they have thunderstorms in the northeast as you know the flooding over the four corners region. for us, we're talking about temperatures only reaching the low to mid 80s. even the warmest, i've got your full forecast coming up. >> and traffic on the peninsula looks great right now but we're watching a new issue for livermore. i'll show you what's cropped up for 580. >> let's take a live look on this friday morning. is it ominous? it is the 13th. this is "today in the bay." happy friday the 13th. good morning. happy to see you. i'm jon kelley. >> i'm laura garcia-cannon. happening now firefighters on the scene of a fire at a starbucks in san ramon. this is a store in a shopping center on crow canyon place close to 680 on ramp and crow canyon boulevard. no other businesses impacted by the fire and so far no reports

of injuries. the cause of the fire is under investigation. >> this just in crews working trying to fix a downed light pole on capital expressway between story road and ocala avenue. san jose fire telling us this vehicle hit that light pole this morning. you can see the badly damaged car and the light pole lying on its side. they say wires possibly exposed from the light pole. one person has been taken to the hospital. >> we continue to follow a developing story out of colorado. less than a half hour ago the president approved federal aid for that region. thousands were told to flee their homes as creek levels in the city of boulder reached dangerous levels. last night a telephone alert went out to 8,000 people. the water levels are rising because the creeks are crammed with debris and mud coming off the mountains. flooding there because of

massive rain killed three people, damaged a number of homes. the rain still coming down hard. we'll continue to follow this, updating you throughout the morning. >> two major changes from the state capital. governor brown expected to sign a bill making it a law soon allowing undocumented immigrants to apply for driver's licenses. he is expected to sign a separate bill raising california's minimum wage. marla tellez is in the newsroom with all of the details. good morning. >> good morning. both bills passed late last night. the one that surprised people is ad-60 that grants undocumented immigrants the right to a driver's license. even the author out of watsonville was prepared to put the legislation on hold but no need, the assembly approved it 55-19 and the senate 2 hate 8. the bill says it's up to the dmv to determine what document will be required for an undocumented

immigrant to receive a license. they will receive a special license marked with the initials dp to indicate driver's privilege instead of dl for driver's license. it will serve as an i.d. for driving and does not establish eligibility for employment, voting or public benefit. the other bill now green lighted would raise california's minimum wage to $10 an hour. it's at $8. it would first bump to $9 an ho hour, then $10 in 2016. the increase would be the most in five years. governor brown says this is overdue that would help working class families. he is expected to sign both of these into law soon. i'll have more on the minimum wage debate. one sis says thousands of jobs

will be lost. i'll have the numbers on both sides. >> we'll look forward to that. thank you. 5:03. san jose police looking for the man who got away following a robbery. it happened at a home on chrislin avenue in the east foot hills. when officers arrive they had found several men in front of the house. one was carrying stolen items. after a quick chase they arrested four but a fifth escaped. >> the san mateo county sheriff's office says a burglary this week used a creative tactic to break into a san carlos home. deputies say the suspect used a dog door to enter the home, then used the resident's bmw to get away a. neighbor reported the crime wednesday evening at 8:00. the the meem tliv were on vacation when the guy went through the dog door. the residents say they will check for thinking else that

might be missing. >> five families are coming together to try too raise awareness about their missing sons. all of the family sons went missing over the last three years in san francisco. a vigil will be held at golden gate park. they hope it will not only raise awareness but the struggle in getting law enforcement help. cases about missing men often get less attention from police and the public than missing women. police were not available for comment. >> with crime on the rise in the area, berkeley police now asking city officials for more officers. the chief will present a report to the city council tuesday, according to a midyear crime report, robberies are up 25%, burglaries up 34 subject. homicides have seen an upward trend. a spokesperson says department started the summer with 150

street. agents ready to help all of these to celebrate with that new found cash. word spread that the social media giant is going public which means that hundreds of twitter employees will have even more money to spend. real estate agents say san francisco is a tight market but the perfect place for young millionaires to spend. one is selling for $1.5 million. restaurant owners in the mid market area say the workers are breathing new life into the once quiet neighborhood. >> to get a last minute call from a group of the social media companies saying come on down. sure. come on in. >> an influx of buyers with cash would have a down side for some buyers without it. it will be hard tear compete. on the other side homeowners waiting to sell, may find that right now is a really good time to go ahead and sell.

when it's about 78 in livermore today if you use your -- play your cards right i think you'll get along without using the ac. you can see where we're getting that yellow, that's where the ocean air is going to settle in. 86 degrees, not too hot. 78 degrees on the way to san jose. as you know in the bay area it can get cool quickly once we start to see shorter days. transitioning between summertime into fall. the first official day, eight days away on the 22nd. that's a saturday and temperatures are going to be mild. i love sundays. mild for the first official day of fall f. you are looking for the leaves to change color you have to wait a little while. not until late october do we see those beautiful oranges and reds. that's not too far off. saturday to sunday nice beach weather, cooler on sunday. we that stride, temperatures

right around seasonal averages. looking good there. what are you looking at. >> first of all the colors of the season, in the mall they have been flew a lot of the orange and autumn so that's good stuff. 580, north livermore avenue, the earlier debris sounds like it's cleared so great news as you head over north livermore. 580 out of the altamont pass t dublin interchange, a footh drive. slowing as you build out of the altamont pass. an easy drive there. through walnut creek, near the off ramp some debris or a stalled vehicle, something going on so watch for being tift. may have to have a road break north of 24 interchange. 24 moves toward the bay bridge. highway 4 moves slower now but this is a light volume and late for this build. we'll give you a look, see how things are for the incline.

>> twitter, recent think government changed the rules saying you could tweet out your plans, announce big financial news via social networks. it's benefiting from a rule change, it's the ness-1 was filed in secret so you can't see the details yet. twitter filed its paperwork under the jump starting our business start-up act, the jobs act which itself only became legal recently. so, we will get to see twitter's financials before the ipo but the secret filing allows the company to tweak the forms with cooperation of government regulators without us looking over their shoulder. because twitter makes less than $1 billion in revenue it's considered small. if you are a big business you have to file for everyone to see. hilton about that yesterday. some twitter employees may become very rich further dividing san francisco into tech and nontech. christie smith continues our

coverage. >> reporter: good morning. happy friday. it's a quiet corner here on mid market, market and pope street. you have a credit union, a coffee shop, and then of course you have twitter across the street. now national media is lined up. businesses around here ready to help these twitter employees celebrate with new cash. real estate agents ready for a tight real estate market it it may be more after cha fong for regular weyers who don't have all of that money. word that the social media giant is making news to go public, that the young employees may soon be young and rich. a went house is now selling for $1.5 million and he think they will fetch that. restaurants are doing well in the one keepy thabld. inventory is low, demand is high and tech dollars make all of the

idea. >> thank you so much. big win for undocumented immigrants after the state legislature passes a bill that would grant them the right to a driver's license. one of two bills passed is expected to impact million of californians. good morning. >> reporter: i'll start with a slrks 60 the bill that governor brown says will enable millions to get to work safely and legally. it would make california the 11th state to allow immigrant who is are not documented. the special license will be marked with dp for dlavers privilege n stead of dl. he hopes this will send a message that immigration reform is long past due. the other bill was pumped. california's minimum wage from $8 an how far to 10. the raise would happen gradual

ly. we are still a few years away. here is a look at some pros and cons. estimates show a $10 increase would increase by $4,000 a year. it's expected to but put nearly $3 billion in the economy. as many as 68 thousand jobs could be lost by the year 2023. when governor brown signs this into law. california will have one of the highest minimum wages in the country. washington state is at the it top at $9.19 an hour. >> that sounds decent. my firt job i mate 3.75 an hour. >> moving up. >> living large. >> big spender. >> couldn't get the dates.

welcome back. happy friday everybody. talks between u.s. and russia resuming this morning as the two countries try to nail down details of a plan to remove and destroy syria's chemical weapons. tracie potts live now on capitol hill, she has all the details how these talks are progressing.

good morning. >> reporter: hi jon, good morning. secretary kerry said before he went into the meetings but no big break through between the u.s. and russia how to get rid of these chemical weapons in syria. syria's president and the u.n. ambassador they are taking steps that they joined the organization that oversees the treaty that bans chemical weapons, but he says assad says, that he's not going to turn over information until the threat of the u.s. strike goes away and president obama has already said those ships stay in the mediterranean for now. that's the environment in which the minister of russia and secretary of state kerry are trying to work. talk through today and possibly tomorrow, if things don't work out, if they can't come with some concrete specific solution on how to jump start this process, the two will sit down again later this month in new york. live from washington, traity potts. back to you. >> we'll keep a close eye on

this. thank you very much. >> we also continue to follow developing news, the president calling for federal aid in colorado. thousands of people told to flee the rising flood waters in boulder county. that's where jay gray is. what is it like out there, jay? >> reporter: well thankfully we're getting a little break from the rain right now. what i can tell you, though, is more is expected and it's certainly not what they need. let me show you what all the water is doing. you can see the raging waters that have really washed away the road here. it's done a lot of damage to the community and that's a scenario playing out across the region right now. evacuations are continuing, we know that at least three have died as a result of these storms. as the sun comes up we've seen a few people venture out to get another look at what's going on here. the rain is still going to come through the weekend as we talk about, it's going to add more water to a mix that's been deadly and it's still dangerous,

university avenue on ramp. we're at the limit as you come through berkeley out of richmond. easy drive for the maze. a nice flow as you look toward tri-valley we have slowing for west 580, no major issues, the build out of the altamont pass. all the way down into 680 and sunol a nice flow of traffic. as we move into the south bay no problem into or out of sunol. it's around the truck scales i told you about an earlier crash, now the chp cleared incident reports. it's filed as done but it was around the mission boulevard interchange and there may have been enough to cause that slowing for our sensors. i looked at the live camera. no lanes looked like they were block but mission showing a slowdown. north 101, the build for 680 to 880, typical. then after, more build but so far things are moving smoothly. we'll wend the peninsula shot for 101. the peninsula no problems on 101

no americans were hurt. but two members of the afghan security force died during the attack. the fight we can tell you is now over. the u.s. ambassador to afghanistan says all consulate personnel are safe. three friends of the accused boston marathon bombering arraigned together today in boston. two of those men are accused of hindering the bombing investigation by taking a back pack and a lap top from the dorm room after the incident. the third stands accused of lying about it. all three were arraigned previously but since the new indictment charges all three together a new hearing is required. >> hayward police investigating a homicide after the body of a hawaiian tourist was found on the back porch of a boarded up home. police say marcus brown was found last thursday on the back patio of aome near the intersection of b and fourth streets a few blocks from foothill boulevard. he was lying face down suffering

from major head trauma. police initially thought he was homeless until his family friend reported him missing to police. officers are treating this case as a homicide. >> following an intense and rough battle some promising news on the wild fire burning on mt. diablo. firefighters they expect to have this one contained by some time later today. at last check the so-called morgan fire 95% contained. that is great news. the fire scorching more than 3100 acres. cal fire says it started by somebody target shooting out in that area. they stay investigation is on going and for the record it is not illegal for property owners to shoot guns on the land as long as they do it in a safe manner and they also take precautions. another setback here will delay the san jose earthquake's new stadium from opening until 2015. the "mercury news" reporting the 18,000 seat stadium has hit another construction delay. it would be the second delay in
