good wednesday morning to you. thanks for joining us. i'm laura garcia-cannon. >> i'm jon kelley. today, the ntsb continues that investigation as we give you a live look at the remains of asiana airlines flight 214, still sitting out in the open on that runway this morning. that cabin's been there since saturday, even as other planes take off from 3 of the 4 sfo runways that are open. this morning the investigation unfolding very quickly. we now know two flight attendants were ejected from the plane and later found seriously injured out on the runway. ntsb chairman deborah hersman revealing the plane's landing gear stuck. the seawall -- struck the seawall first followed by the tail of the aircraft. we've also learned the commanding pilot was serving as an instructor for the very first time. let's get straight to bob redell live at south san francisco right now. bob, you had a chance to talk to the ntsb chairman now.

the question, what is she saying about the pilots not being tested for drugs or alcohol after the crash? >> reporter: good morning, jon. we spoke with ntsb chair hersman about that issue, why those pilots were not drug and alcohol tested after the crash of asiana flight 214. she tells us that it's up to the airline's policy as to whether or not that happened. she does not know if policy was followed saturday morning. that is something she tells us the ntsb is still trying to understand. ntsb investigators headquarter at the hotel here in south san francisco are also trying to understand why the auto throttle was not working during final approach. the two pilots at controls of the 777 told investigators they thought the auto throttle was armed and maintaining a steady 137 knots, the minimum speed necessary for safe landing. question, why did they not notice this was in the the case, they were in fact too low and

too slow, dangerously so? because it turns out they might have been distracted by another pressing issue. in the final approach the pilots realized they were off center from the runway trying to correct the problem. it wasn't until around 200 feet out out they realized they were too low and too slow. they did throttle up to abort the landing but it was too late. >> between 200 and 500 feet they were focused on getting lined up. they weren't as focused on the air speed. they recognized that the air speed was low and they tried to bring it up. >> as a layperson, someone not a pilot, i'm trying to wrap my head around the fact speed and altitude two main things to be focused on flaying a plane. how did they let that lapse during a crucial portion of the flight? >> what i can tell you is the facts and what i can tell you is

what we've observed. i won't be doing analysis on scene. we'll reserve that when we have a full picture and our team is able to sit down understand training programs and how the crews worked together. >> reporter: the pilot at controls of asiana flight 214 had 43 hours experience flying a 777. this was his first attempted landing of a 777 at sfo. his co-pilot had oiver 3,000 hours experience, training him and his first time as an instructor. bob redell, "today in the bay." 6:04. the ce of of asiana airlines in the bay area expecting to meet with survivors at sf general hospital. live look at sf general where right now five passengers remain in critical condition, including within person under age 18. a child being treated the hospital as well but that child is in serious condition. the airline's ceo met with a

crush of media when he arrived yesterday. yoon young-doo has not spokenmko reporter but was we understand he has promised full cooperation with the investigation. also this morning, we have learned the i didn't of the teenager who may have been run over by a san francisco fire truck after the plane crashed. the coroner identified the girl as 16-year-old ye mengyuan. the coroner spoke to the girl's parents yesterday and an official report on the death is not expected to be released for a few weeks. as we mentioned, the wreckage of the plane is still sitting out in the open at sfo even as other planes take off and land next to it. no doubt, an unsettling sight for air travelers considering a separate incident that happened overnight. new photos to show you taken by an sfo passenger on board a delta red eye flight to cincinnati. two minutes before take-off

passengers felt a big jolt, and the plane shook. an airport tug vehicle hit the plane forcing everyone to evacuate while the pilots inspected the damage. myers says it was an unnerving experience, especially what happened to the asiana flight over the weekend. >> luck il lil they were able to get us off the plane. it would have been racing through my head they thought it was okay to plane -- fly to the plane. it's nighttime out, something that big hit the plane, i'm sure everybody was, you know, worried about something like that happening. you don't want to crash land after something like that that just happened over the weekend. >> passengers waited two hours before boarding another plane and taking off. san jose police investigating the city's 26 homicide of the year. after midnight, police called to a homeless shelter near the intersection of west julian and

montgomery streets. the officers arrived and found a man with stab wounds there, and he died minutes later. officers detained a man in connection with the stabbing and thinboth men live at the shelter and got into a fight just before the deadly stabbing. new video of an overnight crash that closed lanes on i-80 in emeriville. the passenger van collided with the big rig. look at that, caught fire near the palo street on ramp. officers shut down all five eastbound lanes because fuel spilled out on to the road. life look at emeriville traffic camera. the lanes reopened. you can see absorbent visible on the lanes. >> smeared here. that's the absorbent, kitty litter, that goes on a fuel spill. fortunate it opened before the bulk of the commute and opposite

the main commute. smooth flow of traffic. taillights towards the bay bridge, a live look, we'll see how traffic backs up here. we did have it early on for the metering lights, 5:40, 20 minutes earlier for wednesday. backups moving for the fas-trak lanes. getting past west grand. might get lower clouds impeding the view at times across the upper deck. traffic flowing toward the area, slowing through berkeley and richmond. typical for west 80 and up the incline. that's where you see the red, typical. north 238 west of 580. castro valley y, slowly building. interstate 880 not a problem north through san leandro or south. build for the tri-valley. smooth flow of traffic. more slowing through livermore for highway 84. interstate 580 pleasant.

and 68 do through sunol. low clouds around the tops of the hills but not a problem for drivers. we'll check on the forecast in a second. the other side of the bay, looking at palo alto. 101 flows smoothly. another issue at the top of the screen, like in sunol. clouds hovering above the level for drivers. what does that hold in store for the forecast? >> start with the live picture to give you an indication. fun noi how things work out on the show, organically. people up the incline, fog hovering 500, 600 feet. if you're traveling through the mountains, or through the higher elevations, that's where you find fog. yeah, right off the bat again, third consecutive day, two-plus hour flight delays attributed to the closed runway. fog is not helping the situation. we'll keep you updated. every other major airport across the nation reporting flights on time. we have severe weather headed

overnight. chp had to shut down eastbound 80 near the on ramp in emeriville for more than an hour. nobody was hurt during the crash. 6:15. a man admitted to raping at least 40 women in california including 15 in the south bay could soon be released from a state hospital. the move approved by a judge but the l.a. county district attorney's office is stepping in. marla tellez joins us from the newsroom. what's receipt action from victims this morning? i can't imagine good. >> reporter: good morning. we will hear from one of the guy's victims. christopher evans hubbart, the name many in the bay area will never forgot because he raped more than a dodd women most in sunnyvale in 197 and '81. hubbart earned the name the pillowcase rapist because he would put a pillow case over the

victims' head. prior to the raping spree, he raped 25 women in the los angeles area. eventually arrested and locked up. only to be released in 1990. and that's when he struck again. this time attacked a woman at a middle school in san jose, monroe middle school. since then he's spent his time in state hospitals and if l.a. county's legal efforts to block his upcoming release set in motion by a santa clara county judge, if they fail, he could be a free man. one of the victims had to come to grips with years ago when about to be released then. >> i don't think he should be out. as soon as he gets a chance, he's probably going to do it again. >> reporter: she was right. if released, hubbart would live in l.a. county where he would be heavily monitored. mandated to undergo treatment for mental issues and have to

abide by a curfew. little comfort for people who could not forget him. hear from locals who cringe at the thought of him getting released again. 6:17. the 19-year-old accused of bombing the boston marathon will appear in federal court for the very first time. dzhokhar tsarnaev could face the death penalty for the attack that killed three and injured more than 260. survivors of the bombings are expected to attend today's hearing. announcement expected from the judge overseeing the second-degree murder trial of george zimmerman. the judge will decide if the defense can present trayvon mart martin's text message and facebook posting as evidence to the jury. the text would unfairly influence the jury. the justice expected to rule on if the defense can show the jury animated 3-d re-creation of its version of events.

martin was unarmed when he was shot and killed by zimmerman. zimmerman says he acted in self-defense. texas house members taking an official vote on a controversial abortion bill. lawmakers giving that bill provisional approval last night. supporters cheered and opponents protested outside the house chambers after the vote was passed. the bill would ban most abortions after 20 weeks and dictate when abortion pills could be taken. the senate is also expected to approve this bill. in a few hours, house republicans will hold a special meeting to figure out what to do about immigration reform. at issue, whether they'll provide a path to citizenship for 11 million people living in the country illegally. some republicans standing firm saying, first, they want the flow of undocumented workers to stop. george w. bush talking about immigration this morning. he just finished speaking at a naturalization sar money at his

seesaw here and there. not talking about the 90s. we're going to hold steady with 80s through tuesday. see how we're doing on the road. >> good morning. good wednesday morning. expect lighter volume. overall than yesterday a tough drive for the south bay but that was later in the lavcommute. now a typical commute for 6:21. north 87 trending slower as you come up from capitol expressway. that means the commute is on for san jose and heading through down tonight, continuing to build over the next hour. north 101, typical slowing around the bend toward mckee. clearing by the time you get to 880. 880 southbound reports just in, at the first street off ramp, pickup truck took too quickly, went down the embankment. no injuries reported. chp has to watch that. so far no closures for the off ramp. look up the peninsula. smooth drive for 101 and 280.

u.s. pilots on board flight 214 are south korean. >> the ce of of asiana airlines is in the bay area and is expected to meet with survivors at san francisco general hospital sometime today. the ceo has not spoken to reporters but we understand he says the airline will comment shortly. this morning, we are learning many survivors of saturday's plane crash has a surprising pattern of spinal injuries. so far two passengers are unable to move their legs and at this hour, it's unclear if that damage is permanent. the chief of neurosurgery at san francisco general hospital says, he's seen a pattern here showing passengers' bodies flung forward and backwards over the lap belts that kept them in their seats. a medical expert at university of pittsburgh says injuries remind him of days before shoulder belt in cars though

much more severe. >> that pattern of injuries could play a role in the controversy over the safety features on board the plane including the possibility that passengers wore different seat belts based on where they sat. preliminary reports from victims suggest premier passengers had full shoulder harnesses while those flying in coach only had a lap belt to restrain them. this raises one very big question for a burlingame attorney. >> you start to compare injuries that occurred in one area of the aircraft where you had the dual restraint system with those who didn't. you see whether there were dramatic differences in the nature and type of injury. >> biomechanics experts say extra restraint in first class are there because of more passengers, more room for passengers to be thrown. in coach, the seat in front of you prevents that. lawsuits are necessary to change what he calls the corporate culture. he already has two clients from

freeway. >> all right. today the city of walnut creek releasing details of its investigation into how employees responded after learning another worker accused of sexual assault. four employees were placed on leave back in march after police arrested a man for alleged sexual contact with teenage girls. he has pleaded not guilty to the charges. the four employees placed on leave returned to work last month after an internal review determined the employees did behave appropriately. palo alto police are trying to track down two thieves who ripped off hundreds of dollars worth of gas. police say two men used some sort of tool, possibly a screw driver to tamper with the gas pump near west charleston road. filling up four different vehicles late last monday night

more than a thousand people able to return home for the first time since saturday's fiery oil train derailment in quebec. investigators searching for 40 people still missing. 15 people confirmed dead and 5 of the train's tankers exploded s saturday before the tranderailed. investigators launched a criminal probe saying criminal negligence may be possible. 21 people recovering from injuries after a patio deck collapsed two stories below last night at a condo not far from myrtle beach. officials say most of the victims suffered cuts while some did have broken bones. more than two dozen people on that deck at the time of the collapse. rescuered in central china had to free a 5-year-old boy from a tight spot four stories

off the ground. the boy dangling with his head stuck between security bars outside a window of an apartment building. there he is, a man had to use a ladder to climb up and support him until rescuers arrived. he had to cut one of the bars to free the boy but they managed to pull him to safety. hard to look at. >> lucky man there. everybody's okay on that. 6:41. another scare at sfo. a loud boom sends passengers scrambling. >> too low, too slow, no time to spare. new questions how the pilots reacted second before the air crash. low clouds pushing all the way into sunol this morning. that natural ac, turned out stronger for today. temperatures drop off by three to five degrees. we might get mountain thunderstorms. where and when we have the best chance for that, seven-day

the pilots were not test for drugs or alcohol in the aftermath of the crash. "today in the bay's" bob redell spoke with charm of the ntsb about the issue. what did she have to say, bob? >> reporter: good morning. ntsb chairman deborah hersman told me that if those pilots were with an american airline they would have been drug and alcohol tested after saturday's crash. since the pilots are with a for. airline it up to the airline's policy whether tested after an accident. >> i think people would think it's not fair, they crashed on our soil, on american soil, so why don't american rules apply? who cares where they're from? >> i can understand that sper spec perspective. we want to be confident about conclusions. we don't havecations at this point there have issue but was we want to make sure that all of the bases are covered. i think the issue here is what are the rules, how do countries and nations work together so

has not yet even spoke ben to reporters as he battles his way through there. he has promised full cooperation with the investigation. this morning we've learned the identity of the teen who may have been run over by a san francisco fire truck after that plane crash. san mateo county coroner identified the girl as 16-year-old ye mengyuan. the coroner spoke to the girl's parents yesterday. an official coroner's report on the girl's death is not expected to be released for a few weeks. >> the wreckage of the plane still out there on the runway out in the open at sfo, even as other planes take off and land right next to it. no doubt, just unsettling sight for air travelers, especially considering a separate incident that happened overnight. we have new photos taken by an sfo passenger on board a delta red eye flight to cincinnati. bob myers says, two minutes before take-off, passengers felt a jolt and that plane shook. >> immediately opened the doors

berkeley, westbound direction, we see the build in all lanes. typical richmond. university avenue overcrossing and the berkeley curve, backup starts. palo alto, peninsula smoothly. guys, picture moving once again. >> mike thank you. new video about a crash mike's talking about today. overnight crash that closed lanes on i-80 in emeriville. a lot of flames out there. chp says a passenger van collided with a big rig and caught fire near the on ramp. this happened at 1:00 a.m. officers had to shut down all five eastbound lanes because fuel spilled all out on to the road. a look right now at more video we captured on emeriville traffic cam. you can see lanes reopened now but also still see some

absorbent on the lanes, they had to put that out to soak up all of the fuel. nobody hurt during the crash. police are investigating the city's 26th home side this morning. just after midnight police called to a homeless shelter near the intersection of west julian and montgomery street a flew blocks north of the station. officers found a man with stab wounds. he died minutes later. officials detained a man in connection with the stabbing. they think both men live at the shelter and got into a fight before the stabbing. the man who admitted to raping 40 women in california including 15 here in the south bay could soon be released from a state hospital. the move is approved by a santa clara county judge. but now the l.a. county district attorney's office is stepping in. christopher hubbart terrorized women in the bay area. he raped most of his 15 bay area rick tims in sun sunny have a bu sunnyvale. by the time he went on his raping spree here he raped 25 other women in the los angeles area. eventually arrested and locked up. only to be released in 1990 and that's when he raped again. this time, attacking a woman at this middle school in san jose, monroe middle school. he's spent most of his time in state hospitals, recently in colinga. fate to change. hubbart could be a free man sometime this year. that horrifies people in sunnyvale who will never forget him. >> i remember when he got caught and that was a big deal. that was a real big deal here.
