to mean major delays. i have not seen one train yet going into san francisco, and so a lot of people have questions out here this morning trying to get answered. we are in touch with b.a.r.t., and they are actually expected to be on the way here to the west oakland station, and this is the last station that you would be at in the east bay before going to san francisco. they are trying to get information at their main transit hub before they come here to speak to reporters about the latest information they know, but what they trelg you is that if you can work from home or take the ferry or something like that, but again, be p

prepared for major, major delays as the repairs are underway to the third rail. for more on how this might be affecting traffic and other ways to get over, i will turn it over to mike inouye. >> thank you, christie. we are looking for twoord the information from b.a.r.t., because is it a few hours or day or into the weekend. we will show you how it stakes out. this station here and station over here and the transbay tube is the problem here taking it below 50% of the service because of the logistics involved and one train in each direction at a time as christie talked about. lay laying it out, major delays on b.a.r.t. they report anything 20 minutes or beyond to be major delay. there is the dunbarton express to take you over the dunbarton bridge, and no changes in services there. and the muni is on a separate track and should not experience delays, but except for the more folks there.

and on the roadway, slower drive, because the folks coming from the east bay, if they stay in the east bay, they will travel through and around that west oakland station, and that will ripple on the lines to the east bay and meanwhile getting across the bay bridge and see more cars friday and expect a lighter flow but not today likely. the construction is causing a slowdown here heading down to the coll siseum down southbound 880. and as traffic increases we will see more traffic in the san mateo bridge and to the peninsula and the east bay. so a friday and lighter flow, and maybe not so severe backup, but we will have a major impact on the commute this morning, and we will track it for you. >> thank you, mike. snlz police are looking to take back the streets this weekend. officer officers are working overtime to patrol some of the city's hot spots following the fourth homicide this week alone. we have more details on the plan of action. bob, good morning. >> good morning.

it is going to be simple, more officers on the street after a young man in his 20s was shot and kill in east san jose across from sante elementary. he was the fourth person to be murd neered in the city alone. the 20th homicide of the year. right now san jose is on track to surpass last year's total of 46 murders unless something can be done to stop the trend, and that is why the police department will be boosting the presence this weekend to try to stop much of the violence which is much of it gang-related. here is the plan. today and tomorrow, sjpd will be deploying a dozen additional officers each day for a total of 29 metro officer s ons on the ss friday and saturday. on sunday, 24 metro officers will be called back to duty. the police officers union says it goes to show that the department is seriously short staffed, and the fact that they are having to call in all of the officers on overtime. >> we need units to do that all

of time and not when a flare-up occurs. we don't have the people to do that anymore, and something that we used to have and something that under the current leadership, i don't see coming back any time soon. >> also in response to the four homicides this week, the department has activated what it is calling the crisis response protocall, and basically the swat unit will be sent to known gang hot spots to make the presence known as well. live at the sjpd headquarters. school leaders are calling for action to prevent shootings like what happened in sandy hook elementary. they want national standards put in place to have response plans. there was a meet iing aimed at preventing a sandy hook tragedy here. >> there are times that i hear the same old argument coming from the gun supporters, and they just don't make any sense

to me. as someone said, some of these are absurd. >> i was surprised that so many people don't understand, and they are concerned about the gun laws or the guns, but they have no clue what the laws are in place. >> last night's event was unique, because it brought all sides of the community together, community leaders and gun advocates and those pushing for more gun control. we have a tornado touching down on the arkansas and oklahoma border. it happened overnight and red cross crews are on scene to survey the damage. nobody was hurt. hour earlier, four twisters touched down in the region injuring nine people. the national weather service says they were less powerful than that one that killed 24 people in moore, oklahoma. >> tlhat is the last thing they need. >> that is for sure. we will be turning up the heat as rob joining us. >> we had super cells produced

an reports of 16 tornadoes from arkansas and oklahoma. and one tornado in eastern arkansas. in the 40s and 50s outside, don't let it fool you, because we have high pressure building in which will shut down the sea breeze. it is weak in fairfield, but within the next five hours, you will see the north winds increasing to warm things up and drive it inland. it is fairfield out the concord to see the temperatures approaching 90. 78 in oakland and mid-80s in san jose, but tomorrow, close to 90 in down town san jose, and you can see the temperatures heating up. the warmest place saturday with some cooling inlet sunday and big time cooling monday and tuesday into next week. with a look at that friday commute, here is mike. >> well, friday light is not what we are expecting, because of the problems. the problems in the tube as we heard from christie smith, and

hopefully, i will be able to talk to the b.a.r.t. spokesman in a couple of moments. we are looking at more backups here at the oakland bridge. and with the b.a.r.t. delays, it is because of a problem within the system. it is major delays system-wide coming into the east bay in san francisco, and lit send folks in both directions in one direction. there are southbound construction crews clearing and things are moving better than 15 minutes bet ter. but from 880 to the san mateo bridge will slow as people are headed in both directions. you can see a few taillights from the foster city and likely to get more traffic here as well as the dunbarton bridge. the south bay will be not affected by it, but because of the unusual traffic flow, it will slow as well. one of the darling of the

london olympics will be this morning at the santa clara ar ree na grand prix today. misty franklin will be swimming in six events this weekend. slee be a freshman at cal in the fall, and yesterday she did the normal freshman things, she signed up for classes and checked out the dorms. >> and maybe met her new roommate. >> how do you spell winner? >> k-n-a-i-d-e-l. >> that is right. 13-year-old arvind mahankali is the new national spelling beechamp and the first boy the win since 2008. this is the third time in the competition for him. in 2011 and 2012 he finished third, but this time, he took it all. he says he is going to be using the $30,000 prize for college. he is going to be on the "today" show as well.

starring vince vaughn, the cameos in the movie is sergey br brinn and many of the interns tell the bay area that the way the group is portrayed is pretty accurate, but the way that the internship program is portrayed is not so accurate. it comes out next friday. >> we look forward to that. over at netflix, a tepid reception for "arrested development." and they lost shares over poor reviews. >> if you don't follow this, "arrested development" was a tv show that ran on fox ten years ago and netflix added a whole brand new season and never before seen and got the gang together as a push to run original programming, but the show fell flat with critics, and the tv writer for "the new york

times" said that he simply stopped watching. netflix shares sell better than 6% following that review, but it has clawed some of that back later in the week. bertha coombs is an "arrested development" fan, and we will check in with her for a market check. >> i have seen it a few times and i do love jason bateman, because he is funny i think. amazing. futures this morning, according to the slow start, it is one day up, and one day down kind of week and this is shaping up to be down after thursday where we saw the stock s rise on the bac of housing data. the dow is set for six straight winning months a and the nasdaq is in line for the best month since february of last year. today, we will get new economic data to set the tone. we will get reports on income and spending and manufacturing and consumer sentiment. the dow rising 24 points yesterday and the nasdaq was

strong with tech being strong and up 24 points. a retail merger looks like it is going to be at least for now not going to happen. niemann marcus recently rejected a proposal under which the private equity firm ktr would merge with saks, and niemann who is owned by private equity terms is shopping and exploring the idea of a sale of its own or ipo. the "wall street journal" reports that niemann turned down the proposal due to the complexity of such a deal. and get out the typical you ip and if you need one, because if you are planning a trip,survey, thousands of users were interviewed to find out who are the best tippers. turns out it is the germans and followed by the americans and

and notice 40s in some area outside and when you get into the may, you can firn off the day to near 90 degrees and in the valleys, you can see it out to fairfield and livermore and notice the sea breeze starting to weaken a little bit. it is the marine air and the cooling that comes in and keeps the humidity levels up a wnd reseeing the humidity levels in the 70s and the 80s inland, but later on the winds will pick up and salah know county and the c curtaina straight, you will have see them warming. we are talking 80s and 90s inland and less wind tomorrow, but now warming. mid- to upper 90s for places from napa to livermore to the tri-valley and even out to san jose we could see mid- to upper 90s. so if you want to escape the heat, you will see it. the coast and the peninsula will see 60s and 70s and in pacifica,

and around half moon bay, and in santa cruz in the low 80s today and mid-80s tomorrow. quick check of the forecast today around san jose, you will see the highs in the 80s and gilroy this afternoon and mid 80s in danville and 80s in san francisco, and 70 in oakland and 80s in santa rosa. and so tomorrow, a hot day for inland spots and inner bay, and then sunday and monday, the sea breeze will be kick back on, and heading back into monday and tuesday and the forecast is looking good, but the morning commute is tough for friday. right. >> yes, my forecast for the morning commute is very, very difficult for folks taking b.a.r.t., and this is the bay bridge toll plaza and more difficult, because more cars are heading there because of the problems on the transbay tube. let me tell you about the conversation with a spokesperson from b.a.r.t. as we show you this, this will affect the b.a.r.t. trains from the oakland and san francisco side because of a maintenance vehicle that crashed at 3:00

this morning in the tube, itself, and so they are currently cleaning up. we spoke to the spokesperson for the b.a.r.t. and she is driving to the oakland station where christie smith is waiting for her, but i wanted to get the details. major delays reported for the entire b.a.r.t. system. not just the trains to and from san francisco, but the ripple effect likely for all of the east bay lines as well, because most of them travel through the west oakland station, and if you are traveling through that portion, you will experience stacked up cars on either side of the bay. the ac transit not experiencing the bays, but the muni may have the ripple effect. we are still waiting for more word of the delays when we talk to alicia from b.a.r.t. who will talk to christie smith, and she said affect the entire morning to be affected by the b.a.r.t. trains. at the 880 construction crews are just about cleared and so is the slowing. and we have typical slowing in livermore, and 880 slowing on the south bay, and we will end

with the live look at palo alto, the peninsula, and may see more traffic from the city and the dunbarton bridge, but for right now it is clear. back to you. >> thank you, mike. the high speed rail project lands in court this morning. today, proponents of the project will be in sacramento superior court asking a judge to stop the project plan. they say that the project is so far off track it needs to be scrap and the $10 million bond measure approved by voters in november needs to be invalidated. the cost of the high speed rail plan has skyrocket ed to $69 billion and it was supposed to break ground in july, but this latest case will delay that ground breaking as well. it is 5:22 and the coffee chain that is about to ban smoking near its stores coming up. look at them kids. rob mayeda. >> temperatures will calm down, but by the afternoon, livermore and costa close to 90. you will notice that things are heating up tomorrow, and hottest day of the weekend is tomorrow, and then cooling as we approach sunday. the forecast is looking good, but the morning commute has been a different story so far. mike? >> definitely, rob. start with the pleasant news, because this is the north bay shot from san rafael, and traffic is expected to be lighter than normal, but you may have seen more traffic across the richmond san rafael bridge, and the transbay tube which undergoes, we have problems. the trains are single-tracking, and normally 2200 trains go through there in the course of the morning, but now less than

12. they are stacking up because of an accident that happened inside of the tube, itself. christie smith is over to the station to get more details. so far, we know to expect delays throughout the morning. ac transit and the dunbarton express are on time. we are tracking that all morning long. b.a.r.t. telling people to work from home if you can, because major delays are impacting the morn morning commute, and christie smith is out there talking to a b.a.r.t. spokesman and we will check in with her in a few. and flames erupted a well known san francisco restaurant this morning. what we are hearing from the crews on that scene.

today, b.a.r.t. is experiencing major delays. christie smith is there with a b.a.r.t. spokesperson who will fill us in with what is going on. christie, good morning to you. >> good morning to you. rough day at b.a.r.t., and we are at the west oakland b.a.r.t. station which is the last stop from the east bay going to san francisco, but this morning at major delays and that is because two maintenance vehicles collided inside of the transbay tube. with me is jim allen, a b.a.r.t. spokesman and can you walk us through what happened this morning and we are seeing the big delays. >> well, the bottom line between 2:00 and 3:00, two vehicles collided that were maintenance. so now we can only use one track at this point which means reduced transbay 2. so for the customers, the best plan is to find a different way to get to work this morning or the work from home or if you can

take a day off from work or delay going in, because we are not sure right now at 5:30 when we will have everything back to normal. >> and just to back up a moment, do you know how the collision happened and was anyone hurt? >> it is too early to say exactly what happened. i do know that when it did, there were no emergency response vehicles that needed to be called out, but it is too early to say if anybody suffered injuries that might crop up later. >> reporter: and four lines going into the city which is your primary concern, because it is the main direction that people are heading in the morning, but one of those is particularly affected. you actually can't get all of the way across and can you talk about that? >> right. west dublin, pleasanton to the melbray line, the blue line is stopping at fair bay station, and those passengers can get off and go to the freemont to bellbray line to get to where they want to go. and the west dublin to mill --

west dublin to daily city and millbray line is now running all of the way through the two. >> reporter: and can you talk about how many trains it is affecting, because it is a huge route this morning. >> the peak hour 22 trains would be going through and 60 trains that could be on the track at any peak time. and obviously, the transbay tube is the busiest part of the system, because you only have two lanes, and four of the five lines are going through there. so any time something happens in the transbay tube, it is going to create major delays. fortunately, it very rarely happens. i has been just about a year since we had the fire here at west oakland station that disrupted service, and hopefully we will get this back quickly as well. >> thank you, jim allen. if you want the use b.a.r.t., you have to wait. we spoke to a couple of people who say they got here an hour early when they heard it is going on, so you want to bring the patience or perhaps find an

alternate way to get there and maybe work from home, and for more on this, we go the mike. >> i am taking notes from christie's interview with jim allen, and now i am told that the repair phase has not begun and they don't know how long it will take. they don't want to set any false expectations, but they expect the morning commute to be impacted the entire morning and they are in the cleanup stages she told me has tthat has to gos they clean up the crash from overnight. we are likely to see more traffic here because of folks are avoiding the b.a.r.t. drive hitting the drive and more folks on the cash lanes since they are not using the fast track transponders, and we will talk about the major b.a.r.t. delays again, and reaffirming that, problems in the transbay tube that affects all of the lines including one transfer from the

dublin line to millbray and you have to the transfer, because you can't take it ebb direct and there will be a stackup on the oakland side as well. alternates taking you down to the san mateo bridge and the corridor we will track as well as the peninsula side as well. back to you. we are also following breaking news in san francisco where fire investigators are looking into the cause of an early morning fire. chez spencer is considered the intermission, as flames broke out this morning and took fire crews little more than an hour to put it out. the good news is that nobody was hurt. it opened in 2002 and famous for the food cooked in the wood burning oven. crews at the scene say that the preliminary estimates are at $1.5 million. search crews will go out to look for a man who disappeared from his cupertino home. james norberg is his name.

his wife says he suffers from a.l.s. and dementia and the 63-year-old is completely mute. he helicopters were used to search the area of linda vista park, and we got there as the search was wrapping up at midnight. one of the vol unteers says tha the crews will be back out today. you are urged to call the san jose police department if you see him. in some of the most dangerous parts of the city, police will step up patrols. four people were killed this week, and officers are trying to stop the violence. we will look at the plan of action? >> thank you, laura. unfortunately, san jose is on track to pass last year's homicides of 46, and that is why today, city is going to be boosting the number of officers out on the street to try to stop this violence, and much of it they believe gang-related.

here is the plan. today and tomorrow as sjpd's special operations unit will deploy a dozen additional officers everyday for a total of 29 extended officers, and 29 metro officers will be brought back on overtime pay. this is the impetus a young man in his 20s was shot and killed in east san jose across from santee elementary, and as you mentioned the fourth person murder inned the city alone, and the 20th homicide of the week. we choke to the chaplain who said that he wished that the gang members could see what he sees. >> the families after, you know, in talking with them, and hearing the news, seeing the pain and the suffering, heartbreaking, you know. we have teenagers who are dying, young men, and i believe that this young man was in his 20s.

>> reporter: also in response to the four homicides this week, the department has activated what it calls the crisis response protocol which means that the swat unit will be sent to known gang hot spots this weekend as well. live from sjpd. >> thank you, bob. today, in palo alto, there is a curfew in effect for another half hour as the city tries to deal with increase in violence. the curfew went into effect at 11:00 last night and applies to anybody under 18. first time violators will get a $250 fine and it doubles if you are caught a second time. we have a call into east palo alto to find out how many people were caught if any, and they have yet to respond. you need to be hydrating, because it is going to be warm out there, and rob mayeda in for christine. rob? >> well, all of the ac repair places are inundated with repair

phone calls. you don't need air conditioning, but this afternoon, you will need to crank it up out there in the tri-valley area. another thing that we have to watch is the humidity levels in the hilltops as the north winds pick up today especially out to fairfield and concord and we will see dry and breezy conditions at times to keep the coast clear as you can see in future cast hour by hour through 7:00 and no clouds inland around the coast. high temperatures are 80s around concord and mid-80s in san jose, and not bad with 72 in san jose, and in the triva-valley, a tad the warm side. it will continue through next week. here is an update of the morning commute, mike? >> well, in san jose, a lighter flow of traffic with it being friday and of course, we had a vacation monday and the traffic flow is different and probably

kick in differently. here the 101 is moving smoothly and the map for the south bay overall calm. the peninsula and freemont and coming down out of the trivalley typically built for the friday, but then a big problem we are tracking which is the major delays on the b.a.r.t. system. there was a maintenance vehicle collision, and it is causing big backups on both sides of the bays. both sides are expected delays of at least 20 to 25 minutes, and right now, the bay bridge is showing a slowdown coming up the incline and back to you with this map. >> thank you, mike. out of syria, an american woman is killed during fighting, and a live report from washington ahead. plus video just into the newsroom, a woman is freed overnight from a mexican jail. the piece of evidence proving that she was wrongly arrested for drug charges.

welcome back. 5:42 this morning. syria news reporting that an american woman and recent convert to islam has died while fighting with opposition forces in syria. tracie potts is live on capitol hill with the latest on her death. tracie? >> according to the passport and driver's license found in the burned out car, the woman was from flint, michigan, and family members say that she converted to islam and then went to fight with the opposition in syria as of this morning the latest information is that she was killed, but there is no independent confirmation of her identity. meantime today in washington, president obama will be meeting with the secretary-general of nato. they are trying to find a way to end this civil war. to get both sides to sit down together at a peace conference, and another meeting in geneva, switzerland, next week to get the europeans and the americans

state of arizona when the mexican military arrested her saying they found 12 pounds of marijuana under her seat. court officials reviewed security video, clearing her of the krichcrime. it showed her and her husband boarding the bus with blankets and bottled water and her purse. crews are working to put out a massive wildfire burning north of l.a. along i-5 called the powerhouse fire. it is right near santa clarita and the firefighters say zero containment, but overnight the winds calmed and the conditions improved. also overnight, people living near the flames were allowed the return to their homes and evacuation orders have been lifted. the fires which started yesterday afternoon was driven by 25-mile-an-hour winds. bay area fire departments are ready with more crews because of an increased danger across the state.

on the peninsula side, and that is the delay. we talked about the bay bridge, and the backup in the cash lanes which is typically more than we see on a friday and maybe the metering lights will be turned on as opposed to last friday no problems pre-holiday weekend. and again, the b.a.r.t. system is experiencing major delays and we talked about that, and no delays from sam trans, and the muni with no problems. b.a.r.t. is suggesting that you work from home, guys. back to you. >> thank you, mike. another transportation problem from the east coast with video just into the news crew as they are trying to figure out how to get a small plane out of a virginia apartment. cessna plane crashed into the apartments in herndon a few miles away from dulles. more amazing than the pictures is that the pilot walked away with only minor injuries. two people inside of the apartment were also hurt, but everyone is expected to survive.

the building was evacuated, but no major structural damage. in washington state a small plane crashed into the home during an emergency landing. the plane was flying from seattle to oregon when it experienced rough weather, and then it skidded into the front of the home. the pilot escaped with minor injuries and nobody was hurt. the space center will be e keeping an eye out for a massive asteroid expected to fly by the nert a few hours. it is known as 1998-qe2 is expected to pass the earth at 2:00. astronomers say it will paz in a safe distance and they it is a it is 1.7 miles long about the size of emeryville. they say it is one of the hundreds of asteroids they are actually track iing. >> the key is to find them early enough to know ahead of time
