time to let the good times roll. 4:30 right now everybody. good to see you. i'm jon kelley. >> i'm laura garcia-cannon. let's first check the forecast with meteorologist christina loren. >> good morning laura and jon, of course to you at home. getting into the last few days of july and temperatures are going to tumble. going in the opposite direction you might normally think. 59 degrees to start in sunnyvale. 57, good morning to you in livermore. wheel have your full forecast in a few moments. first want to check that drive. >> good morning, good morning. as you would imagine, the san mateo bridge moving smoothly. we'll look west. you can make out the high-rise lights across the bay as well. the map shows you not a lot of construction on the roads. that's pretty typical of a monday morning on a sunday. we have a little slowing that shows up north 280. reports of a small brush fire off the on-ramp. we have fire crews heading out there. we're tracking it as well.

i have seen slowing pop up in the last few through downtown. i'll track this for you. send it back to you. 4:31. the faa taking action in the wake of the deadly asiana crash. we have details on the change and why it happened. >> reporter: there are two ways a plane can land on a clear day at sfo, the pilot can do it visually or use instruments to guide the aircraft down to the runway. right now because of construction, one of those landing instruments called glide slopes are not available on two of sfo's main runways, including the one intended to be used by asiana when it crashed july 6. the instruments are expected to be back in service until late august. until then the faa is requesting foreign carriers to use another type of electronic help, through gps. we spoke to an ntsb official who says the move by the faa is extremely unusual.

>> i think it's very unusual given the fact that it's not isolated to one particular carrier, but currently involves multiple air carriers that they've classified as a foreign carrier flying into the united states. >> since the crash, the faa says it's noticed an increase in the number of so-called go-arounds at sfo when the pilots are using visual approaches to land. in these cases pilots have to abort landing and circle back around. today the faa says it is looking into an aborted landing by ava air on july 23. the plane was landing at ffo and the plane came in too low. >> all training programs at all airlines are not created equally. what we do with the legacy and regional carriers, the standards the faa sets for the pilot training doesn't necessarily reflect everything that takes place in a foreign air carrier

training program. >> reporter: kimberly tere, "today in the bay." we have new video to show you this morning at riots at a surfing competition down in southern california. these are protests down in huntington beach last night after the close of the u.s. open surfing competition. it apparently broke out after a fist fight between a couple people. that led to others selling bottles and tipping over things. witnesses say police had to use teargas and not-lethal projectiles to finally clear people out. police say they had things under control within about an hour and a half. "the l.a. times" reporting at least time people injured, nine of them arrested. the man accused of beating and killing another man inside the great mall shopping center will be in court. nathaniel man jet is expected to enter a plea in conjenection wi

the motor of carla car loek ka. the two men entered the sports authority at the same time on june 7th. at some point they separated and one man got a baseball bat to kill the other. police have not said what the motive for that attack may have been. the trial against the peninsula student accused of trying to rape his teacher at knife point is expected to start today. police say david velasques approached the teacher in the parking lot in january of last year. he reportedly tried to force her into a car when another teacher came along and scared him off. he has pleaded not guilty. the man accused of stealing cars in a number of california counties including some here in the bay area is expected back in court the day. james rollston who also goes by the name demetree storm has pleaded not guilty to nine charges including burglary and auto theft.

he's being held on warrants. a san jose police recovering after a crash sends him to the hospital on saturday night. the officer spotted a wanted man driving near 11th and east santa claire streets downtown. at some point during that pure suit both cars ended up jumping a curb and a patrol car slammed right into a tree. the officer suffered a concussion and back pain. the suspect ended up running off. officers did a house-to-house search but so far have had no luck finding him. a settlement has been awarded to a palo alto woman whose home and business were destroyed in a plane crash. the woman who ran a day-care center out of her home reached a settlement with tesla motors. a twin engine cessna crashed into a neighborhood and destroyed several homes. all three tesla motor employees on board were killed. no one on the ground was hurt. this marks the fourth out of five lawsuits against tesla that

mistake ts. time is running out in the contract talks between b.a.r.t. and its unions. if there's no deal in place by this time next monday, we could be dealing with a commute nightmare. negotiations continue to be stalled over employee pay raises. the mercury news reporting b.a.r.t. workers are the highest paid transit officers in california with an average pay of $76,000 last year. b.a.r.t. workers say their wages have been flat for the past four years. the next talks that are scheduled are set for tomorrow. it's 4:39. new accusations this morning against cupertino's apple, the watch dog that's accusing the tech company of bad labor practices next. plus, now hiring. we'll tell you about the big time dot com that's adding jobs, including more in northern california. after years of stalls, mid east peace talks expected to formally resume in washington today. a preview of what we're likely

in france. it happened during a temporary jewelry exhibit at the carlton enter continental hotel. the robber stuffed a suitcase with gems before a big exit. a labor rights group is leveling new accusations against apple this morning. china labor watch is accusing the cupertino company of withholding employee pay and environmental violations. the group says it found violations at apple's facilities operated by peg tron group, a taiwanese company. apple responded saying it is committed to providing safe and fair working conditions. it will investigate the claims. pegatron has also promised to investigate. meantime amazon now hiring, announcing this morning it has 7,000 new jobs to fill, some of them right here in california. the company says it's adding 5,000 full-time jobs at its u.s.

distribution centers. earlier this year amazon announcing a distribution center in tracy. it's unknown how many jobs will be added. amazon also says it will add about 2,000 customer service jobs including full-time, part-time and seasonal. however, none of those jobs are expected to be available here in california. one thing california does have, great weather. >> we are spoiled, right christina? >> especially here. can't count southern california into that equation this morning. it's going to be hot down there. for us though, we'll get spoiled, the envy of the entire nation, starting up in the upper 50s. oakland, 59 degreeses. 57 in san francisco. a lot of people in town for that beautiful weather over the course of the weekend. if you're sticking around today, the spoiling continues. we do have wind out of the west. look at all these cities reporting onshore flow this morning. that's going to be the case for today even though we'll have a full deck of clouds overhead clearing by about noon.

washington bureau with a look at how the markets will open this morning. good monday morning to you, hampton. >> how are you doing, laura. futures are lower after stocks posted modest gains on friday. the nasdaq seeing three straight days of gains after better-than-expected earnings in the tech sector. the dow closed higher. we get data today on pending home sales. treasury secretary jack lew saying there would be no bailout for detroit. he told analysts that bankruptcy is something detroit will have to work out with its creditors without the them of the federal government. as the summer vacation season charges ahead, drivers should be bracing for more pain at the pump. according to the lund burg survey, gas prices jumping eight cents a gallon in the last two weeks. the average regular price of gasoline $3.67 a gallon, 17 cents more for the price of gas during the same period a year

ago. you guys are in the $4.00 a gallon range? >> yes, lucky us. >> painful. >> very painful out here. >> pain! pain! >> but we do have the nice weather. have a great monday. after years of stalemate, israeli and palestinian negotiators are expected to formally resume official peace talks today. state department announced last night senior negotiators representing israeli prime minister benjamin netanyahu and palestinian president mahmoud abbas. it comes after israel's cabinet agreed to release 104 palestinian prisoners convicted of deadly attacks. news of the talks has been met with protests in gaza. the driver of the train that derailed in spain killing 78 people has been released pending trial. he now stands provisionally charged with negligent homicide. francisco garzone is suspected

of driving too fast on the train causing it to derail and slam into the concrete wall. the train was carrying 218 passengers and going well above the 50-mile-per-hour speed limit. at least 130 people were injured along with the 78 who ended up dieing. garzone surrendered his passport and must appear before a court once a week. meantime in italy, emergency workers have removed the wreckage of the tour bus that plunged off a highway and fell 100 feet into a ravine. at least 37 people were killed in that crash just outside naples in southern italy. investigators say the bus slammed into several cars on a very crowded freeway before finally veering into a guard rail and plunging right off of that bridge. at least 11 other people were injured during this crash. it is 4:49. a much different story in arizona where dozens of tour bus passengers are lucky to be alive after their bus was swept away

by floodwaters t. tour bus was returning from a trip to the grand canyon when it was flipped by fast-moving eight-foot deep floodwaters. it happened about 100 miles southeast of vegas. all 33 passengers on board were able to climb through windows to jump to safety. a second tour bus picked them up and took them back to vegas. the tour bus company is investigating that incident. >> fortunate to have luck left over from vegas on that one. the giants taking a day off to make a very special trip this morning. wheel let you know what kind of fun they're up to next. plus a hollywood a liss centers who fulfilled his need for speed on bay area waters. laura was talking about the backup at the bay bridge. i turned the camera, i'll talk you through. there are folks waiting at the toll plaza and i'll explain why coming up.

bridge toll plaza where laura showed you a little back up earlier. look at the lights at the top of your screen. there are only a few green ones. those are the cash lanes that are open. all the red ones, steady red, those are closed. overnight over the last month we've had maintenance going on. a lot of them right now. there are only five cash lanes open. both sides of the fast track lanes those are the flashing ones. that's why there's a backup. we'll look at the other angle. you see more cars than what laura showed you. there's the backup in the cash lanes. they should all be opening over the next 15 to 20 minutes. by 5:30 they should be opened. that's why the commute starts in earnest. we'll watch the change in flow. we'll take you to the maps and talk about the south bay where we have northbound 280 approaching 10th. we talked about the brush fire going on. blocking one lane as you head to the interchange. the flashing lights are quite a distraction at this time. not a lot of traffic, but a slight dip in speeds. a crash reported 280 initially thought in san jose.
