house. good morning. >> reporter: good morning to you. the obama administration insists that the u.s.' very credibility is at stake here. already the white house has kicked off a high stakes lobbying effort to try to convince congress of the need of military action. in the words of one administration official, they will flood the zone with more calls and meetings with lawmakers scheduled for today. while syria's civil war rage uninterrupted this morning, washington is debating its next move. the president's call for military action faces an uphill battle with skeptical lawmakers. many back early from summer recess for a rare classified briefing sunday. afterward, showing little consensus. >> i think members of congress were divided. >> accountability has to be certain, swift, and severe. >> certainly the mood in the district that i represent is do not do this. >> reporter: still, the white house insists it will step up the pressure. secretary of state john kerry presenting new evidence that

sarin gas was used in the deadly attacks. >> bashar al assad now joins a list of adolph hitler and saddam hussein who have used these weapons in time of war. >> reporter: what happens next remains unclear. >> i will say that if congress overrules a decision of the president of the united states on an issue of national security, that could set a catastrophic precedent in the future. >> reporter: the president's decision to seek congressional support marked a dramatic last-minute shift after more than a week of deliberations. from the start, president obama and his national security team seemed convinced the u.s. must act. secretary kerry arguing its case. navy warships ready to go. all along, senior administration officials say the president debated involving congress. so what swayed him? >> the nos have it. the nos have it. >> reporter: aides insist it was largely last thursday's no vote in the british parliament. leaving the u.s. on its own. the president shared his views with chief of staff dennis mcdonough during a walk on the white house south lawn friday.

then that night delivered the message in a two-hour oval office meeting where stunned advisers expressed their disagreement. by saturday, ahead of the president's remarks, all of those advisers were on board. and already we're hearing from lawmakers, many of whom say the best hope for congressional approval is to limit the scope of any strike. the white house has a lot riding on this. no president in modern times has lost a vote for the use of force. >> peter alexander at the white house on a labor day morning. thank you very much. nbc news political contributor robert gibbs is a former white press secretaries and senior adviser to president obama. robert, good morning. >> good morning. how are you? >> i'm doing well. we saw this photograph of the oval office. you saw stunned faces on just about every adviser in the room. why did president obama do this at this juncture? >> i think this is barack obama circa 2008. i think he believes you involve this country in military intervention in a deliberate

manner, in a deliberate fashion. and i think going to congress and seeking that approval, broadening that coalition and broadening that consensus is the way he believes we should take america to war. >> how much of this, though, is about political cover? obviously he saw that he wasn't going to have the support of great britain. the polls, nbc poll shows the american public is not particularly interested in entering another country. how much of this is about bringing congress in on this decision and along for the ride and perhaps sharing some of the blame? >> well, i certainly think there are obviously some politics at play here in terms of having them with you. i think the president believes that we present a broader, more strengthened coalition if the people's representatives along with the commander in chief help make that decision. >> how much of this, though, is dependent on getting a coalition of votes together? because you have on the left people who don't want to go to war. you have on the right the same. you have people who decided over

the course of the last five years to stand in the way in the house of representatives of everything the people have put forward. where are the votes for this? >> i think you touched on it. first of all, this is an enormous political gamble by the president. and what you mentioned is you sort of have three camps. you have the camp of john mccain which is the president's not doing enough. you'll have republicans and democrats who are uneasy with doing anything at all. i think this is going to be a tough case for this president to make. an important case for him to make because it's a big gamble. as peter said, you'll see an effort to likely limit the statutory language for this resolution that would include a prohibition on boots on the ground, no troops. and maybe a time limit, an expiration date on some of that legislative language in order to convince people that this is not another war in the middle east but instead a targeted strike to prevent the use of chemical weapons.

>> let's game this out one step further. what if it does go to the vote and the vote is no? and the congress tells president obama, no, you may not commit any american resources into syria, what does he do then? he's said explicitly a red line has been crossed. he said in august of 2011 that it was time for bashar al assad to step aside. how can he move forward without congress at this point? >> i think he'd be hard-pressed to move forward absent another chemical attack. i think the president deciding that he had the authority but believing that congressional authority and tlaigz wauthoriza crucial to moving forward. if the congress says no, i think that has to be the decision that the president undertakes much like we saw in great britain. >> do you think he'll get the votes? >> i think he will get the votes. i think the senate will be easier. i think he'll spend time on the

phones. it's incumbent on the president to speak directly to the american people about what's at stake for this country and how we face down dick thartators the down their own people. it's an emergency to be heard not just in damascus but in hezbollah. >> we appreciate you being up with us on this labor day morning. >> thank you. how is the white house's handling of the situation in syria playing among three people? nbc's richard engle is in turkey along the syrian border. richard, good morning to you. >> reporter: good morning, natalie. the syrianan government seems quite pleased believing that the more time that passes the less time a military attack on damascus or other targets might be. syrian officials are trying to sow doubt, saying that what the suds doing is the same scenario we saw before the iraq war with u.s. officials presenting intelligence which later turned out to be incorrect. russia is also helping syria to

sow doubts. the russian foreign minister today saying that he has received from washington the u.s. intelligence file on syria's alleged use of chemical weapons. the russian foreign minister says he finds it unconvincing. members of the syrian opposition, the rebels, however, are desperate, they say, for military intervention. the war is continuing against them by the day. there are millions of refugees outside the borders. unless something happens now, unless the use of chemical weapons trickers an intervention -- triggers an intervention, they don't think anything will. >> thank you very much. we've got breaking news this morning. new documents leaked by edward snowden revealing the nsa targeted at least two world leaders. nbc has more from moscow this morning with details. good morning. >> reporter: good morning, everyone. edward snowden has not communicated with the media since he arrived here in russia, according to his lawyer.

yet, the revelations continue. the journalist who worked with edward snowden, glen greenwald, on the nsa leaked documents says now that the documents reveal that the nsa spied on the presidents of both mexico and brazil. he says that enrico niento's personal emails were accessed in june, 2012. from the emails he says the u.s. discovered what cabinet members he was considering a month before his election as president. meanwhile, he says that the u.s. spied on the president of brazil using a program that looked at what web traffic she was looking at. even though edward snowden hasn't been speaking, the fallout from what he did continues. >> quickly, do we know where he is? snowden in moscow at this point. >> reporter: no, we simply don't. we're told by his lawyer that he is learning russian. and an interesting turn of phrase. he says he is undergoing a program of adaptation while

test. test. test. as roberts with the detail. good morning. we have information of militants attacking a u.s. base in afghanistan this morning, setting off bombs and torching vehicles. at least three people, apparently all insurgents, were killed. the taliban claiming responsibility for the strike near the pakistan border. it is the latest in a surge of attacks in afghanistan. in a brief statement, nato con virms an unsuccessful cord -- confirms an unsuccessful coordinated attack but says none of its personnel were killed. former south african president nelson mandela is home. released from the hospital after a 12-week stay. we have the latest on his condition. good morning. >> reporter: good morning. for the first time in almost three months, nelson mandela has spent the night here at his home

in the suburbs of johannesburg. he was transferred from his hospital at around one hour's drive from here by private ambulance early yesterday morning. today some of his family have been speaking about their delight and optimism, adding that he hasn't been sent home to die. but they cautious, however, they admit that he's only been discharged from hospital because in the words of one family member, his bedroom here has been turned into a mini hospital ward. extra medical equipment has been installed, and there are doctor here 24 hours a day. >> i know he has the thoughts and prayers of millions around the world. thank you. back here in new york, there's a city festival that's been brought to a halt after two people died of an apparent drug overdose. happened during the electric zoo music festival. into concert-goers dying, at least four others becoming critically ill while there. the deaths and illnesses appear to be linked to the drug mdma, known as ecstasy or molly. mayor bloomberg canceled the

festival sunday morning. we'll have more on the deaths coming up later this morning. the wildfire burning on the outskirts of yosemite national park is the fourth largest in california history. firefighters saying they've made good progress. and the fire is now 40% contained. a fleet of aircraft continued dropping water and fire retardant chemicals over the weekend. the two-week-old fire has burned a 340 square-mile area on the northwest boundary of the park. an incredibly close call in taiwan. dash cam show capturing this moment a couple of days ago as the northeast part of the country was dealing with heavy days of rains. watch the white car, showered with mud and rocks. here's where it gets super wild. a boulder. coming right in, laying down next to the car. the passenger side. that's at least four times bigger than the vehicle itself. it stopped short of rolling over the car. the people in the car probably just happy to be able to tell that story. imagine that -- wow.

exhaustion. diana nyad has tried and failed before but quitting is not in her make up. 64 years old and she is at it again. >> i love you all, thank you for everything. >> reporter: on saturday, she once again enthusiastically jumped in the water off the coast of cuba and with no finns to propel her, started swimming toward florida. her mental game -- >> then make it through the day. then make it through the night. that's my idea. day finished. now get a new goal. get through the night. and hopefully we're going to do it three days, three nights, and make it over. >> reporter: she first tried this cuba to florida swim 35 years ago when she was 28 years old. each time she has had to contend with sharks and currents and weather, but her most daunting nemesis, as she told savannah, after her last attempt a year ago, painful jellyfish stings. >> i don't know what to do. i don't know how to conquer

"today in the bay's" bob redell is live on the scene and has the latest details. good morning. >> reporter: good morning, jon. a horrible hit-and-run accident that killed two women. police, as you mentioned, are still looking for the driver of the silver mercedes. one of two vehicles involved in this accident. happened around 3:20 this morning. investigators trying to figure out who is at fault. they know the two women in the total yaris were making a

left-hand turn off north first when they collided with the mercedes that is heading down. they still don't know who had the right-of-way. one woman didn't survive long enough to make to it the hospital and was declared dead at the scene. the other woman was taken to the hospital bhu also died. one thing they will be doing, obviously checking the registration of that silver mercedes, following up with that and also trying to keep an eye out, if anyone were to show up at a local hospital with this crash to see if maybe that is that person here. again, hit-and-run around 3:20 this morning, not far from norm mineta. two women killed. the driver of the silver mercedes. let's take it outside and see what's happening weatherwise. good morning. we're seeing a few isolated

the time is 7:56. good morning, i'm jon kelley. work on the bay bridge and the eastern span is running on schedule now, set for opening by tomorrow morning's commute. we have new video from the bridge this morning. even though it may not be open for traffic just yet, there will be a special chain-cutting ceremony this afternoon at 3:00 to celebrate the opening of this new span. caltrans says despite a little rain, things are, in fact, on schedule. right now a bay bridge spokesperson says plans for a 5:00 a.m. opening tomorrow will be going on. if work does finish early, they will be letting everybody know. over the weekend, crews worked on demolition, making room for a new pedestrian and bicycle path. >> this is a continuation of the bay trail which extends down the shorelines of emeryville and berkeley and oakland. we really wanted it to tie into

>> it's everywhere and honestly incredibly casual these days. it's not even like you would be getting pressure from friends to use it. it's just that it's there in front of you and you see everyone using it and it honestly seems harmless so your friends are having fun and you want to join in. >> brad, from what we heard it seems to be cheaper than other drugs as well. what's the allure? >> it's cheap and easy to get. and even to the name molly. like crystal meth has a street name of tina. it makes it cool and makes you feel better. it increases seratonin but this is not the drug from the 80s and 90s. it's not the drug used in clinical trials. >> it's an ecstasy mix. >> what's the danger? >> acid mixed in and amphetamines. which has great potential for

addiction. so if you're prone to chemical dependency and try this you can get hooked. so for jeffrey and olivia, this story of overdose and death raises the issue for so many parents across america. how many people are really doing it? a 2011 study tells us that 12% of 18 to 25 year olds used molly. >> and even casual use, one time at a concert, what are the risks associated with that that could lead to deaths as we saw this weekend. >> it's often risks of dehydration, rapid heartbeat, change in breathing, don't eat and don't drink, that's part of the reason you get dehydrated. so a lot of risks just for physical health as well as mental health. >> so for parents looking to have that conversation with their kids or signs of use. >> i brought you this because there's proof in urine. i say there's power in pee.

don't be afraid to drug test your kids. i remember when i was a kid and started experimenting with drugs i would say why are you saying i'm using drugs and they go away because they want to believe. when you're faced with that, ask and have the conversation but verify with a drug test that helps you stay accountable and your kids stay accountable and even if your kids are in college and you think they're on their own, i don't want to interfere, we have love and other kinds of financial leverage that connect us to so ask the questions and have the conversations. verify with a drug test. nothing like it. >> for kids watching this as well, you can't -- you have to look at the examples we saw this weekend once again. we saw three people within the last week who died using this drug. are the risks worth it? >> kids are going to think they're invincible until something like this happens either to them or to someone that they know or honestly just somebody in the world and i think the best thing that parents can do right now is share this story with their kids.
