"early today" starts right now. >> announcer: this is "early today" for friday, july 19th. >> good morning. i'm richard lui. new photos show the moment boston bombing suspect dzhokhar tsarnaev was captured. they are from the night of april 19th when the day-long man hunt

finally came to an end. they show a disheveled and bloody tsarnaev with a red laser target on his head. boston magazine obtained the pictures from a state police sergeant. he's since been relieved of duty. that officer handed them over after becoming outraged by the latest issue of "rolling stone." the cover has raised controversy for its portrayal of the teenaged suspect. critics saying it makes tsarnaev look like a rock star not someone on trial for terrorism. america's motor city has officially gone bust. thursday, detroit officials confirming the city has filed for chapter 9 bankruptcy protection. it lays the grownwork for what will be a historic effort to bail out a once booming metropolis now sinking under billions of dollars in debt. it's the largest municipal bankruptcy effort in american history. >> this was a very difficult and painful decision. many may say this is the lowest point in detroit's history.

but if we weren't to do this, the way i view it, detroit would continue going downhill. >> not everyone agrees on exactly how much the city owes. emergency manager kevin orr has said the debt is likely between $18 billion and $20 billion. take you to texas. sweep abortion restrictions have been signed into law there. and more restrictive measures are already on the table. the new law takes effect in october and as one of the nation's toughest. it banns abortions after 20 weeks of pregnancy. and restricts the procedure to surgical centers. >> it is our responsibility and duty to give voice to the unborn, the individuals whose survival is at stake. this bill lives up to that responsibility. >> protesters shouted shame as the bill was signed. only 5 of the state's 42 abortion clinics currently meet the new requirements. reportedly three planned parenthoods already have plans to shut down. state senator wendy davis gained

nation wide acclaim over her filibuster of the law. she called the restrictions a clear break with texas families. and it's not over. three texas lawmakers have filed a so-called feetil heartbeat bill that would ban abortians after a heartbeat is detectd at around six weeks of pregnancy. rick scott finally met with protesters late thursday, days after they set up camp in the state capitol. during a polite meeting prorks testers called on the governor to hold a special session to revamp the self-defense statutes. namely the stand your ground law which played a part in the george zimmerman case. zimmerman was acquitted saturday in the murder of 17-year-old trayvon martin. but scott told protesters he'll not push for changes in the law because he supports keeping it intact. he's calling for a statewide day of unity and prayer on sunday. you know, this week's heat wave has turned fatal with the death of a 1-year-old left in an suv in alabama. meanwhile, heat indices of 100 degrees or more are still being felt from the midwest to the

northeast. nbc's chris clackum has that story for us. >> another day of scorching temperatures and another run on air conditioners. >> i need a little help to help me cool off the living room a little bit. that's where we spend most of our time. >> time better spent there than outdoors, like in washington where it was dangerously hot again thursday. >> those who cannot protect themselves from the heat like the very young or the very old. those are the most common victims of heat. >> been a week's worth of 90-plus heat in the new york city area. heat indices are already above the century mark in new york city as temperatures approach 100 this afternoon. >> reporter: but many residents are taking it in stride. >> i told myself i'm not going to complain about the heat because of the cold winters. >> reporter: the heat is coming from a large dome of high pressure in the upper atmosphere that's located over the ohio valley, great lakes and northeast. and it's made the playground equipment in quincy, illinois, unbearably hot.

>> mid to upper 170s. >> vendors at the farmers market in davenport have been forced to put produce on ice. >> i just pick it fresh and bring it. >> reporter: in detroit it was back in the 90s. and bad timing for the air conditioning to break down at a high rise apartment building. >> i bet it's 100 degrees in this apartment. >> reporter: chris clackum, nbc news. >> from chris clackum to bill karins. over the hump soon, huh? >> for much of the country. the intermountain west won't be as fortunate as areas in the mid-atlantic or northeast that have really been suffering. this heat wave has been long lasting. it's really built from the east coast and the middle of the nation while the west has remained hot. medford still scorching yesterday. boise, salt lake city. some of these places in the intermountain west will be looking at potentially one of their warmest julys ever. as far as the rest of the country, 98 in new york city. 1 100 at two of the airports in

new york. what's interesting about the heat this summer, especially in the east, areas like atlanta and charlotte are known as being hot. we've had nor 90-degree days in boston and d.c. than charlotte or atlanta. some areas of the southeast are having a cool summer and the northern half a warm summer. here's how we're looking this morning. another nice, warm, not too bad. it's not muggy or anything like that in the west. as we go throughout the afternoon, just like yesterday. the air mass has not changed. that means a day just like yesterday. 105 to 110 in the desert areas. 100 once again salt lake city to boise. many areas near 100 and medford should also be flirt with the centwarmer side for almost all these locations.

a fever pitch in london as the world anxiously awaits the birth of william and kate's baby. nbc's jim maceda is outside st. mary's hospital in london. good morning, jim. >> reporter: hi there, richard. well, it's feeling more like frustration now, especially here outside the hospital than excitement. and it now turns out that july 13th, that rumored mid-july due date may have been days off. today's "daily telegraph" newspaper cites an unnamed hospital source saying that certain staff inside were told to abstain from all alcoholic drinks starting today, july

19th. apparently the real due date. but we all know as parents that -- about how unreliable due dates can be. and you can sense, richard, that even the royal family now is getting slightly impatient, start with queen elizabeth herself who when recently asked by a young grade school girl if she hoped it would be a boy or a girl she replied, without hesitation, she didn't mind either but she just wanted it to arrive. i'm going on holiday, she said. now the queen is scheduled to take her annual summer break to balmoral scotland a week from now. with each passing day and no blessed event yet, summer already saying that this could be waiting until the end of july, even early august, for the birth of the third in line to the british throne. richard, back to you. >> jim maced athank you. here are other stories making news. over 6,000 residents evacuated their homes in southern california as a wildfire grew to more than 35 square miles. the blaze is about 100 miles

from los angeles and is only 15% contained. the whitey bulger murder trial has taken yet another turn. a man who was set to testify against the alleged mobster was found dead in massachusetts. steven rakes was an alleged extortion victim of bulger and just one of many people slated to testify. the white house is considering cancelling a fall summit between president obama and president vladimir putin. tensions are rising as moscow considers giving nsa leaker edward snowden temporary asylum in russia. russia's most prominent opposition leader was sentenced to five years in prison thursday for embezzlement. protesters claiming this harsh verdict is part of a plan by vladimir putin to stifle any chance of a popular challenge to the presidency. a boeing dreamliner forced to land because of in-flight problems. the japan airlines flight landed in boston because of a fuel pump indicator light. it's just the latest in a string of problems for the new 787.

french researchers have discovered a new kind of virus. look at this thing. so big they believe it deserves its own classification. the aply named pandora virus is twice the size of the second largest known virus. and this one is 1,000 times larger than the common flu. a new study finds information about healthier food choice does not change what people order. evidently menu information or reminders about calorie recommendations are often plainly ignored. about one-third of those studied actually ate more than the recommendation. while some people may benefit from calorie data, this study suggests most just order whatever they are craving. >> announcer: early today health is brought to you by vagisil ph balance wash. now for your early look at business, we turn to cnbc's seema moody. good morning. >> richard, futures are lower as stocks could feel the heat today from google and microsoft.
