"today in the bay's" marla tallez joins us now. this comes one year to the day after we lost bay area native,

kristi fence, wi chris stephens. >> it is too early to tell if they are linked in any way. officials are saying a car bomb is to blame for this attack that tore up the libyan foreign ministry meeting. the bomb went off at dawn and damaged buildings next door, including the benghazi branch of the libyan central bank. several people were said to be hurt but with just minor injuries. at this point, no one is claiming responsibilities for this blast. as we just talked about, it has been just one year since u.s. ambassador, chris stephens and two navy s.e.a.l.s and a computer specialist were killed. still, no arrests have been made. this morning, counter christ officials say they have determined several extremist groups are behind this attack. they say they think the attack was planned specifically for the outpost but they are still trying to determine who was the

overall mastermind and whether september 11th was a targeted date. it is still very much an active investigation. take a look at this. this is the fbi website. it shows 29 pictures of men the fbi is interested in talking to as it relates to the attack one year ago. to this day, as many as five different congressional activities are looking into the attack. more hearings for this. the white house relates a statement on the attack a year ago. more on that. thank you very much, marla. as we've been mentioning, this morning does mark 12 years to the day for the september 11th attacks. under 30 minutes from right now, a special ceremony will start honoring the men and women who died when the world trade center collapsed. all 2,977 names will be read at 5:46 this morning. there will be a moment of silence marking the time the north tower fell.

one thing you will not be seeing is politicians speaking out. over the years, there have been special efforts to try and keep politics out of the anniversary ceremony. >> hard to believe it has been 12 years now. here in the bay area, a new memorial to the heroes and victims of 9/11 actually in the works. >> the city of hayward has approved plans for that memorial to be built on mission boulevard near "d" street. "today in the bay's" christie smith joining us live with a look at this upcoming design. >> good morning. >> good morning to you. right now, it is just a patch of grass. this is where the 9/11 memorial will be here in hayward near downtown. it took a while to get off the grown. over the summer, there was a disagreement between the designer and the city. they finally reached a deal that seems to be working for both of them. it looks like we will finally see this happen. now, plans for hayward's september 11th memorial are moving forward. it will be next to the old city

hall. there is animation of what the project will look like on haywardmemorial911.com. a flag pole in the center with red granite benches. it will honor police, firefighters and veterans. it was designed by a man named michael emerson, a veteran himself, who helped consult with a flight 193 memorial in union city. he is coordinating donations and labor. apparently, according to the city attorney, there was a disagreement that centered over the plan review time and the ability to make modifications if they are needed. it is estimated this will cost $100,000, to $150,000 to get done. the project must be completed, the city is saying, within three years. emerson believes once the money is in place it will only take a couple of months to complete. christie smith, "today in the bay" richmond moving forward with

a plan to help homeowners with underwater mortgages. the city council voting to take that next step in the richmond cares program. this program would help struggling homeowners by buying their mortgages and then restructuring those loans. the goal is to reduce the city's foreclosure rate. a former school district leader expected to return to court accused of embezzling more than $100,000 to remodel his house. timothy haanredi, they say he used money to remodel his home in woodside. >> a bay area mcdonald's manager could face criminal charges for ripping off his own restaurant. they say he held up two different mcdonald's last month, including the one he manages. officers arrested him shortly after his last holdup at a san

mateo mcdonald's. he walked in with a replica handgun and made employees hand over cash from a safe. now, in both of these cases, employees were herds into freezers. we are happy to report nobody was hurt in either robbery. 5:06. from protectors to victims, some of the first crews on the scene of the fire in mt. diablo, they got back to the firehouse to make a disturbing discovery. someone actually broke in while they were out. "today in the bay's" bob riddell live at the command post with some of the personal items that were stolen. good morning. >> reporter: good morning, laura. police are still looking for this person who took advantage of some of the firefighters working the morgan fire. this happened sunday night while those firefighters who were with the cocoa county fire department protection. when they returned monday morning after a brutal 24-hour shift in the heat and smoke, they found this person had gone through their personal lockers

and their bedrooms and stole their valuables, ipads, money and watches and two wedding rings. >> are you sear why us? this actually happened? somebody came in the fire station and stole from us after we helped people. it is devastating. >> reporter: that same night, someone tried to break in to station 3 on rossmoor parkway. they tried to break in through the window of a captain's window, the captain's bedroom but he was there and scared them off. the firefighters assigned to station 7 say if the department had been fully staffed, the station would not have been empty for 24 hours and perhaps this might not have happened. with regards to the morgan fire, here is the latest on that. the cal fire has lifted. the road closures and evacuations. the area that burned is 60% contained. cal fire thinks it will have the entire 32-acre burn area, 200-acre burn area surrounded by saturday. even though you can't see flame

or smoke, you cannot see hot embers and logs that are still burning inside and still a lot of unspent fuel up there, hence the need for firefighters to still be up the mountain to make sure none of that flares back up. hence the reason you still have the incident command center set up and campfires in dublin where you have hundreds of firefighters on scene. we believe they will be told to go home in the coming days. cal fire told us they definitely had their turning point. reporting live, bob redell, "today in the bay." good news on the fire. bad news on the burglary. come on, man. ripping off these guys that are working in harm's way. we want to check in with meteorologist, christina loren. they are helping out with humidity as well. good morning, to you, laura and john. good morning to you at home, taking a live look. this is san jose.

stores nationwide will stay open but there will be some closures in the bay area. bay area news group reports two stores will clothes, the one on third street and carol avenue in san francisco. a san jose store slated to close but no word on which one. tesco says it will take a few months for the sale to become final security experts and civil rights activists pouring over new government documents examining how the nsa handled american's phone records. scott mcgrew, to borrow a phrase, mistakes were made you have the national security agency, the n sachlt and the foreign intelligence surveillance court, supposed to keep an eye on the nsa. documents released by the white house show the nsa went far beyond the limits looking into telephone numbers that were not considered suspicious by the court. most of the numbers they tracked

were not approved by the court. of the 17,000 phone numbers in the list, the nsa, in fact, only had clearance to examine 1800, about one-tenth of them. when releasing the documentings, t the head of intelligence, james clapper said, president obama directed me to have as much information as possible. the documents were actually released because of a court order to release them. the president was following court's demands. it wasn't his idea. let's talk about wall street n a separate matter, rather, on wednesday, the federal ninth circuit court of appeals ruled google's accidental recording of people's wi-fi data can be considered wiretapping. they got the information through the streetcars recording wi-fi access points. they also vacuumed up wi-fi day tachlt the court decisions means that google may face civil trial

on sunday, 86 degrees. i keep pointing it out, mike. it is our last full weekend of summertime. after school started and those activities come back, it is the first full weekend, approach to fall for us. we don't have any more fun time tichlts atime. your commute direction many could go off of the antioch bridge. at summerville, a report of one crash. in the back of us, folks tried to avoid those cars in the fast lane. another crash in the fast lane. two crashes in the fast lane. a lot of activity as you are coming up on the scene. a number of cars continue to leave the area. there are a half dozen cars that were actually involved in anything regarding that collision or any of the backup relating to that is starting to clear up now. this should ripple back. already, we are going to see the speeds in the 20s coming out of this area every morning. it is a tough drive. south 680, a crash reported.

fighting that fire. bob riddell is live. that is a ridiculous situation, bob. >> reporter: there have been no arrests. police are still looking for this person who took advantage of some of the firefighters that have been working the morgan fire earlier this week. this happened sunday night. these firefighters with the fire protection district. they were out on the front lines while someone was back down in waln walnut creek at their station 7 firehouse breaking in. they found this person had gotten into their personal lockers located into their bedrooms and stole their valuables, ipads, money, watches and two wedding rings. >> it is unreal. these days and times have definitely changed. we are going to have to change the way we do things around the firehouse now.

"today in the bay's" danielle leigh is live at ground zero. good morning. >> reporter: laura and jon, good morning. it is an interesting concept standing outside here. you see the normal hustle and bustle of new york city. it is touched behind that construction you see behind me on the memorial plaza where people are gathering. i want to go to live pictures of the ceremony now getting underway. it is at any moment that we are going to pause for the first moment of silence marking the first attack on the north tower. there will be six moments of silence in total marking significant moments of the attack.

also, when the tower fell. all of the names of the nearly 3,000 victims will also be read aloud.crlñ this is really an opportunity for families and friends of the victims to come together to grieve. it has become a cherished tradition they come back to this site every year and talking to some of them, they say when they do come back, it is as if no time has passed. their emotions come back raw and they are able to deal with that head on and the nation will join them in doing that. there will be ceremonies all over the country today at the pentagon and also in shangsville, pennsylvania. one interesting aspect about this ceremony, no politicians will be speaking here today. the mayor has made it a point to stay focused on the victims and their families. >> so hard to believe it has been 12 years. >> the pain still lingers. >> we will never forget. tracie potts is live in washington where the president and vice president are getting

earlier, two crashes have cleared from the roadway, still on the chp, still a distraction. a pretty typical slow for antioch. a live look outside. you see the span across. the new eastern span. a nice, gentle build. the backup at the toll plaza for the cash lanes is there. we will see the metering lights probably about now. at 5:51. some carbe burglars picked up unexpected ashes on the side of the road near an apartment complex. police say the ashes were stolen during a car burglary and tossed on the road by the suspect. police say the ashes were labeled and they were able to return them to the family they belonged to. >> happy to hear that. it is 5:51 right now. i want to show you some great video here. this is the catch, getting one of the giants fans some national attention. she is a grandmother. she has a glove that can put her in the major league. >> you are going to love it.

the crawl we usually see. we have seen the louie c.k. tonight show. that takes us to task for griping about how slow wi-fi should be on boar. that said, it is pretty slow. the wall street journal says go go internet will build new towers and technology to feed virgin america and jetblue with much faster internet. anna eshu has written a in you law letting you unbundle your cable, picking channels you want and channels you don't. similar to a bill passed by john mccain. she got a law passed forcing tv commercials to turn down the volume. a la carte cable, interesting idea. keep in mind this tv station is owned by comcast. it sounds good to consumers but
