almost 6:01. good morning. thank you as always for joining us. i'm jon kelley. >> i'm laura garcia-cannon. happening now, president obama in berlin, germany, renewing his call to reduce the world's nuclear stockpiles. the speech he's giving comes 50 years after kennedy's famous cold war spees in the one-divided city. earlier the president met with chancellor angela merkel and german officials, economic issues dominated the conversation. the nsa surveillance scandal has come up as well. merkel says the u.s. needs to clarify what information is being monitored but also says u.s. intelligence is key to preventing terror attacks. president obama addressed the surveillance scandal, acknowledging he had been skeptical of the previous administration's stance on surveillance. >> what i have been able to do is examine and scrub how our

intelligence services are operating, and i'm confident that at this point we have struck the appropriate balance. >> the leaders say they will have another round of talks next month in the u.s. the b.a.r.t. police department now hours away from doing something it has never done before. its chief ordering all changes made after shooting death of oscar grant to be reviewed, all of them reviewed to see what's working and not working. "today in the bay" christie smith live in oakland with details and why the timing of the review may not be a coincidence. good morning. >> reporter: good morning. an attorney here in oakland who represented oscar grant's family after the shooting thinks this is a good idea, one that doesn't happen enough with police departments. b.a.r.t.'s police chief announcing in a couple of hours that they're taking a much closer look at the reforms put in place after the 2009 shooting here in the the fruitvale b.a.r.t. station new year's day,

unarmed passenger oscar grant working and what's not. what he's going to announce is they're going to be hiring a retired police chief to take a look at that. he'll be starting in july. his name, patrick oliver. oscar grant was shot and killed at fruitvale b.a.r.t. station, then b.a.r.t. officer messerle says that he accidentally grabbed his gun instead of his taser. a couple of things that they're going to be taking a closer look at, ten of them, but they include training, use of force, bias-based policing, internal affairs, and discipline. attorney john burris takes a look back at what's working is a good thing. >> departments often do not examine themselves, certainly by outsiders. they can become insular and not really have the critical eye that's needed. >> reporter: you mentioned the timing and it is interesting

because tomorrow night burris and other invited guests watch the critically acclaimed "fruitvale station" film at the grand lake theater in oakland. it's a movie about oscar grant's last day leading up to his death in 2009. that movie opens to the public in mid-july. reporting live in oakland, christie smith, "today in the bay." now to a bizarre story with quite a long history. this morning, san francisco district attorney is expected to announce a plea deal with two former san francisco landlords. those landlords are accused of terrorizing their tenants relentlessly. "today in the bay's" marla tellez with the latest on the case. >> reporter: good morning. the couple in this case has earned a couple interesting nicknames, for starters known as lawless landlords, not people you want to pay rent to. charged with multiple felonies for putting tenants through a living h hechlt ll.

in one of the apartment buildings this he used to own sought of market in san francisco. according to public records kip and nicole macy bought the three-story, six-unit apartment building back in 2005. well the trouble began a year later tried evicting five people who lived there. according to prosecutors the macys ordered workers to cut the floor beams in one apartment, also reportedly sawed a hole in the same tenant's living room, cut off electricity, stole money and jewelry from others in an effort to get them to move out. prosecutors say nicole macy broke into one of the apartments, poured ammonia on clothes, bed and electronics. the couple was arrested but they posted bail been that's when they skipped town, hid out in italy for a couple of years before arrested in 2012. the district attorney is

expected to announce the plea deal reached with the macys that will send each to prison for more than -- for about 4 1/2 years, 4 years, 4 months the record deal. i spoke to a woman who says she's lived on the street for ten years and had no idea this terrorizing was going down. just a few doors down from her. she said she's never had any problems living here. live in san francisco, marla tellez, "today in the bay." 6:06. fire crews spending the night mopping up a grass fire that spread to a hotel in solano county. the fire spread through an acre and a half on interstate 80 in fairfield yesterday. embers from the fire blew on to the roof of a motel 6. they quickly spread, damaging four rooms at the hotel. fire crews will be back on scene this morning checking things out assessing how bad that damage is. we are happy to report, nobody was hurt.

expecting to announce a plea deal with two former san francisco landlords that stand accused of simply terrorizing tenants relentlessly. marla tellez live in san francisco. good morning. >> reporter: good morning. we have all heard of road rage. but landlord rage? that's exactly what this case boils down to. the couple that used to own one of these apartment buildings on clementino street, they( we known as landlords from hell. according to public records, kip and nicole macy bought!ul the three-story six-unit apartment building back in '05. by 2008 charged with multiple felonies including first degree residential burglary, stalking, vandalism, criminal threats to name a few. prosecutors say in an effort to get five tenants to move out they terrorized them. take a look at this laundry list of torments.

prosecutors say the macys ordered workers to cut the floor beams inside one9 tenant's plac so the man would potentially fall through. they cut a hole in a living room floor. cut off electricity, stole money, jewelry from tenants. nicole broke into an apartment and poured ammonia on clothes, the bed, electronics. bail. that's when they skipped town. they headed for europe. they ended up in italy. before they were finally arrested in 2012, extradited back to the united states. today at 10:30 the district attorney will announce details in the plea deal reached with the macys. reportedly the couple, each one of them, spend almost 4 1/2 years in prison apiece. we'll hear all details at 10:30. we haven't seen anyone coming or going from this apartment building this morning. so haven't been able to get comment from people who live there. however, i've spoken to a couple

other people who are neighbors. one guy tells me he had never heard of the landlords from hell but says he wasn't surprised that it can happen south of market, in his own words. live in san francisco, marla tellez, "today in the bay." >> sounds like a scary movie script. also today, a small peninsula airport under scrutiny for high lead emissions. epa study of 17 small airports across the country finding san carlos airport had the highest concentration of airborne lead particles more than double the federal standard. small planes have to use leaded fuel to -- in order to operate. now the manager of the san carlos airport telling the mercury news the airport's lead measurements are deceptive because the monitors were placed close to where the planes rev engines up prior to take-off. the manager says monitors in other areas registered significantly lower amounts of lead. people in flood prone
