"today in the bay's" christie smith live at the strawberry village shopping center. she's been on scene all morning. good morning, christie. >> reporter: good morning, jon. the fire is out, but this popular day spa is out of commission at least for the time being. we've been watching firefighters. they were still spraying water on this a couple minutes ago. they say there was so much insulation and things inside this laundry room that they wanted to make sure that everything was out. crews are still there doing overhaul, bringing out the

burned items. this started at 3:30 in the morning at the strawberry village stopping center, the evo spa. you don't see much activity from the freeway side. the activity at the rear of the building in the spa. firefighters tell me they made sure it didn't spread to neighboring businesses as best they could. the business was closed at the time when this started at 3:30 in the morning. they tell me they had it under control within about 20 minutes. >> confined to the spa itself, small amount of smoke damage to the sushi restaurant next door. within the evo spa itself, the fire was confined to a laundry room on the back. but there's a lot of smoke damage as well as a lot of damage that we had to do when we got into the attic of the building. >> so they tell me only a sushi restaurant suffered smoke damage. that may not be opening today. the rest of the stores should be

just fine. five different fire departments responded to help put this out. good news here, no one was injured. damage estimates are around $50,000. at this point they tell me that fire investigators are on the way. they still don't know exactly how this started. reporting live in mill valley. christie smith, "today in the bay." new this morning, train service was interrupted in richmond overnight after a driver was thrown from a car and onto the tracks in a deadly car crash. the car was seen speeding at 90 miles per hour when it crashed just west of the central park on-ramp. the car feared off the road, crashed through a fence and overturned on the tracks. the sole occupant was pronounced dead at the scene. train service was interrupted while a tow truck removed the car. time vuning out in contract talks between b.a.r.t. and its unions. next monday we could be dealing with one of those commute nightmares out there. negotiations do continue to be stalled over employee pay raises.

the "mercury news" reporting b.a.r.t. workers, they are the highest paid transit operators in all of california with an average pay of $76,000 last year. but b.a.r.t. workers on the other side of this, they say their wages have been flat for the past four years. the next talks, they are scheduled to take place tomorrow. taking a live look outside on this monday morning. taking you to the south bay. looks a little schayes zi out there. a cooler start. hard to believe we're already in the last week of july. >> i can't believe august is almost here. where is this summer going? >> that's what kids are asking as back to school approaches. brand new shoes and notebooks. christina loren, cool out there today. >> right now parents out there rejoicing that school is about to start. a good day shaping up. i want to start with a picture of the golden gate bridge to give you an idea of the fog, how it is working out there. right now it's hovering above the two towers of the golden gate bridge. that's where the low clouds are positioned, but they'll continue

to drop. we'll let you know about the flight delays as soon as they come in. right now everything is on time across the nation out of all your major airports. sunol, as far east as we can this morning, low clouds spanning all the way inland. that's our natural ac that will keep temperatures nice and comfortable later today. about ten degrees cooler than average for this time of year which is typically the hottest point of the summertime. 57 degrees to start you out, 56 in livermore and this is the big cooling ingredient, the cooling agent today, the wind out of the west carrying that cool ocean marine air, nice moist air moving into fairfield and concord. you want to hold on to your steering wheel. we have gusts, 25 to 30 miles per hour. overall we're looking good. "today in the bay" looks like this, up to 82 degrees inland, 72 bay side and 59 degrees, a four-degree spread at the coast. that means you'll need your jacket. make sure you're ready to drive with your windshield wipers on.

let's check on the rest of the drive with mike inouye. >> first of all, part of the problem is the low clouds here and the haze that we see or trying to see through. these are the headlights. yes, that stream, that sea of headlights heading down to the bottom of your screen. across the screen you see the university avenue over crossing. traffic is flowing underneath the overcrossing fine. at the top of the screen, you see it bunching up. part of it is due to the optical illusion. part of that is because there's a crash somewhere in the backup. i don't see exactly where it is. golden gate field and toward university avenue is where you'll find the crash currently over the shoulder and into the guard rail from what i understand, a big rig there. coming down the eastshore freeway you have the traffic bogging down in the same area. i'll zoom it in here, eastshore freeway westbound, speeds down below 50 miles per hour, down to the upper 40s the last couple minutes approaching university avenue. the earlier crash at regatta

boulevard at the richmond san rafael bridge. we'll take you over toward the tri-valley where we have slowing as well. this is west 580 out of the altamont pass. the bulk of the slowing clearing by the time you get toward north first. still we have speeds coming down into the mid 50s approaching the dublin interchange and west 84 to the bottom of your screen. speeds slowing from val sooet seed tas toward 680. we'll look at the south bay in the next report. new this morning, this is monumental and very progressive. pope francis saying he will not judge gay priests. the pope making those remarks moments ago on board the papal plane on his way back to the vatican from brazil saying, quote, if someone is gay who searches for the lord and who has good will, who am i to judge? the pope made these remarks during a press conference with reporters that touched on a wide range of tropicings ranging from reports of a so-called gay lobby inside the vatican to what he

carries inside his briefcase. for the record, he says he carries a razor, a prayer book and a book he is reading about a saint. 6:08. happening now, former penn state officials are in court on charges they covered up sexual abuse allegations. those three officials are former university ppt graham spanier, retired university vice president gary schultz and former athletic director tim curley. the men say they are innocent. they say they believed former assistant coach jd had been engaged with horseplay with young boy in the university shower. they say they were not aware it involved allegations of sex acts. q not to bring boys on campus anymore instead of reporting it to police. right now we want to show you video of riots in southern california.

those are just protesters completely out of control, just a wild scene in huntington beach hours the close of the u.s. open surfing competition. the men there were throwing bottles, tipping portable toilets over, smashing storefront window, ripping bicycles on the street. that happened before police finally arrived on scenesr scene. police had to use teargas and non--neethal projectiles to finally settle everybody down. police say they had things under control about 9:30. they're being told to use gps when coming in for a landing. bob redell live in burlingame overlooking the runway where asiana flight 214 crash-landed. good morning, bob. >> reporter: good morning, laura. faa telling foreign airlines and foreign airlines only to use gps when landing on 28 left and 28 right at sfo until the runways' glide scopes are up and running. that's equipment that helps planes line up and land. it's been temporarily shut off because of construction. pilots should be able to land without that equipment, perform a visual approach, flying by what you see out the window. the faa lost confidence in some foreign pilots' ability to land visually not only because of flight 214 which crashed july 6 when the pilot came in too low and slow on 28 left, but also because there's been an unusually high number of aborted landings by foreign carriers since that crash including one by ava air out of taiwan which

had to abort because it was coming in too low. >> i think it's very unusual given the fact that it's not isolated to one particular carrier, but apparently involves multiple air carriers that they've classified as a foreign carrier flying into the united stat states. >> reporter: the equipment is set to come back up. it was shut down on 28 left when the asiana flight crashed here a few weeks ago. bob redell. "today in the bay." the beacons are made by honeywell and used on crashed planes to locate the planes out there.

inspections take roughly one hour to complete per plane. boeing will take that data and share it with the faa within ten days to help regulators decide the action to take. apple responding to new allegations this morning that some of the people who make your iphones and other apple gadgets are mistreated. >> scott mcgrew, this time the accusations are not coming out of foxcon. >> that's right. these newer allegations come lower down the supply chain. a company called pegatron, apple headquarters responding to allegations from the group china labor watch. pegatron is accused of failing to pay over time and poor working conditions. now, apple responded this morning with a lengthy statement saying in part, it had already been investigating some of the group's allegations, but, quote, their latest report contains claims new to us and we will investigate them immediately. our audit teams will return to pegatron and other factories for

special inspections this week. now obviously we have no way of independently proving or disproving these allegations, but it is worth noting. the apple of 2013 under tim cook is a very different apple when it comes to human rights and worker conditions. looks like a relatively quiet number for are wall street. the big jobs number this coming friday. another fed mooe meeting as well. tomorrow we'll get numbers about housing from the case-shiller report. last month shows the san francisco metro area led the nation in price hikes year over year of 24%. las vegas and phoenix posted huge hikes while new york city showed little movement. there's reasoning behind that, that being our area, phoenix, las vegas, got hit so hard. other cities like new york just didn't take the big hits. so they had less to climb out.

clouds and drizzle in san francisco, no flight delays just yet. we're looking good across the nation. the weather system is moving into the northeast. still looking good out of laguardia and everywhere else in the northeast to start. 57 in san jose with a southeast wind at 16 miles per hour. winds are going to play a factor today. the wind is helping the fog settle right to the surface. as soon as we lose it, those clouds will start to drop. that's what we're expecting. high pressure takes a hike. low pressure moves in. this will usher in a strong onshore flow, so not just today. we're talking about tuesday into wednesday staying nice and mild winter park 70s and 80s inland. 50s and 60s at the coast. 83 degrees on the way to livermore. 70 degrees in fremont and you can't beat that late july in san jose. mike agrees. as we head throughout the next couple days, from 83 to 84.

by this weekend, that's when the sizzle returns. you'll still get the best of the best. >> you spend a lot of time here guys, the eastshore freeway. this is west 80. here is university avenue. you see the flow of traffic moving over toward your fast lanes. that's because a crash is blocking the slow lane as you're coming down university avenue. a minivan and trailer smashed into the shoulder there. no reports of major injuries. but it's causing a major backup coming down past the race track. can you see the sign off here? there's gray skies here. the maps will outline it. we'll show you the speeds on the sensors. as you come out of richmond into else rita, you can make the merge.

by the time you pass the race track and below ten miles per hour, cruising by. then you're back at the limit. you see the bottom of your screen there. alongside that freeway, there's a frontage road, you can't get on to it until gilman. if you're local and know the area, go for it as well. the rest of the maze, you need the approach t. bay bridge metering lights are on. you have the backup there, pretty standard. let's hope it's late lighter because of the crash. highway 84 for west 580 and 4 westbound through livermore, speeds coming down in towards 680. a new crash or actually a disabled vehicle right here as could cause an issue. so far nothing dramatic. we have more slowing farther west over here as you're approaching dublin. an earlier crash around san ramon road could have caused this problem. it sounds like everything is moving the the shoulder. again, that slowdown is an issue toward the castro valley area

mime mile police still don't know why a gunman went on a shooting rampage killing six people and setting his apartment on fire. pedro vargas was in the sproefs being evicted. more than 100 officers were at the apartment killing vargas and rescuing two hostages. four adults and two children dead after a helicopter crash in northern pennsylvania. the helicopter was heading to pennsylvania from central nouk when it went down saturday night. the wreckage was found sunday afternoon. state police and the faa investigators have been at the site all not lining. the national transportation safety board will lead this crash investigation. flash flood waters flipped a tour bus on to its side in

arizona, but remarkably no one was hurt. the bus company says the driver saw a cargo through a section of highway covered inoowater, so te bus driver decided to do the same, but the bus got slammed by a current of water. people inside that bus climbed out of the driver's side windows and walked to dry land. the big island of hawaii bracing for heavy rains and strong winds from tropical storm flossie. the national weather service reporting winds there could gust to 60 miles per hour today with possible flooding and waves that could get up to 18 feet high. our meteorologist christina loren says the storm did weaken overnight and could weaken even more as it approaches the big island with winds at that point probably closer to 40 miles per hour. the u.s. coast guard has closed three ports on the islands right now just to be safe. firefighters are battling a large wildfire in central california this morning t.

nearly 9,000-acre fire is burning in the sierra national forest near huntington lakes about 75 miles northeast of fresno. smoke and steep terrain are keeping firefighters from getting the upper hand. cal fire says it was sparked by lightning last week. it's just 15% contained. it's 6:27. an update on breaking news to tell you about. flames ripping through the upscale spa. we are live on the scene as firefighters work to get a handle on the blaze. look at the bay waters out there. pretty smooth, almost looks like gas. >> like you can ice skate. >> it is cool out there. a look at the forecast coming up. 6:27.

the spa as well as a shush sushi restaurant will be closed today. christie smith will have a live report in about 15 minutes. mid east paes talks eace ta officially restart in washington today. "today in the bay's" tracie potts live in washington to explain why these talks could be different. good morning, tracie. >> reporter: good morning everyone. these talks are going to start tonight after dinner and continue through tomorrow. it's really just the beginning of the beginning. look at it this way, two israelis and two palestinians including israeli's justice minister and a chief negotiator for the palestinians sitting down together to talk about how they can even begin the process, can they even lay out a framework for these negotiations to begin. they tried it three years ago in the u.s. it didn't work. now they're trying again.

but there are still some big obstacles like israeli settlements. palestinians said these talks could fall apart, in fact, if they continue to build. also palestinians held prisoner by israeli. now israeli decided to let more than 100 of them go. that was not a popular decision with some israelis. >> it is 6:32. laurgs returning to court for a hearing in the case of murdered washington intern chandra leavy. prosecutors are expected in court for additional post trial decisions in the case of ingmar shan deke.&m'(t&háhp &hc& we heard he was convicted of,c leavy's death and sentenced to 60 years in prison. defense attorneys intend to request a new trial based on new information from a key prosecution witness who could be discredited. time to check the forecast as we give you a live look at

san jose this morning. a much cooler start to our workweek and the last week of july. want to check the forecast with meteorologist christina loren. good morning, laura and jon, good morning to you at home. want to start the live picture of golden gate bridge. still seeing the clouds coming down. right now you can make out the two towers. we'll keep tabs on this throughout the "today" show. right now the visibility is looking pretty good. at the immediate coast, not the case. you might have to use your windshield wipers if we have thick low clouds. 57 in san jose and 56 degrees in livermore. uniform temperatures to start the day with a full deck of clouds overhead. 82 degrees inland. bay side 72 and 59 degrees at that time coast. this is livermore. i'm forecasting 75 degrees for one of the final days of july in san jose. so it's going to be really nice and then we heat you back up. i'm doing the timeline for the upcoming changes. your seven-day forecast ready to go. maybe you're ready to go to

work. mike is here to help us out. ñ eastshore freeway is a big problem. looking through the haze at west 80. you can make out the lights and make out the pattern. they are jamming up and moving to the left, toward the faster lanes as you're approaching university avenue. in that backup and haze there is a crash blocking that right-hand shoulder and possibly a second lane. chp has been there for a while. we're waiting for special tow trucks to remove a trailer and maybe a larger truck from the area as well. the map will show you how slow it is. as you make the merge off the bridge, down below ten. that's six miles per hour registering, seven miles per hour toward university avenue. once you pass university, you're in the clear. if you get on at gilman, you can take frontage road past the scene. now it's building out of hercules. we see slowing off highway 4 jammed down toward the toll

plaza. keeping the toll plaza lighter. no problems for 24, 580 or interstate 80 either. unusual slowing here, the tri-valley is pretty normal, heavier for 84 through livermore. 680 through sunol starting to slow. the dublin area as you head west, we had an earlier crash at san ramon road. the earlier slowing you saw it change from orange to yellow. a much better flow heading toward the castro valley y. these speeds are looking pretty good. here is the tri-valley with the big focus points. in the south bay we also have slower times just starting to come down a little bit below the speed limit for 101 and 87. a good easy drive and the volume here very pleasant. back to you. it is 6:35 right now. still ahead, free from jail. we'll tell you why a judge is letting the driver of the runaway train in spain out on the streets without bail. we have the new details also about plans to honor the 78

welcome back everybody. the week getting started with cool temperatures as we give you a live look over foster city. foggy in different areas around the bay area. christina loren will talk about those cooler temps and what to expect as we get close to the weekend. mike has your roads. it's 6:39. this morning in southern italy cranes are removing the wreckage of a tour bus that plunged 100 feet over a ravine killing 37 people overnight. rescuers used electric saws to cut through the wreckage to search for survivors. as many as 39 people were on board when the bus lipid through a guard rail and slammed into other cars before busting

through concrete barriers as it fell. the bus driver is among those killed in the crash. it's unclear why that bus lost control. in spain the driver of a train that derailed is free without bail after being charged with 79 homicide counts. francisco jose garzone was set free because he was not ruled a flight risk. he must appear in court once a week and he's banned from leaving span without permission. investigators say that train was traveling far above the 50-mile-per-hour speed limit when it jumped off the tracks during the curve last wednesday killing 79 people including two americans. spain's royal family and other politicians, they will be attending a mass today in honor of the 78 people that were killed. on the french riviera police say they're not sure who stole $53 million worth of jewelry from a luxury hotel in cannes. local media report say a single

owner who stopped by. she was in tears, says she's been in the spa business in and around marin since 1979. she says she's most worried at this point about her 40 employees because this, of course, is their livelihood. outside this is what's burned. i spoke with the fire chief who tells me that investigators will be here by 9:00 this morning to let them know exactly how this started. but they say at this point they don't believe it's suspicious at all. started around 3:30 this morning at the strawberry village shopping center. first on scene, smoke coming from the evo day spa. they opened at that location in 2004, had another location in the same mall in 1988. the owner tells me she believes the treatment rooms are okay. there are nine or ten of them inside. i spoke with the fire chief. he tells me they poured a lot of water on this, a lot of smoke, they made sure no one was trapped inside. they weren't because the

degrees below average. 70s and 80s inland. 50s and 60s by the water. 83 on the way in livermore. concord, 78 degrees today. san jose, you cannot beat 75 degrees. the give and take comes like this. it's going to be cool at the coast. 58 degrees. you'll see warmer days just around the corner. again, the end of the week into the upcoming weekend, that heat returns and that means you'll be able to get back out to the beach without those overcast skies. 6:49. it's picking up, mike. what are you tracking? >> still tracking the big problems. first of all, this is the bay bridge toll plaza. like the movies say, it's quiet, too quiet. indeed it is. there's no backup because of problems for the eastshore freeway. very a stall reported on the upper deck. another issue as you head into san francisco. let's look at the eastshore freeway. this is approaching university avenue. the traffic flow seems like folks are moving over.

we have activity still on the shoulder, but it looks like maybe that lane is about to clear. you see the streaming lights. we have one lane still blocked we have the backup on the map. the lanes are not clear. below 20 miles per hour all the way out of richmond. the build is coming out of hercules from highway 4 through san pablo. you're below 20 all the way down toward university avenue. maybe in emeryville you're just fine. that clears up the maze and the approach to the bay bridge. no problems out of the caldecott or 580 or 880 through oakland as well. looking at 880 south. it's a distraction, but not a problem. building through hayward and down toward union city in fremont, that's a typical pattern for that portion of the east bay. northbound through san jose, we have a little slowing, a little capital right here.

680 and 880, a typical pattern here. a nice build for 87 as well. as the volume builds, nothing dramatic in the south bay, guys. back to you. it's 6:51 right now. we have continuing coverage of that crash, the asiana flight 214 at san francisco international airport. this morning four pilots being treated differently at sfo than u.s.-based pilots. they're being told to use gps when coming in for landing. bob redell is live in burlingame overlooking the runway where the asiana flight 214 crash landed. >> reporter: good morning, jon. at least one aviation expert considers this to be a highly unusual move, the fact that the faa is asking foreign carriers only to use gps when landing at 28 left and 28 right at sfo. that order in effect until the runway glide scopes are turned back in. that's equipment that helps pilots line up and land their aircraft it has been temporarily

shut down because of construction. pilots should be able to perform a viral approach, but the faa lost confidence in some foreign pilots' ability to land here visually, not only because of asiana flight 214 which crashed when the pilot came in too low and slow on runway 28 left, but also because there's been a highly unusual number of aborted landings by foreign carriers since that july 6th crash. just six days ago ava air out of taiwan had to abort because it was coming in too low. >> all training programs at all airlines are not created equal. what we do here in united states with our legacy and regional carriers, the standards the faa sets for the pilot training doesn't necessarily reflect everything that takes place in a foreign air carrier training program.

>> reporter: that glide scope equipment is scheduled to come back online here at sfo in the second half of august. bob redell, "today in the bay." 6:52. a settlement has been awarded to aa palo alto woman whose home and business were both dough stroid in a plane crash three years ago. the woman ran a day-care center out of her home and reached a settlement with tesla motors for unspecified damages. in february 2010, a twin engine cessna struck a utility tower and crashed into a neighborhood destroying several homes. all three tesla motor employees on board were killed. no one on the ground was hurt. this marks the fourth out of five lawsuits against tesla that have been settled. the man accused of beating and killing another man inside the great mall shopping center will be in court today. nathaniel manlangit is expected to enter a plea this morning in connection with the murder of carlo caloca. video showed the two men

entering the sports authority at the same time on june 7. at some point they separated and manlangit got a baseball bat that he then used to allegedly beat and kill caloca. police haven't said what the motive for the attack may have been. the trial against a student accused of trying to rape his teacher at knife point is said to start today. police say david velasquez approached the teacher in the parking lot and reportedly tried to force her into a car when another teacher came along and skaertd him off. he pleaded not guilty. a man accused of stealing cars expected back in court today. james ralston who also goes by the name of demetree storm expected to attend a pretrial conference this morning. he has pleaded not guilty to nine charges including burglary and auto theft. he is also being held on warrants in sonoma and santa

cruz koun toys. new video of rye yotsz at a surfing competition in southern california. the this is just after the u.s. open surfing competition. it apparently broke out after a fist fight between two people witnesses say police used teargas and non-lethal projectiles to clear people out. police say they have things under control within an hour and a half.
