memorial plaza enter new york where family members are reading the names of those killed in the terror attacks at the world trade center. it happened 12 years ago today. good morning to you. thanks so much for joining us. i'm laura garcia cannon. we are awaiting a second moment of silence at 6:03, the time united airlines flight 175 crashed into the south tower of the world trade center. we will, of course, bring you that moment. we will bring it to you live just in a few minutes from now. first, we get to breaking news from overnight. a powerful explosion causing serious damage to libya's foreign ministry building in the heart of benghazi. that blast one year after militants stormed the u.s. consulate in that city leaving four americans dead, that includes u.s. ambassador and bay area native chris stevens.

marla tallez joins us live with more on what we've learned about this overnight blast. i just learned that the building that was hit early this morning once housed the u.s. consulate decades ago, until the late '60s. we have video that shows the extent of damage. officials say a car bomb is to blame. this bomb went off at dawn and damaged buildings next door, including the benghazi branch of the libyan central bank. so far, no reports of death despite the extensive damage. several people that happened to be walking by are said to be hurt but with just minor injuries. at this point, no one is claiming responsibility for this. as john just mentioned, it has been exactly one year since u.s. ambassador, chris stevens, along with two navy s.e.a.l.s and a computer specialist were killed. counter terrorism officials say de extremist2n groups are behind t

attack including an ansar al sa. no one is under arrest or in custody one year later. the fbi is still very much committed to finding these terrorists. we will have much more coming up in my next report at about 6:50, plus a statement from the white house. one year ago, 12 years ago since 9/11. the horrific day. we are taking you live to different memorials that are going on. this one in new york city. family members reading the names of the victims of the terror attacks that happened 12 years ago today. we are waiting a moment of silence now.

seeing the tears, the photos, the flags. a new 9/11 project is going forward after stalling over the summer. "today in the bay's" christie smith is in hayward with a look that the project and also the next step for the people behind it. >> reporter: good morning to you. it took a while to get this 9/11 memorial going. over the summer, apparently, there was a small disagreement between the designer and the city. it looks like they finally worked things out and we will have a 9/11 memorial right here behind me on this grass lot that is in downtown7agx hayward. plans for hayward's own september 11th memorial moving forward. it will be right near the old city hall. there is animation of what the project will look like on haywardmemorial911.com. a flag pole in the center with red granite benches. it will honor police, firefighters and veterans.

it was designed by a man named michael emerson, a veteran h himself, who helped construct with a flight 193 memorial in union city. he is coordinating donations and labor. he has worked on a number of apparently, according to the city attorney, there was a disagreement that centered over the plan review time and the ability to make modifications if they are needed. it is estimated this will cost $100,000, maybe more to get done. the project must be completed, the city is saying, within three years. emerson believes once the money is in place it will only take a couple of months to complete. christie smith, "today in the bay" >> very nice structure. that's going to be beautiful. >> you know what is a very nice look is live outside at koit tower. all lit up in commemoration of 9/11. take a look at that.

fast-track lanes at the bottom of the screen starting that build as well. there you go. we just see speeds coming down into the area. upper 50s and 60 miles per hour where it is yellow down past the albany area and in toward the berkeley curve. coming across the san mateo and the dumbarton bridges. across 92 and 84. the south bay does build as well. north 101, north of 680 is where we typically see the build. at the bottom, reports of a crash possibly blocking one of the lanes at the tully road off ramp. it looks like at least something is visible. we see a little slowing. we are also looking toward the north bay. southbound to 101 as you are coming down. what appeared to be an earlier traffic break. nothing was on the chp report, has been sothed out over the last few minutes.

you with il fill find a little up. you have a lot of company. we will send it back to you. we want to give you a follow-up to some san jose police state university action. they arrested a man in connection with the fourth homicide in school history. they have arrested craig uehara from los gatos. they will not say what led authorities to him. on sunday morning, 47-year-old daniel winslow was found dead, slumped over inside of a jeep and that happened near spartan stadium. tomorrowct grief counselor will return to the university of san francisco to help them mourn the loss of 56-year-old andrew good win. he died in an apartment fire. the media studies professor was nicknamed the professor of pop. his body was discovered on the top floor of his apartment building in berkeley. the flames broke out after 1:30 that morning and firefighters rushed inside to rescue him but goodwin later died at a hospital. at this point, there is still no word on exactly what caused that fire.

since u.s. ambassador, chris stevens, was killed during a terrorist attack at the u.s. consulate in benghazi. a comment from a top vatican official signals the catholic church could change its stance on celibacy for priests. the vatican+o secretary of stat told a venezuelan newspaper that the tradition of priestly celibacy is not a law of divine origin. today marking 12 years since the september 11th terrorist attacks right here in the united states. families of those victims now gathering at the national memorial at ground zero this morning. president obama observing a moment of silence at the white house. that happened moments ago. you can see the pain and anguish of people still living that moment. >> we talked about the unification of this country during that time. this certainly forced america to carefully balance security and freedom. scott mcgrew is talking about concern over phone

surveillance that may have gone too far in the ' s after that attack. good morning. it is a sensitive subject. even are the courts say it went too far. the foreign intelligence surveillance court is supposed to key an eye on the nsa. according to new documents released by the white house under court order, the nsa went far beyond the limits that the court set, looking into telephone numbers that were not considered suspicious by the courts. most of the numbers the nsa would track did not qualify as suspicious as defined about i the courts. of the 17,000 phone numbers, the nsa said it was examining, they had clearance to examine only 1800 of them. when releasing these documents, the head of intelligence, james clapper wrote, in june of this year, president obama directed me to declassify, make public as much information as possible. that is true up to a point. the documents were actually released because of a court order to release them. the president was following the court's demands.

"today in the bay's" bob riddell, live at the command post in dublin with some of the personal items stolen. >> reporter: good morning, laura and john. we just heard from cal fire. they tell us they will start transitioning to mop-up of mt. diablo, effectively saying they have this fire not fully contained but certainly, it is not in a situation where it is out of control. they will start sending firefighters home. it should not come as a surprise

since it has been ruffle oughly hours since we have seen the flames and smoke coming from mt. diablo. right now, they have 60% of the 3200 acres that were burned surrounded. they hope to have it fully surrounded by friday, this friday, the 13th. one reason why they still have firefighters up there not only to do mop-up but things you can't see. hot embers, sometimes logs are still burning inside. they want to have crews up there to make sure nothing would flare up. there is a lot of unspent fuel up there. they don't want anything to happen while that catches fire again. >> police are looking to the person that took advantage of some of the firefighters working this fire. this happened sunday night while the firefighters with the cocoa county fire protection district were on the front line. someone broke into their station, station number seven in

walnut creek. when they returned monday morning, this is after a brutal 24-hour shift in the heat and smoke. they found this person had gone through their personal lockers in their bedrooms and stole their valuables, ipads, money, watches and two wedding rings. >> are you serious? this really actually happened? somebody actually came into the fire station and stole from us after we help people. it is devastating. >> reporter: that same night, someone tried to break into station 3 on rossmoor parkway trying to break in through the window of a captain's bedroom. fortunately, he was in there and scared this guy off. firefighters say that the department was fully staffed. that station would not have been empty for 24 hours. reporting live here in dub lick, bob redell, "today in the bay." >> thanks so much. >> the good news is, they are getting that under control. christina loren, it sounds like maybe the weather has been ep hadding out in the fight. good morning to you, laura

and jon and to you at home. i want to point out where we stand. in mt. diablo, 90% humidity. that is up substantially from this hour yesterday. the winds are still gusty out there. still sustained straight out of the west, gusting at 26 miles per hour. it is that cool, ocean air. we are going to continue to see the cool ocean air move inland. low clouds spanning to livermore. that's going to keep us cooler by about 10 degrees in the east bay. much-needed heat relief on the way. temperatures mostly in the 60s this morning. 60 degrees to kick off a wednesday in san jose. 60, gilroy. 65 for oakland and 56 degrees. the one cool spot is sunnyvale. we have clear skies overhead elsewhere. a blanket of low clouds trapping in the warmth. you don't need that heavy coat. after all, this is one of our final wednesdays of summertime. we are about 11 days out now from the kickoff of fall.

name it after former governor, willie brown, could come without opposition today. it is a resolution, not a bill, so it does not require a signature from the governor. get ready. stanford rolling into redwood city. the city council approving stanford's plan to build a satellite campus near 101. it's the university's very first major expansion outside its main grounds in exchange for development rights, stanford agreeing to give the city more than $15 million in public benefits, including street upgrades and entrepreneur trap training programs for residents and businesses. stanford officials say this campus will be built in phases with the first one expected to start in about within the next year or so. 6:26. still ahead, a mcdonald's manager accused of ripping off his own restaurant. we have new details about two holdups that forced his own employees to be held up inside the restaurant's freezer.

this morning, america remembers. we want to give you a live look at 9/11 memorial plaza in new york city where family members have gathered. they are currently reading the names of those killed in the terrorist attacks at the world trade center. this is almost hard to believe when you this i about it. this happened 12 years ago today. very touching moment. i'm jon kelley. >> i'm laura garcia cannon. the 12th anniversary of those attacks deeply felt in new york city where 2,753 people lost their lives including 403 police and firefighters. they were the emergency responders observances are held at two other sites, the pentagon and in shanksville, pennsylvania. a plane bound for san francisco crashed into that empty field where 40 people lost their lives. >> "today in the bay's" daniel lee joining us live with more on

today's remembrance ceremonies where a lot of emotion is pouring out. good morning. >> reporter: jon, good morning. the significance of the loss of this nation's experience is made clear as you hear the names of the victims read one by one. seeing the hustle and bustle of new york city going on. knowing that just beyond this constructi construction where you can see live pictures underway, hundreds of family members and friends to those victims have gathered to remember the loss to read the names of those victims one by one and to pause in silence marking the moment of the attacks, not just on the towers but also at the pentagon. that moment of silence is going to be in a couple of minutes, right around 9:37. also, the crash, while this ceremony is going on in new york city, another ceremony going on at the pentagon to recognize the

victims killed in those attacks there. president obama will be speaking at that ceremony as well as secretary of defense, chuck hagel. a very emotional day as this country pauses to remember the loss, to look at where we have come from. for families coming here to the world trade center site where i am, it tells me it is almost as if time hasn't passed. it is a very healing ex for tpe for them to come here and be a part of this. one very significant act of this ceremony, no politicians will be speaking. new york city mayor,> michael bloomberg, has made a point to keep the focus on the victims and their families. >> thank you very much. >> it is amazing when you look at that the feeling you get in your body. you can remember what happened and watch the ;people. >> remember where you were as an individual as well. >> absolutely. >> let's switch gears right now. move on to better news.

more than just a couple for fremont. south 880 past the truck scales and down towards mission. we will show you the same area toward our maps. that volume is building as you head down into the south bay. north 101. a couple of incidents there. the crash at tully and the stall reported at capital expressway. both sound like they are out of highway lanes. it might be enough of a distraction to cause the slowing we see now. that is generally the area we see the slowing. typical pattern here for the tri-valleys. 84 and west 580 also. a new issue, west 580 just past the interchange. there may be some lanes affected. it sounds like at most just slowing. we track that. a minor crash there. around stone valley road, another crash there. no slowing coming down out of walnut creek and down towards alamo. the volume gu starts to build b not a big deal as far as 110 through pale low alto.

a smooth drive in and out of palo alto. state lawmakers moving forward with a plan to stop one year, a move that could openly force schools to lose federal funding. the state senate passing a bill that would kick start california's school transition to computerized testing as opposed to the:ni old star tes. the u.s. secretary of education, arne duncan, says this week, if that bill becomes law, california schools could lose their federal funding. the bill still needs approval in the assembly before going to the governor's desk the south bay stepping up its efforts to stop the spread of the west niles virus. starting tonight at 11:00. they will start fogging the milpitas san jose border between the great mall and hogstetter road. they found adult mosquitos that tested positive for the west niles virus. some car thieves picking up

some unexpected cargo during a heist. somebody found a box of human ashes on the side of the road near an apartment complex. this happenedv á yesterday. police say those ashes were stolen during a car burglary and then tossed on the road by the suspects. police say the ashes were labeled and they were able to return them to the family they rightfully belonged to. >> 6:36. a bay area mcdonald's manager could soon face criminal charges for ripping off his own restaurant have the pleasanton police say felix gonzalez besera held up two different mcdonald's last month, including the one he manages. officers arrested him shortly after his last holdup at a san mateo mcdonald's. he walk in with a replica handgun and employees were herded into freezers. no one was hurt. still ahead, america remembering. this is a live look. we would like to give you at the

president obama sending john kerry to meet with his russian counterpart to follow up on moscow's proposal to deal with syria's chemical weapons. in a speech to the nation last night, president obama said he is open to a diplomatic solution but insists the military must be ready to act if syria does not follow through with an agreement to surrender its chemical weapons. the president says, the u.s. and its allies will work with russia. it must require them to give up the weapons so they can be destroyed. it's 6:42. we'll be right back. ♪

country. here in the bay area, remembrance ceremonies are also being held. >> christie smith is currently live in san francisco where the fire department is holding its annual ceremony in remembrance of those that lost their lives 12 years ago today. kristy, good morning. good morning to you. we are at station 7 here on folsom. this remembrance ceremony that's just getting underway is going on at all 43 fire stations across the city this morning. sort of a tribute to the first responders and civilians that died on 9/11. during the ceremony, we often see citizens here in san francisco stop and pause specially when they hear the names read of the 343 firefighters from new york who died during the tragic event. they just raised the flag a couple of minutes ago. of course, the four planes that crashed carrying many people from right here in the bay area. here is what's happening. at 6:45, the trucks start rolling out of the bays. at 6:58, firefighters do what

they are doing now, they gather in front of the flag poles but they do something a little different in a couple of minutes. at 6:59, the time of the south tower collapse, the bells ring at three sets of three chimes, signifying the last alarm. at 7:00, the flag is lowered to half-staff. it stays there all day. then, there is a moment of silence at 7:02. that's when all of the firefighter's names, the 343 fallen firefighters from new york are read. it looks like things just getting underway right now. we are expecting to see the fire chief, joann hayes white, come out here as well. they share stories of what they÷ learned learned, lessons learned since 9/11. and offer their own touching tributes from that day. there were some firefighters from station one that went to ground zero.
