happen. >> three women killed by a fire at an east bay home. why firefighters say it could have been prevented. >> and some possible relief for the thousands of people in colorado impacted by all of that flash flooding. hundreds still in need of rescue. we'll let you know how some bay area volunteers are helping out. >> more than a year after it capsized, crews finally start to right the "costa concordia" off the coast of italy. >> i want to take you outside for a live look, that is the bay bridge toll plaza. pretty smooth going at this time of day. once again it is very early. on this monday, september 16, this is "today in the bay."

we don't have to tell people it is early right now. 4:31. you know that. good morning. i'm jon kelley. >> technically the middle of the night? >> exactly. something like that. i'm half asleep. >> thanks for being with us. let's look at the forecast with meteorologist christina loren. >> good morning. a good looking day shaping up. a little bit warmer than yesterday. the big news is i'm tracking rainfall in the forecast, i'll show you when that moves in and my full report. let's check your drive. back to work with mike inouye. >> good morning. we are here and as jon said it's the middle of the night. over above these lights on the roadway you see low clouds around, as christina is talking about, she is going to talk about rain so listen up. right now a smooth drive on the approach. the maps, typically at this time we talk about slowing here, north through downtown oakland, both directions. there is construction going on but not a lot of problems. they are not clearing, not typical commotion you see.

it's north from 23 tight marina boulevard. we had a full closure to half an hour ago. we have two lanes block north out of san leandro. no big deal. we'll track the commute coming up. >> thank you. happening now, remember this? crews in italy starting that effort trying to raise the ship wrecked "costa concordia." that's the cruise liner to be towed away. we have a live look here, this is not an easy scene to be dealt with. engineers actually trying to use pulleys and counterweights to right that ship which has been resting off the coast since it ran aground in january 2012. we've just learned engineers have successfully detached the capsized concordia from the reef. no new bodies have been seen or found at this point. that crash killed 32 people. the work to right the ship started after midnight and this

process is expected to take about 12 hours. >> you would think it would take a lot longer. in northern california rescue teams are hoping for a break in the rain as they try to reach more than 1,000 people stranded. the major air rescue is planned today. here's how it's going to work. people are asked to use white sheeters, mirrors and flares to alert helicopter pilots to their locations. five people are confirmed dead after a week of record-breaking rains. 1500 homes have been destroyed and more than 11,000 people evacuated. hundreds are still unaaccounted for. >> how can we ever recover from this. i know, inch by inch, mile by mile, community by community. >> in boulder county alone flooding has caused an estimated $150 million in damage to roadways and bridges. some of that damage also occurred at the university of

colorado in boulder. it closed last week because of flooding but it is expected to reopen this morning. >> the university of colorado actually had to cancel their football game because of that. we can tell you three red cross volunteers from here in the bay area are in colorado helping with the relief efforts. more are expected to be sent to local offices. they are waiting to find out what kind of aid is needed. >> all of these kinds of disaster situations, whether it's a house fire that only affects one family or a massive disaster that affects the region, either way it's always heartbreaking, and the red cross is there to just make that journey a little easier and help out as much as we can. >> volunteer throughout from the east bay in colorado there telling us shelters are just packed now with families and with pets. she says people, they were evacuated so quickly some didn't have time to find identification.

most people don't know when those roads will reopen or when they will be able to return home. >> more than two months after the deadly airlines crash at sfo first responders in san francisco will focus on putting out fires on airplanes. firefighters, paramedics and emts will work to practice aircraft fire fighting. and also rescuing victims. it's part of a larger event in october. this exercise comes in the wake of the crash of flight 214 at sfo in july. three chinese students died following that crash. >> in the east bay a two-alarm fire leaves three people dead and fire officials say the deaths possibly could have been prevented. the fire broke out at about 12:30 yesterday morning in pittsburg close to highway 4. fire officials say the three women who died inside the home likely had no warning since there were no working smoke detectors. in fact, firefighters say they

found three smoke detectors sitting on a counter uninstalled. firefighters, they say the women were likely asleep when the fire started and ultimately overcome by the smoke as they tried to escape. >> an older lady and two other ladies about 30s, 40s. they were some nice people. i don't know why this had to happen to them. >> because of -- the cause remains under investigation. >> convicted killer to return to the courtroom. closing arguments will be given for the penalty of naso's trial. he is eligible for the death penalty. >> after a very rough time mt. diablo state park reopening this morning over a week after a large wild fire forced this one to shut down. park workers, they will spend

the coming weeks preparing camp grounds damaged by the fire. the so-called morgan fire was contained on saturday. this burned more than 3100 acres and investigators say target shooting is to blame for starting this fire. firefighters, they say they are close to containing that rim fire burning in yosemite national park. the u.s. forest services say all of the cooler weather has helped them tamper this fire. it's reported the rim fire is about 84% contained. for the record this is the third largest fire in state history so it has been a busy couple of weeks on the fire front. >> it's one month from tomorrow. it started on august 17. so almost one month. >> meteorologist christina loren, it was a gorgeous weekend. >> it was. we're going to see more of the same. good morning, marla and jon.

i want to start your work week on a positive note. that's easy to do in the weather department. we're going to see more of the same. we're looking so good. 64 degrees in livermore, 64 to kick off the day in san jose. the weather headlines tells the story. this is the final monday of the summertime. 3 to 5 degrees warmer today, a cool ocean breeze later on. tomorrow, foggy start makes way to a sunny and breezy finish. it's going to be very breesy, though, getting close to advisory criteria on the san francisco bay where we have america's cup. i'm going to be out there live tomorrow. and as we head through the rest of the week into the weekend, we're talking about a chance for shower, looking good for parts of the bay area. i'm going to show you where in my next report. 85 in livermore, 68 degrees, a beautiful day in san francisco, 73 in santa cruz. i'll let you know when the low clouds are going to clear. i've got it on pinpoint this morning.

your fog factor coming up. let's check your drive. no real low clouds now that can slow you down. those should be developing. good morning, mike. >> good morning. we'll keep an eye on those with our live cameras. not affecting our view of the roadway. this is palo alto, a smooth drive north away from us with the taillights, past the willow up into san mateo. we'll switch to the east bay, we're looking at an earlier crash at altamont pass. it's off of 580, and not a problem. the build has started for 205 as you make the merge with 580. in toward the altamont. the average speed at the limit as you travel the entire distance toward the dublin interchange. a look off to the right, there's not a lot of traffic. at the limit all the way toward that 580/680 interchange. around highway 24 we have construction going on but that's not a big deal. no slowing south through

pleasanton or to the south bay. there is the south bay where our live look shows you a light volume of traffic. >> back to the bargaining table for b.a.r.t. negotiators and labor unions. the two sides are more than halfway through the 60-day cooling off period ordered by governor brown and yet to reach a deal on a new contract. b.a.r.t. leaders will meet with the agency's two large labor unions. last week the meetings were separate. among issues employee health care, pension and the length of the next contract. if a deal is not reached by october 10, b.a.r.t. workers are expected to go on strike. >> of course we're keeping our fingers crossed for kmutders all over the bay area. get this settled. still to come on "today in the bay," a bay area professor now considered the front-runner for the head of the federal reserve. details on what pushed her to the top of that list coming up in a live report. >> plus, a california school district that started monitoring what students post on social

look at the report on the alleged use of chemical weapons in syria. secretary general ban ki-moon will brief the council on the report followed by a briefing for the general assembly. the report was compiled by a chemical weapons inspection team investigating whether poisonous gas was used in the deadly attack on civilians in syria last month. secretary general says he believes the report will show that chemical weapons were in fact used in that attack. secretary of state john kerry is in paris this morning talking to u.s. allies about how to put an end to syria's chemical weapons program. in fact, he just wrapped up a presser with local officials, meeting with open officials from france and britain, turkey and saudi arabia. over the weekend u.s. and russian officials reached an agreement to inventory syria's chemical weapons program within the week and eradicate it by the middle of next year. >> this morning there could be some potential unity in the strained relations between north and south korea.

for the first time since april south korean workers, they have crossed into north korea to a reopened industrial park which employs workers from both countries. the two countries agreed to reopen it on a trial basis. the north softened its tone after threatening south korea with nuclear attacks for what it called p called provocative with the us. >> today the president will address the road to recovery and what's ahead. seema mody is live with all of the details for us. good morning. >> good morning, marla. president obama speaks today on the fifth anniversary of the collapse of lehman brothers. he is expected to tout the government's response to the financial crisis including recovering taxpayer money from the bailout, and the bailout of the auto industry.

in other news futures higher as invest terse react to the desession by larry summers to pull his name from consideration to replace ben bernanke. summer was seen as likely to raise interest rates. the markets coming off a positive week t dow posting its second best week of the year. we get data on industrial production, later this week on housing. the fed begin as two-day meeting tomorrow t dow rising 75 on friday, the nasdaq adding 6. more on summers. summers move potentially opens the door for janet yellen to succeed bernanke. she was previousliment of the san francisco fed bank. she has taught at cal berkeley's school of business since 1980. >> a local lady. thanks so much. >> a couple of major storms

pummeling mexico from opposite directions causing mudslides and flooding leaving at least 21 people dead. tropical storm manuel coming ashore on the country's southwest pacific side. this one is expected to dump about 15 inches of rain in some areas. on the other side of mexico, gulf residents now they are seeking shelter from hurricane ingrid. the slow moving hurricane could reach the mexican mainland later on this morning. >> mother nature is wreaking havoc all over the world. >> yes. she has the authority to do so and she does that when she feels like it. >> here she is cutting us serious slack. >> it's beautiful. >> good morning. >> hey, good morning to you, marla and jon. good morn tug at home. temperatures are nice and comfortable. mostly in the 50s and 60s, 64 in san jose, 60 in gilroy, 64 degrees in livermore to kick off a back to work monday. i want to take you through your

hour by hour changes. at high noon, temperatures comfortable, just about everywhere. you probably will not need a coat, not even a sweater. at lunch time comfortable conditions all across the bay area. no major separation between your micro climates. about 68 degrees in san francisco, 79 in redwood city, down the peninsula, plenty of upper 70s for us here, 77 degrees in san jose. really comfortable conditions. 85 for livermore. and 85 degrees in fairfield. all things in perspective, a few days of summertime left before we hit fall. the first official day this sunday at 1:44, that's when we hit the autumnnal equinequinox. also tracking rain showers. for today 85 degrees, 79 tomorrow, even cooler, then right back up to 90 or wednesday, the warmest of the week, one final blast of summer on thursday, before those clouds

start to increase on friday. expecting some showers saturday into sunday. best chance in the north bay, we still have about a 20% shot even right here in the south bay. so looking pretty good for showers for the first official weekend the fall. back to you guys for now. >> thanks. it's 4:49. a school district in southern california is trying to stop cyber bullying by tracking students' social media postings. the glendale school district hire add company to watch what students post on sites like facebook, twitter and instagram. it's stirred debate about what privacy right teen students have when they post. the district hired the company to help curb online bullying, drug use and other problems after two teens committed suicide last year. >> 4:49 now. hey, if you're lucky enough to get in on all of the accidental dream deals you're good fortune continues. united says it will honor those tickets it gave away for free. you may remember on thursday

united accidentally listed some of the fares for zero dollars. united airlines now says it will honor all of those tickets sold along with those low fares which ended up saving hundreds of dollars on last minute flights. a very good pr move as well. the airline will not tell us how many tickets they accidentally gave away or how much this big time mistake cost the airline. >> nonprofit group wants to help jump start an improvement project in san mateo county. the parks foundation is launching a program in hopes of raising $43,000 involving three projects, popular bicycle sundays, restoring the endangered thorn mint to edgewood park and replacing the fire rings at memorial park. it seeks to enhance, not replace larger capital improvement projects. >> a bay area man cities he has big ideas for the eastern span

of the bay bridge that is if he can get to the stay here. technology entrepreneur david greshaber wants to build structures with recycled pieces of the old bridge. he plans to hold a competition for architecture students to come wake-up designs but at this point faces a major hurdle. most of the scraps from the old bridge are slated to be sold in china. once the bridge is dismantled. he says he collected more than 1,000 signatures to try to keep the bridge scraps for use here in america. a cool project. >> makes sense. we'll see. 4:51. o.co column see a makeover. >> i'd cry every time i see this team together even today. a few weeks after the final game because they are such an amazing group. >> those would be tears of joy. we'll let you know why these guys goynt all the way but made
