meteorologist rob mayeda who predicts better temperatures. >> yes sh, there is a strong se breeze and anybody who likes the 7 o0s and the 80s will be happy. we have misty skies and drizzle and place where you would not expect the low clouds such as dublin where you will be seeing i. and in livermore, southwest winds and the low clouds will start to break up inland by 12:00, and then by 2:00, staying inland and back towards the coast and into the evening. winds are out of the west primarily 10 to 20 miles per hour, and numbers as we head into the mid-afternoon, 70s to low 80s, and chilly day in san francisco and low to mid-60s for saturday. we will let you know if the temperature trend continues in the weekend forecast in a few minut minutes. >> okay. thank you, rob. we begin with a story in the east bay where the crews are

working to clean up this muddy mess. they say a six-inch water main burst on 166th avenue and sending the water rushing down foothill boulevard and happened around highway 580 at 1:00 this morning. the nearby roads are shutdown and officials say it could take up to 10 more hours to clear the roadway. folks who live in a dozen homes are without water this morning. new this morning, fire crews worked in the morning to knock down these flames in pittsburgh. the fire started in the entrance of stoneman park which is 500 yards away from the recently closed fire station, 87, on west leyland road and john henry johnson parkway. the station closed earlier this month because of the budget cuts. the fire threatened nearby homes before crews who came from across town were able to contain it. we can't say that anybody was hurt. and crews are working to kill mosquitos carrying the west

nile virus. they spent last night fogging a three-mile area. vector control says that one in three mosquitos are infected and they hope the kill off this threat before it contacts more people. >> and we are putting out an ultra low volume product from the back of the pickup trucks to sus nepend in the air, and as t mosquitos are flying around at night it will impinge them. >> and the trucks went street by street before ending at the piedmont road. 10 birds have also tested positive for west nile. santa clara police continue the search for a man they say is a violent rapist. police say that the man broke

into the woman's apartment at 4:00 in the morning and raped her at knifepoint. investigators confirm that he got into the building by ripping the screen off of a bathroom window. they are not releasing many other details, but the neighbors in the area say they know enough to know they are shocked an nervous. >> and i think that everybody is feeling scarry, because you will see that these kind of event does not happen everyday. >> i have to park my car really far and we have to walk around like there by myself and i have to carry all of my personal stuff, and it is scary, of course. >> santa clara police say sexual assaults are rare in the city with 21 cases report eded a yea. the suspect is a thin man around 5'3" who does not speak english well. time of the attack, he was dressed in all dark clothing. new this morning the parents of audrie pott are adding a teenaged girl to the lawsuit that was filed in the wake of their daughter's death. the saratoga girl who was 15 killed herself after pictures of

an alleged rape was circulated around her campus and internet. audrie's parents say that the girl lied and tried to cover up the a alleged attack last september. three boys are already named in the suit. audrie's parents claim that the teen girl was in the room at the time of the assault and even encouraged the boys. the lawsuit is scheduled for august 13th. in lake county, two men face accusations of raping a girl they kept in a metal box while running a marijuana operation. they say that ryan balletto and patrick pearmain held the girl captive for weeks. they say that the run away in los angeles was repeatedly sexually assaulted by both men. the teen was left locked inside of a 4x2 metal box hoisted at an angle so human waste could drain

out. one d.e.a. agent said that violence and violence go hand in hand with illegal growth. >> they are ready to go to war. we see them with kevlar vests and we have seen them plant booby traps, and some of the vietnam era bungee sticks outsid outside. >> and the two suspects are due back in court wednesday. and officials are calling for better protection of their city at a site where a 66-year-old woman was gunned down earlier this week. another round of anti-police protests are are expected this week in oakland and the city leaders say they are ashamed of the poor job they are doing protecting residents. judy salmon died after driving her car blocks from her home, and police don't know whether she was caught in the middle of a gun battle or came upon a

said that it took this long to conclude the investigation into the deadly clock. the clock is ticking and another b.a.r.t. strike could happen in eight days. this morning it appears that the two sides are farther apart instead of closer. to day the b.a.r.t. workers filed a complaint against the lead negotiator thomas hawk and claim that he is the president of a bus company who profited when the b.a.r.t. workers went on strike for four days earlier this month, but the officials say he was only paid $500 in administrative fees. hawk is on vacation this week, but he is expected to be back by tuesday. the two sides have until august 4th to reach a deal and prevent another traffic nightmare. speaking of a traffic nightmare, look at this bumper to bumper traffic as tens of thousands of fans slowly made their way to candlestick park as

there was an epic concert of jay z and justin timberlake, and the a's and the giants played at home, and it was the last friday of the month which is the critical mass ride. they tied up traffic downtown and beyond. and to make matters worse, a lot of the people who tried to get into and out of the city early hit a major roadblock, because a bomb scare completely shutdown the bay bridge at 1:00 yesterday, and traffic was cleared from both ends of the bridge after a suspicious device was reported. a bomb squad as removed the suspicious device and has not said what it was or if anyone was in danger. the bridge reopened at 3:30 in the afternoon, but at this point, the damage was done. still ahead on today in the bay, new details this morning on the deadly asiana airplane

new details this morning on the asiana flight 214. the wrecked fuselage was supposed to be removed from the hangar sfo this weekend, but officials say it will be stored there longer, but how long is unclear because the airline is trying to find a suitable location, and at this point, they have not found anywhere large enough to hold the fuselage intact. today ahead on the bay, the communities were devastated by the massive tsunami in japan two years ago and now 100 japanese student students are in the bay area to seek leadership skills to rebuild their town. their story is up next. and the view over san jose and you can see the sun trying to break over the low clouds, but you will be surprised how cool the temperatures will be as we go through the weekend in

if you are in the south bay, you really can smell the excitement in the air. the annual garlic festival is under way, and new feature this year is the garlic bowl. it picks executive chefs from san jose state and uc berkeley and fresno state. the winner is fresno state winning a $5,000 skcholarship fr their schools. if you go, you can find delicious things to eat. >> and we have the pepper steak sandwiches and the mushrooms and a plethora of wonderful food out here. it is out here for three days and it is going to be wonderful. and you know, three days in a year, we get to be a quasi rock festival. >> the festival's main event the

great garlic cookoff. it starts at 10:00 this morning and students can prep and serve their dishes to a panel of five judges. as always the proceeds of the garlic festival supports local charities. caltrain will run special trains the entire weekend and the good news is that sometimes this is blazingly hot, and this year, it is going to be nice and pleasant. right, rob? >> yes, temperatures are comfortable, kris. we are talking about mid- to upper 80s in san jose, and today we are mostly 50s outside in the fwa area. and notice the winds and the south bay and the south bay breeze in san jose and a little bit of a south wind coming from the salinas valley to morgan hill, and means that folks in south san jose may smell the garlic in the air as it comes up from gilroy in the afternoon. and the winds are strong into fairfield and livermore. if you look at the relative humidity, it is low, and the

marine air that is 2,000 feet thick will make for a cool afternoon. around the ballpark, the oakland a's taking on the l.a. angels and the numbers in the 60s with partly cloudy skies, and right here on the nbc bay area coming up this evening, we have the giants and the cubs, and that is at 6:00, and you will watch it on nbc bay area with the first pitch coming up at 6:00, and we will see the temperatures close to 6f0 degrees. we will have mist and fog. and rain is a possibility from south lake tahoe to yosemite, and watch out for that if you are heading to the high country this weekend. meantime, back talking about the low clouds around the bay area, you will see it even in the inland valleys through 9:00 or 10:00 this morning, and sunshine through the afternoon and the low clouds will sweep back in tonight and into the morning. that means that the pattern will repeat, and the low clouds into

because it is so hot, and they are near there. >> and this year it is going to be perfect. >> perfect. all right. thank you very much, rob. it has been more than two years since the devastating earthquake and tsunami in japan and the tahoku area is still trying to get on its feet. today in the bay's george has the report. >> it was scary, so i could not -- i did not want to stay in the house. so i was trying to get out. >> reporter: 17-year-old girl will never forget that day. >> at first, i was really sca d scared. then i went out and i saw tsunami coming towards me. but i could not believe it was real. i was really scared and the ground was shaking up and down.

>> reporter: a powerful 9.0 earthquake creates a deadly tsunami and sweeping away homes and creating piles of rubble where schools and homt homes once stood. these girls both lost their homes. >> i was with my family looking at the house being washed out by the tsunami. >> i did not feel anything deep, but two years later, i was back at my house and i found a tool which i was using when i was a little kid. it made me cry. >> it has been a month since he died. >> 16,000 people died and one of them was her uncle. >> the next day, everybody knew he wasn't there. he wasn't home. and it took aus month to find his body. >> despite the hardship and loss, they are determined to rebuild their communities, and

more than two years after the earthquake and tsunami, the two high school students flew to uc berkeley with 98 students from the region as part of the 2013 summer program. for the next three weeks they hope to learn leadership and community service skills to take back to japan. ugami is one of the instructors. >> they have faced something quite tragic. i think that they really inspire me with their ability to engage with a crucial need to do something, to make a difference. >> reporter: the students will face so many challenges when they go back home. rebuilding a school or a hospital, and that is one thing, but rebuilding a community's crushed spirit is the ultimate test. they enter the program as students, and they hope to leave as leaders. >> translator: i wanted to do something good for the community. because i joined this program to learn community building.

o one. >> reporter: and something that jen bulik has left. you see a few days before the wedding with her fiance jeff lang cannot go fast enough. what is likely to happen a few months after that? well -- jen and jeff met six years ago. she was a hairdresser and he a yoga instructor, and jen making people beautiful and the outside, and jeff on the insoid. a friend thought these two opposites would attract. >> she is like, you know, he kind of took all of my weirdness in stride, so i think that he would be really good for you. >> reporter: there was talk of a wedding and in fact, the couple shopped for rings just last december just about the time it turned out that jen developed a cough she could not shake. >> i went to the doctors a couple of times, and they diagnosed it as pneumonia and i'm 35, so they were not

thinking that this is something else. >> reporter: in january came the diagnosis. lung cancer stage 4. last month came the prognosis. >> four the six untreated and four to six months treated. when i heard that, i said, let's get married, because i wanted to live life. >> jeff and jen gave themselves two weeks to plan a simple wedding and barbeque reception in jen's backyard and that was the plan at least until a friend posted a request for help on a facebook group for wedding planners. a posting that erica ota read and could not forget. >> this is an opportunity i saw to do something extraordinary for something else. why not? i never thought about the bam book, but i think that it would

go perfectly. >> reporter: erica, a social worker turned wedding planner thought she would help a little bit on the day, but then stumbled upon jen's pinterest account and pictured what her dream wedding would look like, and one that time and money would not make possible. well, impossible until erica decided to get jen everything on the page. a job that would take months, she has done in two weeks corralling goods and services from more than 30 bay area wedding vendors and the total cost is $50,000. all of it donated for free. >> it was my goal to have them not pay a dime. i thought to myself, these people have already suffered enough. and why not be able to give them a gift, you know, a wonderful gift that both of them will

as we head out into the afternoon and by evinging in the low clouds will fill back in. and looking at the low 80s and places around the tri valley. and san jose, 70s and further south, oakland and this cool trend may continue through the weekend and you will be surprised how cooler it will be flu the week. we will have more in the forecast. thank you, rob. the cleanup continues this morning after one of spain's worst railway tragedies in history. train tracks have been laid in place of the flower s ths that left for those killed in the crash. the driver of the train that crashed is released from the hospital, but now in custody. he was driving too fast around the curve when it derailed and the driver apparently had a fascination on speed. on facebook, he boasted about going fast and even posting a photo of a train's speedometer e showing the equivalent of 120 miles per hour, and in what was

a 50-mile-an-hour zone. one of the crash survivors recall seeing the speed displayed on the monitor moments before the crash. >> most of the trip it said 100 kilometers per hour which is 60 miles per hour, and right before we crashed, 30 seconds before, it was 194 which is about 130 miles per hour. >> 80 people are still in the hospital this morning and 30 of whom are still in critical condition. new this morning a violent and deadly day in egypt. officials there say that at least 38 people were killed in the crashes or rather clashes e between security forces and supporters of ousted egyptian president mohamed morsi and that number is expected to rise as the day continues. the clashes followed a day of massive pro military rallies yesterday. the army forced him from office on july 3rd after massive demonstrations and now morsi is being detained at an undisclosed

location. today the lincoln memorial is open today after it was va vandalized. somebody splattered green paint on the bottom of the statue yesterday. the memorial was closed for nearly 12 hours for cleanup. the park police are reviewing the security camera footage to identify possible suspects. fortunately know, there is no permanent damage. and a man will soon receive the military honor that is the highest military award, ty cart ler be honored at the white house for his heroism in one of the most intense fights in afghanistan. he was based in lieu wis mccord in washington state, but his father is in antioch and join s us. >> it is unreal. very enjoyable and i'm so proud i can hardly stand it. >>. >> reporter: ty carter's father

this afternoon, and then right here on the bay area, you have the giants and the cubs coming up at 6:00. quite cool picture for the game. temperatures in the low 60s and the winds are west/northwest at 10 to 25 miles per hour. if you head up to lake tahoe and yosemite watch out for the showers and thundershowers as the moisture moves up from southern california to the afternoon. our weather is about that sea breeze and the marine layer that is 2 th,000 feet thick and desp the fact that we are getting sunshine in the valley, the sea breeze will keep it cool, and as we head into tomorrow morning, more clouds well inland and almost into fairfield and sacramento, and again in the sunday morning, because with a strong sea breeze, you are looking at the o70s to the low . and actually, if you go out to the gillroy garlic festival, it
