cars are moving across the eastern span making their way into san francisco. >> looking and feeling smooth out there at the toll plaza. you can see cars are there, as well, getting ready to cross the new eastern span and make a little history out there. the bridge ended up opening late last night ahead of schedule in plenty of time for this morning's commute. thanks for joining us. i'm jon kelley. >> i'm marla tellez. let's go high above from our chopper. we should have live looks from the chopper. >> you ask you shall receive. >> i like it. traffic looks like it is flowing just fine at 5:00 a.m. we have team coverage today. >> "today in the bay" always getting it done for you with the team operation. the opening of the brand new span. mike is our road warrior throughout this morning.

bob ridell is out on the road. we will start with christie smith joining us live on the oakland side of the bridge with what commuters will see. >> reporter: good morning to you. if there ever was an exciting and fun morning commute i guess this would be it. 24 years after the earthquake drivers finally this morning taking in the new eastern span. it is open. and i think drivers are going to experience a huge wow factor this morning at the tower and just how wide open it is compared with the old bridge that still sits right next to it. at about 10:15 last night we saw the first cars crossing the new bridge. some drivers giving a celebratory honk and waving their hands as they cross. this time there is a straight shot.

no more to deal with. now on the same level, wide open with shoulders for break downs. before it opened elected officials spoke at a ceremony, took a torch for a chain cutting. hours later families waited to be part of history. >> once in a lifetime experience and i'm really, really excited about it and i'm not going to miss it. >> reporter: now, of course, the chp is reminding drivers to resist that urge to slow down and stare at the span or even pull over and take pictures of it. they are in full enforcement mode reminding drivers they will be ticketed if they are caught doing that. we have been keeping an eye on this. there are head lights down there in the distance. that is a chp officer. at any given time we have seen three or four of them in that area. there is one to my right and one to my left keeping an eye on things making sure everything is

safe this morning. if you want to get a look at it and be safe the bike and pedestrian path opens up today at noon. reporting live in oakland, christie smith, "today in the bay." >> appreciate it. it is fun to watch. bob ridell is on the road. he is on the span heading from san francisco heading eastbound to oakland. how is it looking from your perspective, bob? >> well, we are about to enter the treasure island tunnel here. you can see we are on the western span of the lower deck. there is nothing new to the tunnel. in about ten to 20 seconds we should be popping on the other side and getting our first view as we are heading east from san francisco to oakland, some of the things that christy said -- >> we just lost our bob ridell. i'm sure he is just fine. we will give you a live look from the chopper above the

eastern span. >> we lost his signal. bob will be just fine. we will get him back. with the morning commute underway the chp asking drivers to resist the urge. this is a beautiful spectacle to take in. resist the urge to slow down and look at the new span. drivers being warned do not pull over to take pictures. there is a shoulder there. those are to be used for emergency purposes. do keep that in mind. chp officials say they are in full enforcement mode out on that bridge and they will ticket people for pulling over to take a picture but also if they try to take pictures while you are driving. while you are driving the car ten and two. consider yourselves officially warned. >> we have word that bob ridell is back up. >> that's a cool shot. >> reporter: now we are back on

the left side those are the lanes, there were changes there. there was a little bit of a backup a couple of minutes ago. things have cleared up now and moving very smoothly. look at that smooth drive here. let's look from our chopper overhead, as well. they are showing the span you guys were talking about. clearly the cell phone reception may not be as good on the bridge right now. we are looking at a smooth drive. you see the shoulders on the span itself is. if there are break downs or crashes or issues they can get cars clear and hopefully that helps the. that is bob, i think. we can see you now, bob. over to the maps we will talk about traffic. east shore freeway. berkeley and emeryville should be a smoother drive. it is traffic tuesday. a lot of traffic flowing from the bay. as well as any slow downs. right now no major issues and that is good news as we ease into your tuesday after labor

day commute. >> check back a little later on. the mayor of san jose expected to unveil a new plan today to beef up the city's police department. the proposal coming as the city continues a standoff with the police union over pay raises. monty francis is live at city hall with more on the proposal. >> reporter: the mayor's plan would add 200 more officers in the next four years and would restore a ten percent pay cut that officers had agreed to during the recession. the mayor is making this proposal along with city councilman coming as -- the officers accepted a ten percent pay cut during the recession to avoid layoffs. the union wants that restored right away rather than gradually. union officials say if the pay cut is not reissued within the next year officers will continue

to leave to go to other departments that pay more. the plan calls for competitive salaries but the union says the plan is full of empty promises. the matter is up for discussion at the city council at 1:30 this afternoon. it is 5:08. tapping into a network of surveillance cameras. how police could soon be watching your every move.

just fine. i'm sure it is a nice happy commute even if there is traffic. people are excited to see the new views today. it was not a quiet labor day weekend in the world of business. verizon makes one of the biggest deals in history and last night microsoft bought nokia. >> good morning. they have a lot of catching up to do. it is a logical match. nokia wants the biggest cell phone maker in the world combining forces with the company that was already the windows phone operating system. >> we really kicked this journey off two and a half years ago with a partnership with nokia to do windowoes phones and that partnership has yielded some very good results from literally nothing two years ago to 7.4

million windows phones in the last quarter alone. we have been growing 78%. we know we have a lot to do. >> microsoft buys nokia. its cell phone business and patents for north of 7 billion. remember microsoft paid far more for skype. microsoft needs a breakout hit. it has been working with companies to develop the windows phone operating system. it will soon control all aspects of the windows phone the way apple controls its iphone production from hardware to software. also over the long weekend we have economic reports from other countries for whom labor day was just another monday. news was really good. wall street will have a chance to react today. let's turn to jackie. >> good morning. that is exactly right. the futures are sharply higher today. wall street playing a bit of a game of catch up today. investors certainly reacting to positive economic data out of

china. now, the dow is coming off its fourth straight losing week. and the worst month since may of last year. september is the worst month for stocks with the dow posting an average loss. we will look at data here in the u.s. with manufacturing and construction spending. the dow closing down 31 points on friday. the nasdaq losing 30 points to 3590. >> thank you much. looking ahead to next friday or this coming friday i'm already looking ahead to friday we get the august jobs report. this could be a big one. we'll take a look at it in just a bit. >> we look forward to it. positive flow. 5:13. let's check in. rob is in. >> good morning. we are off to another fairly warm start. a little less humidity outside. 63 degrees in san jose. look at fairfield this morning

close to 70 to start things off. 60 in san francisco. 62 in oakland. we have a sea breeze out there. not much low cloud cover inland. very interesting change in weather pattern on the way not so much between now and thursday where inland temperatures in the 70s and 80s. things will really dry out and heat up beginning friday well into the 90s for the valleys and offshore winds. that means the coast could see temperatures in the 70s and 80s by the weekend. the moisture that brought the incredible rainbow views heading towards the sierra. good news we may see light rain or scattered showers in the sierra during the day today. close to 80 in san jose and santa cruz for this afternoon. mid 80s around the trivalley. those temperatures will feel cool compared to what you can expect by saturday. mid 70s in oakland. upper 60s in san francisco. tomorrow morning more low clouds and fog but the sea breeze is

going to back off as we head towards the weekend. watch our seven day forecast climb well into the mid to upper 90s. hot temperatures return friday and stick around. the 90s sticking around for a while. >> we are going to take you out there where we are giving the check of the bay bridge and the new span itself. everything is moving smoothly since just after 10:00 last night. we got a head start on the morning commute. look at the nice beautiful view. the support and wires or the cables will be one issue as you are traveling back and forth across the bridge. the other issue, look over here, these folks coming around. you see the folks in the opposite direction. the head lights are a little different than we typically see because it is on the same level. continued changes and continued adjustment this week. prepare for spectators slowing. hopefully you get someone else to drive you across the bridge so you can enjoy it. we look over to the maps and we

see a smooth drive down the east shore freeway. all the lanes are open over at the maze and the earlier slow down we saw last week are gone again. over here we have a nice smooth drive. we are coming out of the pass. the traffic starting to build. we are starting to see a little slowing. speeds just about the upper 40s. over towards -- cal trans took a snapshot. a good amount of cars with the tail lights away from us. as we are heading westbound on 580 no incidents to report. look at this. just a few minutes ago we had the slowing. 580 moving nicely. 84 starting to show a build. we give you oo live look outside and show you how things are shaping up for the peninsula. no delays and no problems all the way from palo alto towards

the san mateo bridge where although we expect the lighter flow it is traffic tuesday so expect the bridge to be very popular today. we look at the south bay with a live look at san jose where we see the traffic starting to build. this is 517 right now and the traffic flow is starting to build. we should see a hefty flow for the south bay especially after a lot of folks took yesterday off. men lopark police are looking to start a database. the department which is requested to purchase three license plate readers, wants to create a database officers can use to locate potentially useful video. police chief says the only time they will access the footage is if there is a crime in that vicinity. it involved city operated surveillance cameras and

expanded use of red light enforcement cameras. the city council which has raised concerns about privacy will be discussing how data collected by the license plate readers will be retained and used at the end of the month. a group representing residents of the last mobile home park -- the residents association said in a letter it is willing to pay $14.5 million for the 4.5 acre property. the group says it got the money from a combination of loans, resident equity and funding from private sources. the family submitted a relocation plan to the city last month offering residents between $31,000 and $50,000 for their mobile home and relocation costs. the family agreed to sell the property to promethious.

parking, it means paying a lot of money in any downtown area. our investigative unit finds millions of parking tickets ignored and unpaid and people are getting away with it. california law says you can't reregister your vehicle until you pay off the parking tickets. so the investigative unit wanted to know how some people are racking up thousands of dollars in tickets each year. they do not get busted. the city of san jose uses a collection agency and has a program that can take parking ticket money owed out of your tax refund. but we suppose there are still people who get around the law. >> those methods that we have available to us didn't stop this individual. we have other methods that we are going to pursue and we are looking at them now. >> this truck owed more than any

on this tuesday morning. it is the first time the cars are making their way across san francisco for the morning commute. and now a look at the toll plaza starting to build there. we are checking the commute with mike. it is 5:23. park officials are delaying the opening of a new museum at donner memorial state park because of a contract dispute. instead of opening this fall the museum will sit empty until the fall of next year. until then park officials are planning to have an empty bidding party. it will feature exhibits on the donner party and early means of transportation. the park is known as the site where the party got trapped by the heavy snow. a new private preschool opening up today. this one coming with a hefty price. the harker school located on union avenue in san jose's

cambrian park. parents will be paying out $22,000 a year to send their kids to this new preschool. it includes an art studio and science and technology room. the school's director says the preschool can definitely give students a competitive edge. also starting school this morning freshman at st. mary's college. making bay area history comes with a blow torch. yesterday's chain cutting ceremony a lot like the one in 1936. there is lieutenant governor using the blow torch. the procession of vips and antique cars as they crossed the bridge much like it was 77 years ago. >> classic video there. if you want to sound very smart at work today you might want to grab some of these tidbits and toss them out. it cost taxpayers $6.4 billion just to construct the 2.2 miles

of bridge. it took 11 years to complete this one. it was a very monumental task. with the old span still st the work is not done just yet. the tower on the bridge 525 feet tall bigger than the trans america pyramid. this one specifically designed to take the brunt of the force in the event of an earthquake. remember what happened in 1989. this one strong and reinforced. this one is lines all along the bridge. more than 48,000 led lights making it a lot bright eer than the old span. every morning we get the nice spectacular view. let's get a look at the forecast on this tuesday. we had a little bit of moisture in the air but you said that is off to the east. >> it is starting to move to the east. we had quite the light display from rainbows.

if you have plans in the high country the rain will be fighting you around lake tahoe. 70s around lunch time and 70s to low 80s inland today. the trend ahead looks a lot hotter by the time we get to the weekend. 90s return to our valleys. >> if you hadn't heard the bay bridge did reopen and closed over the weekend. it is clear and it is a smooth drive. the view from chopper overhead shows the stream of lights heading to the new section. the lower portion of your screen. and a nice easy drive from the toll plaza up the incline. let's get a look at the toll plaza. we have your cash lanes showing just under a dozen cars each there as it starts to build just before 5:30. it is 5:26 right now. it will continue to build. it is traffic tuesday so expect a heavier volume. folks coming back from labor day and folks heading into the office to catch up on a few things. we click to the maps and see a

night. of course everybody is feeling the magic out there. the celebration was on. a lot of people had to rush out there to get a taste of it, honking their horns and waving their arms and getting caught up in the magic. it is 5:30. good morning. i'm jon kelley. >> i'm marla tellez in for laura garcia-cannon. another live look. the lines are starting to grow. not much, though. we are starting to see more drivers on the bridge this morning trying to be a part of history. >> mike will be tracking the traffic for us. bob ridell joining drivers. christie smith is on the oakland side with a look at how the traffic is moving bright and early this morning. >> reporter: good morning to you. if there was ever a backup, a slow down that people kind of wanted to be in i'm thinking this is probably it. this is the incline on the

oakland side. this is such a different experience for drivers this morning. it is a straight shot on to the new eastern span. when drivers get on to the span they see how wide open it is, brighter, great views. kind of sitting there like a distant memory. if there was ever an exciting view this was it. the new view opened up around 10:15 last night. the first drivers got a chp escort on to the new span. they honked their horns and shouted. 24 years after the earthquake that damaged the original bridge the new span finally opened, 11 years in the making. a ceremony that included lieutenant governor gaven newsome happened earlier. we spoke with one man who was shooting arials from his plane of all the construction. >> we have a family tradition here.

my mother and father got married here at city hall. my wife and i got married at city hall. i love these bridges. >> reporter: there are so many ways this bridge is different than the old one. one of them being that it has shoulders on the side. the chp reminding people the shoulders are to be used for break downs, not pulling over and taking pictures. i wanted to show you we have been keeping an eye on it, head lights in the distance not moving. that is the chp officers keeping a close eye on things making sure everyone is safe. again, we are starting to see the commute pick up this morning. if there was a chance to get a look at the bridge this would probably be it. reporting live in oakland, christie smith, "today in the bay." >> we are trying to look closely there. bob ridell is actually over in oakland heading west over to san francisco. bob, you are making history, one of the first to cross this bridge this morning.

what is going through your veins? how does this feel to be out there inhaling the moment? >> reporter: nothing says a good time like being stuck in traffic. this is the first commute on the new span of the bay bridge, the new western span. i know roughly about ten minutes ago we actually started to see the backup which is probably normal. let's take a look at what we are headed into it. first impression, the incline as we are heading westbound the incline is nowhere near as steep as the old incline. it is more of a gradual slope. you will notice we have shoulders. if we look to the left we have a shoulder on the left and you have five lanes of traffic and then a much narrower shoulder on the right. you will notice we have lighting which adds to the effect. you are not going to be driving through the metal cage. you have a much more open feel out here.

you will notice that this is two stands that are parallel to each other instead of having one on cf top of the other. we are on the westbound direction. so far it is a smooth drive heading westbound. when we get to the center part of the span where you see the tower, how well lit and how tremendous the view is. it really strikes you the first time you see it. once the day light comes up you will be getting your views of the bay of alcatraz. i spoke to chp briefly earlier this morning and since the opening last night they said everything has been smooth and commenting on the fact that y now have medians if and when there are accidents or break downs at least the cars will be -- i should have said shoulders. the cars will be able to move over there and perhaps you will not have as big a backup as you

would when we had the old span. the old span is still to the left. it is interesting to see it not having traffic on a tuesday morning commute, the first day now that in many years people don't have to cross the sections. there is the tower i am referring to. i hope you can stick with me for just one moment. >> he said just for this one moment. >> bob ridell cliff hangers. >> he will be back soon enough. the bridge is open but bike paths and pedestrian paths are not going to open until noon today. when it does open the path will take you just past the new tower just before the island. by 2015 cyclists and pedestrians will be able to go all the way from oakland to treasure island. as of now there are no plans to extend the path to the water front. >> the responsuspense is killin

continuing even though cars are driving across the old eastern span it will be part of the drive for the next three years or part of your view. crews will now have the task of taking apart that bridge. they will be starting on the side closest for the record to the island and work their way east. demolition expected to cost about $235 million. nbc bay area has your complete coverage of the bridge opening. you can find raw video of yesterday's ceremony as well as the first cars to ride across. 5:36 right now. let's go with the man that can tell us all with the insights getting to work. >> beautiful span right here. new cabling system here. i wonder if it is causing interference with bob's cell phone. no it is not. it is a distraction as folks travel across it. i'm going to be looking at it with part of my vision.

drive defensively. keep on the roads because that is a big distraction. beautifulal view. bob talked about this. it is starting to form. this is pretty much on schedule for a typical tuesday. this is not a typical tuesday. it is after labor day. this is the first day of the bay bridge's reopen for the morning commute. there will be a lot more folks heading over here. we are watching the cash lanes and fast track lanes. the maps show a smooth drive through the area approaching the east shore freeway. no major slowing. there is the tri valley. 580 and 880 moving smoothly. no problems northbound 101 is starting to build for the south bay. it is traffic tuesday. yesterday i saw a couple of rainbows in the east bay. what is going on? >> it is very beautiful out there. i am trying to compensate for the new eastern span of the bay bridge. this is the view around the

trivalley yesterday afternoon. we have the beautiful rainbows in san jose towards the tri valley courtesy of the tropical moisture which brought showers. it is warm outside this morning but the showers have moved on. 63 in san jose. upper 60s in fairfield. still have the sea breeze out there today and we will see it before things heat up for the weekend. there go the showers heading off towards the sierra. we see remnants of yesterday's moisture. close to 80 in san jose. upper 60s san francisco. mid 70s in oakland. these temperatures probably going to look fairly comfortable compared to the weekend. 80s continue for inland valleys through thursday. towards friday and saturday the heat is on. mid to upper 90s inland. a great time to head out to the beaches. this weekend 70s and 80s by the coast. san jose's mayor planning to

introduce a new proposal today aimed at helping the under staffed police department deal with increasing homicide rate. "today in the bay's" monty francis is live at city hall with more on this plan. >> reporter: mayor reed's plan would add 200 more officers to the force. it would also restore a ten percent pay cut that officers had agreed to a couple of years ago. the mayor is proposing this along with city councilman coming as san jose deals with crime and following a fight over pension reforchlm. the police officers union wants the ten percent restored right away rather than gradually. union officials say if the pay cut is not restored within the next year officers will continue to leave san jose for other departments that pay more. three years ago there were 1,400 officers in the department and now there are less than 1,000.

>> you probably will enjoy sitting in traffic today. traffic is backing up. metering lights on. i'm not quite sure but mike will tell us in the next report. moments ago israel says it carried out a joint missile test with the u.s. in the mediterranean sea. "today in the bay'"''s" tracy p is on capitol hill. first the u.s. says it had nothing to do with the military test in the mediterranean that israel warned the u.s. in advance but that the u.s. was not involved. israel says otherwise. bottom line that missile was not aimed at syria but there are others that the u.s. would like to aim at syria in retaliation for what it believes was government-run chemical attacks. that is what is discussed here on capitol hill today. john mccain and lindsey graham

say they want to support what the president is supporting here but they want to make sure the end game is that the revels will be helped and not hurt. testimony here today from secretary john kerry from chuck hagel all about whether we are ready and how that might come about. what the plan is for this possible attack on syria. some lawmakers here still not so sure about that saying syria is the civil war and we shouldn't get involved. >> the debate rages on. also in the international scene dennis rodman is making a return visit to north korea overnight on what he is calling a personal visit to kim jong-un and says he wants to have a good time. we have new video of rodman arriving. this marks the second time this year the hall of fame basketball star visited the north korea leader. rodman says he played down speculation his trip is over to

help free jailed american missionary. rodman first met kim who is a big-time basketball fan back in february while the nba star was promoting the sport over there along with a film he is being documented in. san jose police say there is still no sign of the hit-and-run driver responsible for killing two women on their way to work at san jose airport yesterday. the families of 63-year-old carmen zavala and christina spent the time bringing cand lds and flowers. it was there the police say the women's toyota was struck by a speeding mercedes. the families are calling for the driver to surrender. >> he had no remorse and no feelings. he could be under the influence. we don't know. if he was, i mean, that's even worse. >> they were less than a mile

from san jose international where they worked in food services for years. san bruno city leaders will update the public on recovery efforts from the deadly pipeline explosion. they will be talking about the rebuilding happening on going since that deadly day. other city leaders will speak this morning starting at 10:30 at the san bruno city hall. also the push for reforming the california public utilities commission on how it regulates and manages utility companies. this monday it will be three years since the san bruno explosion. a total of eight people died during that blast.  dozens of others were hurt. turning now to the weather. meteorologist is in for christina with a look at your back to work forecast. many people heading back to work this week. >> and we are going to leave the

umbrellas behind. we had scattered showers and gorgeous views around the bay area. 60s outside right now. you might be able to leave the jacket at home. we are waking up to fairly mild temperatures. only upper 50s along the north bay. this will ensure that our afternoon should be pretty comfortable for the valley. 70s and 80s inland. starting friday high pressure builds in and acts like a hair drier sitting on top of the bay area. warming up the valley temperatures into the 90s. that was the view yesterday evening. many spots seeing rainbows from showers that are now moving off to the east towards lake tahoe and a little light rain near the rim fire. the transition as we go through the end of the week looks much hotter than the seven day forecast. today near 80 in san jose. low to mid 80s south of downtown. we see temperatures in the mid 80s towards pleasanton.

mid 70s in oakland. 68 degrees in san francisco and upper 70s to low 80s along the north bay. mild temperatures take us through the middle part of the week. you are looking at hot temperatu temperatures. mid to upper 90s. 70s and 80s towards the coast. last weekend we called it the unofficial end of summer. not true. >> i think summer wanted to stick around to see this or maybe someone stuck in this. the chopper over the toll plaza. look at that all lined up. the metering lights turned on seven minutes ago. 5:41 about ten minutes earlier than we typically see on a tuesday. there you have the backup. traffic flow relatively slow. let me show you the view of the new span itself making the curve, a nice easy drive.

gentle curve. the head lights coming out of the tunnel. come back up on the same level. that is a little different as well as the beautiful view bob ridell has been showing us all morning. prepare for brake lights as you are coming around the bend because of all of the new changes and the views there. drive defensively and be careful across the span. so far no problems. we look at the maps towards the san mateo bridge where we had considerable slowing down this area from 238 down to the san mateo bridge. we had a lot of traffic. a typical flow. maybe a little lighter for a tuesday. this is coming back from the labor day weekend. we will see the big burst across 92. 84 should be an easier flow of traffic. that is some traffic as folks shifted each other south one connecter. here northbound 101 smoothly from 680 towards 880.

87 starting to show slowing. as we end with the map we talk about the construction crews that are around. all lanes on the freeways are open. >> if you are into real estate and searching for the monumental deal it is tough to beat this one. a total of three historical buildings on the market for the low price of just one dollar. one dollar will get you it. the 19th century homes are located on theardenwood historic farm regional preserve. the east bay regional park district is in the process of renovating the preserve which means the houses have to go. the brown house, malory school house moved to the preserve in 1984. park officials planned to convert the houses into an educational center before renovations got too expensive. at one single dollar you have to

phones and now microsoft makes microsoft powered phones. it's not the first time we have seen a big deal on labor day. hewlett-packard bought compaq for 35 billion. when we last left the stock market it was the fourth week of losses. the other interesting thing that happened over the weekend was we started to get very positive news about other country's economies. europe getting better. china not slowing as much as we feared all pointing to a strong open today. we are looking ahead to friday and the august jobs report. we expect relatively good news about employment. good news could spur the fed to announce some sort of tapering. the fed buys $40 billion worth of mortgage securities every month. we think it is a big deal for microsoft. the fed buys the equivalent of
