president obama will speak to the german people at the historic brandenburg gate where president john f. kennedy gav a defiant cold war speech 50 years ago. a live report from washington, d.c. in an hour. today's b.a.r.t.'s police chief expected to announce a review of department reforms take place after the deadly and controversial shooting of oscar grant. the current chief plans to bring in former chief patrick oliver to assess reforms. in july, looking at ten specific items including training, use of force, biased base police, internal affairs and discipline. attorney john burrs applauds at assessment. >> i think departments often do not examine themselves, certainly by outsiders. you can become very insular and not really have the critical eyes needed. >> the announcement coming one day ahead of the oakland

roof of a motel 6, damaging four rooms. fire crews will be back on scene to assess how bad the damage is. no one was hurt. fire crews spending the night in venetia checking for hot spots after a brushfire there. it was not contained until late last night. the fire sparked yesterday afternoon off lake herman road near interstate 680. a shed was damaged but, again, no one hurt in this one either. police and fire departments teaming up in one peninsula city. the redwood city police and fire departments holding a second town hall meeting a chance to voice concerns about safety issued in the community. the departments will give formal presentations about programs and services each has to offer. tonight's meeting starts at 7:00 at the peninsula covenant church on farmhill boulevard in redwood

the weather service and chp two separate agencies, chp focusing on roads but their drive across they said you might get a gust or two. the camera shei shaking. folks with trucks or vans, drive across the bridge is smooth. light volume of traffic. no problems for delays. slowing down towards 60, 55 through the s curve. looking toward the altamont pass. wind farms, wind advisories there from overnight. a little slowing eastbound started to move better but down close to 55 through the area out of livermore, into the altamont area toward 205. now commute very light in the east bay. peninsula side as light, drive from northbound 101 towards university and san mateo without delays for the northbound side. 4:39. people in a flood prone neighborhood in east palo alto have more security.

of rape, kidnapping, torture, aggravated murder. attorneys for castro entered a not dpiguilty plea last week. a reporter saying, charges cannot be disputed. if convicted, castro could face the death penalty. a bridge that partially collapsed last month in washington state set to reopen this morning. a look at the skagit river bridge with a temporary replacement span over the collapsed section. a permanent fix will take much longer. last month the bridge looked like this. remember after a second fell into the river below, taking three cars with it. since then, commuters have had to use smaller surface streets to get around. making for long detaurs and a lot of traffic. scary scene in hawaii with a happy ending. a man recovering after bitten by a shark in the waters off the big island. that man was swimming offshore yesterday afternoon when a

14-foot shark swam up and attacked him member was reportedly bitten on the right thigh and his calf but managed to swim away and right back to shore. then flown by helicopter to a nearby hospital. he is expected to recover. that beach, right now, remains closed to public until further notice. >> a lot of people came to his rescue there. the immigration reform bill considered by the u.s. senate could save the country billions of dollars. the congressional budget office says, the bill would decrease the federal budget deficit by $175 billion over the next ten years. that number would grow to $700 billion from 2024 to 2033. the bill would add almost 10.5 million people to the population by 2023. more people, more tax revenue for the government. the senate is expected to vote on the bill before the july 4th
