kelley. >> i'm laura garcia-cannon. >> b.a.r.t. is experiencing serious delays after track was damaged overnight. this is the newly opened b.a.r.t. station. they are warning passengers to be prepare for major delays or just stay home altogether. we have coverage here with mike inouye watching the coverage, and now we go live to west oakland station where you just spoke to b.a.r.t. officials? >> yes. this is what everybody is going to not want to expect on a friday morning, but any direction, you will experience delays say b.a.r.t. officials. i asked when they would have a fix, but they don't know. they are having to use a single track to get all of the trains across the transbay tube instead

of both directions, because two maintenance vehicles collided inside of the tube at 2:00 this morning. this happened closer to the oakland side. and as far as we know, nobody was injured in that, but the 22 trains an hour, that is not happening right now. instead, running about half that. i spoke with one woman this morning who scrambled to get here to get to work early. >> about an hour early, so if i have to wait, you know, when i hopefully get there, i will wait outside. >> reporter: major inkon veen yeconvenience for you? is sh. >> yes, it is. it is. >> reporter: and the new video of the milbury station that you could use as a connector for caltrain, but it is empty this morning. i also wanted to mention that it is affecting all four lines in and out of san francisco, but specifically west dublin pleasanton would have to exit to the freemont line to the bay line to the city and that line

is reduced to try to deal with the lessened train traffic they are having, and we have more information on ways to get around this on nbc bay area.com. i spoke with b.a.r.t. this morning, and asking them what people should do, and they were saying, look, basically, work from home if you can. you might want to use an alternate route and drive or maybe take the ferry, but at this point, they don't know exactly when this situation will be fixed. that is the latest from here reporting live from west oakland, christie smith for "today in the bay." >> i want to check in with mike inouye, because we are looking at the morning commute. >> yes, just because you don't use the b.a.r.t. trains doesn't mean it won't affect you, because it is currently having an effect. a lot of times on friday, we won't see the metering lights, but just for a short period of time, but they were turned on at 5:50 this morning and the entire parking lot filled nand slowing because of the fast track lanes, and additional track over to the

bay bridge, and we are looking at the map as we talk about the focus point, and the choke point from either side of the bay, and you can only get 12 trains across which is inclusive of both directions over the course of an hour causing big problems and major delays throughout the entire system and as christie said, it is affecting all trains heading into or over to or from the san francisco side. we are looking at muni underground through san francisco reporting no delays, but the ripple may impact them later on with the heavier travel. to the bay bridge, traffic is backing up, and toward the san mateo or to the san raffaele bridge, and east bay, and eastbound, the dunbarton bridge is expected to see more traffic. of course, the south bay is moving slowly with the typical friday commute. guys, back to you.

>> more breaking news we are following. this time in san francisco where the investigators are looking into the cause of an early morning restaurant fire. it happened at chez spencer at fulsome and luckily nobody was hurt. it opened in 1992 and it is famous for the food cooked in wood burning oven. no word on the extent of the damage or when they will reopen. >> 6:05 search crews ready to head back out the look for a man who disappeared from his cupertino home yesterday morning. this is pake chur of 63-year-old james norberg, and his wife tells us that he is suffering from a.l.s. and dementia and is completely mute. the search at linda vista park was called off at midnight and will resume this morning.

if you see him, you are asked to call 911 or the santa clara sheriff's office. big changes coming to some police officer's schedules in san jose. many are working overtime patrolling some of the city's hot spots following the fourth homicide this week. today in the bay's bob redell join us with the plan of action. >> simply, they will be putting more officers on patrol running through the weekend after a young man in his 20s was shot and killed in east san jose across from santee elementary, and as you mentioned the fourth person to be murdered in the city. this week alone, the 20th homicide of the year. right now the city is on track to surpass last year's total of 46 murders, and that is why the police department will be boosting the presence this weekend to try to stop the violence and much of it gang related. here are the plans and the numbers. today and tomorrow at sjpd, they

will deploy 12 additional officer on friday and saturday for a total of 29 metro officers will be totalle each day and 24 offers will be called back to dutd sunday. the department says this is showing that they are short staffed because they have to call in all of the officers on overtime. >> we need officers to do it all of the time and not just when a flare-up occurs. it is something that we used to have and something that under the current leadership, i don't see it coming back any time soon. >> and in response to the four mirders, the department has activated the crisis response protocol which means that the swat unit will be headed out to known gang areas to make their presence known as well. bob redell for "today in the bay." >> thank you, bob. in east palo alto, curfew has just ended as that city tries to deal with increase in violence. the curfew into effect last night at 11:00 and ploop is to

anyone under 18. for some vie olators, you will t an $250 fine and that will double if you are caught a second time. we sent a message to the police chief to find out how many arrests were made overnight, and we haven't heard yet, but if we do, we will keep you posted. tonight, hundreds will have their say on bradley manning and the exclusion from the pride parade in san francisco. manning is the u.s. army private who pleaded guilty to leaking classified military documents. he was chosen by parade eñ he was declared ineligible, because he was not from the bay area. pride members vowed not the discuss it publicly, but they changed their mind from parade organizer david compose who wants more information on the matter. so tonight, there will be a meeting in san francisco, and hundreds are expected to attend. manning is awaiting court-martial. a former drag queen b.b.

sweet briar has been named to take manning's place. and we want to check the forecast with rob mayeda, and it is getting hot in here. >> the changes are happening right now in santa rosa, and 55 does not jump out to say it is warming up, but notice the difference of 24 hours ago. santa rosa and we are seeing the north blowing into santa rosa and into the bay area and lower the humidity level into the east bay hills and red flag out for the curtina strait. what the north winds will do is to keep the coast clear as they go into the afternoon, and look at the numbers near 1:00 and fairfield breezy and fire risk high today. 70s in san francisco and oakland and the heat wave that we will see mainly for the inland valleys that we will see the temperatures climbing up into the mid-and the upper 90s.

and come tomorrow around the rest of the bay come saturday, the sea breeze will return and sunday, a lot more as temperatures drop heading into monday. mike? >> nothing says friday light for you, this morning. the bay bridge is tough, and the east shore freeway with the traffic coming toward us u, and you will see a steady volume westbound down university avenue. it is eastbound that we are worried about today. folks may be leaving the berkeley area traveling north or east along the freeway and richmond bridge to san rafael as you head to the peninsula side, and use 101 back into the city to avoid the b.a.r.t. system. reason being, as we show you the traffic. experiencing major delays with a problem of maintenance vehicle crashing inside of the transway tube. now there are from 23 trains per hour down the 10. so that is causing a big backup on both sides of the bay.

you will have to transfer from the west dublin station. ac transit and the buses which includes the dunbarton express, no delays, and the muni is not reporting delays either, and likely experiencing more traffic like tuhe bay bridge and the metering is on and the backup is there. no problems, but 880 expecting to see more traffic flow from between the san mateo bridge. and coming down the peninsula and cleared between the city and san mateo, and the trivalley with the typical friday commute, and westbound i-80 west, and now pleasanton and dublin stations, you can expect delays from the heavy traffic into and out of that area. and the triple effect continues. 6:11. and coming up, one of the golden girls of the olympics could be a golden bear shortly. missy franklin arrived for a swim meet, and see what she is doing to get ready for vñcal. >> the best time to buy a house

which will mix down to the lower elevation today and we will see the humidity levels that are high up there this morning, and fire danger will be increasing around the hilltop as high pressure builds back in around california and we will see lots of 80s inland and lots of chances getting inland today and less wind for saturday, but more warming. and saturday with the forecast up to livermore and 80s and 90s as we get into saturday afternoon. temperatures at the coast are near 70s and 80s near the bay if you want to find 80s, you will find them around santa cruz. nice day to head out to the coast, but be prepared for a lot of traffic heading down 17 for the afternoon. in san jose, close to 90 and livermore and low 90s in fairfie fairfield, and watch out for the dry and breezy conditions in san francisco and oakland.

the weekend looks hotter and especially sunday as the sea breeze will come back and we will cool off heading into next week. mike? >> good morning, rob, and folks. we are looking at typical friday as far as traffic goes, but the incidents, we do have a major problem for the b.a.r.t. system causing a ripple effect causing a problem to the disturbance and the friday flow. looking over here to bay bridge and toll plaza where the metering lights were turned on before 6:00 this morning and problems are built up, because of problems in the transbay. b.a.r.t. is experiencing major delays for folks from the oakland to the san francisco side which is expected to continue through the after noon and hoping to clear by the afternoon commute, but we are waiting to hear from b.a.r.t. they are cleaning up after a crash insooide of the tube overnight. right now we have a smooth flow right now and both directions for the san mateo bridge which is one of the alternates to the

it is 6:28 and i'm marla tellez in for jon kelley. >> and i'm laura gfbgarcia-can. major delays affecting b.a.r.t. this morning. commuters from oakland to san francisco will notice a big backup this morning. we want to check in with mike innowi inouye this morning. >> i know what you are talking about because it is the transbay tube that is causing all of the problems. we are showing you the camera from emeryville where traffic is backing up to the toll plaza which is rare for friday. it is slow from west grand avenue headed over to the oakland area. we have repair work going on right now that is repairing after a crash between two maintenance vehicles on the tracks damaging the third rail which carries the power underneath the bay. and normally, 22 trains per hour can travel from san francisco to oakland in both directions, but

now down to about two trains, and that is why they have all lines delayed on both sides of the bay. this is a big problem. they have to repair 40 ceramic insulators that we have just gotten in from b.a.r.t. there is one of the insulators there, and 40 of those that have to be repairedkfz carrying the power cables along the third rail as well as a few hundred of track that has to be realigned after the collision underground overnight. so eight trains per hour traveling under the bay from oakland to san francisco. the triple effect is felt throughout the b.a.r.t. system. b.a.r.t., itself, is suggesting that people work from home. if you can, try that. and you can see the traffic backing up to the toll bridge, and other bridges will be experiencing delays, and that is why i am tracking it for you. 6:30 now. syrian television is reporting an american woman recent convert to islam has died while fighting with opposition forces in syria.

yanira maldonado was released last night and this is her hugging her husband. mexican soldiers arrested her saying that they found 12 pounds of marijuana under her seat as she was going to her home in arizona. but surveillance shows that she board boarded the bus with blankets and a bottle of water. officials believe that in arkansas, a tornado may have touched down. no injuries reported in that area, but nine people are reported to be hurt in other areas of the state where the national weather service says that tornadoes did touch down. as severe weather batters the country's midsection, hurricane season gets under way in the coastal regions of the weekend, and there are predictions of heightened awareness along the

in santa rosa and in livermore, mid-80s, and temperatures in oakland not bad there, and again, it is the valleys that will be drying up and 90s at times. sea breezes will disappear early next week. this morning the entire b.a.r.t. system is experiencing delays. with le we look at the area that we don't usually see on a friday, the metering lights turned on before 6:00 a.m., and the backup over here is because of a problem in the transbay tube. we have a crew over at the west oakland station monitoring the latest updates and talking to the b.a.r.t. spokespeople, you will experience delays which are 25 minutes overall. and they hope to have service back in by the afternoon commute, but they are only

taking 30% of the volume of trains they can take. that has everything backed up. 200 feet of realignment under way as well as 40 wires. the added problem is that if you take b.a.r.t., you don't have a fast track, because cash lanes take longer than the fast track lanes. no problems right now with the san mateo bridge between 101 and 880. dunbarton bridge, no delays and good flow of traffic. the southbound traffic is not as impacted, but there is a slowing from 101 to the san jose airport and 87 coming into downtown. the drive is pretty standard for a friday there, but pleasanton and dublin lines will be delayed and you will have to transfer if you want to take them to

>> announcer: you are watching "today in the bay." welcome back and we take you live to san francisco and picturesque shot of the transamerica pyramid there with the haze in the background. one thing to watch this morning that is not picture esk is the morning commute because of the major delays on b.a.r.t. we will have live reports from chr christie smith at the west oakland b.a.r.t. station and the latest from mike as well. it is 6:40. new video into the newsroom of a small plane that crashed into a virginia apartment building. ou of fuel late last night, and crashed into the apartments in the town of herndon which is a few miles from dulles airport. the pilot walked away with only

minor injuries and the two people inside of the apartment were injured, but the good news is that everyone was expected to survive. the building was evacuate and there is said to be no major structural damage, and in washington state, a small plane crashed into a home during an emergency landing. the plane was flying from oregon, seattle, when it experienced rough weather in eatonville outside of seattle. the pilot put the plane down in the yard of a home, and then skidded right into the front of the home. and the pilot and the passenger escaped with minor injuries and nobody else was hurt. for some coffee and cigarettes go hand in hand, but if the coffee is from starbucks, smokers have to take a walk if they want to light up. starting tomorrow, cigarettes and the electronic counterparts are no longer allowed within 25 feet of any starbucks store front in the u.s. californians are already banned from smoking within 25 feet of a public-owned building, so you won't notice the change here, because it took effect.

inside of the transbay tube damaging some of the tracks. christie smith is live at the christie. do people have time to talk to you? they are going to be late this morning. >> well, good morning to you. we have new information for you and i spoke with a b.a.r.t. spokesperson who said they are hoping to have full service restored by the afternoon commute, so that means that if you are still getting up and out this morning, expect delays in and out of san francisco because of an accident that happened overnight. b.a.r.t. is running 23 trains usually, and now it is down to 8. b.a.r.t. is telling us that rider need to use alternate telecommute if you can. this morning we know that a maintenance vehicle collided with another one in front of it and basically rear ended it and the damage of the third rail inside of the transbay tube, and

the riders have had to sit and wait while they are single tracked through the transbay tube instead of using both directions. here is a list of the repairs needed to get going again. >> and well, about 200 feet of the transbay rail has been damaged and the third rail which is going to have to be replace and the second rail will have to be replaced or realigned. this work is under way to try to hope to get it done, and we are hoping for a normal commute by this afternoon. >> reporter: 40 ceramic insulators also need to be replaced. what they do is to basically provide the support and the power to the whole train system, itself. i wanted to mention that a krshc transit is adding extra buses as they have done in extra situations to get around, and we have more information on bay

area.com, and the information we have is that the delays will remain throughout the morning commute, and they hope to have the entire situation fixed by the afternoon. so something to consider as you head out this morning and for more on how to get around and how it is looking out there, i will toss it to mike inouye. >> thank you, christie. with all of the facilities including the old style pen and pad over here writing down more detal details. here is the backup. this is the curve here that you are seeing the slowing from berkeley here westbound and making the turn to the bay bridge is heavy and unusual for a friday. that is calling that out, because of the additional traffic flow over the bay bridge, and that is the commute direction getting out of san francisco is a problem. the map will show you that the delays are expected at the bay bridge toll plaza and we have speeds coming down into the 50s now, and i showed you coming off of the brooklyn curve and slow from the merge off to 24 and toward the scene and that is

rippling back in toward them, and that will have the effect from the folks of the warren freeway and folks from oakland to the west 5 freeway. and folks traveling north from the 880, and avoid the bridge if you can, and take 580 to the golden gate bridge where there is an additional toll there, and then dun to the san mateo system. christie told you, major b.a.r.t. delays because of the problem of repair work going on in the transbay tube. we will hope that it is back to normal by the midday commute. so many updates that i cannot add them all, but christies say that the ac has added service, and the muni to take some of the overload as well. we will see if they will honor the b.a.r.t. passes, but you have relief with more bus, and however, it will add more congestion as well. the maps will show you alternate route, and the maze is going to be crowded and slow already on

messages of gun sledgelation, and two of the letters contained the deadly substance ricin. the man in question is a army veteran who works with the department of defense and has ties to shreveport. crews are back out to look for a man who disappeared from his cupertino home. the is james norberg, and his wife says he suffers from a.l.s. is completely mute. last night, police used dogs to s s serch the santa vista park last nig night. big changes in store for san jose police. they are going to step up force in the city to get a hand on the violence in the area.

>> well, right now, unfortunately the city of san jose is on track to surpass last year's total of 46 murders. that is why this weekend at sjpd will be on the streets to try to curtail the gang violence. they will deploy a dozen additional officers each day which is a total of 29 metro officers on the streets saturday and sunday. sunday, 24 offers will be called back to duty and again, this is o.t. in response to what happened yesterday. a young man, possibly in his 20s shot and killed in east san jose near santee elementary. he is the fourth person in the city murdered this week alone and the 20th homicide of the year, and we spoke with the chaplain of the san jose gang prevention task force, and he wishes that the gang members could see what he sees. >> seeing the families after, and talking with them, hearing the news, seeing the pain and suffering and it is heartbreak
