thanks for joining us. i'm laura garcia-cannon. >> i'm jon kelley. good morning. we start with a var sad story. this morning union city police responding to the death of a small boy mauled by a pit bull, one of two dogs living at that family's home. "today in the bay's" christie smith live in union city with more on the on going investigation. tough morning out there, christie. >> reporter: good morning to you, just an awful story out here. neighbors telling us there were at least two dogs living in this home believed to be pit bulls or pit bull mixes and there were quite a few children coming and going from the home as well. but they describe these dogs as very, very friendly. i just got off the phone with the alameda county fire department. they're telling me that they responded to the home at 11:33 a.m. yesterday on elizabeth way to a medical energy for a 6-year-old boy. that little boy had been mauled. that boy taken to lucile packard

and now what's happening is we spoke with the santa clara county coroner's office and they're saying this turned into a jurisdictional issue between them and alameda county which is where the mauling happened. neighbors say it appeared that this boy lost a lot of blood and now, of course, it's turned tragic. they're saying they never saw these dogs out on the street, running around loose. they seemed friendly and very well cared for. alameda county fire department telling us at least one dog was seized from the home and union city police hoping to have an update for us later this morning. live in union city, christie smith, "today in the bay." 6:02. new video overnight of a fire that ripped through the bathroom of a mobile home in san jose injuring one firefighter. firefighters say it appeared to be an electrical fire that broke out about 12:35 this morning in a mobile home at the county fair mobile home park on umbarger road. a firefighter wurz taken to the

hospital. but it's unclear what type of injuries he has or what his condition is. happening now in oakland, tree is down blocking traffic on southbound san leandro near 77th avenue. a chipper has arrived on scene starting to get the tree cleared out of the lanes. we're still working to confirm the details about why that free went down in the first place. there is said to be a hydrant leaking in the area. a former fremont teacher convicted of possessing child pornography in 2001 has been arrested again on child molestation charges. authorities say 63-year-old michael shoop was arrested last week in pleds zant ton. he's a former special needs teacher at fremont's mission valley elementary school he's already served prison time as part of a plea deal after a man claims shoop molested him as a child. 6:03. a lengthy battle over guns appears to be over in one south bay town.

los gatos town council unanimously approved a proposal to make it much harder for anyone to sell guns or ammunition in city limits. the new ordinance requires the city hold public meetings on any proposed gun dealer before permits can be issued. the dealer will have to submit to police and city investigations. >> the major highlight is that it's an ordinance developed by this town for this town. and i think that's probably the most important part of it. the second most important part is that it gives the town and its residents notice when there is a gun store that's going to come in and ask for a permit. >> that new proposal comes after public outrage over templar sports, the store which sells ammo and firearms opened back in december. templar's owner says he followed all the current permitting procedures and at this time it's unclear if the ordinance will affect templar sports. it's a question being considered right here in the bay

area. could bird feeding affect airport safety. the city of millbrae voting on a proposal to ban people from feeding birds in hopes of reducing bird strikes at sfo. "today in the bay's" arturo santiago has the rest of the story. good morning, arturo. >> reporter: good morning, jon. the bird feeding ban is trying to address a problem at san francisco international airport. but the source of the trouble seems to be here at the millbrae b.a.r.t. station. apparently too many people are feeding the birds at the station. in order for b.a.r.t. police to regulate the activity, the city council has to pass a new ordinance. possibly the most well known bird strike happened about a year and a half ago when captain sullenberger had to crash land in the hudson river. there have been 120 reports of bird strikes at sfo in about the 18 months. 12 of those actually caused damage to planes.

airport officials noted there was a problem with birds being fed at the millbrae b.a.r.t. station. by reducing the number of birds, sfo hopes to have fewer incidents of bird strikes to aircraft. the proposed ordinance is up for a vote at tonight's meeting that starts at 7:00. live in millbrae, arturo santiago, "today in the bay." let's check in with christina for a look at the forecast. i think it's one to enjoy. >> it certainly is. it's interesting about those bird strikes, whenever it hans, even if there's no damage, they have to do an inspection that takes almost two hours. i was delayed once by that. if you're trying to catch a flight out of sfo, we're actually looking good for now. we don't have any flight delays. the wind is winning the fight. we've got fog and wind competing this morning. the wind is actually stronger. that's keeping the fog from settling right to the surface.

56 degrees in san jose, 55 in gilroy. you've got a sustained speed in san francisco between 18 to 24 miles per hour. that's pretty strong wind. the wind is going to strengthen as we head throughout the day. futurecast tells the story. we'll see the strongest wind gusts in the higher elevations, east bay hills, santa cruz mountains. travel cautiously especially if you drive a high-profile vehicle. mike is going to have your report in just a minute. 75 inland, bay side 68 degrees, coast 59 degrees. you will need a jacket today in the city by the bay even though we're three days away from the official kickoff of summertime and the longest day of the year. i'll let you know how warm we're headed intoéé the weekend. you might be surprised. 6:07. the backup, mike? >> bay bridge metering lights are on. shocker. now that you've had a chance to recover, let's look at the backup. this is shocking. it's actually moving.

you can see movement in the lanes. it's a traffic tuesday. flow is a little lighter than we often see. the maps will show the maze and the approach moving smoothly as well. we talk about the summertime shift kicking in. a lighter flow of traffic expected at times over the next few months. we're seeing that right now. into the city northbound 280, a crash at the 101 interchange. a crash reported by chp north 280 at the same interchange. so far no details other than there's a motorcycle involved. so we're tracking that very carefully. we'll look outside and see how things are shaping up as you're crossing the bay. the san mateo bridge moves nicely over towards the peninsula. that's your westbound commute. cameras shaking a bit. the wind taking effect. no advisories by chp. we're letting you know you might want to hold on. farther south, the traffic

capitol hill expected to share more details about his agency's surveillance. this comes after american0cu edd snowden leaked information on government wiretapping. snowden remains in hiding. we can tell you yahoo! revealing how often it is asked for your data. >> scott mcgrew, the number really tells us nothing new about what the nsa is asking for. >> that's right. they're just too broad, the numbers. yahoo! says law enforcement in general asked the company for user data between 12 and 13,000 times in the past six months. those requests, however, include all law enforcement for all reasons, not just national security letters exclusively. yahoo!'s numbers are similar to what facebook and microsoft released over the weekend. they're broad numbers. this frustrates some of the folks at google. google has been pushing hard for government permission to tell you specifically how many times the nsa has asked or taken data

under the prison program. those are the numbers that everyone actually cares about. one way of thinking of this is a crime rate. if a city tells you 13,000 crimes were committed but doesn't specify how many of those were parking tickets, you don't have a very clear picture of what's going on. the fed starts that two-day meeting today. we get data on the housing starts as well. last night on the 6:00 news kris sanchez had an in depth report on the excellent growth of construction in the bay area. it's worth watching it's on nbcbayarea.com right on the top of the page. as we reported, one of the problems facing construction is a lack of workers. the ucla anderson forecast last week raised the concern that so many people with construction skills left california during our latest bust a few years ago it is now actually difficult for job sites to find enough people. so if you have the skills, laura, grab yourself a hammer and you can get yourself a job.

>> all right. no hesitation at all. thank you very much. >> get your hard hat, too. please be safe. >> don't be surprised, boy, because women can do it all. in a matter of hours the pentagon expected to announce that women will be eligible for combat roles. it's a move we've been expecting since january when the official announcement was made. "today in the bay's" marla tellez has more on what to expect. >> it was almost five months ago when then secretary of defense leon panetta lifted the ban on women serving in combat roles. today we'll see the next step play out when the military is expected to say, women, you can train as navy s.e.a.l.s, army rangers and other front line jobs. the plan says women could start training as army rangers by mid 2015 and as navy s.e.a.l.s a year later. to qualify for either position women will be expected to pass the very same physical tests and requirements as men. this means, for instance, to

become a navy s.e.a.l., women will have to be able to swim 500 yards, do a certain number of push-ups, sit-ups and pull-ups and run 1 1/2 miles in a short amount of time, just as is expected of male candidates. supporters include the aclu which actually sued the government last fall over the exclusion of women in combat roles. we spoke to the attorney in that case who said it's about time women are given the chance to get the specialized training since they are already dieing for our country. >> women have been serving in combat roles on the ground in iraq and afghanistan and have been serving alongside men in ground combat positions even in units. >> in all, 150 women have been killed in combat in the iraq and afghanistan wars. still opponents say it's better to keep the direct combat units all male. >> there is not one test, study, report or military experience that shows that women are the physical equals of men.

it's one those days where it's going to be perfect for outdoor activities. we'll see cool weather and full sunshine simultaneously. 56 degrees. good morning to you in san mateo. 55 in concord to start the day. hopefully off to a good start on tuesday. done with monday. that's already good news. our winds are coming out of the west more or less, starting to shift a little bit. out of the west at 22 miles per hour, strong enough to knock your high-profile vehicle around. travel cautiously especially over the open water bridges this morning. we have an area of low pressure that's going to bring about significant changes. the coolest day of the week, the area of low pressure sits in the pacific northwest. all the shower activity stays to the north. the cool air will continue to funnel inland as we head through the day today. even about 1:00 p.m., expecting a weak disturbance to come through. you will notice a few clouds overhead between about 11:00 and 2:00 p.m. full sunshine will reenforce the cool air that's already in place. we'll meet back here tomorrow at

avenue, that's where you have the crash involving at least the motorcycle. one report says there's a bus involved. that sounds really dramatic. we sent our chopper over there. they're having an issue getting there. there's low clouds and they're approaching the city side. they'll get us that look as soon as we can. we don't see it. they're scanning. if we do get that, hopefully we can get it back on screen. i'll tell you about what's going on. over at the san mateo bridge they're trying hard to find that. over here, you might be get caught with a gust or two as the winds continue to travel around the bay. we will show you on the maps, the road weather index shows in that area, san bruno to daly city, we have the wind showing up on the sensors. tried in with the weather maps for the traffic system. over here, the tri-valley continuing with a nice easy drive, slower out of the altamont pass in livermore. very light for 621 on a traffic

"today in the bay's" tracie potts joins us live in washington, d.c. with a look at where things stand as the summit now is winding down. good morning. >> reporter: good morning, laura. let's talk about syria because it really is the biggest issue these eight leaders have to deal with and try to come to some sort of consensus. you the u.s. which has decided to arm the rebels. other countries would say they want to see the assad regime go, but they haven't decided to arm

the rebels. on the other side you have russia which is backing the syrian government and wants to see them at the negotiating table. interesting with so many different perspectives, president obama and president putin of russia were able to come together and come up with a general agreement that they want to see this violence end. they want to see chemical weapons secured and they want to see a number of different groups at the negotiating table, though president obama specified off camera not president assad. that's one issue they're dealing with. they're also looking at the economy and global trade and making progress, we're told, on a trade deal between the u.s. and the eu. overshadows all this, these new allegations from the self-proclaimed whistle-blower edward snoweden was the u.s. spying on its own people, but also that the u.s. helped great britain at the last g-20 summit back in 2009 to spy on world leaders who were at that summit.

expecting. getting into 5:00, 6:00 tonight, that's when the breeze is at the strongest. inland f you want the natural coolant coming in, that's the time to open the windows. it will be blustery through the east bay hills, santa cruz mountains. 75 inland, 68 bay side, 59 at the coast. let's get back to that traffic alert with mike inouye. >> specifically a sig alert. that means chp thought it would take half hour or more to clear that from the lanes. look over here. this is what we're seeing from the chopper. that someone of the shuttles. the initial reporter was a motorcycle verses a bus. that sound dramatic. it sounds like the motorcycle, whatever was involved, was cleared from the scene. that shuttle might have been what was involved as well. looking at the slowdown. the middle lane is blocked. two lanes blocked to the left and just your right lane is getting by. this is at the interchange southbound 101 at silver. it's backed up from 280 all the

way back toward cesar chavez. look at the lanes as folks are trying desperately to get out of the city and toward the peninsula. this may make things easier. it is making things easier through millbrae and past the airport and through san mateo county. there's the big backup. here we have all the red stretching southbound out of san francisco where we already traditionally have a build at this time. 280 will get you around cesar chavez toward thescene. you can take 280 toward 380 and with the additional mileage, the headache is less. you're saving the same amount of time. we'll look over toward the east bay. 880 moving nicely northbound with the taillights away from us. in towards the bay bridge toll plaza the metering lights on, no major drama. the south bay only starting to build. it's just the tri-valley which i'll show you coming up. back to you. thank you very much. new this morning, oregon police

arrested a driver they believed killed a man who was trying to kick the ball through 11 countries before reaching saul palo for the opening of the world cup. he was hit and killed last month two weeks into his journey. police say the driver did stay at the scene and cooperated with authorities. he was indicted last week. 6:35. a san francisco cab driver is on the run this morning after police say he choked and robbed his passenger early sunday. police say the cabbie got angry when the passenger tried to pay his fair without leaving a tip. the two started arguing. when the passenger got out of the car, the cabbie allegedly chased him down, choked him and drove off with the man's change. police are still looking for that driver. the dress code for the marin county fair will be up for debate at the board ofsui supervisors meeting. the county proposed a dread code to ban things like exposed

gang-related tattoos, gang signs and some colors of clothing. the undersheriff says the goal is preventing gang activity at family friendly events. the aclu says the regulations are too vague at this point. the board will be holding a public hearing on that issue sometime this morning. california lawmakers considering tougher restrictions today on the use of drones. an assembly committee reviewing a bill aimed at domestic drone use. the bill recently passed in the state senate. drones have been a hot topic in the bay area. last year the alameda county sheriff's department pitched a plan to use drones for community surveillance. neighbors and the aclu complained it would violate privacy. a short reprieve for one of the oldest african-american book stores in united states. marcus books in san francisco's fillmore district has operated continuously since 1960. it recently received an eviction

new video overnight of violent clashes breaking out in rio de janeiro, brazil. overnight protesters tried to break into the state assembly building, even throwing molotov dock talts before being chased away. more than 100,000 protesters took to the streets of at least eight brazilian cities. the protests started last week over a ten cent increase in bus and subway fares. today marks 11 straight days nelson mandela has been in the hospital. he's in serious condition with a reoccurring lung infection. people have been leaving get well soon posters and balloons outside the hospital in pretoria where the 94-year-old is being treated. south africa's current president says doctors are reporting good news that mandela's condition is

consistently improving. happening now, federal agents once again digging up a field in michigan in hopes of finding remains of jimmy hoffa. investigators started digging yesterday morning after a tip that hoffa's body was buried underneath concrete slab in a barn in the field. the field is 20 miles north of a restaurant where hoffa was last seen in july of 1975. it is 6:41. a very, very stad story this morning. a little boy killed inside his family's home. we have new details on reports the cause of death may have been a dog mauling. we'll have the details coming up next. the suspect in a naked b.a.r.t. attack returns to court, but not for the incident that went viral. we'll tell you what he's in for this time. we'll check the markets and take a look at the next possible head of the fed ahead in business news. at 6:41, already getting full sunshine over parts of the

"today in the bay's" christie smith live in union city with more on the investigation. good morning. >> reporter: good morning to you. just an awful story here in union city this morning. neighbors tell us that they believe the little boy may have stayed here with his grandparents and they describe the two dogs who live here as friendly. they say they stayed in the back yard most of the time, never got out loose. but when they did see them, they were very well behaved. they describe those dogs who live here that way. the alameda county fire department was called to the home yesterday morning around 11:30 on elizabeth way. the call came in as a medical emergency for a 6-year-old boy. the neighbors say this little boy lost a lot of blood, mauled by one of the two dogs they believe are pit bull mixes. he was take tone lucile packard children's hospital and that's where the story turned tragic. it's believed he did not survive the injuries. one dog, possibly two, were

pressure starts to move in. 82 by thursday. we'll check your drive with mike. >> we have a big, big slowdown coming out of san francisco on what is really pretty much a light day of traffic around the bay. we have a problem coming down out of the city by the bay. southbound 101 jams up between 280 and silver avenue where the sig alert continues. you can get on here as cesar chavez out of the backup. let's show you the video taken from our chopper just a couple seconds ago. we still had this shuttle bus southbound 101 at silver avenue. that's underneath the over crossing with 280. instead of three lanes, you have just one lane of traffic available to you. there is that huge backup, the reason for the delay coming out of san francisco. 280 is clear. so keep that in mind. in the south bay traffic building as well, northbound 101 bogging down as we approach alum

rock and mckee. we'll show you on the maps the same situation. northbound 680 we see a slowdown, speeds coming into the 40s and 50s. then farther north toward the airport we also have another spot for slowing. overall, a gentle build for traffic tuesday. highway 87, northbound 85 towards saratoga where things ease up toward cupertino. that's typical for this time of morning. we have had a nice easy drive through livermore. highway 84 shows the backup starting to build. part of the reason is because of a crash west 580. the one towards spring town and first, that's over toward the shoulder. some folks are held upcoming out of the altamont toward the heart of livermore. it will make surface streets more crowded as well. metering lights on at the bay bridge. nothing dramatic. we have new video to show you from overnight of a fire

that ripped through the bathroom of a mobile home in san jose injuring one firefighter. firefighters say it appeared to be an electrical fire. broke out about 12:35 this morning inside that mobile home. at the county fair mobile home park on umbarger road. a firefighter was take tone the hospital, but it's unclear what type of injuries he has or what his condition is right now. in oakland more new video coming in this morning where a truck hit a tree and a fire hydrant, then took off early this morning. the tree was down blocking traffic on southbound san leandro street near 77th for some time. a wood chipper arrived on scene and managed to get the tree cleared relatively quickly. police in san jose asking for any help as they try to track down a driver who hit and killed a bicyclist in that downtown area. this happened on the taylor street overpass at about 3:30 yesterday afternoon. police say the driver hit the bike rider and did not stop. san jose police say this is the

19th deadly traffic accident this year, 13 of those accidents were either people walking or on bikes. a south san francisco man due back in court this morning accused of run ag ring that pimped women to several underground brothels. zhi lui facing charges of pimping, pandering and human trafficking, was arrested after a five-month investigation. authorities say liu ran a covert brothel in a south san francisco apartment complex. the man who allegedly ran naked through a b.a.r.t. station and grabbed several passengers now facing formal charges today. 24-year-old yeiner garizabalo is being charged with false imprisonment and misdemeanor battery and sexual battery. this incident took place on may 10th, recorded on a cell phone. that's video right here at the 16th and mission b.a.r.t. station in san francisco. police arrested garizabalo and

he will be arraigned in court this afternoon. a peninsula city wants to put a stop to feeding birds in the name of airport safety. the millbrae city council set to vote on a move to ban people from feeding birds they don't own. >> reporter: good morning, laura. the millbrae city council is supposed to vote on this proposal tonight. the ban on feeding birds with the san francisco airport single out the millbrae b.a.r.t. station. in the past 18 months, there have been 120 reports of bird strikes at sfo, 12 of those caused damage to the planes. the airport has pinpointed a problem of people feeding birds at the millbrae b.a.r.t. station. the feeding attracts the birds which can cause bird strikes. sfo officials hope by reducing the number of birds in the area by banning the feeding, they'll have fewer strikes to aircrafts

n. order for b.a.r.t. police to regulate this problem, the city needs to approve the feeding ban. one of the more famous bird strikes came when captain sully sullenberger had to land his commercial jet in the hudson river. the ban on feeding birds not owned by the person offering the food, that's what the ban is on. the millbrae city council will meet tonight at 7:00. i'm arturo santiago, "today in the bay." today a senate committee considering a bill aimed at makinhqájáuár'es safer. senator jerry hill's bill requires all limos to carry fire extinguishers, the second bill introduced this week in response to a pair of limo fires in the past two months. early this month in walnut creek ten elderly women safely escaped after their limo caught fire. last month, five women died on the san mateo bridge when their limousine caught fire. 6:53.

in about four hours the pentagon is expected to announce women will be eligible for combat roles in two of the military's most elite forces. some say it's about time. others think the roles should be filled only by men. marla tellez has reaction this morning. >> we're talking about the cream of the crop of the u.s. military, women as navy s.e.a.l.s and also army rangers. it will certainly change the face of our military, perhaps even the official websites. look at the face of the army ranger. no surprise the determined man and the navy s.e.a.l.'s website looking very red difficult for action. imagine women on thosem sites. soon they could be. females could start training, to qualify for either position women will be reportedly expected to pass the same physical tests and requirements as men. this means women will have to do the same number of push-ups, pullups and sit-ups, swim and

run in the same amount of time as men. supporters include the aclu which sued the government last fall over the exclusion of women in combat roles. we spoke to the attorney in this case who says this is about time. >> if you can meet the necessary requirements for the position, then you should be al allowed to serve in the position. and up to now women have not even had a chance to compete for many of these positions. >> on the other side, the president of the center for military readiness who happens to be a woman says these roles should be filled by men only. elaine donnelly says, quote, there is not one test, study, report or military experience that shows that women are the physical equals of men. here is something you might not be thinking about, how this is going to actually cost the (t&háhp &hc& we all know men and women are very different. we require different amenities. that's going to mean the military is going to have to redesign some navy ships actually that don't have adequate facilities for women

by the end of the day, full on sunshine. it has been a bear of a commute in parts of the bay area. let's check on that right now with mike inouye. >> scrambling to get to the set, a new incident reported. we have an issue on the upper deck. we have a problem on the incline, reports of at least a stall if not a crash. undoubtedly they'll turn the metering lights and crank them down slower as well. that will cause the backup to continue to build back into the maze off the berkeley chur v and likely northbound 880 showing slowing as well. a problem from the oakland side into san francisco and out of san francisco we continue with this sig alert southbound 101 at silver avenue past the 280 interchange. 280 very clear. use that in the southbound direction. take it all the way down to 380 and cross over toward the airport and continue with 101 there. meanwhile, the south bay showing a nice smooth drive, slowing a bit through union city and hayward because of the volume. thanks so much.

6:58, a final check of today's top stories. president obama and other g8 leaders wrapping up their summit in northern ireland today. president trying to convince european allies to join the u.s. in sending arms and aid to government forces in syria. the millbrae city council voting today on whether to ban people from feeding birds in the city. officials at sfo say feeding the birds creates problems at the airport because they pose a hazard for airplanes taking off and airplanes landing. now, if the city council passes the ordinance, first-time offenders would be fined up to $100. a 6-year-old boy has died after reportedly being mauled by a dog in union city. emergency crews showed up at the home yesterday morning after the incident. they say there were at least two dogs in the home, one of them was removed by authorities. police are expected to release more details this morning and, of course, we will be there when police release those details. we'll bring them to you live on our next newscast coming up at 11:00 a.m. >> we can tell you right now the
