there's some concern this evening over news that the contractor for the new bay bridge will get a $20 million bonus if the bridge is completed on time.

state lawmakers acknowledge that bonuses are often included in building contracts to prompt conclusion, but they say safety should be the primary concern, not on-time concern. they sent a letter outlining their concern in light of other problems with bolts and materials. cal transaid they would decide about july 10th whether it will open on labor day weekend. another note, the lights project, it was recently discovered hundreds of lights are now malfunctioning. technicians now know why. they say moisture is getting into the lights. the work will start in just over a week. in the meantime, the artist reprogrammed the display to work around the broken lights. >> but he's also reimagined this art work, taking into account the new level of constraints that are there because some of the works being in an off position. >> organizer davis said the group plans to fully redue to project in the fall which may

require changing all 25,000 lights. the project is scheduled to be on display for two years. rob is here now, talking about a big cooldown today. what's coming up down the road there, rob? >> we saw temperatures in many spots cooling by almost 20 degrees compared to yesterday. right now in san jose, still sunshine outside, but numbers mostly in the 70s around the south bay. if you head up to 80 or 101 up towards san francisco, this is what you're going to be finding. you're going to see lots of fog over downtown san francisco. golden gate, you could see the fog over the tops of the towers there and into downtown san francisco. the temperatures we're seeing right now, 70s to nearate at80 inland, but 55, chilly in san francisco, 59 in san mateo. the air temperatures close to the water temperature across the bay, around the ocean. you can see inland, big drop. 16 degrees cooler than 24 hours ago as the sea breeze is starting to pick up. southwest wind 25 miles per hour into fairfield, and southeast winds into wine country

transporting in the marine air which is actually slightly good news for the fire danger. yesterday, we had humidity levels in the upper teens. today, more moisture in the air and temperatures starting to cool off as we kick off this father's day weekend. the increased wind is good news for air quality. it's still moderate for the central bay and coast, but fairly good for this time of year. no spare the air days for your sunday, but it may be spare the sunshine. right now, san francisco down the coast, you'll find the fog sticking around with misty skies. santa cruz again tomorrow, the most likely place to find sunshine on the coast as the onshore winds will continue to keep the low clouds banked up on the seashore and if the ocean air conditioning or high temperatures are going tostay fairly cool. today, just like today, clouds will linger west of san francisco, down the coast, onshore winds throughout the day, not bringing drizzle or rain, but it's going to keep the temperatures down to the 70s and maybe a few 80s inland. tomorrow morning, areas of lowl

fairfield, breaking oun the sunshine once again. 70s in the forecast around san jose. perhaps as warm as the low 80s in the trivalley and over towards fairfield, so numbers coming up just a couple degrees for sunday, but still a cool day in san francisco. highs, low 60s there. 70s around san rafael, and near 60 around pacifica around half moon bay. the temperatures are going to start to turn even cooler monday into tuesday, onshore winds are going to pick up more and we'll see highs only in the low 70s inland. the first half of the week which is actually wrapping up the first days of spring. summer gets started as we get into friday. just like clockwork for a change, 80s and 90s coming back as we head to next weekend. kind of a mild finish to father's day weekend and then temperatures really climbing as we head to next weekend. >> nice day for father's day, looking forward to that. >> indeed, happy father's day. >> thank you. hundreds of kids got a treat of a lifetime. th got to play football with the proefrlfessionals, yes, 49e

has your personal information been handed over to the u.s. government? google, facebook, and other big internet companies are prohibited from saying, and they say that's a problem. brian moore has the story. >> google and facebook are pressing the u.s. government for permission to reveal more information about the kind of user information that's being turned over to the nsa. since the agency's supersecret data collection programs have gone public, the internet giants have been under pressure to explain how much of our personal information they've been sharing with uncle sam. in the last half of 2012, facebook says it was forced to open up 18 to 19,000 accounts to police and other government agencies. but it's barred from saying how many were intelligence requests. google is leading the charge in asking the government to allow

more transparency without compromising security. meanwhile, in hong kong, protesters were showing their support for edward snowden, the former government contractor at the center of this controversy. >> ultimately, it's hard to see how nsa can be justified legally or morally. despite my uncertainty overall, i'm pretty sure that's wrong. >> americans are uncertain, too. the nation is split on whether snowden did the right thing and whether he should be prosecuted. brian moore, nbc news washington. >> encouraging news tonight for nelson mandela. the latest update on the 94-year-old anti-apartheid hero shows his health is improving but he remains in serious condition. he was admitted to the hospital last saturday for a treatment for a recurring lung infection, and his family members have been visiting him at the hospital, his grandson said the last time he saw his grandfather, he looked in good health. the family is still asking

people to pray for mandela. later this month, president obama is making a trip to africa. his first extended trip to that continent. media reports are now surfacing that the trip could be expensive with the sequester in effect. travel costs are coming under increased scrutiny. the latest from kristen welker. >> as president obama prepares to make his first extended trip to africa, the washington post is reporting that the diplomatic jaunt could cost between $60 million to $100 million taxpayer dollars. >> this is sort of like the perfect storm of potential costs and infrastructure needs. >> during the eight-day trip, the entire first family will mabe stops in senegal, south africa, and tanzania. on their security detail, hundreds of u.s. secret service agents, 56 support vehicles, including 14 limos, multiple sets of sheets of bullet' proof glass to cover windows of the first family's otells. fighter jets to protect the

president's air space and a floating hospital. >> they may have to use as big a ship as an aircraft to have a floating hospital in case something happened to the president. >> provisions that may sound extreme, but u.s. officials say they're necessary given africa does not have a modernized instrustructure. >> we don't determine the cost of the president's security. just as president bush and president clinton didn't. the secret service is going to do what they think is necessary to protect the president. >> the secret service won't comment on specific costs but said in a statement we always provide the appropriate level of protection to create a secure environment for our protectees and that level is consistent across all trips. it is not unusual for first families to travel to africa. george bush visited the region twice with his entire family as president. and clinton went in 1998, costing taxpayers more than $40 billion. not including expenses incurred by the secret service. >> it is very costly. but there's no other way for the

president to travel, especially to countries like the ones he's going to be going to. >> that was kristen welker reporting. >> a modern cleric has been declared the winner of iran's elections. hassan rowhani won 57% of the votes cast to avoid a runoff. after he was declared a winner, hundreds of reform minded supporters took to the streets. security forces appeared to be in control after massive protests broke out following the last election. more than 72% of eligible voters turned out for this election in iran. >> whole foods has revised its employee language book after an uproar over two spanish speaking employees. it instructed employees to speak english on the job unless a customer was speaking another language. it sparks boycott threats from

latino groups. they ask employees to be inclusive and respectful when speaking other languages on the job. >> a special visitor is in town this week as east meets west. new york and the bay area struck a high-tech deal. bay area's business and tech reporter scott budman was there with the most well-known mayor in america. >> squareco founding jack dorsey led mayors ed lee of san francisco and michael bloomberg of new york through his company's headquarters for a cup of coffee and a chance to show off the payment system that's helped square grow into the bay area's hottest start-ups. >> you want to be in a place that is fun, that is diverse, and that is challenging. >> two miles away, another start-up, next door, is changing the name of its biggest conference room to new york city, celebrating the deal it just made to help new york's government network with its

neighborhoods. it's the biggest score yet for next door. happy to have a presence in the big apple. >> it's a trail blazer city that has embraced technology and partnering with next door is just another step in their journey. they' they're already using social media to good effect, but it takes it to the next level and hopefully it will help us take it to the next level as well. >> deals represent a thrawing between the bay area and new york. an admission from both cities they can work together. mayor bloomberg even took on rumors that square's dorsey may some day want his job. >> i did hear jack that you were thinking about running for mayor. is that -- i mean, that could be interesting to think about, a 140-character campaign speeches. six-second campaign videos, and your big pledge that everyone can pay their taxes using square. i think that would be great. >> talking politics and technology, it's clear the two

coasts are coming together. scott budman, nbc bay area news. mayor bloomberg's work is not done yet. he's going to be delivering the commencement speech at stanford's commencement tomorrow. google is hoping the get the entire planet online by beaming it down to earth. they released helium filled balloons into the sky. an antenna is requires to connect to the internet, and each balloon can provide internet coverage for hundreds of square miles. googp hopes to eventually build a ring of balloons that fly around the world to bring internet access to people in remote areas. we'll be right back.

meteorologist rob is here now talking about the cooldown and a fairly still nice father pfsz day, right? >> we're not going to be tracking stray lightning like we had earlier in the week, so that's good news.

and temperatures really have cooled down quite a bit. 55 chilly degrees in san francisco. now even livermore is 69. a good, strong sea breeze going, 24-hour temperature change, much cooler. look at morgan hill. 18 degrees cooler than this time yesterday, onshore winds, the sea breeze pushing the low clouds into san francisco. and this is going to be a part of tomorrow's forecast, a slight change, though, we'll see in the locations out towards the east bay and likely out towards fairfield. we'll see the temperatures clouding up a little more than today. 1:00 tomorrow, 84 in fairfield. notice san francisco staying in the 60s. a sea breeze keeping temperatures down there. upper 70s, maybe briefly around 80 in san jose tomorrow. we're going to drop highs back to the low 70s and for the second half of the week as we round out spring and get into the start of summer, good timing there, in the seven-day forecast, you see the temperatures jumping back into the 80, maybe pushing 90 inland, but for father's day, looks great. just a little on the foggy side

out toward pacifica and half moon bay. >> big day as queen elizabeth celebrated her official birthday. the celebration included the traditional trooping of the color ceremony with more than 1,000 soldiers, horses and musicians taking part. the kweeb's actual birth was april 21st. she celebrated today without her husband philip who remains hospital recovering from exploratory surgery. other royals appearing, including princess kate. when you get to be queen, you can have a birthday in april and celebrate wherever you feel like it. all right. >> the trooping of the color ceremony, as you saw right here. thanks for watching nbc bay area news at 5:00. stay with us for more local news in just a couple minutes.
